Start by checking whether the publisher offers a newer Windows 11-compatible release. If no update exists, run Windows 11’s built-in Program Compatibility Troubleshooter at Start > Settings > System > Troubleshoot > Other troubleshooters > Program Compatibility Troubleshooter > Run. It can apply settings that address common problems, but it is not a Windows XP emulator and cannot guarantee that a particular program will work.
Test the specific task you need after each change. If the application still fails, separate application, driver, and peripheral problems before considering a virtual machine.
What Windows 11 compatibility mode can—and cannot—do
Windows 11’s compatibility tools attempt to make selected older applications behave more like they did on an earlier Windows release. They may help with common installation, launch, display, or permissions problems. Microsoft describes the troubleshooter as assistance for common compatibility issues, not as a promise that an individual Windows XP application will run correctly. An XP-era application can fail for reasons that compatibility settings cannot repair, including a missing or incompatible device driver, old hardware assumptions, operating-system architecture changes, security protections, or a dependency that is no longer present. An installer may behave differently from the installed program, and one feature may work while another does not. A window opening is therefore not a sufficient test.

Prepare before changing anything
Record the exact program and version
Write down the application’s name, version, publisher, and whether the problem occurs while installing, launching, or performing a particular operation. If there is more than one installer on hand, identify which file you intend to use. This information makes it easier to match the correct update and to describe a reproducible failure.
Use a trusted installer
Use installation files obtained from the publisher or another source you can verify. Microsoft recommends checking the publisher’s website for a supported version when a non-Store app has problems. Do not use a modified installer simply because it claims to remove compatibility checks; it may introduce security or licensing problems.
Back up the data the program uses
Before experimenting with an old application, copy its documents, databases, project files, templates, and configuration exports to a separate location. Compatibility troubleshooting should not be treated as a backup strategy. If the program writes to a legacy file format, keep an untouched copy so that a failed conversion or partial write does not destroy the original.

Step 1: Look for a publisher update first
Open the publisher’s support or download page and search using the exact product name and version. Look for a release that explicitly supports Windows 10 or Windows 11, a documented migration path, or a newer installer that replaces the XP-era build. A supported update is usually safer than forcing an obsolete executable to run because it may also replace old drivers, libraries, and security-sensitive components.
If the publisher states that the old version is unsupported, read the notes before installing a newer release. Check whether it can open the files created by the XP version and whether it still supports the printer, scanner, database, serial device, or other hardware used by your workflow. Keep the old installer and data backup until the replacement has passed a real task test.

- Open Start and select Settings.
- Choose System, then Troubleshoot.
- Open Other troubleshooters.
- Find Program Compatibility Troubleshooter and select Run.
- Follow the wizard’s prompts to select the affected application and test its recommended settings.
- Apply the recommendation only if the test addresses the problem you recorded.
- Close and reopen the program, then perform the complete task you need.
The wizard may ask you to identify the program from a list or browse for its executable. Select the actual application that fails rather than a shortcut, launcher, updater, or unrelated helper. If installation is the failing stage, troubleshoot the installer; if the installed program opens but a report or device operation fails, test the installed executable and that operation instead.

Microsoft’s instructions and labels can change between Windows builds. If the listed path is different, open the Get Help app and search for Run the Windows Program Compatibility troubleshooter. Microsoft documents this alternative on its Windows troubleshooters page.
Step 3: Test the task, not just the window
After the troubleshooter applies a setting, use a small, disposable test file and exercise the feature that matters. A useful test records four separate outcomes:
- Installation: Does the installer complete without an error or rollback?
- Launch: Does the application open and remain responsive?
- Core operation: Can it create, open, save, print, export, or calculate the result you need?
- Peripheral operation: Does it communicate with the required printer, scanner, camera, storage device, or other hardware?
Write down the exact error text, when it appears, and whether the application becomes unresponsive. Microsoft notes that an app can still have glitches or stop responding even after compatibility assistance. Record whether the failure is consistent or occurs only with one file or device; that distinction points to a different remedy.
Do not treat a successful launch as proof that the program is safe for production data. Test saving and reopening a copy, printing a sample page, and exporting to the format your workflow requires. If the program handles important records, verify the output in another application before relying on it.
Step 4: Separate application failures from driver and device failures
An XP application may depend on a driver that Windows 11 does not provide. A program that opens normally but cannot print or scan may have an application compatibility success and a peripheral-driver failure. Conversely, a device that works in another Windows 11 application may expose a problem in the old program’s device interface.

