Use an emulator with explicit NEC PC-98 support, not a generic IBM-PC DOS preset. The two documented starting points are DOSBox-X in PC-98 mode and the Neko Project II Kai core through Libretro. DOSBox-X is the quickest route when you have an HDI or FDD image and want to mount it directly. Neko Project II Kai is a dedicated PC-9801-series core with broader documented media support, but it requires firmware and font files in a specific system directory.
No single emulator is documented as compatible with every PC-98 title. Choose based on the game’s image format, whether it needs multiple floppy drives, the firmware files you can obtain legally, and the emulator’s own compatibility notes.
Why PC-98 games need a dedicated emulator
NEC’s PC-98 family used x86 processors and software concepts familiar from MS-DOS and Windows, but it was not IBM-PC compatible. Its hardware, BIOS, video modes, sound devices and disk formats differ from the standard DOS machine that most PC emulators start with. A game that runs in ordinary DOSBox mode can therefore fail to boot, display garbled graphics or produce incorrect sound when treated as an IBM-compatible title.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesThe PC-98 line was sold in Japan from 1982 through 2000. Many games were distributed on floppy disks or hard-disk images made for that hardware. The image extension is an important clue: HDI and FDD are common, while PC-98-focused software may also recognize FDI, D88, D98, FDD, HDD and CMD files.

The DOSBox-X project states that it starts a standard IBM-compatible DOS system by default, not a PC-98 system. You must select the PC-98 machine explicitly before launching a game.
Choose an emulator before you configure anything
| Option | What its documentation establishes | Best starting point when… | What you must prepare |
|---|---|---|---|
| DOSBox-X PC-98 mode | Official PC-98 emulation mode; select machine=pc98. The aliases pc9801 and pc9821 are also documented. It can start the PC-98 machine without additional firmware files. |
You want a straightforward Windows emulator, have a host folder or an HDI/FDD image, and prefer mounting media with commands or the Drive menu. | DOSBox-X, your game directory or image, and optionally a PC-98 font for Japanese text. |
| Neko Project II Kai through Libretro | A dedicated PC-9801-series core. Its documented content extensions include .d98, .fdi, .fdd, .d88, .hdi, .hdd and .cmd. It documents disk control and save states. |
Your collection uses several PC-98 image formats, or you already manage games through a Libretro frontend. | The core plus required BIOS, ITF, sound and font files in a frontend system subdirectory named np2kai. |
These are documented setup paths, not a universal ranking. A PC98.org collection FAQ reports that its author needed at least three emulators for all of the games encountered, naming T98-Next, Anex86 and Virtual98, while noting that MAME’s PC-98 work might change that situation. Treat this as one collection-specific experience rather than a population-wide compatibility statistic.
Prepare your game images and files
Identify the media type
Look at the file extension before selecting an emulator. DOSBox-X’s PC-98 guide specifically discusses HDI and FDD images and contrasts them with the IMG files commonly seen in standard DOS guides. Neko Project II Kai lists a wider set: D98, FDI, FDD, D88, HDI, HDD and CMD, among others in its documented content list.
An extension alone does not prove that an image is bootable or that a particular emulator will run the title. Keep the original files unchanged and make a working copy if you need to rename or reorganize them. If a game came on several floppy images, note their order before mounting them.
Use files you are entitled to use
The emulator documentation does not establish distribution rights for any game image, BIOS, ITF ROM, font or sound sample. Use dumps and firmware obtained under the laws and licences that apply to you. Neither setup path makes an unlicensed download lawful.
Method 1: Run a game with DOSBox-X PC-98 mode
1. Install and launch DOSBox-X
Install a current DOSBox-X build from the project’s official release channel, then start the DOSBox-X executable. The exact Windows installer screens can change between releases, so use the options presented by the build you downloaded.

