Restricting Meraki Dashboard access requires three controls used together: enforce multi-factor authentication (MFA), assign the narrowest role at the correct organization or network scope, and review every other assignment that could grant a higher privilege. In Dashboard, open Organization > Configure > Administrators for organization administrators or Network-wide > Configure > Administration for network administrators. Add or edit an administrator, select the appropriate role and scope, and then enable organization-wide two-factor enforcement in Organization Settings.

The important catch is that Meraki permissions are additive. An organization-level Observer assignment does not cancel a Full Access assignment on a network or tag. The effective permission is the highest applicable assignment, so a reliable restriction process must include an access review after each change.

Plan the access model before changing accounts

Meraki Dashboard separates authentication from authorization. Authentication establishes who the person is, using a local Dashboard account or a SAML identity provider (IdP). Authorization determines what that person can do, using an organization, network, tag, or custom role assignment. MFA strengthens authentication; it does not make a broad role narrower.

Start with an inventory of people who need Dashboard access, the networks or tags they should manage, and whether they need to change configuration or only view status. The modernized administrator page helps with this review by displaying role and scope assignments, API-key status, 2FA status, and the authentication method for each administrator.

  • Use read-only or monitor-only permissions for monitoring, auditing, and help-desk work.
  • Use a custom role when a built-in role grants more access than the job requires.
  • Record whether the account authenticates locally or through SAML so a disabled employee account cannot continue through another sign-in path.

Organization-wide changes, including forcing MFA, require an organization administrator with Full permissions. Make those changes during a maintenance window if a large administrator population will be required to enroll at once.

Force MFA for every Dashboard user

Meraki documentation uses TFA, 2FA, and MFA for the same additional authentication control. It adds a separate security identifier to the username and password. The identifier may come from a phone application or a keyfob; the documented software example is Duo Mobile. Cisco Meraki states: “Duo Mobile on an iOS or Android device provides two-factor authentication regardless of SMS service.”

Enable organization-wide enforcement

  1. Sign in with an organization administrator that has Full permissions.
  2. Open the organization-level settings in Dashboard.
  3. Find the control labeled to force all users in the organization to configure and utilize 2FA, and enable it.
  4. Save the setting.
  5. Tell administrators to complete enrollment at their next sign-in and verify the 2FA status shown on the Administrators page.

The setting is an enforcement control, not a report of how many people have enrolled. Review the administrator list after enabling it so accounts that have not completed setup can be identified and contacted through your normal account-recovery process.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect the recovery path

Maintain at least two full-permission organization administrators. Meraki recommends this arrangement so a lost device, locked account, or administrator email change does not remove the only recovery path. Give those administrators separate identities and recovery methods; do not make two accounts dependent on one person’s phone or mailbox.

Before enforcing MFA, confirm that the second full-permission administrator can sign in, reach Organization Settings, and manage administrators. Also document who owns the organization account and how an emergency administrator can be contacted without relying on the locked-out account.

Understand Meraki’s built-in roles and scopes

A role describes the level of authority; a scope describes where that authority applies. Organization roles apply across the organization and its networks. Network roles apply only to selected networks. Tag-based assignments can cover the networks represented by a tag. The same person can therefore have different assignments at different scopes.

Assignment Scope What it permits Typical use
Organization Full Access Entire organization Highest control over networks and organization settings, including administrator management Primary platform owners and recovery administrators
Organization Observer Entire organization Read-only organization visibility Auditors, leadership, and reporting users
Network Full Selected networks Full administration of those networks Network engineers responsible for a defined site set
Network Read-only Selected networks View most Monitor and Configure content without making changes Reviewers and support staff who need configuration visibility
Network Monitor-only Selected networks Limited Monitor access with no configuration changes Operations staff who only watch health and events
Guest ambassador Authentication-user management Manage Meraki authentication users without general network administration Front-desk or guest-access administrators

Additional role types, such as End Customer and SM Device Manager, may appear depending on the account and services in use. Treat those as separate role choices rather than assuming they provide the same network permissions as Full or Observer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Give someone access to only one Meraki network

The safest way to delegate a single site is to assign a network-level role and select only that network. Do not add an organization-level Full Access assignment as a shortcut; it defeats the boundary.

  1. Open Network-wide > Configure > Administration for the relevant network, or open Organization > Configure > Administrators if you are editing from the organization view.
  2. Select + Add admin for a new person, or select an existing administrator to edit the account.
  3. Choose the required network role, such as Network Read-only, Network Monitor-only, or Network Full.
  4. In the network selector, select only the intended network. Remove any other networks and review tag assignments that might include additional networks.
  5. Save the administrator record.
  6. Reopen the record and verify the displayed role, scope, 2FA status, authentication method, and API-key status.

If the person needs to manage several sites that change over time, a tag-based assignment can reduce maintenance. Treat the tag as a privilege boundary: adding a network to that tag can immediately expand the administrator’s effective access.

Use custom RBAC when built-in roles are too broad

Built-in Network Read-only and Network Full roles do not express every job function. A wireless specialist may need to change SSIDs but not switching, while a security operator may need Security & SD-WAN access without touching wireless settings. Custom role-based access control (RBAC) lets you set permissions by resource family.

