You can run speech recognition without an internet connection by staging the recognizer, a compatible language model, every required runtime, and any audio-conversion utility before the laptop is isolated. For a documented cross-platform command-line setup, build whisper.cpp, copy a converted model such as ggml-base.en.bin, convert recordings to the required PCM WAV format, and invoke whisper-cli locally. Vosk is another practical choice when you need a small offline deployment or streaming API. Windows AI Speech Recognition can work on supported hardware, but its CPU-only model is obtained through Windows Update, so it must not be assumed to be available on a strict air gap.
What an air-gapped speech-recognition setup requires
An air-gapped laptop has no network path to download models, install packages, resolve dependencies, or send recordings to a cloud service. “Runs offline” describes the inference step; it does not mean the original installation can be completed offline. Provisioning must happen while the laptop is connected, or through an organization-approved transfer process.
Prepare these items as one controlled bundle:
- The recognition engine and the exact executable or installer you intend to run.
- A language model that matches the engine and language variant.
- Runtime libraries, drivers, and build dependencies if you are compiling locally.
- An audio utility such as
ffmpegwhen recordings are not already in the required format. - Scripts, configuration files, and documentation needed by the operator.
- Checksums, signatures, or other verification records required by your security policy.
Transfer the bundle using the approved route. A USB flash drive is one possible transfer medium, not a software requirement; some organizations instead use a controlled staging workstation, optical media, or an inspected file-transfer gateway. Scan and verify the media and files according to local policy before connecting them to the isolated laptop.

Keep a record of the operating-system version, CPU architecture, engine version, model filename, and hashes. That inventory makes it possible to reproduce the installation and identify a mismatched model or runtime when troubleshooting later.

Which offline engine fits your laptop?
| Option | Best fit | Air-gap considerations |
|---|---|---|
| whisper.cpp | Cross-platform local transcription of existing audio, with a CPU-only fallback and optional hardware acceleration. | Stage the converted model, executable or build dependencies, and any accelerator runtime. The documented CLI example expects 16-bit WAV input, and memory requirements vary substantially by model. |
| Vosk | Lightweight deployments, streaming recognition, vocabulary adjustments, and integrations on small devices. | Choose and stage the language model. The project describes portable per-language models and larger server models; package the one that matches your target. |
| Windows AI Speech Recognition | Application integration on supported Windows systems. | Microsoft describes a preinstalled model on supported Copilot+ NPU systems. A CPU-only system downloads its model on demand through Windows Update, which conflicts with an unprepared strict air gap. |
| Kaldi | Research, toolkit, and developer workflows where you control the complete build and decoding pipeline. | Installation follows platform-specific source and build instructions and is more involved than a turnkey laptop workflow. |
Make the choice using the target operating system and CPU, language coverage, disk and memory budget, batch versus live input, vocabulary-customization needs, packaging effort, and a measured trial on representative recordings. Documentation alone cannot establish a universal “fast enough” threshold for every laptop.
Prepare a whisper.cpp bundle before isolation
1. Select the target build and model
On a connected staging machine, obtain the source or release appropriate for the target operating system and CPU. Decide whether you will compile on the laptop, compile on a matching build machine, or transfer a signed executable produced by an approved build process. A source build gives you control over options but requires the compiler, CMake, and any platform tools to be available during the build.
Select a model in the format expected by your chosen whisper.cpp version. The project README demonstrates a base.en model converted to a file named ggml-base.en.bin. Download and convert it while connected, then copy the resulting model into the deployment bundle. Do not depend on a model-download script after the laptop is isolated.
2. Build the command-line program
For the documented source-build path, run these commands from the repository directory:
cmake -B build
cmake --build build -j --config Release
./build/bin/whisper-cli -f samples/jfk.wav
The final command is the project’s sample invocation. On Windows, use the executable path and shell syntax produced by the selected generator; the output location can differ by configuration. The command-line program reports detailed options with:

whisper-cli -h
If building on the target is prohibited, create the executable on an approved matching system and transfer the signed or verified output with its runtime files. Optional CPU instruction sets and hardware backends can improve performance, but they add build and runtime preparation. The basic CPU path is the simplest fallback when acceleration cannot be deployed.
3. Put the model beside the executable or in a fixed model directory
A model is not interchangeable with an executable from a different format or project. Keep the exact file and version in the inventory, and test that the laptop can read it from the intended path. A typical explicit invocation is:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
./build/bin/whisper-cli -m models/ggml-base.en.bin -f recording.wav
Use an absolute path or a deployment-specific relative path if the operator may start the command from another directory. Explicit paths prevent a failed run caused by a changed working directory.
4. Normalize recordings to the documented WAV format
The current command-line example requires 16-bit WAV. For an MP3 or another unsupported input, convert it before recognition:
ffmpeg -i input.mp3 -ar 16000 -ac 1 -c:a pcm_s16le output.wav
This produces mono, 16 kHz, signed 16-bit PCM audio. Stage the matching ffmpeg executable and its required libraries if conversion will occur on the isolated laptop. Alternatively, perform conversion on the connected staging workstation and transfer only the normalized WAV files.

