For a court-ready webpage record, open the exact URL, let all content load, expand relevant sections, print the complete document to PDF, inspect the saved file, and preserve it with a capture log and an untouched original. A PDF alone does not guarantee admissibility; authentication, custody, searchability, and the receiving court’s filing rules still matter.
1. Prepare the webpage before you capture it
Start with the page you actually need, not a search-result preview or a shortened link. Copy the complete URL into a capture log before opening the print dialog. Record whether the page required a login, subscription, paywall access, a particular account, geolocation, or other personalized settings.
Load everything that belongs to the record
- Wait for text, images, charts, advertisements that are part of the disputed page, embedded documents, and other dynamic elements to finish loading.
- Scroll through the entire page so lazy-loaded images and sections are requested.
- Expand accordions, “read more” controls, comments, disclosure panels, and footnotes that are part of the material you need.
- Note content that appears only after a script runs, after a delay, or after an interaction. If it matters, make sure it is visible before printing.
Do not dismiss a consent, login, or disclosure panel if its text is relevant. If a banner obscures the page but is not part of the evidence, record that it was present and how you handled it.

Record the access conditions
Write down the page title, publisher or author, exact URL, account state, browser and version, operating system, and any unusual conditions such as a paywall, personalization, timezone, or geolocation. Those details help another person understand what the PDF represents.
2. Save the complete document with Print to PDF
- With the fully loaded page open, use the browser’s Print command:
Ctrl+Pon Windows or Linux, orCmd+Pon macOS. - Choose Save as PDF. If that destination is unavailable, choose the operating system’s PDF printer.
- Set the range to the complete document or all pages. Do not leave a selected-page range from an earlier print job.
- Enable background graphics when colors, shaded table cells, diagrams, or other backgrounds carry meaning.
- Inspect scale, orientation, paper size, and margins in the preview. Reduce excessive margins or adjust scale if headings, columns, or tables are clipped. Avoid a setting that makes text too small to read.
- Save to a descriptive filename that includes the site or matter and the capture date and time. Save the first file as the untouched original.
Browser labels differ by version, but the important controls are the destination, all-page range, background graphics, scale, margins, orientation, and paper size. Review the preview page by page when the page contains tables, footnotes, multi-column text, or wide images.

3. Check the PDF before treating it as evidence
Close the PDF, reopen the file you saved, and inspect the actual output rather than relying only on the print preview.
- Confirm the page count and that the final page is present.
- Search for distinctive words, names, dates, headings, and identifiers. Text-searchable output is preferable whenever practicable.
- Compare headings, paragraphs, images, charts, tables, footnotes, captions, and hyperlinks with the live page.
- Check that page-specific identifiers, timestamps, article authorship, and other details needed to identify the source are visible.
- Zoom into small text and inspect every page for clipping, blank pages, missing backgrounds, broken characters, or overlapping elements.
- Open links only from a working copy; do not modify the original PDF while checking it.
California Rule 8.74 is a concrete example of a court requirement: electronic documents must be text-searchable PDF when practicable while maintaining original formatting and remaining complete and readable. That rule applies to the California filing context covered by it, not automatically to every court.

Is a webpage PDF automatically accepted in court?
No. Creating a readable PDF and proving what it shows are separate issues. The American Bar Association Litigation Section warns that printing can omit information displayed on the webpage, while screenshots and printouts may provide little or no metadata. A court may therefore ask how the file was made, what URL it represents, when the page appeared, and whether the offered copy was changed.
Authentication under federal evidence rules
Federal Rule of Evidence 901 generally requires evidence sufficient to support a finding that the offered capture is what the proponent claims it is. The ABA describes affidavits and identifying details such as the URL, capture date, page title, author, and related circumstances as possible circumstantial support. Authentication is a hurdle to address, not a result guaranteed by saving a PDF.

