Run an AI penetration test only in an authorized, production-like staging environment with isolated identities, synthetic data, allow-listed tools, immutable logging, and a human approval gate for high-impact actions. Test the complete system—not just the language model—then preserve confirmed bypasses as regression tests that run whenever the model, prompts, retrieval sources, tools, or guardrails change.
The safe sequence is: define written scope and stop conditions, build the isolation boundary, map trust boundaries and assets, select risk-based attack cases, execute a small canary before broader automation, collect reproducible evidence, contain failures, and make the test suite a continuous release control.
What an AI penetration test in staging is designed to prove
NIST CSRC defines artificial-intelligence red-teaming as “A structured testing effort to find flaws and vulnerabilities in an AI system, often in a controlled environment and in collaboration with developers of AI.” In practice, the target is an end-to-end service: user interfaces, authentication, system and developer instructions, prompt assembly, the model, retrieval, memory, tool routing, external APIs, data stores, output handling, monitoring, and the infrastructure connecting them.
Recommended Free Tools
A model that refuses harmful prompts can still be exploitable when it is connected to an over-privileged tool, a poisoned retrieval index, an unrestricted internal API, or a memory store that accepts untrusted instructions. OWASP’s testing guidance summarizes the boundary problem clearly: “Testing the model, not the application — a safe base model wired to an over-privileged tool is still exploitable.”

A safe staging test therefore has two objectives:
- Find security, privacy, safety, and reliability failures without touching production assets or causing unapproved side effects.
- Produce evidence precise enough to reproduce, fix, and continuously retest each confirmed weakness.
Refusal rate alone is not a security result. A single unauthorized state change, protected-data disclosure, credential exposure, or persistent memory alteration may be a release blocker even when nearly every other trial is refused.
1. Obtain written authorization before sending a single attack
OWASP SAMM states: “Run AI-driven testing only against authorized targets and in non-production environments.” Put that authorization in a scope document that the system owner, security lead, and test operator can identify during the test window.
Define the target and the people responsible
- Name every staging hostname, API endpoint, model deployment, retrieval index, memory store, tool server, MCP server, cloud project, and test account in scope.
- Identify the system owner, penetration-test lead, on-call engineer, privacy contact, and emergency channel. Include a person empowered to revoke credentials and stop workers immediately.
- State the start and end times, time zone, approved source IPs, concurrency limit, payload-size limit, and maximum request rate.
- List the model provider and deployment version, system-prompt revision, tool manifest revision, and retrieval snapshot that will be tested.
Write explicit prohibitions and stop conditions
Do not rely on an informal understanding that testers will be careful. Prohibit outbound email, SMS, messaging, phone calls, payments, production DNS resolution, real customer lookups, destructive writes, privilege changes, persistence, and attempts to contact unrelated third parties unless a particular action is explicitly approved with a synthetic fixture.
Define a stop condition for each dangerous class. Examples include an attempt to send a message outside the sandbox, a tool call that reaches a production address, exposure of a real secret, an unexpected write to a shared staging database, uncontrolled worker growth, or evidence that test traffic is affecting a non-test tenant. The operator should stop the run, preserve logs, notify the emergency contact, and wait for authorization before resuming.
Require human approval for consequential tools
Place a human approval gate between the agent and any action that can change state, disclose protected information, spend money, create an account, alter permissions, or contact an external system. The gate should show the proposed tool, complete arguments, target resource, acting identity, and reason for the request. A tester may probe whether the gate can be bypassed, but the default path must deny unapproved execution.
2. Build a production-like isolation boundary
Staging should resemble production closely enough to expose integration failures while remaining unable to affect production. Isolation is a set of technical controls, not a label on a deployment.

