You can rotate an application secret without taking the service offline when the credential’s verifier and every client that uses it are changed in a controlled sequence. The safest pattern is overlap: create a new password, key, certificate, or token while the old one still works; publish the new value; make running workloads adopt it; verify new connections and jobs; then revoke the old value. This is possible only when the target accepts overlapping credentials or provides an equivalent transition mechanism. A secret manager’s automatic schedule does not, by itself, make running processes reload a new value.
What “without downtime” actually requires
Rotation changes two related things: the value stored in the secret system and the credential accepted by the database or service. AWS describes the operation this way: “When you rotate a secret, you update the credentials in both the secret and the database or service.” AWS Secrets Manager rotation guidance The application must then obtain the new value and use it for new authentication attempts.
Those events are separate. A secret manager can create a new version while an already-running process continues using an in-memory copy of the previous version. A Kubernetes controller can synchronize a new value into a Kubernetes Secret while the application keeps its startup configuration and existing connection pool. Google states the application must detect and reload updated values according to its own design. Google Cloud’s Kubernetes synchronization documentation

First decide whether overlap is possible
Targets that support two credentials
Two-user or two-key designs are the most forgiving. Keep the current credential valid, create the next credential, and deploy consumers that can use either value during the transition. Once every consumer is using the new value and new connections succeed, revoke the old credential. AWS recommends alternating users for high availability of application users, and its rotation templates describe alternating-user rotation as a way to help eliminate downtime. AWS managed rotation AWS rotation templates
Overlap can use two database users, two API keys, two certificates, or two active token credentials, depending on what the target supports. The credentials need not be accepted forever; they only need to coexist long enough for all instances, workers, and scheduled jobs to switch.
Targets that allow only one credential
A single-password target has no general overlap window. Replacing the password can invalidate clients that still hold the old value. Treat the target-side replacement and application refresh as one monitored change: prepare the new application configuration, perform the target update, trigger or roll the clients, and confirm live authentication immediately. Keep a rollback route only if the target can restore the old value or otherwise provide a temporary recovery credential. Do not promise universal zero downtime for this class of system; connection lifetime, retry behavior, and the target’s replacement semantics determine whether a brief authentication failure is avoidable.

Inventory before changing anything
Build a consumer map before selecting a schedule. The inventory is the control that prevents a forgotten worker or integration from being broken after the old credential is revoked.
- Credential verifier: identify the database, SaaS API, message broker, certificate endpoint, or other system that validates the value. Record whether it supports two simultaneous credentials, staged activation, or only one active value.
- Secret records: record the secret’s current version, labels, ownership, access policy, region, and the mechanism that creates a new version.
- Consumers: list every web instance, background worker, scheduled job, migration task, serverless function, command-line integration, and disaster-recovery deployment that reads the secret.
- Refresh behavior: document whether each consumer fetches on demand, caches for a time-to-live, watches a mounted file, reloads configuration on a signal, or reads only at startup.
- Connections: identify connection pools, persistent sockets, certificate sessions, and retry queues. A process may have the new secret while an existing connection remains authenticated with the old one.
- Operations: identify the deployment or restart mechanism, health checks, alert thresholds, owner, IAM permissions, network path, and an operator who can stop revocation if validation fails.
Mark consumers that cannot refresh in place. They require a rolling restart, replacement instance, or a target-specific switchover plan. Include low-frequency jobs: a rotation can appear successful for hours and then fail when a nightly task finally authenticates.
Choose who performs the rotation
Use a provider-managed workflow when it supports the exact credential type and target. Otherwise use an integration, function, or handler that can perform target-side changes and publish a new secret version. The important distinction is ownership: a scheduler may emit an event, but another component still has to change the target and coordinate application adoption.

