You can run many AI models entirely on a Windows PC without sending prompts to a cloud service. The practical route is to install a local runtime such as LM Studio or Ollama, select a model that fits your available memory, download it once, and test it on the machine. Developers who need Linux tooling and NVIDIA CUDA can use WSL 2; Windows application developers can use Windows ML or Foundry Local to choose a CPU, GPU, or NPU provider.

Your PC does not need a particular brand of graphics card for every workload, and there is no universal minimum that guarantees good performance. RAM, dedicated GPU memory (VRAM), processor architecture, model size, quantization, and context length determine what will fit and how quickly it will run.

What “running AI locally” means

Local inference means the model executes on your own computer. The model files are stored on your drive, and generation uses your CPU, GPU, or NPU instead of a remote inference server. This can reduce latency, keep prompts and responses on the device, and let you continue working when an application supports offline operation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Local does not automatically mean offline. You normally need an internet connection to install the runtime, download model files, obtain updates, or refresh a model catalog. For example, Microsoft says Foundry Local keeps inference inputs and outputs on-device, while initial model downloads and optional catalog metadata refreshes use network traffic. A cached catalog can allow inference to continue offline; that statement applies to Foundry Local specifically, not to every Windows AI application.

There are three sensible Windows approaches:

  • Native desktop runtime: the quickest way to download a model and start a local chat.
  • WSL 2 with CUDA: a Linux-style development environment for NVIDIA GPU acceleration, PyTorch, TensorFlow, and NVIDIA container workflows.
  • Windows ML or Foundry Local: a Windows-native application path that can select among NPU, DirectML/WinML, CUDA, or CPU execution.

Choose the path based on the application you want to build and the tools you already use, not on a claim that one runtime is universally fastest. The available documentation does not provide a controlled benchmark comparing these paths.

Choose the right runtime for your goal

Path Best fit What you install or configure Important constraints
LM Studio Desktop users who prefer a graphical interface for finding, downloading, and chatting with models Windows desktop application and a compatible model LM Studio recommends x64 AVX2, 16 GB RAM, and 4 GB dedicated VRAM; those are software recommendations, not a guarantee that a large model will run well. Windows ARM support is listed for Snapdragon X Elite systems.
Ollama Users who want a simple model manager and a local endpoint that applications can connect to Windows runtime, model download, and a command-line or application client GPU acceleration depends on supported drivers and hardware. Ollama documents listed Windows AMD cards with a ROCm v7/HIP7-capable stack and also describes Vulkan as another route; check its current compatibility page before selecting a card.
llama.cpp Developers who need a configurable inference backend and fine control over model and execution settings Backend binaries or a source-based setup, plus a compatible model format Configuration is more involved than a GUI app, and memory use still depends on model parameters, quantization, and context length.
WSL 2 + CUDA Developers using Linux-first tools, PyTorch, TensorFlow, or NVIDIA containers Enabled Windows NVIDIA driver, WSL 2, a supported Linux distribution, and the framework or container stack The CUDA path is specific to supported NVIDIA hardware and software. Microsoft documents the setup, but framework versions and distribution details must match your project.
Windows ML / Foundry Local Windows application developers who want a provider selected through the Windows AI stack Windows 10 or later support, Windows ML or Foundry Local, and a compatible local model Execution can fall back to CPU when accelerated hardware is unavailable. Actual speed and model compatibility vary by device.

NVIDIA’s overview describes LM Studio as a graphical way to try models, Ollama as a simple way to manage and connect models to applications, and llama.cpp as a more configurable backend. See NVIDIA’s local LLM overview for that distinction. Microsoft’s supported CUDA route is documented in its CUDA on WSL guide.