Create a custom role

  1. Open the Dashboard administrator-management area and choose the option to create a custom or SAML administrator role, as appropriate for your identity design.
  2. Give the role a clear name that describes both its function and intended scope, such as “Wireless change operator.”
  3. For each supported resource family, select one access level: Read-only, Read & write, or No access.
  4. Configure the three documented families independently: Security & SD-WAN, Switching, and Wireless.
  5. Save the role, then assign it through the normal administrator workflow to the required organization, network, or tag scope.
  6. Test with a non-production account or a carefully selected administrator before expanding the assignment.
Resource family Read-only Read & write No access
Security & SD-WAN View relevant security and SD-WAN information View and change supported security and SD-WAN settings Hide the family from the role’s usable permissions
Switching View switching information View and change supported switching settings No switching permission
Wireless View wireless information View and change supported wireless settings No wireless permission

Custom RBAC controls resource families, not every individual field. Confirm the exact Dashboard pages exposed by the role and keep a change record for the role definition, its scope, and its owner.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use SAML groups for centralized identity

SAML lets an identity provider authenticate the user while Dashboard grants permissions from a configured SAML administrator role. It supports both IdP-initiated and service-provider-initiated sign-in. The assertion must contain a valid role value that Dashboard recognizes.

Configure the Dashboard side

  1. Open the Dashboard Administrators page and create a SAML administrator role.
  2. Configure that role’s permissions in the same way as a normal administrator role, including built-in or custom permissions and the intended scope.
  3. Record the role value exactly as it will appear in the IdP assertion.

Map the IdP group or claim

  1. In the identity provider, create or select the group that should receive the Meraki permissions.
  2. Map the group to the SAML assertion’s role attribute.
  3. Use the exact value of the Dashboard SAML role, including capitalization and spacing.
  4. Test both the sign-in flow and the resulting Dashboard permissions with a test user.

SAML centralizes authentication and group membership, but it does not bypass Dashboard authorization. If the assertion has no valid configured role, the user will authenticate without receiving the intended Dashboard access. Conversely, a valid role with a broad scope can grant more authority than expected, so review SAML assignments whenever group membership changes.

Understand effective permissions and the “read-only still writes” problem

Meraki permissions are additive. Each administrator can have only one role per network or tag, but multiple applicable assignments can coexist. When assignments overlap, the highest applicable permission wins.

For example, an organization Observer assignment supplies read-only visibility, but a Network Full assignment on one network still permits changes in that network. The same principle applies when a tag assignment covers a network. A user who appears read-only at organization level may therefore retain write access through a more specific network or tag assignment.

Audit a user who can still make changes

  1. Open the administrator’s record and list every organization, network, and tag assignment.
  2. Look for Network Full or another read-and-write custom role on the affected network.
  3. Inspect tags applied to that network and determine whether the user receives a higher role through the tag.
  4. Check SAML group membership and the role claim delivered at sign-in.
  5. Remove or narrow the highest assignment, then sign out and back in before retesting.
  6. Use the administrator page’s role, scope, and authentication indicators to confirm the resulting state.

Changing an organization Observer role to Network Read-only will not remove a separate Network Full or custom read-and-write assignment. Remove the broader assignment itself, rather than adding another low-privilege role and expecting it to override the existing one.

Add a network-origin restriction with login IP ranges

Role and scope determine what an authenticated user can do. A second boundary can restrict where Dashboard administrator logins originate. In Organization Settings, configure Dashboard administrator login IP ranges to allow sign-ins only from approved corporate, management, or VPN address ranges.

  1. Identify the public source addresses that administrators actually use, including any managed VPN egress addresses.
  2. Open the organization’s settings and locate the Dashboard administrator login IP-range control.
  3. Add the approved ranges and save the change.
  4. Test from an approved connection and verify that an unapproved connection is rejected.
  5. Keep an emergency path available before tightening the list, because an incorrect range can lock out every administrator.

IP-range restrictions complement MFA and RBAC; they do not replace either control. They limit the network origin of a login, not the permissions granted after authentication.

Operate the administrator system safely

Review access on a schedule

Review administrators after staff changes, network moves, tag edits, SAML-group changes, and custom-role revisions. Remove departed users, stale network assignments, and unused SAML groups. Pay particular attention to tags because changing tag membership can silently change several users’ effective scope at once.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check API-key status separately

The modernized administrator page shows API-key status. A person can have a narrowly scoped Dashboard role while an existing API key remains an independent automation concern. Inventory keys, identify their owners, rotate or revoke keys that are no longer required, and ensure automation is not using a departing administrator’s identity.

Keep permissions understandable

Name custom roles and tags by purpose, document their owners, and avoid assigning several overlapping roles when one precise assignment is enough. A simple model makes the highest-applicable-permission rule easier to verify during an incident.

Practical decision guide

Requirement Recommended control Reason
Every administrator must use a second factor Enable the organization setting that forces all users to configure and utilize 2FA Applies an organization-wide enrollment and sign-in requirement
Person needs visibility across all networks Organization Observer Provides organization-wide read-only access
Person manages one or several specific networks Network Read-only, Network Monitor-only, or Network Full on selected networks Keeps authority inside the selected network boundary
Person needs different rights for security, switching, and wireless Custom RBAC role Sets each supported resource family independently
Groups should control access centrally SAML administrator roles mapped to IdP role claims Uses centralized identity and group lifecycle management
Administrators must connect from managed locations Dashboard administrator login IP ranges Adds a network-origin boundary to the account controls

Final verification checklist

  • At least two separate full-permission organization administrators can recover the organization.
  • The organization-wide 2FA control is enabled and administrator 2FA statuses are reviewed.
  • Each person has the narrowest organization, network, or tag scope needed.
  • Custom roles specify Read-only, Read & write, or No access for Security & SD-WAN, Switching, and Wireless as required.
  • SAML role values exactly match the role claim sent by the identity provider.
  • Overlapping organization, network, tag, and SAML assignments have been checked for a higher effective privilege.
  • Login IP ranges include approved management and recovery paths.
  • API-key status and ownership have been reviewed separately from interactive Dashboard permissions.
