For the most complete record, download the application or drawing from the planning portal first. Then save a visual copy of the rendered page with Firefox’s Take Screenshot → Save full page, and create a print-to-PDF copy when you need searchable, paginated records. Keep the original drawing PDF as well: a screenshot shows appearance, but it does not preserve the source file’s vector detail, selectable text or document metadata.
Choose the right record before you capture anything
A planning page can contain several different things: the submitted application record, document links, drawing thumbnails, revision information and the portal’s own interface. No single capture method preserves all of them equally well.
- Portal download: best for the authoritative contents of a submitted application and its original documents.
- Full-page screenshot: best for showing exactly how the page looked, including headings, navigation, status labels and visible layout.
- Print-to-PDF: best when you need selectable text, pagination, printing or later searching.
- Original drawing file: essential when scale, dimensions, sheet size or revision history matter.
Use two or more formats when the record may be challenged later. A practical set is the portal’s original PDF or drawing, a full-page image of the relevant web page and a PDF printout if the print preview is acceptable.

1. Download the application from Planning Portal first
If you need the contents of a submitted 1App application rather than a picture of the website, start with the portal’s own download. Planning Portal’s official help describes this path:

- Open Applications.
- Filter the list to Submitted or Transferred.
- Open the application you need.
- Choose Application Actions.
- Use the available download or print option to save the full copy.
This route is normally the most complete because it comes from the application record rather than from whatever content happened to be rendered in your browser. Keep each downloaded document separately where possible, including the original drawing PDFs.
Before downloading
- Confirm the application number and the correct revision or submission.
- Open document lists and drawing links so you can see whether a file is a replacement, superseded version or consultation copy.
- Note the application status, document reference and page count.
2. Save a whole rendered page in Firefox
Firefox has a built-in full-page capture tool. Mozilla describes it as a way to capture visible parts of a web page or the entire page and save the result as an image.
- Open the planning application page and wait until the document list and drawing thumbnails finish loading.
- Right-click an empty area of the page.
- Select Take Screenshot.
- Choose Save full page, not Save visible.
- Review the preview, then download the image.
The result is one image containing the page’s rendered content. It is useful for showing the order of sections, status labels, visible links and the way the portal displayed the application at capture time.

A “full page” capture only includes content that the page has actually rendered. Before taking it:
- Expand accordions, tabs and “show more” document sections.
- Select the exact application and revision you intend to archive.
- Scroll through the page once to trigger lazy-loaded drawing images.
- Wait for thumbnails, document names and status indicators to finish loading.
- Dismiss a cookie or consent banner if it obscures content, or capture it separately if it is part of the record you need to show.
3. Use Firefox Developer Tools when you need capture controls
Firefox Developer Tools exposes a full-page screenshot button and additional controls documented by Mozilla’s Firefox source documentation. This is useful when a portal needs a pause before content appears or when you need a specific device-pixel ratio and filename.
- Open the page and launch Firefox Developer Tools.
- Enable the screenshot command in the Developer Tools interface.
- Choose the full-page capture option.
- Set a delay if drawings or status panels appear only after a pause.
- Set the device-pixel-ratio value appropriate for your archive.
- Enter a descriptive filename and save the image.
A delay is not a substitute for checking the page. If a drawing is still loading after the delay, return to the page, scroll the relevant section into view and wait for the thumbnail or document row to complete before capturing again.
4. Print the page to PDF when search and pagination matter
Use the browser’s print dialog and select Save to PDF when you need searchable text, page numbers or a document that is easy to print. Inspect the print preview before saving. Print CSS can change the layout, omit screen-only controls or split a long page differently from the on-screen version.

- Open the browser print dialog.
- Select the PDF destination.
- Check orientation, margins, background graphics and page range in the preview.
- Save the PDF with the application number and capture date in its filename.
Planning Portal calls PDF “a trusted and reliable open file format used to convert virtually any document into an easily readable, industry standard format.” A PDF is therefore a strong distribution copy, but it is not automatically a pixel-identical copy of the screen. Keep the screenshot too when exact visual appearance matters.