2. Select the PC-98 machine
There are two documented ways to switch from the default IBM-compatible machine:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Open
dosbox-x.conf, find the machine setting and set it tomachine=pc98. - Start DOSBox-X from a Windows command prompt with
dosbox-x -set machine=pc98.
The guide also accepts pc9801 and pc9821 as aliases for pc98 at the time of that documentation. If the emulator opens in ordinary DOS mode, check this setting before troubleshooting the game itself.
3. Decide whether you need a font
PC-98 games often display Japanese text through a PC-98 font. DOSBox-X can enter PC-98 mode using the executable alone, and its guide identifies two font choices: an original FONT.ROM and the free FREECG98.BMP alternative included with DOSBox-X. The same guide notes that, from version 0.83.15 onward in some configurations, a font may be optional because an internal Japanese DOS/V font can be used.
Successful startup does not guarantee correct character rendering. If menus or dialogue are unreadable, configure a documented PC-98 font rather than assuming the game image is damaged. Font requirements can vary with the DOSBox-X configuration and the title.
4. Mount a host folder
To expose a normal Windows directory as a DOSBox-X drive, use the MOUNT command. For example, if your files are in C:PC98 on Windows, enter:
MOUNT C C:PC98
Then switch to the emulated drive:
C:
Use DIR to inspect the files. If the directory contains an executable such as GAME.EXE, start it with the filename shown by DIR. Do not assume every title uses the same launcher name.

5. Mount a disk image
For a hard-disk image such as PC98.HDI, the guide gives this pattern:
IMGMOUNT C D:PC98.HDI
After mounting, enter C: and inspect the contents. If the image contains a DOS installation and a launcher, run the game’s documented executable from that drive.
The DOSBox-X Drive menu provides an alternative to typing MOUNT or IMGMOUNT. The command-line form is easier to reproduce and diagnose, while the menu can be convenient when you are experimenting with several images.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →6. Boot an image when required
Some images are intended to boot as a complete PC-98 disk rather than being mounted as a data drive. DOSBox-X documents:
BOOT C:
Use this after the image has been mounted as drive C. If the image is not bootable, the command will not turn it into a boot disk; mount it normally and launch the game from its files instead.
7. A concrete HDI example
The DOSBox-X guide uses an HDI containing one of the first five Touhou games as its example. Those first five games are PC-98-targeted titles. The documented pattern is to mount the HDI as C:, change to C:, and run the game’s GAME launcher. That example demonstrates the workflow; it does not mean every Touhou release is a PC-98 game or that every title uses a launcher named GAME.

Method 2: Run a game with Neko Project II Kai in Libretro
1. Install a Libretro frontend and the core
Use a Libretro-compatible frontend and install the Neko Project II Kai core through that frontend’s core manager or documented installation method. The core is described as emulating the PC-9801 series, not a generic IBM-PC DOS machine.
2. Create the required system directory
Inside the frontend’s system directory, create a subdirectory named exactly:
np2kai
Place the required firmware and support files in that directory. Libretro’s documentation lists these required filenames:
font.bmpFONT.ROMbios.romitf.romsound.rom
The same documentation lists these as optional for configurations or titles that use them: bios9821.rom, d8000.rom and several YM2608 rhythm samples. The names and directory structure above apply to the Neko Project II Kai Libretro core; they are not universal requirements for every PC-98 emulator.
3. Load a supported image
Open the frontend’s content browser and select the game image. Check the extension against the core’s documented list, which includes .d98, .fdi, .fdd, .d88, .hdi, .hdd and .cmd. A supported extension does not guarantee that every game revision works, but it tells you that the file type is within the core’s documented scope.
4. Use the NP2 menu and media controls
Libretro documents the following controls:
- F12: open the NP2 menu.
- F11: toggle mouse-capture visibility.
- Hold End while booting: open machine options.
- Disk controls: swap floppy and hard-disk media through the core’s controls.
Use the menu when a title asks for another disk, when you need to change a drive assignment, or when you want to configure machine options before the operating system starts. Save states are listed as supported, but they do not replace the game’s own save mechanism for every title.

