Restore cloud services only after you have contained the attacker, established trusted recovery access, selected a recovery point that predates the compromise, and built an isolated recovery environment. A backup can restore data without restoring trust: stolen administrator credentials, altered infrastructure, poisoned images, compromised keys, and persistence mechanisms can reinfect a clean-looking workload.
The safe sequence is to activate incident response; isolate affected systems; preserve evidence; secure independent recovery identities and administration; reconstruct the attack timeline; validate a pre-compromise backup; rebuild clean infrastructure; restore services in dependency order; test security, data, and application behavior; obtain an approval to promote; cut over under controlled traffic changes; and monitor closely for reinfection.
1. Activate incident response before restoring anything
Declare a ransomware incident under your organization’s response plan and assign one incident commander. Bring together security operations, cloud/platform engineers, application and data owners, business-continuity staff, legal and communications representatives, and the people who can open provider support cases. Use an out-of-band channel if corporate email, identity, or collaboration systems may be under attacker control.

Isolate affected virtual machines, accounts, workloads, storage shares, and network segments in a coordinated way. Preserve relevant identity, control-plane, endpoint, storage, backup, and network logs before rebuilding whenever feasible. Record who authorized each containment action and the time it occurred. Do not wipe every system immediately: a compromised host, image, or account may contain evidence needed to find persistence and determine how far back the attacker was present.

CISA warns that ransomware may be the visible stage of an earlier intrusion. Investigate precursor activity, persistence, privilege escalation, and exfiltration rather than assuming encryption was the beginning of the incident. The CISA #StopRansomware Guide is the canonical incident-response reference.
Confirm whether the cloud provider is affected
Separate a compromise of your tenant from a provider-wide service issue. Once an incident is confirmed to affect Google Cloud services, Google’s guidance calls for opening a P1 support case. Give the provider a concise timeline, affected projects or accounts, suspicious identities, regions, and the actions already taken. Provider support can help with service-level evidence and account recovery, but it does not replace your investigation.
2. Establish a trusted recovery command path
Before touching backups, determine whether the attacker could control production administrators, organization-level cloud management, service accounts, encryption keys, backup policies, CI/CD systems, image repositories, or approval workflows. Treat every identity and secret that was reachable from the compromised estate as suspect until examined.

Use independent recovery identities
Create or retrieve emergency administrator identities whose credentials, multifactor-authentication methods, recovery contacts, and approval authority are outside the compromised production directory. Store credentials and recovery codes in a protected, access-logged mechanism. Require two-person approval for destructive actions, key changes, retention changes, and production promotion. If your normal identity provider is unavailable or compromised, the recovery plan must specify how these accounts are authenticated and who can authorize their use.
Separate keys, accounts, and network paths
Recovery administration should not depend on production trust relationships. Keep recovery encryption keys, backup-management permissions, logging destinations, and network routes in a separately governed account, subscription, or project. The AWS cyber-recovery reference describes an isolated environment in which restored systems have no trust relationship or network path to production during validation: AWS cyber-resilience reference architecture.
Rotate or revoke credentials, tokens, certificates, and keys that may have been exposed, but sequence the changes so you do not lock responders out of evidence or backup systems. Document which secrets were replaced and which remain under investigation.

3. Reconstruct the timeline and select a known-good recovery point
The newest backup is not automatically the safest backup. Build a timeline from identity events, control-plane changes, endpoint detections, storage modifications, ransom-note or encryption timestamps, vulnerability exploitation, and unusual data-transfer activity. Select a point that is demonstrably before suspected attacker access or malicious changes, then keep earlier candidates available in case validation fails.

Immutability protects copies, not their contents
Immutable or write-once retention can prevent an attacker from altering or deleting a backup after it is stored. It cannot prove that the workload was clean when the backup was created. A compromised application, administrator account, automation pipeline, or machine image may have been captured unchanged in an immutable copy. Microsoft’s Azure backup guidance recommends reviewing the incident timeline, confirming backup quality, and scanning or investigating restored data.
Use a decision record
For every candidate point, record its timestamp and time zone, the evidence placing it before compromise, the workloads and dependencies included, the encryption keys required, and the person approving its use. If a restored candidate shows suspicious files, unauthorized accounts, altered configuration, or unexplained data gaps, reject it and test an earlier point rather than “cleaning” it in place.
4. Validate the backup estate and recovery data
Inventory all copies before choosing what to restore: snapshots, application-consistent backups, database exports, object versions, configuration repositories, infrastructure-as-code, machine images, secrets, certificates, and logs. Confirm that each item is readable, that its metadata matches the intended point in time, and that the required decryption keys are available through the trusted recovery path.
Maintain independent copies
CISA recommends offline encrypted copies and regular tests of availability and integrity. Microsoft describes multiple isolated or offline copies, point-in-time recovery, and recovery-time objectives; its 3-2-1 formulation is three copies including the original, on two storage types, with one copy offsite or cold. An encrypted external drive can serve as one disconnected copy for some organizations, but it is not a substitute for enterprise-scale isolated storage, immutable retention, access controls, and tested clean-room restoration.
Test data and application consistency
Restore a representative sample into a disposable test area first. Check database transaction consistency, object counts and checksums where available, file and record timestamps, permissions, schema versions, and relationships between dependent datasets. Scan restored files and images for ransomware indicators and other malware. Verify that application-consistent backups include the logs, queues, certificates, and configuration required for a usable service rather than only raw disk blocks.

