Running a model on your own computer is only one part of running an AI agent locally. You also need an inference server, an agent runtime or interface, and every tool the agent can call. A private setup is achieved only when each of those components is local or intentionally permitted to use a remote service.
The practical pattern is to download a model to hardware you control, expose it through a local inference endpoint, configure an agent to use that endpoint without hosted fallback, and then audit tools, retrieval, embeddings, document processing, telemetry, and network permissions. Keep the service behind an access boundary and give the agent only the files, commands, and network routes it needs.
What “local AI agent” actually means
Three layers are easy to confuse:
- Inference server: Loads model files and answers generation requests. Ollama is one documented option; Open WebUI also documents llama.cpp and vLLM as local server alternatives. vLLM is described in its documentation as a high-throughput inference engine.
- Agent runtime or interface: Decides when to ask the model for a response, when to call a tool, how to maintain state, and whether to request approval. A chat interface can connect to a model without being a safely permissioned agent.
- Tools and services: Browser search, shell commands, file access, OCR, document extraction, embeddings, retrieval databases, remote APIs, plugins, telemetry, and update services. Any one of these can send data away from the machine.
Local inference means the selected model endpoint runs on hardware you own or control. Ollama’s privacy policy says: “We do not collect, store, transmit, or have access to your prompts, responses, model interactions, or other content you process locally.” That statement is scoped to content processed locally by Ollama; it does not establish that another interface, plugin, cloud-connected tool, or the whole computer is private.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteThe endpoint selected for a conversation determines where inference occurs. Selecting a hosted model sends the prompt and the context included with it to that provider. Selecting a local endpoint keeps that inference request on your controlled machine, but a tool invoked by the agent may still transmit the same material elsewhere.

Plan the boundary before installing anything
Write down what “no cloud access” means for your use case. Some people mean no cloud inference but allow a weather API. Others require an air-gapped system with no outbound network route at all. Those are different designs.
- No hosted inference: Prompts and model context must go only to a local endpoint.
- No external processing: Retrieval, embeddings, OCR, transcription, browser search, and API tools must also run locally.
- Air-gapped operation: Models, embedding models, package dependencies, and documentation must be installed before disconnecting the machine. Automatic downloads and update checks must be disabled.
- Controlled remote access: A remote operator may reach the local service through an authenticated private network, while the agent itself remains unable to call arbitrary internet services.
Decide which boundary applies before choosing an interface. Otherwise, a setup can appear local while silently using a hosted fallback or a remote extraction service.
Step-by-step: build a local agent stack
1. Choose a model and inference runtime
Start with the model capabilities you need: context length, tool-use behavior, language coverage, license, quantization formats, and expected workload. Then choose a runtime that supports that model and your operating system. Ollama provides a straightforward documented route for downloading and managing models. Open WebUI lists Ollama, llama.cpp, and vLLM as connection options; it presents vLLM as suitable when high-throughput serving matters.

Model memory, context size, quantization, concurrent users, and generation speed determine the practical requirement. No validated minimum computer specification or comparable local-versus-hosted benchmark is established here, so treat vendor estimates and informal claims cautiously.
2. Install the model while you still have connectivity
Download the model files, any tokenizer or runtime dependencies, and—if you plan retrieval—the embedding model and vector-store software. Record the exact model identifier and file size. For an offline build, transfer these artifacts through your approved process, then disconnect the machine and verify that the runtime can start without contacting a registry.
Model downloads are an intentional network event. They do not prove that later prompts are remote, but they should be included in your data-flow inventory and change log.

