A padlock beside a PS4 game usually means the console cannot currently validate the account or entitlement that should unlock it. On the PS4, open Settings > Account Management > Restore Licenses, choose Restore, and wait for the operation to finish. This refreshes PlayStation Store licenses linked to the signed-in account; it does not prove that a purchase was completed or extend a subscription whose access has ended.
If the lock remains, check ownership, PlayStation Plus eligibility, sharing permissions, PlayStation Network status, and system software before treating the problem as a console failure.
What “Restore Licenses” actually fixes
A license is the digital entitlement that tells PlayStation your account may use a purchased game or add-on. Local license data can become out of sync after changing consoles, restoring a backup, signing into another account, or experiencing a network interruption. Restoring licenses asks PlayStation to refresh those Store entitlements for the account currently signed in.

- A game displays a padlock icon, except when the underlying issue is an expired PlayStation Plus subscription.
- A purchased game or add-on cannot be found.
- A game crashes and the license data may be inconsistent.
The padlock is a symptom, not a diagnosis. Restoration cannot create an entitlement that was never purchased, redeem a voucher that failed, renew a subscription, or keep a PlayStation Plus Game Catalog title available after it leaves the catalog. Those conditions must be verified separately in the account and service checks below. See PlayStation’s license-restoration instructions.
Run the PS4 license-restoration procedure
- Sign in to the PS4 with the account that bought the game, redeemed its voucher, or receives the relevant subscription entitlement.
- From the PS4 home screen, open Settings.
- Select Account Management.
- Choose Restore Licenses.
- Select Restore and allow the console to complete the operation. Keep the PS4 connected to the internet while it contacts PlayStation.
- Return to the game and try launching it again. If the icon is still locked, continue with the entitlement checks rather than repeatedly running the same command.
The labels above are the US-English labels used by PlayStation. A console set to another language or region may show translated wording, but the Account Management location and Restore Licenses function are the same in principle.
Identify where your access comes from
The correct next check depends on why the game should be playable. Use this comparison before changing settings or deleting data.

Restoring licenses is useful in all of these cases only after the underlying entitlement still exists. A successful restore does not override an expired subscription, a removed catalog title, or an account that never completed the purchase.
Check the purchasing account and transaction
Digital purchases are attached to the PSN account that made them. If several family members use the console, a common cause of a lock is simply being signed in to a different account.
- Sign out of the current user and sign in to the account that originally bought the game or redeemed its code.
- Open that account’s transaction history and confirm the game purchase or voucher redemption is listed as completed.
- Check the game’s edition. A standard edition, deluxe edition, upgrade, and add-on can have separate entitlements; restoring a license for one does not grant another.
- With the correct account active, run Restore Licenses once more and test the game.
If the transaction is missing, pending, reversed, or attached to another account, the console cannot unlock the title through license restoration. Use the account that owns the transaction or contact PlayStation Support with the order details.

Monthly games
A game claimed through a PlayStation Plus monthly benefit generally requires the claiming account’s subscription to remain active. Confirm the subscription has not expired, been canceled, or been purchased on a different PSN account. If the subscription is inactive, restoring licenses cannot restore access.

Game Catalog titles
Catalog access has two independent requirements: an eligible, active subscription and the title still being offered in the Game Catalog. A game can remain installed on the hard drive while becoming unavailable when it leaves the catalog. In that situation, the padlock reflects entitlement availability, not damaged local files.
Do not confuse a download with ownership
Downloading a game while a subscription or catalog listing was active does not convert that access into a permanent purchase. Check the current subscription and catalog status before rebuilding the database or reinstalling.
Check game sharing and the primary PS4 setting
If the game belongs to another user, that user’s account must authorize this console for sharing. On the purchasing account, check the console-activation setting and confirm this PS4 is activated as that account’s primary PS4. A primary-PS4 activation allows other local users to use eligible games and benefits from that account.

- Have the purchasing account sign in on the affected PS4.
- Verify that this console is activated as its primary PS4.
- Keep the purchasing account on the console and signed in as required by the account’s security setup.
- Switch back to the intended player account and test the game.
Activation limits, a deactivated console, or a purchase made by a different account can all produce a lock. Do not deactivate unrelated consoles unless PlayStation’s instructions for your specific error require it; changing activation status affects sharing for that account.
Rule out a PlayStation Network or software outage
A licensing request cannot complete normally when PlayStation Network services are experiencing an outage. Open the PlayStation Network status page and look for an alert affecting account management, gaming, or the PlayStation Store. If there is an active incident, wait until service is restored before judging the console or repeatedly changing account settings.
Then check for PS4 system-software updates under Settings > System Software Update. Install an available update, restart the console, and test the game. The troubleshooting guidance recommends checking both service status and current system software as part of the entitlement process.
Use a safe escalation order
Follow these branches in order so that you do not erase data or change account permissions unnecessarily.
- Account branch: Confirm the signed-in account owns the purchase or claimed the subscription game; verify transaction history.
- Subscription branch: Confirm the PlayStation Plus plan is active and, for a Game Catalog title, that the title remains listed.
- Sharing branch: If another account owns the game, verify that account’s primary-PS4 activation.
- Service branch: Check PlayStation Network status and install the latest PS4 system software.
- License branch: Run Restore Licenses from Account Management, then restart the PS4 and test.
- Database branch: If the entitlement is valid and the lock persists, use Safe Mode’s Rebuild Database option.
- Support branch: Escalate to PlayStation Support if the game remains locked after the checks and rebuild.
This order separates an entitlement problem from a local database problem. It also avoids using Safe Mode before confirming that the account actually has access.

