A safe parallel migration is a governed transition: keep the existing system available while the replacement is populated, exercised, compared, and approved. Before the first production copy, decide which system owns each write, how changes reach the other system, what reconciliation results are acceptable, who can stop the cutover, and how transactions will be preserved if you must roll back.

The parallel period should have a purpose and an exit date or exit condition. Running two systems indefinitely increases operating cost, support effort, and the chance that their data and business rules drift apart.

What parallel migration means

In a parallel migration, the old and new systems operate during a controlled transition. Data is copied or replicated into the target, users or selected workloads exercise the target, and teams compare results before routing all traffic to it. The old system remains available as a reference, fallback, or continuing source of changes until the cutover gates are met.

Parallel operation does not prove that two systems are equivalent. A target can contain the same number of rows while applying different identifiers, time zones, validation rules, status meanings, or relationship rules. Equivalence must therefore be defined in terms of the business outcomes and operational behavior that matter.

Set an explicit purpose and end condition

Write down why both systems are running. Typical purposes include validating a transformed schema, measuring replication lag, exercising integrations, training users, or proving that critical transactions produce equivalent results. Define the condition that ends the parallel period, such as completion of two rehearsals, agreed reconciliation results for every critical entity, successful business-user acceptance, and an approved cutover window.

There is no platform-neutral number of days that is correct for every migration. CDC’s NBS 7.13 readiness material describes parallel operation as a transition whose duration depends on the organization’s deployment pace and decisions. Use the time needed to gather evidence, not an arbitrary calendar target.

Choose write ownership before moving data

Consistency and rollback depend primarily on who is allowed to write. Document the authoritative writer for every entity and every phase: initial load, parallel operation, cutover, and post-cutover recovery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Single writer with replication

The simplest model is one authoritative writer, usually the old system until cutover, with changes replicated to the target. Applications and users do not independently edit both databases. This makes conflict detection, audit trails, and rollback easier because there is one ordered stream of business changes.

Record replication latency, rejected records, transformation failures, and ordering guarantees. A target that is minutes behind may be acceptable for a reporting workload but not for an inventory reservation or payment ledger. The acceptable lag is a business and risk decision, not a universal technical value.

Dual writes

A dual-write model makes application logic submit each transaction to both systems. It can reduce the amount of catch-up work at cutover, but it introduces partial-failure cases: one write can succeed while the other times out, validates the data differently, or commits in a different order. Implement idempotency keys, durable retry or reconciliation queues, correlation IDs, and an operator path for unresolved transactions before enabling this model.

Do not allow uncoordinated independent writes by users or separate applications. If both systems accept changes without a conflict policy, the migration becomes a data-merging project with no reliable source of truth.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ownership matrix

Migration phase Old system New system Required control
Initial load Authoritative writer Read-only or load target Capture a source snapshot and load watermark
Parallel validation Usually authoritative Receives replication or controlled test writes Track lag, rejects, and reconciliation drift
Cutover freeze Writes paused or strictly controlled Final sync target Record the freeze time and final change position
After cutover Fallback only unless deliberately maintained Authoritative writer Preserve or replay every target transaction for recovery

Scope the migration and map the data

Start with an inventory, not a copy command. List every entity, table or collection, interface, scheduled job, report, workflow, retention rule, owner, and downstream consumer. Include data that is not obvious in the primary database, such as files, queues, caches, identity records, audit logs, reference tables, and integration credentials.

Document schema and semantic mappings

  • Map source fields to target fields, including data types, precision, length, and required or optional status.
  • Define how nulls, empty strings, default values, and unknown codes are represented.
  • Normalize time zones and record whether timestamps mean event time, ingestion time, or local display time.
  • Specify identifier rules, including preserved keys, generated keys, cross-reference tables, and external IDs.
  • State how deleted, archived, merged, and duplicate records are handled.
  • Describe transformations for status codes, currencies, units, tax treatment, and derived values.
  • Identify ordering requirements for parent and child records and for event streams.

CDC planning and glossary material frames modernization as governance work as well as technical work: stewardship, semantic consistency, accuracy, accountability, communication, monitoring, and risk review belong in the migration plan.