Check your Windows PC before downloading a model

Model selection should come after a quick inventory. Downloading a model that cannot fit in memory leads to failed loads, swapping, or unusably slow generation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open Task Manager with Ctrl + Shift + Esc.
  2. Select the Performance tab and record the CPU, installed memory, GPU model, dedicated GPU memory, and (when shown) NPU details. Microsoft points to this view for checking GPU and NPU information.
  3. Confirm whether Windows is running on x64 or ARM. LM Studio’s published requirements call for AVX2 on x64 systems and list Windows ARM support on Snapdragon X Elite systems.
  4. Check free storage before downloading. Model files can be large, and the runtime may need additional space for caches or multiple quantized variants.
  5. Decide whether you need a long context window. A model that fits for a short prompt can exceed available memory when you increase the context length.

These checks establish what you have; they do not predict a single performance number. Driver versions, thermal limits, background applications, model implementation, and prompt length all affect responsiveness.

How much RAM and VRAM do you need?

Memory is the first practical limit. The model’s parameter count, numerical format, quantization level, and context window all affect capacity and speed. Quantization stores weights with fewer bits, reducing memory use at the possible cost of output quality. Runtime overhead and the key-value cache for the context also consume memory, so the model file size alone is not a complete requirement.

LM Studio recommends at least 16 GB of system RAM and at least 4 GB of dedicated VRAM for its Windows application. Those figures describe the application’s recommendation, not a hard minimum for every model or a promise of acceptable speed.

NVIDIA provides the following starting points for RTX memory ranges:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Dedicated RTX memory Illustrative model starting point How to interpret it
6–8 GB Qwen 3.5 4B Vendor guidance for a small model; context length and runtime overhead still matter.
12–16 GB Qwen 3.5 9B or Gemma 4 12B Vendor guidance for mid-size models, not an independent benchmark or a universal fit guarantee.
24 GB or more Qwen 3.6 27B Vendor guidance for a larger model; longer contexts and other applications can require additional memory.

These examples come from NVIDIA’s RTX model guidance. They are starting points rather than measured population statistics. A model can fail to load even when its nominal weights appear to fit, while a smaller quantized variant may run successfully on the same machine.

What to do when a model does not fit

  • Choose a smaller parameter count.
  • Download a more aggressively quantized variant if the runtime offers one, accepting a possible quality trade-off.
  • Reduce the context window.
  • Close other GPU-heavy applications and leave additional system RAM available.
  • Use CPU fallback if the application supports it, recognizing that generation may be much slower.
  • Consider a dedicated GPU upgrade only when the models you actually need exceed your current VRAM. A new GPU is optional, not a requirement for every local workload.

Path 1: Start a local chat with a Windows desktop app

LM Studio graphical workflow

LM Studio is suited to readers who want to stay in a Windows interface rather than assemble a command-line stack. Its current Windows requirements page is available at LM Studio’s system requirements.

  1. Verify the x64 AVX2, RAM, VRAM, or Snapdragon X Elite ARM conditions that apply to your PC.
  2. Install the Windows application from its official distribution channel.
  3. Use the model browser to find a model and a quantized file that fits your available memory.
  4. Download the model, then open a new local chat and select that model.
  5. Start with a short prompt. Watch memory use and generation behavior before increasing the context window or loading a larger model.
  6. When the model is no longer needed, unload it so other applications can reclaim memory.

A successful download does not prove that the model will fit at runtime. Keep the first test small, and treat the application’s memory warning as a signal to choose a smaller or more heavily quantized file.

Ollama command-line workflow

Ollama is useful when you want a local model that other applications can connect to. NVIDIA’s Windows playbook covers installation and a local run in PowerShell; its overview is at NVIDIA’s local LLM playbooks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Install the Windows runtime from Ollama’s official release channel.
  2. Open PowerShell after installation.
  3. Download a model using the model name and tag supported by the runtime.
  4. Start an interactive session with the documented pattern ollama run <model-name>. Replace the code placeholder with the exact model identifier you downloaded.
  5. Send a short test prompt, then monitor Task Manager for system RAM, GPU memory, and utilization.
  6. Connect a compatible local application to Ollama only after the interactive run works. This separates a model or driver problem from an application-integration problem.