Prefer fetch-on-use or bounded caching
A client that requests the secret when it opens a new connection can adopt a new version without a full process restart. If fetching on every request is too expensive, use a cache with a known expiry and an explicit refresh path. AWS recommends supported caching components for Java, Python, .NET, Go, and Rust, as well as its Lambda extension and workload credential provider. Cached values can remain stale until cache expiry, so the overlap period must cover that behavior. AWS Secrets Manager best practices AWS workload credentials provider
Replace connection pools deliberately
Refreshing a configuration object does not necessarily replace authenticated connections. Add a controlled way to drain or recreate a pool after the new value is available. Keep enough instances serving traffic while pools are rebuilt. For long-lived sockets, define how the client reconnects and how retries are bounded so an authentication error does not create a retry storm.
Do not assume a mounted secret reloads code
When a controller updates a Kubernetes Secret, the file or object may change while a framework has already copied the value into process memory. Google’s guidance explicitly places detection and reload responsibility on the application. Google Kubernetes synchronization guidance Test the exact framework, volume mode, sidecar, and configuration library used by the workload.
Use identity instead of long-lived secrets where available
Microsoft recommends Azure Identity or MSAL token-based access for Azure resources rather than storing credentials in application code or configuration. Microsoft Safe Secrets Standard AWS likewise recommends least-privilege access. AWS best practices Workload identity or short-lived tokens reduce the number of static values that require rotation, but any remaining database passwords, API keys, or certificates still need an adoption plan.
The overlap-based rotation procedure
- Freeze the change plan. Choose a maintenance window with normal serving capacity, even though the goal is no outage. Announce the credential, target, owner, rollback condition, and dashboards that will be watched.
- Create the next credential at the target. For a two-credential target, create a new user, key, certificate, or token while leaving the current credential valid. Assign only the permissions the workload needs. Do not revoke the old value at this stage.
- Store the new value as a distinct secret version. Preserve version metadata and ownership. Ensure the identity used by consumers can read the new version and that the rotation worker can update the target.
- Prove that a representative workload can read it. From each network and runtime class, perform a safe authentication check using the new version. A successful secret-store read alone is insufficient; the target must accept the credential.
- Roll out gradually. Refresh or replace a subset of application instances first, keeping healthy capacity available. Watch authentication errors, latency, connection creation, pool health, and request success before continuing.
- Refresh every consumer class. Include background workers, scheduled jobs, migration tools, administrative integrations, and disaster-recovery instances. Trigger a harmless job or connection check where waiting for a natural schedule would be too slow.
- Confirm adoption, not merely availability. Verify that new connections authenticate with the new value and that no instance still depends on the old one. Where possible, inspect application version or refresh metrics; otherwise use controlled authentication tests and logs.
- Revoke the old credential. Only after adoption and health checks pass should the target-side old user, key, certificate, or token be disabled. Keep the new secret version and deployment record intact.
- Close the change. Record the new version, target-side identifier, time, owner, consumers checked, alerts observed, and any consumer that failed to refresh. Remove temporary privileges or rotation artifacts.
Handling a target with one password or key
Single-credential rotation needs tighter choreography because there is no overlap safety net. Prepare the application to reread configuration and establish new connections before changing the target whenever the software permits. Then execute the smallest possible coordinated operation:

Provider-specific timing and failure behavior
AWS Secrets Manager
AWS defines rotation as updating the stored secret and credentials in the database or service. Its documented modes include managed rotation, managed external rotation, and Lambda-based rotation. During managed rotation, new connections retrieving the secret may receive the previous credential temporarily. This makes overlap and client refresh important even when the rotation operation itself reports success. Supported caching components can simplify retrieval, but their cached values may be stale until expiry. Rotation overview Workload credentials provider
Google Cloud Secret Manager
Google Cloud schedules a SECRET_ROTATE notification on a Pub/Sub topic. The subscriber or integration performs the actual rotation. A new scheduled notification can be skipped while an earlier rotation is in flight, and Google says failed delivery attempts are retried for up to seven days before the rotation is canceled. In-flight rotations must finish before another rotation starts. Design the handler to be idempotent, reentrant, observable, and safe to resume after interruption. Google rotation schedules
Google’s regional Secret Manager guidance describes a process that may be terminated and restarted: register a valid new version with the external system, then roll it out to the application. Treat an interrupted run as recoverable state, not proof that the old credential can be revoked. Google regional rotation schedules
Microsoft Azure Key Vault and Entra ID
For Azure resources, Microsoft recommends Azure Identity or MSAL token-based access instead of stored credentials. For secrets that remain necessary, its Safe Secrets Standard notes that two credential sets support lower-disruption or zero-downtime rotation patterns and discusses versionless URIs for dependent services that use the latest key version. A versionless reference still requires the dependent service to retrieve and apply the latest version; it does not repair a startup-only configuration automatically. Microsoft Safe Secrets Standard