Preserve design drawings so scale and labels remain meaningful
A screenshot can make a drawing easy to see in context, but it is not a replacement for the original drawing file. Keep the portal’s PDF or other original download whenever it is available.
Keep the sheet context
- Preserve the original sheet size, orientation and scale bar.
- Check that key dimensions and labels are legible at the saved resolution.
- Keep the drawing reference, revision letter or number and page count.
- Do not crop away the title block, scale information or revision notes.
Planning Portal guidance recommends submitting documents at their original sizes and keeping scale and dimensions visible. The same checks are valuable when making an archive copy. If a screenshot forces a drawing to be viewed smaller than the original, use the original PDF for measurement and the screenshot only for visual context.
Use clear names and an audit note
Use a stable filename that identifies the application, drawing, revision and date. For example:
APP-1234_drawing-A-101_revB_2026-10-16.pdfKeep a companion text note containing the source URL, capture time, browser, application reference, document reference and any filter or revision selection used. Bristol City Council’s document standards call for documents and drawings to be named and numbered clearly, with scale and print size stated; applying that discipline to your archive makes later checking much easier.
Check size and accepted formats before sharing
Planning Portal lists PDF and common image formats as accepted and warns that some local-authority systems cannot accept files over 10 MB. Check the final file size before uploading or emailing it. If an image is too large, keep the original at full quality in your archive and create a clearly labelled sharing copy rather than overwriting the master.
Match the capture to the evidence you need
Decide what a later reader must be able to do with the file. A visual review, a text search, a printed committee pack and a scale check have different requirements.
- To show the interface: use the full-page screenshot. It records headings, status labels, section order and other rendered details that may disappear in a print layout.
- To prove which documents were supplied: retain the portal download and the individual linked files. A screenshot may show a document name but not preserve the underlying file or a link hidden behind a control.
- To search names or references: add the print-to-PDF version and test that text can be selected and searched.
- To assess a drawing: open the original PDF at its native size. Use the screenshot as context, never as the only source for dimensions or scale.
- To print a short extract: use the PDF page range after checking page breaks and orientation in preview.
When the portal page and the printed PDF differ, keep both and record the difference in your note. The discrepancy may simply be caused by print CSS, but preserving the rendered image prevents the visual state from being lost.
Keep originals, derivatives and provenance together
Separate master files from copies made for email, upload or a smaller preview. The master should be the portal download or full-resolution capture. A derivative can be compressed or resized, but its filename should identify it as a sharing copy and the original should remain unchanged.

For each capture, record the application number, document or drawing reference, revision, page count, source URL, capture date and browser. Also note whether you selected Submitted or Transferred, which application tab was open and whether any sections were expanded. These details let another person reproduce the view and distinguish a replacement drawing from a superseded one.
Store the PDF, screenshot, downloaded drawings and companion note together in the same case record or archive location. If a portal later changes its interface or removes a thumbnail, the URL and capture time still explain where the image came from and what was visible then.
Digitising paper drawings
If the only available plan is on paper, an A3 or document scanner can produce a PDF archive. Planning Portal says scanning original drawing files into PDF can reduce file size while preserving information. Check the scanned sheet against the paper original: keep the entire sheet, orientation, title block, scale bar and dimensions visible, and do not mistake a scan for a vector-native file.

If you must choose one file for a formal application record, use the portal download. If you must demonstrate what a reviewer saw in the browser, use the full-page screenshot. If colleagues need to search, print or paginate the record, add the PDF after checking its preview.
A repeatable archive workflow
- Record the application number, source URL and the current date and time.
- Download the portal’s application copy and each original drawing or document.
- Open the application page in Firefox and expand all relevant sections.
- Scroll through the page so lazy-loaded thumbnails and document rows appear.
- Save a Firefox full-page image.
- Print the page to PDF and inspect every page in the preview.
- Compare the screenshot and PDF with the portal: check the application status, drawing references, revisions and page count.
- Rename files consistently and keep a text note with the browser and capture details.
- Store the originals and sharing copies separately.
Troubleshooting
The screenshot stops before the document list
The list may be lazy-loaded or hidden inside an accordion. Expand the section, scroll through it once, wait for the final row to appear and capture again. Developer Tools’ delay option can help when the content appears after a predictable pause.
Drawing thumbnails are blank
Confirm that the image request finished, disable any temporary reader or content-blocking mode that prevents the portal image from loading, and reload the page. Keep the original drawing download; a thumbnail is not a substitute for it.
The PDF layout does not match the screen
Inspect print preview before saving. Print styles can remove screen-only elements, change widths or insert page breaks. If the visual arrangement is important, keep the Firefox screenshot alongside the PDF.

Labels or dimensions are unreadable
Do not rely on a scaled-down screenshot for measurements. Preserve the original drawing PDF, its sheet size and scale bar. If you create a sharing image, retain the full-resolution master and verify labels at 100 percent before distributing the copy.

The saved file is rejected as too large
Check the receiving authority’s limit; Planning Portal notes that some local-authority systems cannot accept files above 10 MB. Submit an appropriately compressed sharing copy only after retaining the original master and recording that a derivative was supplied.
You cannot tell which revision you captured
Capture the document reference, revision, application number and date in the filename and companion note. Include the title block in the image rather than cropping it away.

What is the best way to keep planning drawings readable?
