Short answer: an ordinary Android phone cannot natively install and execute Windows 11 desktop programs. There is no current, supported “Windows 11 phone” mode that turns an Android handset into a Windows PC. You can, however, use two different Microsoft workflows: Phone Link mirrors selected Android apps on a Windows PC, while Windows App for Android lets your phone control a Windows 365 Cloud PC, Azure Virtual Desktop, Remote Desktop Services session, or another remote PC. In the second workflow, the Windows program runs on the remote Windows computer; your phone is the display and input client.
What “running Windows apps on a phone” actually means
The phrase combines several technically different situations. Identifying the direction of the connection prevents you from installing the wrong app or expecting a phone to execute software it cannot support.
Native Windows execution on the handset
A standard Android installation uses Android application packages and the Android operating system. A Windows desktop executable is built for Windows, with Windows system libraries, services, drivers, and often an x86 or x64 processor expectation. Android does not provide that Windows runtime. Microsoft does not offer a supported Windows 11 desktop environment that installs directly on a normal Android phone.
Some phones use ARM processors, but processor architecture alone does not make Windows desktop software compatible. The operating system, APIs, drivers, licensing, and hardware support would still be missing. Treat claims that a routine Android phone can simply install Windows 11 applications as a different, unsupported experiment rather than a Microsoft-supported feature.

Mirroring an Android app to a Windows PC
Phone Link connects an Android phone to a Windows PC and displays selected Android apps in a PC window. The application remains installed and running on the phone. Microsoft describes the PC experience as mirroring what appears on the Android device and explicitly states that apps “will be running from your Android device.” The PC is not converted into an Android runtime, and the Android app does not become a Windows application.
Controlling a remote Windows computer from Android
Windows App for Android connects to a Windows resource over a network. Depending on your organization and subscription, that resource can be a Windows 365 Cloud PC, an Azure Virtual Desktop session, a Remote Desktop Services desktop or published app, or a separately configured remote PC. The Windows program executes in that remote Windows environment while the phone sends keyboard, touch, and pointer input and receives the resulting screen.
This is the practical route when you need a Windows-only accounting package, engineering tool, business application, or desktop utility while away from your PC. It is remote access, not Windows running locally on the phone.

Phone Link and Windows App compared
| Question | Phone Link | Windows App on Android |
|---|---|---|
| What software is being used? | An Android app installed on your phone | A Windows app or complete Windows desktop in a remote environment |
| Where does the software execute? | On the Android phone | On an assigned Cloud PC, virtual desktop, Remote Desktop Services host, or remote PC |
| What does the phone do? | Runs the app and supplies a mirrored view to a paired Windows PC | Acts as a client that displays and controls the remote Windows session |
| Does it provide native Windows on the phone? | No | No; it provides a remote Windows session |
| Primary prerequisites | Compatible phone, Android version, pairing, and a Windows PC | Android 10 or later on an actively supported device, network access, a compatible account, and an assigned or reachable Windows resource |
| Typical limitation | App-streaming eligibility varies by phone; most devices open one app at a time | No session is available unless an administrator, organization, or owner has provided the Windows resource and access rights |
Choose Phone Link when the application you need is already an Android app and you want it visible on your Windows PC. Choose Windows App when the application exists only for Windows and you already have, or can obtain, a remote Windows environment.