Separate accounts, networks, and identities
- Use a separate cloud account or project and a dedicated network segment. Apply deny-by-default egress rules.
- Block production DNS zones, payment processors, administrative interfaces, customer-data services, and corporate identity endpoints. Use explicit allow-lists for mock services and approved test hosts.
- Create per-user, least-privilege credentials for testers, automation, graders, and tool workers. Do not share an administrator token across the test harness.
- Use short-lived credentials with auditable issuance and revocation. Confirm that revoking a parent credential also stops queued and background jobs.
- Configure separate encryption keys, secrets, buckets, queues, and databases. A staging role must not be able to read a production secret even if an attacker obtains its token.
Use synthetic or sanitized data
Seed realistic but synthetic records for customers, orders, documents, and permissions. If sanitized data is unavoidable, remove direct identifiers, secrets, authentication material, payment data, and rare combinations that could re-identify a person. Treat attack prompts, retrieved documents, screenshots, traces, and result reports as sensitive artifacts under the same classification rules used for production security data.

Pick the symptom - the matching free tool is one click away.
Allow-list tools and review their manifests
Expose only sandbox implementations: a fake mailer that records messages without delivery, a payment simulator, a test ticket system, and databases containing disposable records. Review each tool or MCP manifest for name, description, input schema, network destination, credentials, maximum impact, and logging behavior. Reject tools with broad wildcards, hidden side effects, unrestricted URLs, or credentials that are not scoped to the fixture.
Centralize telemetry and keep a kill switch
Send model requests, retrieved context, tool calls, authorization decisions, network flows, database writes, rate-limit events, and worker lifecycle events to an immutable or append-only log. Synchronize clocks so that a prompt, tool invocation, and network trace can be correlated. Keep an independent kill switch that revokes test credentials, blocks the test network segment, and stops workers; test it before the assessment begins.
3. Threat-model the complete data flow
Draw a data-flow diagram before choosing payloads. Follow an input from the user interface through authentication, prompt construction, model inference, retrieval, memory, tool selection, external APIs, output rendering, and logging. Mark every trust boundary where data, identity, or authority changes.
Inventory assets and trust boundaries
Record system instructions, hidden prompts, model weights or adapters, retrieval indexes, embeddings, secrets, personal data, authorization policies, tool credentials, business records, audit logs, and release pipelines as assets. Identify where untrusted user text can enter a prompt, a document can enter retrieval, a model output can become code or a query, and an agent can choose a tool or target.
Map scenarios to established taxonomies
Use PASTA or STRIDE/STRIDE AI to structure the architecture analysis, MITRE ATLAS to name adversary techniques and mitigations, and OWASP GenAI categories to organize application-level cases. MITRE’s knowledge base, accessed in 2026, contains 16 tactics, 208 techniques, 40 mitigations, and 73 case studies. These counts describe the catalog, not a guarantee that a particular system is covered.