Microsoft recommends updating device drivers through Windows Update when an app has issues. Open Settings > Windows Update > Advanced options > Optional updates and review available driver updates when that section is offered on your build. Install only drivers intended for the exact device and Windows version; do not assume an XP driver is suitable for Windows 11.
For printers and scanners, use the device maker’s Windows 11 support information and test the device independently. Microsoft provides separate troubleshooting guidance for those peripherals, so treat a paper-feed, detection, or imaging error as a device path to investigate rather than proof that the application itself is incompatible. Disconnecting and reconnecting hardware, changing a cable, or reinstalling a current driver may resolve a device issue, but do not install unsigned legacy drivers merely to make an old program appear functional.
Windows 11’s 64-bit limitation and old software
Windows 11 is available only as a 64-bit operating system. Microsoft’s 32-bit and 64-bit Windows FAQ explains the architectural distinction. That fact matters for very old software, especially programs that install kernel drivers, system services, copy-protection components, or hardware interfaces.

Some 32-bit desktop applications can run on a 64-bit Windows installation, while a specific program may still fail because of its installer, dependencies, driver, or required hardware. Microsoft’s general compatibility material does not provide a success result for every named XP application, so compatibility must be tested for the exact program and task.
Applications that require 16-bit components, an XP-only service, a legacy driver, or direct access to hardware are more likely to need a different environment. The troubleshooter cannot change the processor architecture or supply a missing driver. If an error specifically identifies such a dependency, note it before moving to a virtualized solution.
When compatibility settings are not enough
Try a supported replacement
If the publisher offers a current version, migrating to it is generally the most maintainable route. Confirm data-file compatibility, required peripherals, licensing, and the features your users actually need. A replacement may require exporting data from the XP application first, so keep the original files and verify the imported results.

Use a virtual machine as a separate environment
A virtual machine runs another operating system separately from the Windows 11 host. It can isolate an older application from some host-system changes, but it is not an automatic fix: the application may still require a particular driver, hardware connection, activation method, or operating-system behavior that virtualization cannot reproduce.

Enabling that platform is only one component of a virtualized environment; it does not install Windows XP, create a virtual machine, or supply application media.
Before creating an XP virtual machine, confirm that you can lawfully obtain compatible installation media and a valid Windows license. Use media from a legitimate source, isolate the old system from unnecessary network access, and keep the virtual machine’s files backed up. Windows XP is obsolete and should not be exposed to the internet simply to make an old application convenient to use. Also verify that the virtualization setup can pass through the exact printer, scanner, serial adapter, or other device required by the application.
Choosing the next route

Choose based on the failure’s source, the effort you can support, whether you can obtain a legitimate operating-system installation and license, and whether the route supports the exact peripheral and task. There is no official success percentage that can rank these choices for all XP programs.

The troubleshooter is not listed
Search Settings for Program Compatibility Troubleshooter. If the interface on your Windows build does not show it, open Get Help and search for Run the Windows Program Compatibility troubleshooter, as Microsoft describes on its Windows troubleshooters page. Do not download an unofficial “compatibility mode” utility that claims to replace the Windows tool.
The program installs but will not launch
Run the troubleshooter against the installed executable, not only the setup file. Capture the exact error and check whether the program installs a service, driver, or hardware component. A launch failure caused by a missing legacy dependency may require a supported replacement or a separately evaluated virtual machine.

The program launches, then freezes
Repeat the test with a copy of the data and note the operation that triggers the freeze. Check for driver updates through Windows Update and test the device independently. Microsoft warns that compatibility assistance does not prevent every glitch or unresponsive state.
Only printing or scanning fails
Test a current Windows 11 application with the same device. If that also fails, follow the peripheral’s Windows 11 troubleshooting and driver path. If the device works elsewhere, the old application’s interface or driver dependency is the more likely boundary; compatibility mode may not be able to bridge it.
A 32-bit label causes confusion
Do not conclude that the application will fail solely because it is 32-bit, and do not conclude that it will work solely because it is a desktop application. Windows 11’s 64-bit architecture is one compatibility factor among the installer, dependencies, drivers, security requirements, and task being attempted.
A practical decision checklist
- Identify the exact application version, installer, failing stage, and required hardware.
- Back up the application’s data and obtain a trusted installer.
- Check the publisher for a supported Windows 11 release or migration guidance.
- Run Start > Settings > System > Troubleshoot > Other troubleshooters > Program Compatibility Troubleshooter > Run.
- Test installation, launch, the required operation, saving, and peripheral output.
- Update relevant Windows and device drivers through supported channels.
- Record the exact error if the problem remains and determine whether it belongs to the application, driver, device, or operating-system dependency.
- Move to a supported replacement or investigate a properly licensed, isolated virtual machine when the built-in tool cannot meet the requirement.

Will every Windows XP program run if I select compatibility mode?
