The safest GitHub Actions workflow starts with a token that can do almost nothing. Set an explicit read-only baseline, grant write access only to the job that needs it, and treat pull-request trust, secrets, and cloud credentials as separate security decisions.
GITHUB_TOKEN is a short-lived GitHub App installation token created for each job. Its effective permissions come from repository, organization, and enterprise settings, then from workflow- and job-level YAML. Least privilege means checking all of those layers and giving every job only the scopes and access levels required for its actual steps.
What GITHUB_TOKEN is—and what least privilege changes
At the start of a job, GitHub creates a repository-scoped installation token for the GitHub Actions application. The token is available to actions and, when exposed in the environment, to command-line tools such as the GitHub CLI. It expires when the job ends, which is safer than storing a permanent credential in the repository, but it is still powerful enough to modify repository data when write scopes are enabled.
Recommended Free Tools
Workflow authors control the token’s available scopes with the permissions key. A permission can usually be read, write, or none. write includes read; there is no need to specify both for the same scope. The security objective is to minimize the effective capability set of each job, not merely to make the YAML look restrictive.

- Scope: limit access to the resource family, such as
contents,issues, orpull-requests. - Level: use
readwhen a job only inspects data andwriteonly when it must change that data. - Trust context: a trusted push and an untrusted fork pull request should not receive the same credentials.
- Credential type: use
GITHUB_TOKENwhere it is sufficient; use a narrowly scoped GitHub App token or another short-lived, constrained credential when it is not.
GitHub’s security guidance recommends setting the default token permission to read access for repository contents. That is a useful baseline, but it is not a substitute for reviewing every job and every action that runs inside it.
How GitHub calculates the effective permissions
The YAML file is only one input. GitHub calculates permissions in a sequence:
- Enterprise, organization, or repository settings establish the initial default.
- A workflow-level
permissionsblock adjusts that default for the workflow. - A job-level
permissionsblock adjusts the permissions for that job. - For certain pull-request events, GitHub can reduce write permissions because the code originates outside the repository.
When you specify a permission explicitly, every permission you omit becomes none for that configuration level. For example, this grants read access to repository contents and disables the other token scopes:
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →permissions:
contents: read
An empty map disables all available token permissions:
permissions: {}
That last form is appropriate for a job whose steps do not need GitHub API access. It can also break actions that quietly rely on the token, so validate the job after applying it.
Repository defaults vary. GitHub describes a newly created personal repository as defaulting to read access for contents and packages, while an organization repository inherits its organization setting. Existing repositories may have different settings, and enterprise policy can constrain what repository administrators are allowed to choose. When a call unexpectedly returns a 403, inspect the repository, organization, and enterprise Actions settings as well as the workflow file.
Set a restrictive workflow baseline
Most workflows can begin with a workflow-level read-only baseline. Every job inherits it unless a job declares its own permissions.

push:
pull_request:
permissions:

jobs:
test:
runs-on: ubuntu-latest
steps:
- uses: actions/checkout@v6
- run: ./run-tests.sh
actions/checkout normally needs contents: read to fetch the repository. A test job that only checks out code and runs local tests does not normally need to write issues, pull requests, releases, deployments, or package versions. Keeping those scopes absent limits damage if a third-party action or a script is compromised.
If a workflow has jobs with different needs, do not add every scope to the top-level block for convenience. Keep the shared baseline small and elevate only the job that performs the exceptional operation.
Give a single job only the access it needs
Job-level permissions are the main least-privilege tool. A job declaration applies to all actions and shell commands in that job, so separate unrelated operations into separate jobs when their trust or access requirements differ.

if: github.event_name == 'issues'
runs-on: ubuntu-latest
permissions:
issues: write
steps:
- run: gh issue list
env:
GH_TOKEN: ${{ secrets.GITHUB_TOKEN }}
The issue job has the write access it needs for issue operations. Because its job-level block names only issues: write, other token permissions are none for that job. The example is a pattern to adapt, not a guarantee that every action or event in your repository has identical requirements.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesUse read access wherever possible
Listing issues, reading metadata, downloading release information, and checking commit status are read operations. Start with the relevant scope at read, run the job, and increase it only when a documented operation requires a mutation.
Separate write operations from tests
A job that publishes a release, creates a deployment, comments on a pull request, or updates an issue should not also run arbitrary test code from an untrusted change. Put the write operation in a narrowly conditioned job, and pass it only the artifacts or data it needs from the test job.
Turn off the token completely when it is unnecessary
jobs:
static-analysis:
runs-on: ubuntu-latest
permissions: {}
steps:
- run: ./analyze-local-files.sh
This prevents the job from using the automatic token. If a step uses checkout, package download through the GitHub API, or an action that calls GitHub, add the smallest required permission instead of leaving the job empty.