Do not assume that every GPU is accelerated automatically. Ollama’s compatibility documentation lists Windows AMD support for cards with a ROCm v7/HIP7-capable driver stack and describes Vulkan as another GPU route. Review the current Ollama GPU support documentation for the card and driver combination you intend to use.

When llama.cpp is the better desktop backend

Choose llama.cpp when you need more control over backend selection, quantization, context settings, or integration details than a GUI manager exposes. It is a backend rather than a single end-user chat design, so expect more configuration. Start with a model format and build that your chosen front end documents, then change one setting at a time while watching memory and token generation speed.

Path 2: Use WSL 2 for NVIDIA CUDA development

WSL 2 is the supported route when your project expects Linux commands or frameworks but the physical computer runs Windows. Microsoft documents GPU acceleration for CUDA inside WSL, including PyTorch, TensorFlow, and NVIDIA container workflows, in Enable NVIDIA CUDA on WSL.

Prerequisites

  • A Windows installation that supports WSL 2.
  • An NVIDIA GPU and an enabled, compatible Windows driver.
  • WSL 2 itself and a supported Linux distribution.
  • The Linux framework, runtime, or container tools required by your project.

Setup sequence

  1. Install or enable WSL 2 and add a supported Linux distribution.
  2. Install the Windows NVIDIA driver required by Microsoft’s WSL CUDA instructions. Do not install a separate Linux display driver inside WSL unless the framework’s documentation specifically requires another component; the Windows driver provides the GPU interface used by WSL.
  3. Open the Linux distribution from the Start menu and update its packages according to the distribution’s normal process.
  4. Install the CUDA-enabled version of your chosen framework, such as PyTorch or TensorFlow, using that framework’s Windows/WSL instructions.
  5. Run the framework’s own device check and confirm that it sees the NVIDIA GPU before downloading a large model.
  6. Launch your model server or application inside WSL, and keep project files and model caches in locations that provide acceptable I/O performance.

WSL solves the operating-environment problem; it does not remove model memory limits. A CUDA-enabled framework still needs enough VRAM or system memory for the selected model and context. If the device check reports CPU execution, resolve the driver, WSL, distribution, or framework mismatch before judging model performance.

Path 3: Build a Windows application with Windows ML or Foundry Local

Microsoft documents ready-to-use local LLMs for Windows 10 and later and a Windows ML path for application developers. Foundry Local can select among NPU, DirectML/WinML, CUDA, or CPU execution according to the hardware available on the device. See Ready-to-use local LLMs on Windows and Microsoft’s AI in Windows FAQ.

Developer workflow

  1. Confirm the Windows version and inspect the GPU and NPU in Task Manager’s Performance tab.
  2. Install the Windows AI components required by your application and select a model supported by the local catalog.
  3. Use the provider-selection behavior documented for your version so the application can choose NPU, DirectML/WinML, CUDA, or CPU.
  4. Use the command foundry model list to inspect available or cached models when working with Foundry Local.
  5. Run a short inference from the application and log which execution provider was selected.
  6. Test again without a network connection only after the model and catalog are cached. Initial downloads and optional catalog refreshes still require network access.

CPU fallback is valuable for compatibility, but it should not be mistaken for GPU-like speed. Benchmark the actual model, prompt length, and device combination used by your application.

GPU, CPU, and NPU choices

A dedicated GPU with more VRAM is the most direct upgrade when your target model cannot fit in the current GPU memory. It is not mandatory for all local AI: CPU inference can work for smaller models, and Windows ML or Foundry Local can select CPU execution when accelerated hardware is unavailable.

GPU vendor support is runtime-specific. A card that works in one application may require a different driver, backend, or build in another. Ollama’s documented AMD route depends on listed cards and a ROCm v7/HIP7-capable stack, while Vulkan is described as another option. NVIDIA’s CUDA route applies to supported NVIDIA hardware through the documented driver and WSL setup. Check the runtime’s current compatibility list before buying hardware or promising acceleration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

NPUs can be selected by Windows AI components when the model and provider support them, but the presence of an NPU alone does not guarantee that every model will use it. Record the provider actually selected by the runtime rather than inferring it from the device specification.