Assign owners and constraints

Give each data domain an accountable owner who can approve mappings and tolerances. Capture regulatory retention, residency, encryption, access-control, maintenance-window, recovery-time, and recovery-point requirements. Note business-calendar constraints such as month-end close, payroll, seasonal volume, or contractual reporting deadlines.

Design reconciliation that measures meaning

Agree on the reconciliation unit and acceptance rules before loading production data. A useful design has several layers; no single check is sufficient.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Layer Checks What a pass establishes
Completeness Entity counts, partition or date-range counts, source-to-target watermarks, missing and deleted-record checks Expected coverage is present
Integrity Checksums or hashes where representations are comparable; field-level comparisons for critical values Values match at the chosen representation
Relationships Foreign-key validity, reference resolution, duplicate keys, orphan detection, identity-map coverage Records still connect correctly
Business meaning Totals, balances, statuses, aggregates, and outcomes of representative workflows The target preserves the rules users depend on
Operational behavior Transaction success, error rates, latency, retries, interface delivery, and queue health The migrated service works under real operating conditions

Completeness checks

Counts by entity and by meaningful partitions, such as day, region, tenant, or status, provide a fast signal. Compare inserts, updates, and deletes separately when change capture is used. A matching total can hide a missing partition, a duplicated record, or a replacement of one entity with another, so retain the partition-level evidence.

Integrity and identity checks

Use hashes or checksums only when the source and target serialize equivalent values. Different field order, precision, collation, or canonicalization can produce different hashes without a business difference. For critical attributes, compare normalized field values and produce samples of mismatches. Validate every key translation and report source IDs that have no target identity or more than one target identity.

Relationship and semantic checks

Test parent-child links, references to code sets, uniqueness constraints, and orphan records. Recalculate business totals in both systems and compare the result under an agreed definition. Exercise workflows such as creating an order, changing a status, issuing a refund, closing a case, or generating a report. The target may intentionally store data differently; the acceptance test is equivalent outcome, not identical physical representation.

Set risk-based tolerances

Do not apply one percentage to every table or transaction class. A small mismatch in a low-value log may be tolerable, while one missing payment, entitlement, or regulated record is not. For each check, record the owner, population, comparison method, acceptable variance, severity, and required disposition. Treat an unclassified discrepancy as a failure until its cause and business impact are understood.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Rehearse before production

Run the migration in a lower environment with representative volume, skew, historical depth, late-arriving changes, duplicates, malformed records, and peak-like concurrency. Measure transfer duration, transformation throughput, replication lag, retry behavior, reconciliation runtime, and the time required to restore or reverse the change.

First dry run: discover and measure

  1. Take a realistic source snapshot and record its timestamp and change position.
  2. Execute extraction, transformation, loading, and change replication using the planned tooling and configuration.
  3. Run every reconciliation report and retain mismatch samples, logs, and performance measurements.
  4. Exercise critical interfaces and workflows, including failure and retry paths.
  5. Log mapping defects, data-quality exceptions, security findings, and runbook ambiguities.

Second dry run: confirm and accept

Fix the defects from the first run, then repeat the procedure with the same evidence requirements. Microsoft Business Central guidance recommends at least two dry runs: the first to expose technical issues and establish timing, and the second to confirm fixes and perform business validation. That guidance is product-specific, but the two-pass pattern is broadly useful.

Invite business users to verify reports, permissions, statuses, and end-to-end tasks. Record their sign-off rather than relying on an engineering-only test result. Version the runbook, mapping specification, scripts, dashboards, and rollback procedure so the production team can identify exactly what was rehearsed.

Evidence package

  • Runbook version, owners, start and finish times, and environment identifiers.
  • Source and target snapshot positions, row counts, partition counts, and replication lag.
  • Reconciliation results, mismatch samples, severity, root cause, and disposition.
  • Interface and workflow test results, including failed-path behavior.
  • Backup and restore or fail-forward test evidence.
  • Business, security, operations, and technical approvals.