- Secret-store access: confirm the workload identity can read the intended new version and cannot read versions outside its authorization.
- Target authentication: open a new connection or make a test API call using the new credential from every runtime and network class.
- Serving traffic: watch request success, authentication failures, latency, saturation, and pool replacement while instances refresh.
- Asynchronous work: process a representative queue message and run each important scheduled task with the new value.
- Persistence: verify that reconnects after a network interruption still use the new credential.
- Revocation test: after the old credential is disabled, confirm no healthy consumer attempts to use it. Keep alerts for old-version authentication failures during the first normal workload cycle.
Do not use a single successful request as proof of adoption. A warm connection can hide a stale password, and a web deployment can succeed while a rarely executed worker still holds the old value.
Common failure modes and fixes
The secret version changed, but authentication fails
The target may still have the old credential, the new value may have been truncated or misformatted, or the application may be reading a different version or region. Compare the target-side identifier, secret version metadata, and a direct new-connection test. Do not revoke the old value until the mismatch is resolved.
Only some instances fail
Those instances may have a longer cache lifetime, a different deployment revision, or a connection pool that was never rebuilt. Inspect refresh timestamps and instance configuration, then roll the affected subset while retaining healthy capacity.
Kubernetes shows the new value, but the process still uses the old one
The application likely copied the value at startup or does not watch the mounted file. Implement an explicit reload, sidecar-triggered restart, or rolling replacement appropriate to the framework. A synchronized Secret is not evidence that process memory changed.
Rotation events overlap or disappear
For Google Cloud schedules, an in-flight rotation blocks another start, and failed deliveries can be retried for up to seven days before cancellation. Persist rotation state, make the handler idempotent, and alert on both delivery failure and incomplete target-side adoption. Google rotation schedule behavior
Revocation breaks a forgotten integration
Restore the old credential only if the target permits a safe rollback; otherwise issue a new recovery credential and update the missed consumer. Add that integration to the inventory and require an adoption check before the next revocation.

Design choices that make future rotations safer
| Decision | Safer choice | Reason |
|---|---|---|
| Credential model | Two active credentials or short-lived identity tokens where supported | Provides an overlap or avoids a long-lived shared value. |
| Application retrieval | On-demand fetch or bounded cache with explicit refresh | Allows adoption without waiting for an unbounded process lifetime. |
| Deployment | Gradual rollout with healthy capacity retained | Limits the blast radius of a bad value or incompatible target change. |
| Rotation worker | Idempotent, reentrant handler with durable state | Recovers from termination, duplicate notifications, and retries. |
| Permissions | Least privilege for readers and rotators | Limits damage if a secret or automation identity is exposed. |
| Observability | Metrics and alerts for refresh, authentication, revocation, and stale-version use | Shows whether consumers actually adopted the credential. |
Microsoft’s Safe Secrets Standard specifically presents two credential sets as a lower-disruption pattern. AWS recommends least privilege and documents caching behavior that can delay adoption. These are design inputs, not a guarantee that any provider or target will deliver a universal zero-downtime result.
How to set the rotation schedule
Choose a frequency that the owner can monitor and that the application’s refresh design can support. The documented material does not establish a universal safe interval. A schedule is useful only when the rotation handler, application refresh, target semantics, and alerting have been tested together. For Google Cloud, remember that a schedule emits a notification rather than completing the credential change; for AWS, account for temporary previous-value responses and cache expiry. Never shorten an interval until you know the slowest consumer can adopt and verify a new version within the available overlap.
What to document after each rotation
- Target name and credential type.
- Old and new secret-version identifiers, without recording secret contents.
- Target-side credential identifier and activation or revocation times.
- Consumers tested, including workers and scheduled jobs.
- Refresh method, cache lifetime, pool-drain result, and deployment revision.
- Authentication, request, queue, and job health during rollout.
- Any failed or delayed consumer and its remediation owner.
- Rollback action taken, if any, and whether the old credential remains disabled.
This record turns a one-time change into evidence that the next rotation can be performed safely and that every consumer remains known.

How does an application pick up a rotated secret?
It must fetch the new secret version through its configured client, expire or invalidate any cached value, reload configuration, and create new authenticated connections. A secret-store or Kubernetes update does not automatically change a value already held in process memory; the application’s refresh design determines the exact behavior.
Can automatic rotation guarantee zero downtime?
No. Automatic scheduling can create or announce a new value, but uninterrupted service also requires compatible target credential semantics, application refresh, connection-pool handling, and verification. Two active credentials make the goal more achievable than a target that accepts only one password.
What happens if my database supports only one password?
Coordinate the database replacement and application refresh as one monitored operation. Stage the new value, prepare a rolling refresh, change the database password, rebuild clients and pools immediately, and keep a documented rollback or recovery credential if the database supports one.
Why can a client still receive the previous AWS secret after rotation starts?
AWS documents that new connections retrieving a managed-rotation secret may receive the previous credential during rotation. Keep the old credential valid during the overlap, account for cache expiry, and verify new authentication before revoking it.

What does a Google Cloud rotation notification mean?
A SECRET_ROTATE Pub/Sub message starts the work for the designated subscriber or integration; it is not proof that the target credential or applications have changed. The handler must perform, observe, and safely retry the rotation.