Map operations to the narrowest permission
Permission names describe resource families, not individual API endpoints. The exact requirement depends on the action, event, and API operation. Use the action’s documentation and inspect its source before selecting a scope.
| Operation | Common scope | Typical level | Important qualification |
|---|---|---|---|
| Checkout repository files | contents |
read |
Required by the default checkout pattern; private repositories need the token to read content. |
| Create or update repository files, tags, or releases | contents |
write |
Keep this in a trusted, tightly conditioned job. |
| Read or write issues | issues |
read or write |
Issue comments and labels may also involve the event context and action-specific behavior. |
| Read or write pull requests | pull-requests |
read or write |
Do not assume issue permission covers pull-request operations. |
| Read checks and annotations | checks |
read |
Writing check runs requires write. |
| Set commit statuses | statuses |
write |
Use this instead of broad contents write when the action only reports status. |
| Publish or manage packages | packages |
read or write |
Registry configuration and package visibility can impose additional requirements. |
| Create deployments | deployments |
write |
Cloud-side authorization is still required after GitHub accepts the deployment request. |
| Upload security findings | security-events |
write |
Use only for the job that submits the findings. |
| Request a cloud OIDC token | id-token |
write |
This permits requesting the GitHub-issued identity token; it does not grant cloud resource access. |
| Manage workflow runs or actions settings | actions |
read or write |
These are administrative capabilities and should rarely be present in ordinary CI jobs. |
GitHub maintains the authoritative permission list in its workflow syntax documentation. Permission names and supported operations can change, so verify the current reference when an action reports an authorization failure.
Fork pull requests change the threat model
Code from a fork is controlled by someone who does not have write access to the base repository. A workflow that executes that code must be treated as untrusted.
pull_request: the ordinary safe default
For a fork pull request, the ordinary pull_request event normally receives a read-only GITHUB_TOKEN and does not receive repository or organization secrets. This lets the workflow inspect and test the proposed change without handing the fork a write credential.
Write permissions can be reduced to read-only for fork pull requests unless the repository setting to send write tokens to pull-request workflows is enabled. That setting changes the exposure of every applicable workflow and should be treated as an administrative security decision, not a workaround for a failing job.
pull_request_target: privileged base-repository context
pull_request_target runs the workflow from the base repository’s trusted revision and receives the base repository token and eligible secrets. It is useful for controlled triage tasks, such as applying a label without checking out untrusted code. It becomes dangerous when the workflow checks out the pull request head and then executes scripts, build steps, or action code from that head.
Never combine a privileged pull-request workflow with automatic execution of fork-controlled code. If this trigger is necessary:

- Use the smallest job-level token permissions, often only
issues: writeorpull-requests: write. - Do not check out the contributor’s head branch in the privileged job.
- Do not interpolate untrusted titles, branch names, or body text directly into shell commands.
- Keep secrets out of the job unless the operation genuinely requires them.
- Use an isolated runner appropriate to the sensitivity of the token and secrets.
GitHub’s current documentation says a default policy blocking pull_request_target in affected public repositories is in evaluation and is scheduled for enforcement on November 2, 2026. Confirm the policy’s status and your repository’s applicable settings before relying on that date.
Dependabot pull requests
Dependabot pull-request workflows are treated like fork workflows: they use a read-only token and do not receive ordinary secrets. Design automation so that dependency updates can be tested under that restricted context.

An action can access the token through the github.token context even when you did not explicitly pass GITHUB_TOKEN to it. Passing the token in an env block is therefore not the boundary of access. The action process can often obtain the context supplied by the runner.
Before adding or upgrading an action:
- Read its documentation for required permissions and identify every API operation it performs.
- Inspect the action’s source, pinned references, scripts, and third-party dependencies.
- Check whether it runs arbitrary commands, downloads executable code, or forwards environment variables.
- Pin actions to a reviewed commit or trusted release policy where your maintenance process supports that control.
- Place untrusted build steps and privileged publishing steps in different jobs.
- Use ephemeral, isolated runners for sensitive workloads; be especially cautious with self-hosted runners, which can retain files, credentials, or processes between jobs.
Shell commands are part of the threat boundary too. A workflow with a read-only token can still leak source code, alter artifacts, or exfiltrate any secret available to the job. Least privilege reduces the blast radius; it does not make unsafe code safe.
Handle secrets as a separate credential problem
Repository secrets, environment secrets, and the automatic token follow different rules. A token permission block does not automatically make a secret safe to expose. Give a job only the secrets it needs, and use protected environments with required reviewers for production credentials.
- Never place plaintext secrets in workflow files, generated logs, command arguments, or committed configuration.
- Do not assume redaction catches transformed, encoded, truncated, or concatenated secret values.
- Review how each action handles environment variables and command output.
- Register generated sensitive values for masking where appropriate and prevent them from being printed.
- Rotate a credential immediately if it appears in logs, artifacts, a pull request, or an issue.
A job that needs a secret should normally run only on trusted events or behind an environment approval. A read-only token does not compensate for exposing a deployment key to attacker-controlled code.