5. Run a local transcription
With the model and WAV file present, run:
./build/bin/whisper-cli -m models/ggml-base.en.bin -f recording.wav
Inspect the help output for the exact version-specific switches for language selection, timestamps, output formats, threading, and hardware backends. Do not copy options from a different release without checking them against whisper-cli -h. Save the transcript to a controlled output directory and decide in advance whether temporary WAV files, logs, and intermediate data must be deleted or retained.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsPlan disk and memory for whisper.cpp models
The project publishes the following planning estimates. They are not a guarantee for your build: quantization, operating-system overhead, thread count, and runtime buffers change actual use. Validate the selected model on the target laptop.
| Model | Published disk estimate | Published memory estimate | Planning implication |
|---|---|---|---|
| tiny | 75 MiB | about 273 MB | Smallest footprint; useful when storage and memory are tight, subject to the quality needs of your recordings. |
| base | 142 MiB | about 388 MB | A moderate starting point for a general laptop trial. |
| small | 466 MiB | about 852 MB | Requires substantially more memory than base. |
| medium | 1.5 GiB | about 2.1 GB | Reserve headroom for the operating system and application buffers. |
| large | 2.9 GiB | about 3.9 GB | Needs the most storage and memory; confirm that the laptop can run it without swapping. |
These figures are project-published estimates for the listed variants. Quantized models can reduce storage and memory, while different builds and workloads can increase them. Leave free disk space for source audio, converted WAV files, transcripts, logs, and at least one replacement model if operators may switch models.
Choose the smallest model that meets the accuracy requirement in a representative trial rather than selecting by model name alone. Test accents, terminology, microphone distance, background noise, and speaking rate that resemble the real workload. Neither the project documentation nor a model label establishes accuracy for your particular language or environment.
Use Vosk for lightweight or streaming workflows
Vosk is designed for offline use on lightweight devices; its project page specifically cites Raspberry Pi, Android, and iOS. It describes more than 20 languages and dialects, portable per-language models around 50 MB, and larger models intended for server use. Those sizes are project descriptions, so stage the exact language model and verify its compatibility with the Vosk package you deploy.

Batch transcription
Prepare the Vosk runtime, language model, and application code on the connected machine. Copy all package files and the selected model to the laptop, then point the application at the local model directory instead of a download URL. Package the audio decoder required by your application, because a model does not automatically provide support for every compressed audio format.
Live microphone or stream input
Vosk provides a streaming API, making it a candidate for live dictation or an application that feeds short audio chunks continuously. Stage the microphone driver and confirm that the laptop exposes the device without an internet-dependent management utility. A wired USB microphone or headset is optional hardware for live input; it is not needed to transcribe existing files.
Vocabulary and speaker features
The project documents vocabulary reconfiguration, which can help an application bias recognition toward known terms. It also documents speaker-identification capabilities. Treat both as application features that require configuration and testing; they do not remove the need to select the correct language model or evaluate performance on your recordings.
Understand the Windows AI Speech Recognition caveat
Microsoft’s current Windows documentation describes speech recognition running on a supported Copilot+ NPU or on the CPU, not on a GPU. On supported Copilot+ systems, the model is described as preinstalled. On CPU-only systems, the model is downloaded on demand through Windows Update. Therefore, a CPU-only laptop must be connected and provisioned before isolation, or you must choose a different engine whose model can be staged as files.
Microsoft’s recommended CPU experience specifies at least four physical cores, a 3 GHz base clock, and 32 MB of L3 cache. These are recommendations, not hard minimums. The documentation also describes batch file and streaming microphone workflows for application integration. Recheck the current Windows behavior before deployment because provisioning behavior and supported hardware can change.

