If a classic RD Web Access portal in Microsoft Edge or Google Chrome displays “Unable to display RD Web Access” together with “An unexpected error has occurred that is preventing this page from being displayed correctly”, check the browser’s XSLT policy before treating the incident as a certificate, network or Remote Desktop Services outage. Microsoft says the classic interface uses client-side XSLT to transform its XML content; a policy that disables XSLT can stop the page during initial rendering.
The fastest recovery is to have an authorized administrator set XSLTEnabled to 1 for the affected browser, restart the browser and test the portal. If the organization has deployed Microsoft’s HTML5 Remote Desktop web client, its separate URL can provide access without the classic page. Edge IE mode is a compatibility fallback when a legacy feature still requires the classic portal.
Confirm that this is the XSLT rendering failure
Do not begin by changing firewall rules or replacing certificates solely because RD Web Access is blank. First compare the visible symptom with Microsoft Support’s documented case. The XSLT workaround applies when all of the following are true:

- The user is opening it in Microsoft Edge or Google Chrome.
- The initial page shows “Unable to display RD Web Access” or the unexpected-error wording quoted above.
- The failure occurs while the interface is being rendered, rather than after a user has selected a published desktop or application.
Microsoft attributes that particular failure to browser policy disabling XSLT. Other symptoms still require normal RDS troubleshooting. A timeout, DNS error, TLS warning, failed sign-in, gateway failure or a session that disconnects after launch is not automatically an XSLT problem.

What the browser is supposed to do
The classic portal receives XML-based content and uses a client-side XSLT transformation to turn that content into the visible HTML interface. Microsoft Support states, “RD Web Access uses client-side XSLT processing to render the web interface.” When an Edge or Chrome policy turns that processing off, the server can be reachable while the page nevertheless fails before it becomes usable.
Check policy before changing server settings
Ask whether a recent browser baseline, security hardening policy or device-management update disabled XSLT. Check an affected device and, if possible, an unaffected device using the same RD Web URL. A matching error on policy-managed Chromium browsers points to the browser setting; a failure on every browser and device points to a different investigation.
Choose the least disruptive recovery path
There are three practical routes. The right choice depends on whether you need the existing classic page, whether the HTML5 client has been deployed, and whether a legacy feature is still required.

Authentication, multifactor prompts, proxy behavior and application compatibility can differ between these paths. They are deployment-specific, so test the route that your organization actually supports.
Temporarily re-enable XSLT for Edge or Chrome
Microsoft’s Support article, originally published October 6, 2026, gives the following temporary workaround. It changes a machine-level browser policy, so an administrator should perform it or approve it through the organization’s management system. Do not ask ordinary users to run elevated commands against managed devices.

Prerequisites and precautions
- Use an elevated Command Prompt or the organization’s browser-policy management tool.
- Apply the setting only to systems that need the classic portal, according to your security policy.
- Record the change so it can be removed or revised when Microsoft publishes a permanent fix.
- Close all windows of the affected browser before testing; an existing process can retain the old policy.
Microsoft Edge command
Open Command Prompt (Administrator) and run:
reg add "HKLMSOFTWAREPoliciesMicrosoftEdge" /v XSLTEnabled /t REG_DWORD /d 1 /fA successful command writes a machine policy named XSLTEnabled with the DWORD value 1. If the device is governed by Group Policy, mobile-device management or another configuration layer, that system may overwrite a local registry change. In that case, make the change in the authoritative policy instead of repeatedly editing the registry.
Google Chrome command
For Chrome, use an elevated Command Prompt and run:
reg add "HKLMSOFTWAREPoliciesGoogleChrome" /v XSLTEnabled /t REG_DWORD /d 1 /fThe Chrome policy is separate from the Edge policy. Setting the Edge registry path does not enable XSLT in Chrome, and vice versa.
Restart and verify
- Close every Edge or Chrome window on the device.
- Confirm that the browser process has exited; a managed launcher or background process can keep it running.
- Reopen the same browser and navigate to the organization’s RD Web Access address.
- Check whether the classic page now renders, then sign in and launch a published resource.
- If it still fails, compare the browser’s effective policy with the registry value and ask the policy administrator whether a higher-priority setting is enforcing a different value.
Do not describe this setting as a permanent repair. Microsoft says browsers and the platform are moving away from XSLT and identifies re-enabling it as a workaround. The Support article also says Microsoft is working on a fix; check that article for a changed recommendation before removing or broadening the policy.
Use the HTML5 Remote Desktop web client when it is deployed
The HTML5 client is a separate access route, not a repair to the classic page. If your administrator has installed and published it, open:

Replace the placeholder with the fully qualified domain name supplied by your administrator. Users sign in with the credentials and address provided by the organization, then select an available desktop or application. The session runs in the browser. Microsoft Support also documents a Settings option that lets a user download an RDP file when that workflow is needed.
Published compatibility information
Microsoft Learn lists Edge, Chrome, Safari and Firefox 55 or later among supported browser examples, and lists Windows, macOS, ChromeOS and Linux PCs. The same documentation says mobile devices are not supported. Those are the Learn page’s published requirements; browser and client support can change, so confirm the current deployment documentation before treating the list as a guarantee for a new browser release.