Federal Rule of Evidence 902(13) addresses records generated by an electronic process or system that produces an accurate result when certified by a qualified person. Rule 902(14) addresses data copied from an electronic device, storage medium, or file when authenticated by digital identification and certification. The Federal Judicial Center records that these provisions became effective on December 1, 2017 and can permit certification instead of testimony for qualifying electronic evidence. They are routes for authentication, not a promise that every webpage PDF will be admitted.
Build a capture log and preserve the original
Keep the PDF with a contemporaneous log. Include:
- Exact URL and the page title.
- UTC capture date and time.
- Publisher or author.
- Browser and version, operating system, and capture method.
- Login, subscription, paywall, personalization, timezone, and geolocation state.
- Whether content was loaded by script, revealed by scrolling, or expanded manually.
- Notes about consent banners, popups, chat widgets, failed resources, or other unusual behavior.
Store the untouched PDF and log in access-controlled or read-only storage. Make a working copy for redaction, annotation, or exhibit labeling; never overwrite the original. If your organization or counsel uses cryptographic hashes, calculate and record a hash for the original. Back up the materials to a second controlled location and document every custody transfer.
National Archives and Records Administration guidance emphasizes preserving web content, context, and sometimes structure, together with technical and administrative context. Risks include being unable to reconstruct a dynamic view, prove what was online at a particular time, or explain changes after capture. Snapshots and change tracking reduce those risks.
Handling dynamic, changing, or deleted pages
Dynamic content
A single print action may miss content injected after the initial load. Capture after network activity settles, scroll through lazy-loaded areas, and expand relevant controls first. If a chart, embedded document, comment thread, or disclosure is material, verify that it appears in the PDF and describe the loading steps in the log.

Pages that later change or disappear
The ABA identifies the Internet Archive Wayback Machine as a way to locate deleted pages. If you use an archived copy, retain the archive URL and timestamp and be prepared to explain why the archive is reliable for the proposition you offer. Archive authentication and personal-knowledge problems have led courts to reject online printouts, so an archive link is not a substitute for a custody record.
The ABA also cites Page Vault as an example of capture software that can capture a whole page and metadata in one action. Whatever tool you use, preserve its output, settings, and identifying information with the capture log.

Troubleshooting common failures
The PDF contains only the first screen or a few pages
Return to Print preview and select all pages or the complete document. Wait for loading to finish and scroll through the page before printing. For very long pages, verify that the browser generated a page count beyond the initial viewport.

Images, charts, or colored table cells are missing
Enable background graphics, reload the page, wait for images and charts, and scroll through lazy-loaded sections. Compare the reopened PDF with the live page, not just the preview thumbnail.

Text is clipped, tiny, or columns overlap
Inspect scale, margins, paper size, and orientation. Use a wider paper size or landscape orientation for wide tables, then confirm that the resulting text remains readable. If the court specifies a paper size, follow that rule instead of optimizing only for appearance.
The PDF is not searchable
Recreate it from the rendered webpage rather than an image-only screen capture and check text selection before filing. If the source itself is scanned or image-based, ask counsel or the receiving court whether an OCR copy is acceptable, and retain the unaltered original alongside any derivative.
The page requires a login or shows different content to different users
Record the account and access state, personalization, paywall status, timezone, and geolocation. Preserve the exact URL and UTC time. A reviewer must be able to understand why another session might display different material.
A bot check, blank page, timeout, or failed load appears
Do not present a blank or challenge page as the substantive record. Retry under the same documented conditions, preserve the failure in your notes if it is relevant, and capture the successful page when available. Stop editing it. Restore the untouched capture from read-only storage, make a separate working copy, and document which copy was used for redaction or exhibit preparation.
Before filing with a court
- Read the particular court’s current electronic-filing and evidence rules.
- Check requirements for text-searchable PDF, original formatting, completeness, readability, bookmarks, exhibit labels, redaction, page size, file-size limits, filename conventions, and service.
- Confirm that the PDF, capture log, hash record when used, screenshots or native exports, and custody notes are together.
- Ask counsel whether an affidavit, declaration, Rule 902 certification, or testimony is needed to authenticate the capture.
- Submit a working exhibit copy only after verifying that the untouched original remains preserved and identifiable.
A properly generated PDF is the starting point, not the entire evidentiary foundation. The strongest record combines a complete rendering, a searchable and readable file, contemporaneous provenance, controlled storage, and a method for explaining what the webpage showed at the stated time.