3. Run and test the local endpoint
Start the inference server and test it from the same machine using its local API or the interface you selected. Confirm that a request succeeds when the computer has no route to hosted model providers. Check the server log for the model actually loaded; a friendly interface can otherwise point to a different endpoint than the one you intended.
Keep the endpoint bound to a private interface unless another machine genuinely needs access. An unauthenticated API listening on all network interfaces is not “local” in a useful security sense.
4. Choose the agent layer separately
An agent harness may provide planning, memory, tool calling, approvals, and a workspace. Open WebUI is a self-hosted interface that documents local model connections and a separate agent connection path. It is a layer for connecting to models, not evidence that every connected service is local.
For each model connection, select the local endpoint explicitly. Remove hosted providers from the configuration when the requirement is no cloud inference, and disable automatic fallback. If the interface supports per-conversation model selection, inspect that setting each time a new conversation starts.
5. Connect only the tools you can explain
Give the agent a dedicated workspace rather than your entire home directory. Define which files it may read, which folders it may write, and whether deletion requires approval. Add tools one at a time and document what data each tool sends, where it runs, and which credentials it can use.
Open WebUI’s hardening guide states: “Tools and Functions run arbitrary Python code on your server with the same access as the Open WebUI process.” Treat installed tools as server-side programs, not harmless prompts. A tool with process access may read files, use environment variables, open network connections, or modify data unless the operating-system account and container are restricted.

6. Audit every other data path
Inspect the following components before putting sensitive material into the agent:
- Browser and search tools: Search terms, page contents, cookies, and downloaded files can leave the machine.
- Retrieval and embeddings: Documents may be sent to a remote embedding API even when generation is local. A local retrieval design needs local embedding models and a local index.
- OCR, transcription, and extraction: PDFs, images, and audio are often processed by separate services. Verify where each conversion occurs.
- Telemetry and diagnostics: Review settings for usage reports, crash logs, prompt logging, and third-party analytics.
- Plugins and remote MCP or API tools: A locally hosted interface can call a remote plugin or service with the prompt, retrieved passages, or tool arguments.
- Updates and model registries: Automatic checks can reveal hostnames, versions, and activity. In a disconnected environment, disable them after staging required files.
Open WebUI documents an offline mode that disables several automatic downloads and checks. Offline mode still requires the models and embeddings to be available locally before isolation; it is not a substitute for inventorying tools and credentials.
7. Put an approval gate around consequential actions
Require confirmation before sending messages, deleting or moving files, executing shell commands, changing configuration, or making purchases. Separate read-only tools from write-capable tools. Use a service account with the smallest possible privileges, and keep secrets out of environment variables that arbitrary tools can read.

Ollama is often chosen for a straightforward local management workflow. llama.cpp can be useful when you need a lightweight server around supported quantized models. vLLM is oriented toward high-throughput serving. Those descriptions do not establish that one runtime is faster or more private in every environment; measure your selected model and workload.

- Tool permissions: Can each tool be disabled, scoped to a directory, or restricted to read-only operation?
- Filesystem isolation: Does the process see only a dedicated workspace, or the host filesystem?
- Approval controls: Can sensitive actions pause for explicit confirmation?
- Network policy: Can the process reach only approved hosts, or any internet address?
- Auditability: Are prompts, tool calls, outputs, errors, and approvals logged locally with access controls?
- Fallback behavior: Can a missing local model silently route a request to a hosted provider?
Open WebUI can provide a self-hosted interface and local model connections, but its tools and functions inherit the server process’s access. Run it under a dedicated account, avoid broad host mounts, and expose administration only to trusted operators.
Hardware, storage, and operating trade-offs
There is no universal “minimum PC” for a local agent. The chosen model and workload decide whether a machine is adequate. Plan for the model files, runtime overhead, context memory, embedding model, vector index, logs, and free space for updates. Sustained generation can also affect fan noise, power use, and thermal performance.
When comparing a desktop, workstation, or local AI mini PC, assess:
- Available system or unified memory after the operating system and agent services are running.
- Accelerator support for the runtime and model format you selected.
- Storage capacity and speed for model loading and document indexes.
- Sustained performance rather than a short burst specification.
- Noise, heat, power draw, and the cost of leaving the service available.
- Whether you can replace or expand memory and storage.
Open WebUI documents two container image choices with a significant size difference: its :slim image is listed at 196 MB compared with 1.62 GB for the standard image, an 88% smaller download. The slim image relies on external services for features bundled in the standard image. This is an image-size and dependency trade-off, not a model-size claim or a hardware requirement.
Secure the service before connecting real data
Do not publish a model endpoint or administration interface directly on the public internet. A September 2026 preprint, OllamaDrama, reports 290,887 interactions from 2,793 unique source IP addresses across four cloud and university honeypot deployments over 84 days. The observations included reconnaissance and exploitation attempts. They show why exposed model APIs attract probing; they are not a population-wide probability that a particular home or enterprise deployment will be attacked.
Use a network boundary appropriate to your environment. Open WebUI’s hardening guidance recommends a VPN, a zero-trust access proxy, or an authenticated reverse proxy. Add authentication, rate limits, TLS where traffic crosses an untrusted network, and firewall rules that permit only required clients. Keep administrative routes separate from ordinary chat access.