When the HTML5 client has its own problem
A web-client connection or authentication error is a different branch from the classic XSLT rendering failure. Administrators should follow the HTML5 client setup and troubleshooting guidance. Microsoft’s administration guidance recommends capturing browser-console activity from the client’s About page and explains how to open the developer console, such as pressing F12 in Edge. Collect those diagnostics when the HTML5 client itself fails; do not spend time on them before testing the XSLT policy when the classic page shows the exact documented render message.
Load the classic portal with Edge IE mode
IE mode is useful when a user must keep using the classic portal for a legacy behavior that the modern browser path does not provide. It is a compatibility workaround, not evidence that the XSLT policy change was unnecessary.
Configure the reload permission
- In Edge, open Settings and more (the three-dot menu), then choose Settings.
- Open Default browser.
- For Allow sites to be reloaded in Internet Explorer mode (IE mode), choose the organization-approved option.
- If Edge requests a restart, restart it.
- Add the RD Web URL to the organization’s IE-mode pages list, using the management method required by your environment.
- Reopen the portal and use the page menu’s Reload in Internet Explorer mode command when available.
Microsoft warns that the first visit can prompt for permission to use ActiveX. In this documented scenario, that permission enables use of the signed-in user’s credentials for single sign-on. Treat the prompt as a controlled compatibility decision: confirm that the URL is the organization’s genuine RD Web site and follow your security policy before allowing it.

Do not confuse the XSLT fault with an older ActiveX issue
Microsoft’s older RDWEB troubleshooting material describes a separate scenario in which the Connect to a remote PC feature depends on ActiveX. It notes that ActiveX controls are not supported in Edge. That legacy behavior can require IE mode or another supported access method, but it is not the cause of the XSLT-disabled initial-rendering error.
- XSLT signature: the classic page fails immediately with the “Unable to display RD Web Access” and unexpected-error wording.
- Legacy ActiveX signature: the portal may load, but a specific remote-PC function cannot operate because it expects an ActiveX control.
Installing or repairing an ActiveX control therefore does not fix the XSLT rendering failure. Keep the two investigations separate so a legacy workaround is not applied to every Chromium rendering incident.

The command reports success, but the page is unchanged
- Make sure the command was run in an elevated prompt and against the correct browser path.
- Close all browser processes and start a new session.
- Check whether Group Policy or device management immediately replaced the value.
- Verify that the user is testing the same RD Web URL and not a different server or load-balanced endpoint.
- Test a private window only as a way to rule out stale page state; private browsing does not override an enforced policy.
The page renders but sign-in fails
That result means the XSLT rendering stage is no longer the blocker. Investigate credentials, account lockout, multifactor authentication, time synchronization, reverse proxy behavior and the organization’s normal RD Web authentication logs. The XSLT setting does not repair an identity or gateway problem.
The page renders but a published resource will not launch
Check the resource’s RDS collection, feed publication, Remote Desktop Gateway and authorization configuration. A successful portal render proves only that the interface loaded; it does not prove that every desktop or application is available.
Only one device is affected
Compare that device’s effective Edge or Chrome policies with a working device. A browser update, security baseline or local policy difference is more likely than a server-wide outage when other users can open the same portal.

Every browser shows a failure
When the exact Chromium/XSLT signature is absent or the same failure occurs in unrelated browsers, broaden the investigation to DNS, TLS certificates, reverse proxies, IIS/RD Web configuration, authentication and the RD Web server itself. The XSLT workaround is targeted and should not replace those checks.
Change-management and security considerations
Re-enabling XSLT expands a browser capability that an organization may have disabled deliberately. Treat the registry command as a controlled exception: scope it to required devices, document who approved it, monitor whether the classic portal is still needed and remove or revise it when Microsoft’s guidance changes. On centrally managed devices, a policy-based deployment is preferable to ad hoc local edits because it can be audited and rolled back consistently.
IE mode carries a separate compatibility consideration because of its ActiveX prompt. Allow it only for the intended RD Web address and only when the legacy workflow is necessary. The HTML5 client can reduce dependence on the classic interface, but it must be deployed and maintained by the RDS team; it is not automatically present on every RD Web server.
What Microsoft’s current status means for your plan
The cited Microsoft Support article is dated October 6, 2026. It presents the policy change, HTML5 client and IE-mode steps as workarounds and says Microsoft is working on a fix without announcing a fix date. Browser policies, compatibility requirements and the recommended migration path can change. Before a production rollout, have the administrator check the current Support article and the current HTML5 client documentation, then test the selected route with the organization’s authentication and published resources.
For the documented initial-rendering error, start with the XSLT policy check; use the HTML5 client when it is already deployed; reserve IE mode for a genuine legacy-compatibility need. That sequence restores access while keeping browser policy, modern web-client deployment and older ActiveX behavior as distinct technical decisions.