A quick decision tree for a locked game
Start by asking one question: Why should this account be able to launch the title? If the answer is “I bought it,” inspect the purchase account and transaction history. If the answer is “PlayStation Plus,” check whether it is a claimed monthly game or a Game Catalog title, then verify the subscription and, for the catalog, the current listing. If the answer is “someone else bought it,” check that person’s primary-PS4 activation on this console.
Only after the entitlement path is clear should you evaluate the console state. A current PSN outage can make a valid account look unauthorized, while outdated system software can interfere with troubleshooting. Once service and software are in order, restore the license. If the valid entitlement still produces a lock, proceed to Rebuild Database and then support. This sequence gives each symptom a specific test instead of treating every padlock as a damaged installation.
What restoring a license cannot change
- It cannot move a purchase from one PSN account to another.
- It cannot turn a failed, pending, or reversed transaction into a completed purchase.
- It cannot make an expired PlayStation Plus subscription active.
- It cannot return a Game Catalog title that PlayStation has removed.
- It cannot authorize sharing when the purchasing account is not using this console as its primary PS4.
- It cannot repair an ongoing PlayStation Network outage.
These limits explain why repeating the command is rarely productive. The restore operation refreshes an existing Store entitlement; it does not create or extend the condition that makes the entitlement valid.

PlayStation includes Rebuild Database in the PS4 Safe Mode troubleshooting flow. It reorganizes the console’s content index and can help when local database information is inconsistent, but it does not purchase a game, renew PlayStation Plus, or change which account owns a license.
- Turn the PS4 completely off, not into Rest Mode.
- Press and hold the power button until you hear the second beep, which starts Safe Mode.
- Connect the controller with a USB cable and press the PS button.
- Select Rebuild Database from the Safe Mode menu and let the process finish.
- Restart the PS4, sign in to the account with the entitlement, and test the game.
The duration depends on the amount of content stored on the drive. Do not unplug the console while the database is being rebuilt. Rebuild Database is a later troubleshooting step, not a replacement for verifying ownership or subscription eligibility.
Error-specific activation guidance
Some error codes add a console-activation step to the normal restore process. For example, PlayStation’s instructions for PS4 error CE-33678-7 tell users to restore the license and then deactivate and reactivate the console as the primary PS4. That sequence is tied to that error code; it is not a mandatory step for every padlock.
Use the instructions on the page for the exact code shown on your PS4. The CE-33678-7 support page is the relevant example. Do not apply an error-specific deactivation procedure simply because another game happens to show a lock.

Common situations and the correct response
The game was bought on a different account
Sign in to the purchasing account and verify its transaction history. If the account is not available or the transaction never completed, the current user cannot unlock the game by restoring licenses.
The game was downloaded from PlayStation Plus
Check the subscription first. An expired plan prevents access even when the game remains installed. For a Game Catalog title, also confirm that PlayStation still lists the game.
A family member shared the game
Verify the purchaser’s primary-PS4 activation. If that activation was moved to another PS4, sharing on this console may stop until the purchaser changes the activation back, subject to PlayStation’s account limits.

Check the PlayStation Network status page, wait for any incident to clear, update system software if needed, and then restore licenses. A temporary service failure can prevent validation without changing ownership.
The game is missing rather than visibly locked
Use the account that bought it, inspect the transaction history, and check the Library and purchased-content views for that account. PlayStation lists a missing game or add-on as another situation where restoring licenses may help, but the entitlement still has to exist.
The game crashes instead of showing a lock
License restoration can be one troubleshooting step for crashes, according to PlayStation, but crashes can have other causes. Confirm ownership first, restore the license, update system software, and follow the game-download troubleshooting flow if the crash continues.

- Do not assume the installed files prove ownership. A download can remain on the drive after a subscription ends or a catalog title leaves.
- Do not switch accounts at random. Record which account bought or claimed the game before checking licenses.
- Do not deactivate every console as a test. Activation changes affect sharing and should follow the instructions for the displayed error.
- Do not jump straight to Safe Mode. Rebuild Database is useful only after confirming that the entitlement is valid.
- Do not repeat Restore Licenses during an outage. Wait for the relevant PlayStation service to recover, then retry once.
When to contact PlayStation Support
Contact support when the purchase is present, subscription and catalog eligibility are valid, sharing is correctly configured, services are operational, software is current, and Restore Licenses plus Rebuild Database have not removed the lock. Support can investigate account-side entitlement records that a PS4 cannot repair locally.
Prepare the information PlayStation requests:
- The exact error code or on-screen message.
- The game title, edition, and account used to buy or claim it.
- A short description of what happens and the steps that reproduce the lock.
- The approximate date and time of a recent attempt.
- A screenshot or video showing the padlock or error, if possible.
Do not share your password or full payment details in a public forum. Use PlayStation’s official support channel and provide order information only through its secure process.

What a successful result looks like
After a successful restore, the lock normally disappears when the PS4 can match the installed title to a valid entitlement for the active account. You may need to restart the console or launch the game while signed in to the owning account. If the lock remains, that result is useful: it points you back to ownership, subscription, sharing, service, or database checks rather than proving that the restore command failed.
The practical rule is simple: restore the license once, verify why the account should have access, then escalate through the official troubleshooting order. A PS4 setting can refresh a valid license, but it cannot replace the purchase or subscription that makes the license valid.