Handling multi-disk floppy games
Floppy-based games can require more than one virtual drive. The PC98.org FAQ reports that some games in its collection need disk 1 assigned to slot A and disk 2 assigned to slot B. That is a report about the FAQ author’s encountered software, not a rule for every PC-98 title.
- Identify which image is disk 1 and which is disk 2 from the filenames or the game’s documentation.
- Attach the first image to drive A or the first floppy slot.
- Attach the second image to drive B or the second floppy slot when the game requests it.
- Boot or restart the title and follow its disk-change prompt.
- If the emulator exposes only one drive in the current machine configuration, use its media-swap control when prompted, or select a machine option that provides the required drives.
Do not combine floppy images into a new file unless the emulator or game documentation explicitly calls for that format. Incorrect ordering can look like a compatibility failure even when the emulator supports the title.
Troubleshooting by symptom
The game opens in a normal DOS environment or will not boot
- In DOSBox-X, verify that the machine setting is
machine=pc98, or relaunch withdosbox-x -set machine=pc98. - Confirm that you mounted the image with
IMGMOUNTrather than treating an HDI or FDD file as an ordinary Windows folder. - Try
BOOT C:only when the mounted image is intended to be bootable. - With Neko Project II Kai, confirm that the content was loaded by the PC-9801 core rather than another Libretro core.
Japanese text is missing or unreadable
- For DOSBox-X, test a documented PC-98 font such as
FONT.ROMor the includedFREECG98.BMPalternative. - For Neko Project II Kai, check that
font.bmpandFONT.ROMare in the frontend’ssystemnp2kaidirectory. - Remember that starting the emulator successfully and rendering the game’s character set are separate problems.
The core reports missing BIOS or firmware
- Check spelling and capitalization of every required Neko Project II Kai filename.
- Make sure the files are directly inside
np2kai, not one level deeper in another extracted folder. - Do not substitute files from an unrelated emulator unless that emulator’s documentation says they are compatible.
The image format is rejected
- Compare the extension with the documented list for the core you are using.
- For DOSBox-X, remember that its PC-98 guide centers on HDI and FDD rather than the IMG format used in many IBM-PC tutorials.
- Do not rename a file merely to change its extension; that changes the label, not the disk format.
The game asks for another disk
- Attach disk 1 and disk 2 to separate floppy slots when the title expects simultaneous drives.
- Use F12 and the core’s disk controls in Neko Project II Kai to swap media.
- Check that the images are in the correct sequence and belong to the same release.
Sound or graphics are wrong
PC-98 games can depend on particular video, sound and machine settings. Neko Project II Kai’s documentation lists optional bios9821.rom, d8000.rom and YM2608 rhythm samples for configurations that use them. If a title boots but lacks music or has display errors, consult the emulator’s current machine-option and compatibility notes rather than assuming that a missing optional file is always required.

| Your situation | Try first | Reason |
|---|---|---|
| You have an HDI image and want a command-line setup. | DOSBox-X PC-98 mode | The documented workflow directly mounts HDI files with IMGMOUNT and can boot an image with BOOT. |
| You have D88, D98 or FDI media. | Neko Project II Kai | Those extensions are explicitly included in its documented content list. |
| You do not want to locate emulator-specific firmware first. | DOSBox-X | Its guide says PC-98 mode can start without additional files, although a font may still improve text rendering. |
| You already use Libretro save states and frontend controls. | Neko Project II Kai | The core documents save-state support, disk control, F12 menu access and F11 mouse-capture control. |
| The title uses two floppy disks at once. | Either, then configure two slots | The deciding factor is whether the selected emulator exposes the required drives and accepts the image format. |
When a game fails in one emulator, test the image in another PC-98-capable option before concluding that the dump is unusable. The available documentation does not provide a complete game-by-game compatibility table or identify one universally best emulator.
Version and Windows-currentness cautions
The original Neko Project II project page lists a Windows x64 version 0.86 released on March 6, 2016. That date describes the original project page; it does not establish the status of later forks such as Neko Project II Kai.
The consulted documentation does not provide a current Windows 10 or Windows 11 compatibility matrix for every emulator build, nor does it establish results for every PC-98 game. Before installing, read the emulator’s current release notes and the specific title’s compatibility notes. Results can vary with the emulator build, frontend, image revision, firmware set and machine configuration.
A repeatable first-launch checklist
- Confirm that the game is intended for NEC PC-98 hardware, not merely generic DOS.
- Record the image extension and whether the title has multiple disks.
- Choose DOSBox-X for a direct mount workflow or Neko Project II Kai for its dedicated core and broader documented extension list.
- In DOSBox-X, set
machine=pc98before mounting anything. - In Neko Project II Kai, create
systemnp2kaiand place all required firmware and font files there. - Mount or load the image without changing its contents.
- Try the game’s documented launcher, or inspect the mounted drive with
DIR. - If text is broken, address font configuration separately from boot problems.
- If a disk-change prompt appears, assign the correct images to the correct slots or use the emulator’s media-swap command.
- Record the emulator build, core version, image format and settings that work so you can reproduce the setup.
Bottom line
For the shortest documented path, start DOSBox-X with machine=pc98, mount the HDI or FDD image, and add a PC-98 font if Japanese text needs correction. For a Libretro-based setup or less common image formats, configure Neko Project II Kai’s required np2kai firmware directory and use its disk controls. Because PC-98 compatibility is title- and image-dependent, keep a second emulator option available and verify the particular game’s notes instead of expecting one program to run the entire library.