Operate the parallel period safely

Publish a daily operating procedure for the period between the first successful load and cutover. State who may write, which jobs run, how replication is monitored, and when reconciliation is produced.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Monitor change propagation

  • Replication position and lag by source, target, partition, or stream.
  • Failed, rejected, quarantined, and retried records with actionable error details.
  • Transformation rule changes and their effect on previously loaded data.
  • Duplicate, missing, out-of-order, and late-arriving events.
  • Capacity, queue depth, locks, error rate, and target response time.

Set alerts based on the agreed risk limits. A dashboard that shows only service availability can report green while records are silently accumulating in a dead-letter queue.

Control test traffic

Use a clearly identified cohort, tenant, or transaction type for target testing unless the target is proven safe for all production traffic. Prevent test transactions from entering financial, regulatory, or customer communications processes unless they are deliberately isolated and reversible. Keep source and target audit trails correlated so an investigator can follow one business event through both systems.

Manage discrepancies during parallel operation

  1. Assign a unique discrepancy ID and preserve the source and target records involved.
  2. Classify the cause: mapping, timing, identity, duplicate, deletion, ordering, validation, or genuine source-data defect.
  3. Determine business impact and whether the discrepancy can recur.
  4. Correct the mapping or data through an approved, repeatable process; do not edit production rows ad hoc.
  5. Rerun the affected reconciliation scope and record the resulting disposition.

Use a gated cutover runbook

A cutover is a controlled change of authority, not a DNS edit. AWS Prescriptive Guidance describes a common sequence: freeze ingestion or writes as required, take a final backup, complete the final synchronization, and route users to the target. Adapt the order to the platform and consistency requirement.

Define go/no-go gates before the window

  • Replication lag is within the limit approved for each critical workload.
  • No unresolved critical reconciliation discrepancy remains, and lower-severity exceptions have owners and deadlines.
  • Critical transactions, reports, scheduled jobs, and interfaces pass in the target.
  • Authentication, authorization, audit logging, backups, monitoring, and alerting work.
  • Support staffing, escalation contacts, communications, and an incident channel are active.
  • The accountable business owner and technical decision-maker have signed off.

These are planning criteria, not universal thresholds. Write the actual values, evidence, and approver into your runbook.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cutover sequence

  1. Announce the start and stop new nonessential changes to application configuration.
  2. Drain or pause ingestion and user writes according to the approved freeze policy. If source locking is required, communicate the downtime it creates.
  3. Take and verify the final source backup or snapshot.
  4. Record the final change position, complete the last replication pass, and resolve or formally accept any failures.
  5. Run final completeness, integrity, relationship, and critical-business checks.
  6. Switch routing, feature flags, connection strings, or load-balancer targets to the new system.
  7. Run smoke tests with production-like identities and transactions.
  8. Keep the old environment in the planned recovery state and begin heightened monitoring.

Design rollback for data written after cutover

Before the target accepts new transactions, rollback can be as simple as restoring service to the old environment if the old data is still current. AWS states that when no data has changed, an organization can resume its on-premises instances and redirect traffic by modifying load-balancer or DNS configuration.

After target writes begin, redirecting traffic alone can lose or split data. The rollback plan must preserve, transfer, or replay target transactions and must define how conflicts are resolved.

Possible recovery patterns

Pattern How it works Principal risk
Fail-forward database Maintain a recoverable database through continuous replication or a migration service, then promote the compatible environment if needed. Replication gaps, incompatible schema changes, and promotion timing must be tested.
Application dual write Continue recording each accepted transaction in both environments with correlation and retry logic. Partial success, ordering, and conflict handling add application complexity.
Backup and restore Restore a tested backup and replay a captured change stream or transaction journal. Recovery-point loss and replay duration may exceed the business objective.

A database migration service may support a fail-forward design in suitable database and platform combinations, but verify engine support, replication behavior, security, and current service limits before selecting it.

Write the rollback trigger

Specify who can call rollback, the evidence required, the latest safe decision time, and what happens to transactions already accepted by the target. Include customer and internal communications, access changes, job scheduling, reconciliation after reversal, and the process for repairing records that were legitimately created during the target period. Rehearse this path; an untested rollback is an assumption.

Validate and monitor after traffic moves

Cutover ends the routing change, not the migration. Run final reconciliation against the cutover watermark and compare new transactions, updates, deletes, identities, and business totals. Confirm that reports, exports, queues, webhooks, batch jobs, and external interfaces produce expected results.