Do not treat the presence of a Windows speech API as proof that its model is already available offline. Open the intended application on the actual laptop while it is still connected, complete model provisioning, then disable connectivity and repeat the workflow as part of acceptance testing.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. When Kaldi is the right choice
Kaldi is a toolkit-oriented route rather than a simple end-user command. Its installation documentation directs developers to obtain the source and follow platform-specific build instructions. Choose it when you need a research or custom decoding pipeline, already maintain native build tooling, or must integrate components that are not available in a simpler package. For an ordinary laptop operator who needs to transcribe files, the additional build and configuration work is usually a significant operational cost.
If you select Kaldi, freeze the source revision, compiler, model files, and platform instructions in the deployment record. Build and test the complete pipeline on hardware that matches the air-gapped laptop, then transfer the resulting artifacts through the approved process.
Validate the isolated laptop before relying on it
A successful installation command is not enough. Use a repeatable acceptance test while the laptop is physically or logically isolated.
- Confirm the inventory. Check the executable hash, model hash, runtime versions, and audio utility version against the approved bundle.
- Test a known WAV file. Run the exact command used by the operator and verify that a transcript and expected output files are produced.
- Test a non-WAV source. If conversion is part of the workflow, convert an MP3 or other representative file with the staged
ffmpegbinary, then transcribe the resulting WAV. - Measure elapsed time and resource use. Record processing time, peak memory, disk growth, and whether the system swaps. Repeat with the largest model you intend to deploy.
- Test real conditions. Use representative speakers, accents, terminology, microphone placement, noise, and speaking speed. Review errors rather than relying on a single clean sample.
- Check network behavior. Monitor the isolated system or review firewall and endpoint logs to confirm that the workflow does not attempt model downloads, telemetry, update checks, or remote transcription.
- Exercise recovery. Restart the application, run a second file, handle a malformed input, and verify that a full disk or missing model produces a clear failure instead of silently dropping output.
- Document the operator procedure. Include the working directory, model path, conversion command, transcription command, output location, and a safe shutdown or cleanup step.
Troubleshoot common failures
The program says the model is missing or cannot be loaded
- Confirm that the filename and path in
-mexactly match the staged file. - Check that the model format belongs to the engine and version you built.
- Verify the file hash and permissions; a partial or altered transfer can look like a valid filename.
- Run the command from a known directory or replace relative paths with absolute paths.
The input is rejected or the transcript is empty
- Inspect the file with an audio tool and confirm mono, 16 kHz, signed 16-bit PCM WAV for the documented whisper.cpp CLI path.
- Convert again with the documented
ffmpegcommand and use the new output file. - Check that the recording contains speech and that the microphone or recorder did not create a silent or corrupted file.
The laptop runs out of memory or becomes unusably slow
- Try a smaller model and close unrelated applications.
- Leave operating-system and runtime headroom rather than planning to consume all installed RAM.
- Measure whether swapping is occurring; a model that technically starts may still be impractical if it swaps heavily.
- Evaluate an optional accelerator only after confirming that its build and runtime dependencies can be staged and supported on the target.
Windows asks for an update or cannot start recognition offline
This is consistent with the documented CPU-only provisioning path. Reconnect during the approved staging window, allow the model to download through Windows Update, verify that the intended workflow works, and then repeat the acceptance test without connectivity. If the environment cannot permit that provisioning, use a self-contained engine and model such as a staged whisper.cpp or Vosk deployment instead.
Results are inaccurate
- Test a different model size and the correct language or language variant.
- Improve the recording path: microphone placement, background noise, clipping, and room acoustics often matter as much as model selection.
- For Vosk applications, evaluate vocabulary reconfiguration when specialized terms are consistently misrecognized.
- Do not infer guaranteed quality from a published model size or from a clean demonstration clip; keep a representative test set and review errors against the actual use case.
Security and data-handling boundaries
Local inference can reduce exposure compared with sending recordings to a cloud transcription service, but it is not automatically secure or compliant. Audio files, temporary conversions, transcripts, logs, model files, removable media, and backup copies can all contain sensitive information.
- Apply the organization’s endpoint-malware, encryption, access-control, retention, and removable-media rules.
- Restrict write permissions on the model and executable directories so operators cannot accidentally replace them.
- Decide whether temporary WAV files and debug logs must be deleted after successful transcription.
- Verify transfer media before and after use, and store hashes or signatures with the deployment record.
- Keep the laptop’s network interfaces disabled or controlled according to the air-gap definition; a local engine should not be allowed to silently reconnect.
- Separate model updates from production use: updates require a new approved staging and verification cycle.
A practical selection checklist
- Choose whisper.cpp when you want a documented cross-platform CLI, local batch transcription, and a CPU-only fallback.
- Choose Vosk when a small per-language model, streaming API, or vocabulary adjustment is central to the application.
- Choose Windows AI Speech Recognition only after confirming the laptop’s supported hardware and completing model provisioning before isolation.
- Choose Kaldi when you have the engineering capacity for a toolkit and custom pipeline rather than a quick operator workflow.
Whichever route you select, stage every artifact, verify it, convert or validate audio formats, and measure the complete workflow on the actual isolated laptop. That process establishes whether the chosen engine meets your language, performance, and handling requirements without relying on a network connection.