Using Phone Link to show Android apps on a Windows PC
Phone Link is useful when your real goal is “use my phone apps with a PC keyboard, mouse, and larger display.” It does not help you launch a Windows desktop program on the phone.
Check compatibility before pairing
- Microsoft maintains a supported-device list covering selected Android, Samsung, HONOR, OPPO, ASUS, and vivo phones. Eligibility differs by model and feature, so the live list is more reliable than a brand-level assumption.
- Basic phone-to-PC linking and app streaming do not have identical requirements. A phone that pairs successfully may not support every app feature.
- The documented multiple-app experience requires Android 11 and select devices. On most other Android devices, Phone Link can open only one Android app at a time.
- Your phone and PC must be paired and signed in as required by the current Phone Link and Link to Windows setup. Keep both devices connected to a usable network during setup and use.
Pair the phone and PC
- On the Windows PC, open Phone Link from the Start menu.
- On the Android phone, open or install Link to Windows if your model supplies it, then choose the option to link a phone and PC.
- Use the QR-code or pairing flow shown by Phone Link. Sign in when prompted and approve the requested connection permissions on the phone.
- Wait for the devices to finish pairing, then open the Phone Link section for Apps. The exact list of available features depends on the phone model and Android version.
- Select a supported Android app from the PC. The app window is a view of the application running on the phone; closing the phone’s connection ends the streamed experience.
What Phone Link can and cannot do
- It can: present supported Android apps in a Windows window and let you interact with them from the paired PC.
- It cannot: install an Android package into Windows, translate an Android app into a Windows executable, or run a Windows-only program on the phone.
- It may not: provide multiple simultaneous app windows. Android 11 and select phones are required for the documented multi-app capability; most other devices are limited to one app at a time.
Microsoft has also described preview builds and specific app-version requirements for refreshed Phone Link experiences. Preview instructions are not a general compatibility guarantee, so do not treat an Insider-only procedure as a universally released feature.
Using Windows App on Android for real Windows software
Windows App is the appropriate client when the application you need runs in Windows and you are willing to access that Windows environment remotely. The application does not execute on the Android handset.
Supported connection types
- Windows 365: connects to a Cloud PC assigned to your user.
- Azure Virtual Desktop: connects to a virtual desktop or published application assigned by an administrator.
- Remote Desktop Services: connects using the organization’s server, feed, or connection details and an assigned desktop or app.
- Remote PC: connects to a particular Windows PC that has been configured for remote access and that your account is allowed to use.
Windows App does not create an unassigned desktop for you. Selecting a connection type without a provisioned resource will not produce a Windows session.

Requirements
| Requirement | What it means |
|---|---|
| Android version | Microsoft’s documented Android client requirement is Android 10 or later on an actively supported device. |
| Windows resource | You need an assigned Windows 365 Cloud PC, Azure Virtual Desktop resource, Remote Desktop Services desktop or app, or an accessible remote PC. |
| Account | Use the account type required by the service or organization. Microsoft’s documented Windows 365 and Azure Virtual Desktop sign-in scenarios do not accept a personal Microsoft account. |
| Network | The phone must reach the service or remote PC, and the remote environment must be reachable from its side of the connection. |
| Permissions and details | You may need a workspace URL, feed, host name, gateway, user name, multifactor authentication, or administrator-provided assignment. |
Connect to an assigned Cloud PC or virtual desktop
- Install the current Windows App client for Android from the official app distribution channel available on your phone.
- Open the app and select the connection category supplied by your organization, such as Windows 365 or Azure Virtual Desktop.
- Sign in with the work or school identity that owns the assignment. If the service requires multifactor authentication, complete it in the sign-in flow.
- Choose the Cloud PC, desktop, or published application shown in your workspace. If nothing is listed, the account may not have an assignment; installing the client cannot fix that.
- Accept any permission prompts, then wait for the remote session to open. Windows applications launched in that session run on the remote Windows resource.
Connect to Remote Desktop Services
- Obtain the connection details from the administrator: workspace or feed address, gateway information if required, and the account to use.
- In Windows App, add the Remote Desktop Services workspace or connection using those details.
- Authenticate with the supplied organizational account and complete any multifactor challenge.
- Open the assigned desktop or published Windows application. If the administrator has published only individual applications, you may see an app icon rather than a full desktop.
Connect to a personal or office PC
- On the Windows PC, enable and configure remote access according to the Windows edition and your organization’s policy.
- Make sure the PC is powered on, connected to the network, and reachable through the approved gateway or secure access method. Do not expose remote services directly to the public internet without appropriate security controls.
- In Windows App on Android, add a remote-PC connection with the host name or address and the account authorized to sign in.
- Open the connection and sign in. The phone now controls the existing Windows session or creates a new one according to the PC’s remote-access configuration.
What the remote experience is like on a phone
The phone is responsible for decoding the session display and sending touch, keyboard, and pointer input. The Windows host performs the application’s computation and accesses the files, peripherals, and services allowed by its configuration. Consequently, a powerful phone does not compensate for an unavailable or poorly provisioned Windows host.
Network dependency
Every screen update and input travels through the network. A weak, congested, or intermittently blocked connection can cause delayed taps, blurry updates, disconnects, or an inability to sign in. Test the connection from the location where you will actually work, especially when accessing an office PC through a corporate gateway.
Screen size and input
Desktop interfaces designed for a large monitor can be difficult to use on a phone. A Bluetooth keyboard, mouse, or a larger external display may make the session more practical, but those accessories do not change where the Windows application runs. Touch gestures are interpreted by the remote client and may not match the application’s mouse-oriented design.