Post-cutover checks

  • End-to-end creation, update, cancellation, and retrieval of critical business objects.
  • Access by each important role, including denied actions and audit records.
  • Backups, restores, replication or journaling, alert delivery, and on-call dashboards.
  • Error rates, latency, throughput, queue depth, and resource saturation.
  • User activity, support tickets, data-quality exceptions, and unusual transaction patterns.

Microsoft Azure migration guidance recommends comprehensive validation and monitoring after cutover and uses an example of heightened observation during the first 24–48 hours. Treat that interval as contextual guidance, not a universal requirement: keep heightened monitoring for as long as the workload’s volume, risk, and reporting cycle require.

Retire the old system deliberately

Do not decommission the old environment immediately after a successful routing change. Keep the approved recovery state, backups, audit records, and access controls for the retention period defined by policy. When the exit criteria are met, revoke unnecessary write paths, archive evidence, update diagrams and runbooks, and communicate the final system of record.

Compare migration approaches by risk, not fashion

Decision axis Bulk transfer with a freeze Continuous replication Dual write
Downtime tolerance Requires a planned write or ingestion freeze; duration depends on final transfer time. Can reduce the final freeze, but lag and final synchronization still need control. May keep both systems current while the application remains available.
Consistency need Strong consistency is achievable if the source is locked and the final copy is verified. Depends on replication guarantees, lag, ordering, and failure handling. Requires explicit conflict, idempotency, and partial-failure rules.
Rollback Straightforward before target writes; data-aware after target writes. Can support fail-forward if the replica and promotion path are maintained. Both stores may contain recoverable transactions, but divergence must be reconciled.
Semantic change Mapping and transformation must be completed before the final load. Change capture must apply transformations consistently over time. Application code must implement the target semantics on every write.
Operational burden Concentrated in the cutover window and rehearsal. Requires sustained monitoring and repair of replication exceptions. Requires the most application and support complexity.

Choose the approach that fits the source and target platforms, transaction pattern, data model, recovery objectives, regulatory obligations, business calendar, and team capacity. The cited guidance does not identify one universally best method.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common failure modes and fixes

“The row counts match, so we are done.”

Counts do not test identity, relationships, transformations, totals, or workflow behavior. Add partition counts, critical-field comparisons, key validation, business totals, and end-to-end tests.

“Both systems can accept writes temporarily.”

Without a conflict policy, writes can diverge or be applied in different orders. Select one writer or implement deliberate dual-write controls with idempotency, retries, and reconciliation.

“Rollback means changing DNS back.”

That is safe only when the target accepted no new data or those transactions are otherwise preserved. After target writes, use a tested fail-forward, replay, or restore strategy.

“The replication dashboard is green.”

Availability does not prove data correctness. Inspect lag, rejected records, dead-letter queues, duplicates, ordering, and reconciliation drift.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“We will write the runbook during the outage.”

Rehearse the exact sequence, capture timings, define decision authority, and keep evidence from at least two practice runs. Production is for executing a known procedure, not discovering its steps.

“A generic tolerance will work for every dataset.”

Set tolerances by data class and business impact. A percentage that is harmless for telemetry can be unacceptable for money, entitlements, identity, or regulated records.

Minimum governance package

Before requesting approval, assemble a single controlled package containing:

  • Scope, architecture, ownership matrix, and source-of-truth decisions.
  • Schema mappings, transformation rules, identity crosswalks, and deletion policy.
  • Reconciliation specifications, tolerances, reports, and discrepancy workflow.
  • Parallel-operation monitoring, alert thresholds, support rota, and escalation tree.
  • Versioned cutover runbook with freeze, backup, final sync, routing, smoke tests, and communications.
  • Rollback or fail-forward design that handles post-cutover writes.
  • Dry-run evidence, business validation, security review, backup verification, and named approvals.
  • Post-cutover validation plan, heightened-monitoring period, retirement criteria, and retention obligations.

The final decision should be explicit: go, postpone for a named defect, or cancel. A successful migration is not merely data loaded into a new database; it is a controlled transfer of authority with evidence that the resulting service is correct, observable, and recoverable.
