A reliable review of loot boxes and in-game purchases is an evidence exercise, not a quick look at an age badge. Record the exact game build, storefront, market, account type and date; inventory every random or paid mechanic; trace each purchase from price to reward; test child controls; then compare the observed experience with the disclosures and guidance that apply in that jurisdiction.
The method below separates paid loot boxes from gameplay-only random rewards, distinguishes UK app-store advertising guidance from broader industry expectations, and gives you a repeatable record that another reviewer can reproduce.
What a compliance review must establish
Your conclusion should answer five separate questions:
- What random-reward and other purchase mechanics exist in the tested build?
- How can a player obtain each mechanic: direct money, purchasable virtual currency, gameplay, or more than one route?
- What does the storefront say before installation, and what does the game say before payment?
- Can a player understand the effective price, the guaranteed result, the random component and any relevant probabilities?
- What happens on child accounts, when parental consent is required, and when an unauthorized purchase is reported?
Do not collapse those questions into a single “compliant” or “non-compliant” label without stating the market, platform, date and rule set. A loot box may be available through play without being a paid loot box. Conversely, a box purchased with game currency is still a real-money route when that currency can be bought for money.

Fix the test context before opening the game
Start a review record before launching the client. A store listing and a live service can change independently, so your evidence needs a time and version anchor.
Minimum context fields
- Game title, publisher and exact version or build number.
- Test date and time zone.
- Platform, storefront, country or market and listing language.
- Account age category (adult or child), platform family settings and any linked family account.
- Game language, region settings and any setting that changes prices, offers, odds or purchase access.
- Whether the account is new, returning, subscribed, in a trial, or has previously spent money.
Capture dated screenshots or screen recordings of the storefront page, the first purchase prompt, every confirmation screen, probability information, account controls and refund instructions. Keep the original files; do not rely on a rewritten description in your report.
Inventory every random and paid mechanic
Walk through the client, menus, events, reward tracks and store. Include mechanisms even when the game uses a different name, such as gacha draws, card or item packs, prize wheels, treasure chests, keys, mystery awards and random bundles. ESRB’s “In-Game Purchases (Includes Random Items)” descriptor is intentionally broad: it covers digital goods where the specific item is not known before purchase and the transaction uses money or virtual currency that can be purchased with money.

Classify the access route

Classify what the reward does
- Cosmetic: appearance, animation, emote, decoration or other non-performance item.
- Progression-related: experience, upgrade materials, characters, equipment or resources that accelerate advancement.
- Competitive: an item or advantage that can affect match outcomes, rankings or access to stronger capabilities.
- Mixed: a single pack containing more than one category.
Record duplicate conversion, trading, gifting, resale or cash-out features only when you observe them. Note whether a key, ticket or token is required in addition to the box and whether the player can see the reward table before buying the key.
Check the storefront before installation
The UK Advertising Standards Authority and Committee of Advertising Practice published an enforcement notice on 26 February 2026 covering Apple App Store and Google Play listings that advertise mobile games with loot boxes purchasable for real money or exclusively purchasable with virtual currency. The notice stated that active monitoring would begin on 26 May 2026. Confirm the current status when you publish a review; the notice is scoped to those UK mobile listings, not every game, platform or country.
What to look for in a UK listing within that scope
- Open the live listing while signed into the relevant UK storefront.
- Check the title area, short description, feature text, screenshots and other information visible before download or purchase.
- Look for a prominent, quickly visible statement such as “contains loot boxes” or “includes random-item purchases.”
- Record the exact wording, location, date and whether a user must expand a section, follow a link or scroll a long distance to see it.
- Save the listing as evidence because store text can change without a client update.
A generic “offers in-app purchases” label should not be treated as communicating the presence of paid loot boxes by itself under the notice’s advice. If the listing uses a different term, explain how a reasonable consumer would identify the random-purchase feature before downloading.

Trace the complete purchase journey
Do not stop at the first price displayed. Follow the path a normal player must take and record every conversion or confirmation step.
Price and currency worksheet

Calculate the effective cost when a player must buy a larger currency bundle than the box requires. Show your arithmetic in the report, identify leftover currency, and state whether the calculation uses a one-time promotion or a recurring package price.
Guaranteed versus random content
Before confirmation, determine whether the player can tell which part of the purchase is fixed and which part is random. Record guaranteed rarity, minimum contents, draw counts, duplicate protection, pity timers, featured-item rules and whether an event has separate odds from the standard pool.
Odds and data disclosures
Locate the probability table in the store, box screen, help page and terms. Record whether percentages are visible before payment, whether they apply to a single draw or a bundle, and whether the listed categories match the actual reward table. Check for statements that probabilities may be informed by user data, prior behaviour, location, account status or other profiling. UK government guidance calls for clear probability disclosures and transparent communication about data use that informs probabilities.
If the game gives only rarity bands, say that the individual item probabilities are not stated. If rates change during an event, preserve both the event dates and the displayed table. Never infer an item’s chance from its animation, colour or community speculation.

Use an appropriate test account and platform family settings. Do not test by bypassing age gates or making an unauthorized real purchase; document what the account can reach and use the platform’s supported test or refund process.