Files and data location
Files opened by the Windows application normally remain in the remote Windows environment unless the administrator has enabled a specific transfer, drive, clipboard, or storage feature. Check the organization’s policy before moving confidential data between the phone and the remote host.

Power, sleep, and disconnection
A phone that sleeps, loses network access, or aggressively suspends the client can interrupt a session. Save work inside the Windows application and use the service’s sign-out or disconnect command when finished. Whether an application continues running after disconnecting depends on the remote service and its session policy.

Windows Subsystem for Android (WSA) was a Windows 11 feature for running some Android apps on a Windows PC. Its direction was Windows PC to Android app, the opposite of running Windows software on an Android phone.
Microsoft’s WSA developer notice says that Windows Subsystem for Android and the Amazon Appstore would no longer be available in the Microsoft Store after March 5, 2025. That retirement does not create a supported Windows-on-phone route, and it should not be presented as a current installation method for Android or Windows applications.

Troubleshooting by symptom
“I paired my phone, but the Windows program is not available.”
Pairing indicates a Phone Link relationship, not a Windows desktop session. Phone Link can show selected Android apps from the phone; it cannot expose Windows executables. Install or open Windows App instead and verify that you have an assigned Windows resource.
“Phone Link connects, but Apps is missing or limited.”
Check the live supported-device list, Android version, and the exact model rather than the manufacturer name alone. App streaming is feature-specific. Multiple Android apps require Android 11 and select devices; most other phones support only one app at a time.
“Windows App opens, but no desktop or app appears.”
Confirm that you signed in with the identity to which the Cloud PC, virtual desktop, published application, or remote-PC permission was assigned. For Windows 365 and Azure Virtual Desktop, a personal Microsoft account is not accepted in the documented scenarios. Ask the administrator to verify the assignment, workspace, license, and multifactor status.
“The remote session disconnects or is unusably slow.”
Test a more stable network, move closer to the access point, and check whether a VPN, firewall, captive portal, or corporate gateway is interrupting the connection. If the network is stable, the administrator should check the host’s availability and session capacity. Do not infer that the Android phone is incompatible solely from a poor remote session.
“I can connect to the PC but cannot open the required program.”
The remote account may lack permission, the application may not be installed on that host, or the organization may publish only selected applications. Ask the owner of the Windows environment to install or publish the program and grant the required rights. Windows App does not bypass Windows licensing or application permissions.
“I expected Windows 11 to install on my phone.”
There is no supported Microsoft workflow in these products that installs a complete Windows 11 desktop locally on an ordinary Android handset. Use remote access when you need Windows software, and treat unofficial operating-system ports as unsupported and potentially unsafe.
Which method should you choose?
| Your goal | Best-fit method | What you must have |
|---|---|---|
| Use a messaging, media, or productivity app that is already installed on your phone from a Windows PC | Phone Link | Supported phone and PC pairing; app-streaming eligibility varies |
| Open a Windows-only program while away from your computer | Windows App connected to a remote Windows resource | Android 10 or later, network access, account, and an assigned or configured Windows host |
| Give several people centrally managed Windows desktops or published applications | Azure Virtual Desktop, Windows 365, or Remote Desktop Services through Windows App | Administrator provisioning, licensing, identity, and policy configuration |
| Run Windows software locally with no network connection | Neither Phone Link nor Windows App | A compatible Windows computer or another locally supported operating system |
The decisive question is not whether the phone is new or powerful. Ask where the application is installed. If it is installed on Android, Phone Link can mirror it to a PC. If it is installed on Windows, Windows App can provide a remote session when a Windows host and the required account access already exist. Neither product turns an Android phone into a native Windows 11 computer.