For adversarial-ML terminology, NIST AI 100-2e2025, published March 24, 2025, distinguishes attack classes such as evasion, poisoning, privacy, and misuse. Use those terms to make findings understandable across model, application, and infrastructure teams.
4. Select risk-based attack cases
Build a case matrix from the diagram and business impact. Include both direct attacks, where a tester controls the user prompt, and indirect attacks, where malicious instructions arrive through a document, web page, ticket, image, tool result, or memory entry.
| Test area | What to probe in staging | Evidence of a serious failure |
|---|---|---|
| Direct and indirect prompt injection | Instruction conflicts, encoded text, hostile retrieved documents, tool-result instructions, and attempts to override system or developer rules | The system follows untrusted instructions, reveals protected context, or changes behavior across users |
| Jailbreak and policy handling | Role-play, multi-turn escalation, language changes, obfuscation, and conflicting authority claims | Disallowed assistance or protected instructions are provided outside the approved policy |
| Retrieval poisoning and leakage | Malicious documents, tenant-boundary queries, metadata manipulation, and requests for hidden or unrelated records | Poisoned content controls the agent, or one tenant receives another tenant’s data |
| Insecure output handling | Model text inserted into HTML, SQL, shell commands, templates, tickets, or downstream APIs | Output executes as code, changes a query’s meaning, or bypasses downstream validation |
| Tool misuse and excessive agency | Unauthorized tool selection, argument tampering, URL changes, replay, chaining, and attempts to bypass approval | An unapproved read, write, message, payment, permission change, or external request occurs |
| Authentication and authorization | Cross-user requests, stale sessions, confused-deputy paths, token substitution, and privilege escalation | Actions or data are available without the required identity or role |
| Memory contamination | Persistent instructions, poisoning of shared memory, retrieval of another user’s memory, and deletion or overwrite attempts | Attacker-controlled content persists or affects later users and tasks |
| Availability and rate limits | Long prompts, recursive tool plans, expensive retrieval, concurrency spikes, and repeated retries | Resource exhaustion, runaway workers, queue starvation, or bypass of approved quotas |
| Model extraction, inference, and privacy | Systematic querying, membership or attribute inference, and attempts to reconstruct sensitive behavior or data | Confidential training or operational information is exposed beyond the approved boundary |
| Conventional API and cloud security | Injection in parameters, broken object authorization, SSRF paths, exposed storage, and vulnerable dependencies | A non-AI weakness permits unauthorized access or expands the impact of an AI failure |
Prioritize cases by exploitability and business impact. A low-probability path to a destructive write can outrank a frequent but harmless refusal inconsistency. Include at least one attack chain that crosses boundaries—for example, a poisoned document leading to a tool call—because isolated component tests can miss compound failures.

Start with a canary corpus
Begin with a small, approved set of benign probes, known policy checks, and one fixture per tool. Verify that logs contain the expected fields, that the grader can distinguish a refusal from a tool denial, that synthetic records are returned only to authorized identities, and that the kill switch works. Do not begin with maximum concurrency or an unrestricted attack corpus.
Run automated scanners, then architecture-specific cases
Use scanners such as garak or promptfoo against staging after the canary passes. Keep concurrency and payload size within the written limits. Automated suites are useful for breadth, but they do not understand every trust boundary. Follow them with cases for the actual retrieval pipeline, memory design, tool schemas, identity model, and business workflows.
Use independent grading and human review
Never let the model under test be the sole judge of its own safety. Combine deterministic assertions—such as whether a tool was called, whether a protected token appeared, or whether a database row changed—with an independent grader and human review. Have a tester inspect ambiguous outputs and all high-severity cases. Separate the grader’s credentials and prompt from the system under test so that a successful injection cannot rewrite the evaluation.

Repeat non-deterministic cases
Models, retrieval results, routing, and tool plans can vary between trials. Run multiple attempts for cases where a single refusal does not establish a reliable control. Record the number of trials and the number and severity of failures; do not convert a small sample into a universal success rate. No authoritative quantitative breach-frequency or attack-success statistic establishes a general baseline for these systems, so your threshold must be tied to the risk of the specific action.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors6. Capture reproducible evidence
For every test case, store enough context for another engineer to rerun it without guessing. The minimum record should include:
- A stable case ID, attack category, attacker role, authorization context, and expected safe behavior.
- The exact prompt, encoding, attachments, retrieved documents, document versions, and memory entries presented to the system.
- Model provider and version, deployment identifier, system-prompt hash, tool or MCP manifest version, retrieval configuration, temperature and other settings, and the seed where the platform exposes one.
- The complete response, refusal or policy decision, tool calls and arguments, authorization checks, network destinations, database changes, and downstream outputs.
- UTC timestamps, request and correlation IDs, worker identity, screenshots or HTTP traces where useful, and the test harness version.
- Severity, exploitability, business impact, affected asset, owner, remediation deadline, and the exact retest criterion.
Replace secrets and personal values with synthetic fixtures before storing or sharing evidence. Keep the original restricted evidence only where the incident process requires it. Preserve the attack corpus and results with access controls, retention rules, and integrity protection; a red-team repository can itself become a high-value target.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Triage failures and remediate the cause
Contain first
For a confirmed protected-data leak or unauthorized state change, revoke the exposed credential, disable the affected tool or route, quarantine poisoned documents or memory, and stop the relevant workers. Preserve logs before rotating or deleting anything. Notify the owner and emergency contact under the agreed procedure.
Classify impact, not just model behavior
Record what an attacker could read, change, trigger, or persist; which identity and trust boundary were crossed; whether exploitation required special access; and whether the action was reversible. A response that contains dangerous text but still executes a write is a tool-authorization failure, not a successful safety control.
Fix enforcement in code and permissions
System-prompt wording can improve behavior but is not a security boundary. Enforce tenant checks, role checks, resource allow-lists, argument validation, output encoding, network egress policy, transaction limits, and approval gates in the application and tool layer. Give the model the minimum authority needed for the task and make every consequential operation independently authorize the acting user.