At the operating-system level, run the stack under a non-administrator account, restrict mounted directories, remove unused capabilities, and apply outbound network rules. Store credentials in a secret manager or protected file rather than in prompts or broadly readable environment variables. Back up configuration and indexes in encrypted form, and test restoration.
How to verify that requests stay local
Verification should be repeatable, not based on an interface label.
- Record the model endpoint selected by the agent and the local server process listening on it.
- Disconnect the test machine from hosted model providers, or apply a temporary firewall rule that blocks them while preserving local connectivity.
- Submit a harmless prompt and confirm that the local server logs the request and returns a response.
- Trigger each enabled tool with non-sensitive test data. Observe whether it opens a remote connection, calls a hosted API, or uploads a file.
- Inspect application logs, operating-system connection records, and proxy or firewall logs for unexpected destinations.
- Repeat the check after changing models, enabling a plugin, updating the interface, or adding retrieval. Configuration changes can introduce a new data path.
This process tests the boundary without exposing confidential material. A successful local response proves only that one inference request was local; it does not certify the entire agent stack.
Common failure modes and fixes
The interface answers, but the local server shows no request
The agent is probably using another endpoint, a hosted fallback, or a cached response. Inspect the active conversation model, base URL, and fallback settings. Remove unused provider credentials and repeat the disconnected test.
Retrieval works, but documents appear in a provider dashboard
The embedding or extraction stage is remote. Replace it with a local embedding model and local parser, or remove retrieval from the sensitive workflow. Re-index documents after changing the embedding model; an index created with a remote service may already contain derived data.
A tool can read more than intended
Move the agent to a dedicated operating-system account or container, remove broad directory mounts, and grant only the workspace paths required for the task. Disable shell or network tools unless they are essential, and add approval for writes.
Offline mode breaks features
Offline operation depends on locally available models, embeddings, packages, and other assets. Stage those resources before isolation, then enable offline settings and confirm that automatic downloads and checks are disabled. A slim image may require external services for features included in a standard image, so choose the image according to your connectivity requirement.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
The service is slow or runs out of memory
Reduce context length or concurrency, use a model and quantization that fit available memory, and check whether the runtime is using the intended accelerator. Keep enough storage and memory for the agent, embedding service, and index; inference speed claims from another model or machine do not transfer reliably.
Quick Recap
A practical decision checklist
- Have you named the exact model and runtime endpoint?
- Does the agent select that endpoint without hosted fallback?
- Are embeddings, OCR, extraction, retrieval, and transcription local when required?
- Can every tool’s network destinations and credentials be explained?
- Does the process run with a dedicated account and narrow filesystem access?
- Are consequential actions approval-gated?
- Is the endpoint behind a VPN, zero-trust proxy, or authenticated reverse proxy rather than exposed publicly?
- Have you repeated a disconnected, non-sensitive test after configuration changes?