Child-account test sequence
- Confirm the account’s declared age and the platform’s family-group relationship.
- Open the game’s store and attempt to reach a loot-box and a fixed-content purchase.
- Record whether the game blocks the transaction, requests parental approval, or allows a platform-level confirmation.
- Check the account’s spending limit before any purchase. Note whether the default is £0 or another amount.
- Inspect parental visibility: transaction history, alerts, approval settings and the ability to reverse a purchase.
- Repeat after changing relevant platform controls, recording which setting produced each result.
UK government guidance welcomes controls that prevent under-18s from acquiring paid loot boxes without parental or guardian consent, default £0 spending limits on child accounts, improved age assurance, and fair, lenient refunds when controls fail. These are industry-led protections and expectations; the government states that the working group does not cover the entire UK games sector. Treat the guidance as a benchmark for your findings, not as a claim that every game is governed by one comprehensive statute.
Refund-path evidence
Record the in-game support route, platform refund route, time limits, evidence requested and the response to an accidental or unauthorized purchase. Distinguish a policy that merely exists from a process a parent can actually find and use. Note whether the game recognizes that controls can fail and whether it offers a remedy without requiring a child to prove facts they cannot access.
Evaluate the wider purchase design
Compliance review should describe the player experience, not assign an unsupported legal conclusion. Document whether a purchase appears necessary to progress, avoid a penalty, enter a time-limited event or compete effectively.
Pressure and clarity checks
- Repeated pop-ups after declining an offer.
- Countdowns, expiring bundles or language implying the player will lose progress by waiting.
- Several currencies that require mental conversion.
- Prices shown only in currency units after the player has entered the store.
- Automatic opening, one-click repeat draws or unclear stopping points.
- Prompts aimed at a child profile or presented during a high-pressure failure state.
Describe the exact sequence: when the prompt appears, what button dismisses it, what information is visible, and whether a player can continue without paying. FTC consumer materials discuss concerns about pay-to-progress and pay-to-win dynamics, children’s understanding of costs and odds, and spending converted into in-game currency. Use those concerns to frame observations, not to claim that a particular design violates US law.
Reconcile ratings and interactive-element descriptors
Look up the exact title, platform and market in the relevant rating database. Compare the rating and interactive-element descriptors with the build and store listing you actually tested. Ratings can lag frequent live-service changes, so record the database access date and any mismatch.
ESRB’s random-item descriptor includes loot boxes, gacha, item and card packs, prize wheels, treasure chests and similar mechanics. A descriptor is useful evidence that randomized purchases were identified; it is not a complete compliance determination.

PEGI’s public listing for EA SPORTS FC 26 showed a PEGI 3 rating alongside an “in-game purchases (includes random items)” descriptor. Use that entry only as an example that an age rating and a random-item descriptor can appear together. Recheck the particular game and market instead of inferring a general PEGI rule from one listing.

Comparisons are meaningful only when the conditions match. Put the following axes in your review table:

Never present a platform’s store label as proof that the in-game flow has the same disclosure. Assess storefront and client evidence separately.

For each mechanic, create one row in your working record:
- Mechanic name and screen path.
- Random, fixed or mixed content.
- Access routes and real-money equivalent.
- Reward category and gameplay effect.
- Odds, guarantees and data-use wording.
- Storefront disclosure and exact location.
- Adult-account result.
- Child-account result, consent and spending-limit result.
- Refund route and observed response.
- Screenshot or recording filename, build and timestamp.
Then write findings in three layers: observed fact, applicable guidance or descriptor, and risk or limitation. For example, “The UK listing displayed only a generic in-app-purchases label” is an observation; the ASA/CAP notice’s recommendation for prominent loot-box wording is the applicable guidance; “the listing may not give a consumer the quickly visible information contemplated by that notice” is a bounded assessment.
Common review errors and how to correct them
Calling every random reward a paid loot box
Correct the classification by recording whether money or purchasable currency is required. Keep gameplay-only rewards in the inventory, but do not apply paid-storefront conclusions to them automatically.

Using a rating descriptor as the verdict
Correct it by checking the current build, listing and purchase journey. A descriptor identifies an interactive element; it does not establish that prices, odds, child controls or refunds are adequate.
Reporting a currency amount as a cash price
Correct it by showing the package price, conversion calculation and leftover balance. Mark promotions and one-time bonuses as such.
Testing only an adult account
Correct it with a separate child-account test and platform family settings. State when a result could not be tested because the platform or game supplied no supported test path.

Treating UK guidance as universal law
Correct it by naming the jurisdiction, platform and date. The ASA/CAP notice has a defined UK mobile-store scope, while the government’s paid-loot-box protections are industry-led and do not cover the entire sector.
Context for the figures often cited in loot-box coverage
The UK government’s 2022 response reported that 7% of video-game players had paid for a loot box during the 12 months to December 2020. The figure came from an Ipsos Mori survey commissioned by an industry trade association and reported by the Department for Digital, Culture, Media & Sport.
The same response reported that paid loot boxes represented 10% of overall monthly video-game spending by players in that survey. That spending measure and the player percentage are different denominators; they should not be treated as directly comparable rates of the same population.
For PEGI-rated games reviewed from August 2020 to May 2022, 2.5% received the “in-game purchases (includes random items)” descriptor, compared with 15% receiving an “in-game purchases” descriptor. Those are title-descriptor figures from a defined period, not a current prevalence estimate. The government also noted limited robust market data and reported an association between loot-box purchases and problem gambling while stating that the evidence had not established causation.
What a finished report should contain
- Scope statement: market, platform, storefront, language, build, account type and test date.
- Mechanics inventory: every random and fixed purchase, access route and gameplay effect.
- Storefront assessment: exact wording, prominence and captured listing.
- Purchase-flow assessment: prices, conversions, guarantees, odds and data disclosures.
- Child-safety assessment: consent, age assurance, limits, visibility and refund path.
- Rating reconciliation: current database entry compared with observed content.
- Findings: observed facts separated from guidance, uncertainty and market-specific limitations.
- Re-test triggers: client update, storefront text change, new event odds, currency redesign or policy change.
This structure lets a reader answer “Does this game have in-game purchases or random items?” with evidence that is specific enough to reproduce, rather than with a stale label or an assumption based on the game’s name.