Retest the exact exploit
After remediation, rerun the original payload and its meaningful variants. Confirm both that the exploit is blocked and that the intended workflow still works for an authorized user. Close the finding only when the evidence, owner, deadline, and retest result are recorded.
8. Turn confirmed findings into a continuous control
Add every confirmed bypass, high-severity near miss, and important boundary case to a versioned regression corpus. Run it whenever any of the following changes:
- Model provider, model version, adapter, inference settings, or routing policy.
- System, developer, or safety prompts; output parsers; or policy classifiers.
- Tool, MCP, API, identity, permission, or approval manifests.
- Retrieval indexes, embedding models, document-ingestion rules, or memory stores.
- Guardrails, rate limits, network rules, data fixtures, or cloud infrastructure.
Run the suite in CI or a release environment that has the same isolation controls as staging. Track category-level failure rates, severity, affected assets, and trend over time. Set zero-tolerance gates for severe outcomes such as protected-data disclosure, unauthorized state change, credential exposure, production reachability, or persistence across users. Less severe quality regressions can use risk-based thresholds agreed by the owner.

How the main frameworks fit together
| Framework or guidance | Best use | What it adds to a staging program |
|---|---|---|
| OWASP GenAI Red Teaming Guide | Overall test methodology | Separates model evaluation, implementation testing, infrastructure assessment, and runtime behavior analysis |
| MITRE ATLAS | Adversary techniques and mitigations | Provides a shared vocabulary for attack chains and defensive measures; its catalog includes 16 tactics, 208 techniques, 40 mitigations, and 73 case studies as accessed in 2026 |
| NIST AI 100-2e2025 | Adversarial-ML terminology | Published March 24, 2025; organizes attack classes including evasion, poisoning, privacy, and misuse |
| OWASP threat-modeling guidance | Architecture decomposition | Helps map services, interfaces, data stores, infrastructure, assets, and trust boundaries before test design |
| OWASP SAMM AI-assisted development guidance | Governance and authorization | Requires authorized targets, non-production execution, and human control because AI testing agents can perform destructive actions |
Use the frameworks together rather than treating one as a complete checklist: threat-model the architecture, name adversary behavior with ATLAS and NIST terms, organize coverage with OWASP’s four testing areas, and enforce SAMM-style authorization and non-production controls.
Release gate: when staging is safe enough to test and ship
Before the first broad run, verify that authorization is signed, the target is non-production, credentials are scoped, production paths are blocked, fixtures are synthetic, tools are allow-listed, logs are immutable, and the kill switch has been exercised. During execution, keep a human in the loop for consequential actions and stop immediately on a prohibited side effect.
Do not approve a release while a confirmed severe case remains exploitable. A passing decision requires evidence that protected data stays within its authorization boundary, tools enforce identity and resource permissions independently of prompts, external side effects cannot occur without approval, poisoned inputs cannot create cross-user impact, and the regression suite remains green after the relevant change. That is the practical meaning of a safe AI penetration test: controlled attack pressure that improves the system without becoming an incident.