- Grant the deployment job
id-token: writeso it can request a GitHub-issued OIDC JWT. - Configure the cloud provider’s trust policy to accept only the intended repository, workflow, branch or tag, environment, and other claims.
id-token: write does not grant permission to create, delete, or modify cloud resources. The exchanged cloud credential receives whatever the provider-side role or policy allows. Restrict that role to the deployment actions and resources required by the job, and ensure a pull-request workflow cannot satisfy the same trust conditions as a release workflow.
jobs:
deploy:
if: github.ref == 'refs/heads/main'
runs-on: ubuntu-latest
environment: production
permissions:
contents: read
id-token: write
steps:
- uses: actions/checkout@v6
- run: ./deploy-with-oidc.sh
The example grants repository read access for checkout and OIDC token-request capability. The cloud provider’s trust rules and role policy still determine what the deployment can do.
When GITHUB_TOKEN is not enough
Some administrative or cross-repository operations cannot be performed with the repository-scoped automatic token. GitHub documents two common alternatives:
Free tools Windows power users keep installed
One-click scans. No signup required.
| Credential | Strength | Risks and controls |
|---|---|---|
| GitHub App installation token | Short-lived and designed around an app’s selected repository and permission set. | Review the app’s installation scope and private key handling; request only the permissions the operation needs. |
| Personal access token stored as a secret | Can reach APIs unavailable to the automatic token. | Often broader and longer-lived; use the narrowest fine-grained scope, restrict repositories, set an expiration, and rotate it. |
| Cloud-federated OIDC credential | Short-lived cloud identity without a stored cloud secret. | Provider-side subject, audience, environment, and role policies must be restrictive. |
Prefer a short-lived credential whose scope matches the operation. Do not solve a missing permission by adding a broad, permanent personal token to every job.
A practical rollout procedure
- Inventory each job. List every action, shell command, API call, artifact transfer, package operation, and deployment.
- Classify the event. Mark whether the job runs on trusted pushes, manual dispatches, scheduled runs, ordinary pull requests, fork pull requests, or privileged triggers.
- Start with no token. Add
permissions: {}to jobs that do not call GitHub, then add only what fails for a documented reason. - Set a workflow baseline. For ordinary CI, use a small read-only block such as
contents: read. - Move exceptions to job level. Put issue, pull-request, release, package, security, deployment, or OIDC permissions only on the job that needs them.
- Test expected paths. Run the workflow for every relevant event, including a fork pull request if your repository accepts them.
- Investigate failures at all layers. Check YAML, repository settings, organization policy, enterprise policy, event-specific reductions, and the action’s own API requirements.
- Review after changes. Recheck permissions when adding an action, changing a trigger, enabling a self-hosted runner, or introducing a new secret.
A 403 response is useful evidence but not a permission diagnosis by itself. Confirm which token the step uses, which repository it targets, whether the event reduced write access, and whether an organization or enterprise policy overrides the repository setting.
Least-privilege checklist
- Is there an explicit workflow-level baseline?
- Does every omitted permission intentionally remain
none? - Could any
writescope be changed toread? - Could the job run with
permissions: {}? - Are write operations isolated from untrusted build and test code?
- Does a fork pull request receive only the access and secrets it should?
- Is any
pull_request_targetworkflow free of fork-controlled checkout and execution? - Have all actions and their transitive scripts been reviewed?
- Are self-hosted runners isolated and cleaned between jobs?
- For OIDC, are cloud trust conditions restricted to the intended repository, workflow, ref, and environment?
- Are alternative tokens short-lived or expiring, narrowly scoped, and stored as protected secrets?
- Have repository, organization, and enterprise defaults been checked?
Bottom line
Declare a read-only default, tailor permissions per job, and remove the token entirely where it is not needed. Then evaluate the event’s trust context, action behavior, secrets, runner isolation, and cloud-side policies. Least privilege is effective only when the complete execution path—not just one YAML block—has the smallest capability set that still performs the job.