Privacy, updates, and offline operation

Local inference can keep prompts and generated text on the computer, but the privacy boundary depends on the specific runtime and model. Foundry Local is the documented case in which Microsoft states that inference inputs and outputs do not leave the device. That guarantee should not be generalized to unrelated desktop applications, plugins, telemetry settings, or cloud-connected features.

  • Download runtimes and model files only from their official sources.
  • Read the application’s network, telemetry, and update controls before using confidential material.
  • Keep model files and prompt logs in folders protected by your normal Windows account and disk-encryption policies.
  • Disconnect from the network only after confirming that the runtime has cached the model and any required catalog metadata.
  • Remember that a local model can still produce inaccurate, biased, or unsafe output; local execution changes data routing, not model reliability.

Troubleshooting common failures

The model will not load

  • Check dedicated VRAM and system RAM in Task Manager, then select a smaller or more heavily quantized model.
  • Reduce the context window and close other GPU-intensive applications.
  • Confirm that the model format is supported by the runtime you installed.

Generation is extremely slow

  • Check whether the runtime selected CPU instead of GPU or NPU execution.
  • Verify the driver and backend requirements for your GPU vendor.
  • Try a smaller model and shorter context to distinguish memory pressure from a provider problem.
  • On a laptop, connect power and check for thermal throttling or a battery performance mode.

CUDA is unavailable inside WSL

  • Confirm that the Windows NVIDIA driver is enabled and that WSL 2, the Linux distribution, and the framework version are supported together.
  • Run the framework’s device-detection check inside the distribution.
  • If the framework reports only CPU, fix the environment before tuning model parameters.

The app works online but not offline

  • Verify that the model download completed and that the catalog or metadata required by the runtime is cached.
  • Check whether an optional catalog refresh or account service is being requested at startup.
  • Test Foundry Local’s cached-catalog behavior separately from any third-party application.

Another application cannot connect to the local model

  • First prove that the model runs interactively in the runtime’s own interface or command line.
  • Confirm that the client is configured for the runtime’s local endpoint and model identifier.
  • Check Windows firewall prompts and ensure that the server process is still running.

A practical first-session checklist

  1. Inventory CPU architecture, RAM, GPU, dedicated VRAM, and NPU in Task Manager.
  2. Pick native desktop chat, WSL 2 + CUDA, or Windows ML/Foundry Local according to your goal.
  3. Start with a model in the memory range suggested for your hardware, using a smaller quantized file if uncertain.
  4. Install the runtime from its official source and download one model.
  5. Run a short prompt and record load time, generation responsiveness, memory use, and the active execution provider.
  6. Only then increase context length, add an application integration, or move to a larger model.

This sequence minimizes wasted downloads and makes failures diagnosable: hardware limits, model compatibility, drivers, and application integration are tested separately.

When a hardware upgrade is justified

Upgrade hardware when the model family, context length, or throughput you require repeatedly exceeds available memory. The most defensible targeted upgrade is a dedicated GPU with enough VRAM for the model range you intend to run. Use the NVIDIA ranges above as vendor starting points, not guarantees, and verify compatibility with the runtime you plan to use.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Additional RAM or faster storage can help particular workflows, especially when the system is paging or loading several models, but the available documentation does not establish one universal capacity or product recommendation. Measure your own workload first: sustained swapping and full system memory are stronger evidence for a RAM upgrade than a model’s advertised parameter count alone.

Bottom line for Windows users

For a first local chat, install a desktop runtime, choose a model that fits your memory, download it, and test a short prompt. Use WSL 2 when your development stack is Linux-oriented and needs documented NVIDIA CUDA support. Use Windows ML or Foundry Local when you are integrating inference into a Windows application and want provider selection across NPU, GPU, or CPU. Keep the distinction between local inference and offline setup clear, and treat every model-size recommendation as hardware- and context-dependent.