5. Build an isolated clean recovery environment
Provision recovery infrastructure separately from compromised production. Depending on the provider and your design, that may be a different account, subscription, project, region, or combination of these. The environment needs its own administrative identities, keys, logging, network controls, and approval process.
Rebuild the foundation from trusted sources
Use infrastructure-as-code, signed standard images, and configuration baselines whose repositories and build systems were not exposed to the attacker. Validate the code and image provenance before execution. Recreate network segments, firewalls, private endpoints, load balancers, monitoring, and policy controls explicitly; do not clone unknown production state wholesale.
Keep recovery disconnected during validation
Do not create production peering, directory trust, shared administrator roles, or unrestricted routes merely to make restoration easier. Permit only the narrowly defined transfer and test paths needed to import backup data and perform validation. Azure’s clean-recovery architecture uses an isolated recovery subscription and a secondary region, while AWS describes a separate recovery environment without production trust or network peering: Azure ransomware-resilient backup architecture.
6. Restore services in dependency order
Use the organization’s critical-asset list, business impact analysis, and documented service dependencies. Restoring every workload at once consumes recovery capacity and can reintroduce a compromised dependency. A practical order is:
- Recovery control plane: establish the independent administrators, logging, key access, and emergency approvals needed to operate the environment.
- Identity and security dependencies: restore or rebuild directory integrations, certificate services, secrets management, policy enforcement, and multifactor authentication from trusted configuration. Do not reconnect a compromised identity system simply because applications expect it.
- Core network and platform services: provide DNS, routing, firewalls, private connectivity, compute orchestration, container registries, and monitoring required by higher layers.
- Authoritative data stores: restore databases, object stores, file services, and queues from the selected point. Verify consistency and permissions before allowing applications to write.
- Critical applications: deploy clean application binaries and configuration, then connect them to validated data. Restore the highest-priority customer, operational, and regulatory services first.
- Integrations and scheduled work: add payment, messaging, analytics, batch, and partner connections only after the core service passes testing. Reissue integration credentials and review outbound destinations.
For each stage, define an owner, required inputs, validation tests, and a rollback or stop condition. Record actual recovery time and data-loss point against the service’s recovery-time objective (RTO) and recovery-point objective (RPO); if the design cannot meet them, escalate the business decision rather than silently changing the target.
7. Pass a validation gate before promotion
Promotion is an approval decision, not an automatic consequence of a successful restore command. Security, platform, application, and data owners should sign off separately.

Security checks
- Confirm that no known malicious accounts, scheduled tasks, startup scripts, web shells, unauthorized keys, or persistence mechanisms remain.
- Verify that vulnerabilities used in the intrusion are patched or otherwise mitigated.
- Check administrator, service-account, firewall, storage, and key-management logs for unexpected activity during restoration.
- Ensure monitoring, alerting, time synchronization, and log retention are active before exposure to users.
Data and application checks
- Compare record counts, checksums, transaction totals, and critical business reports with independent evidence.
- Exercise reads, writes, authentication, authorization, failover, backup jobs, and recovery of a newly created test record.
- Verify identity integrations, certificates, secrets, queues, scheduled jobs, and external endpoints individually.
- Have application and business owners confirm that critical workflows produce expected results.
If any test fails because the recovery point is contaminated or incomplete, stop promotion, preserve the failed environment for analysis, and return to the recovery-point selection step with an earlier candidate.

After the validation gate, define the exact cutover window, approvers, traffic change, data-freeze or replication plan, and rollback trigger. Redirect users through controlled DNS, load-balancer, or traffic-management changes rather than opening the restored environment broadly. If both old and new systems are reachable, block unauthorized paths to the old estate so users and automation cannot write to two authorities.
Reconcile transactions created during the outage, confirm that backups are now running from the clean environment, and preserve the recovery copy and validation evidence. Keep enhanced monitoring on identity, control-plane, storage, endpoint, and egress events. Investigate any new encryption activity, privilege change, suspicious process, or unexpected outbound connection as a possible reinfection signal.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.9. Decide whether in-place restoration is defensible
Restoring over existing production can be faster, but it leaves more of the original trust boundary and attacker-controlled configuration in place. Microsoft’s Azure architecture characterizes in-place restoration as higher risk and recommends it only when the incident-response team has strong confidence that attacker presence is gone.
| Design | When it fits | Advantages | Principal risk |
|---|---|---|---|
| Isolated clean environment in another account, subscription, project, or region | Cloud administration, identity, or production integrity is uncertain | Separates trust, keys, network paths, and validation activities | More engineering, capacity, and cutover work |
| Isolated environment in the same provider region | Regional services are healthy but production boundaries are compromised | Lower latency and potentially simpler data transfer | May not survive a region-wide or account-wide failure unless controls are independently governed |
| In-place restoration | Only after evidence supports that attacker access is removed and controls remain trustworthy | Usually the quickest operational path | Higher reinfection risk and less independent validation |
Compare designs on independent recovery identities and approval authority; backup immutability and survival of account or region loss; clean-environment capability; workload and dependency coverage; RPO and RTO; application-consistency and testing support; cost; operational complexity; and practiced cutover procedures. AWS notes that deletion protection within one account and Region is not equivalent to surviving loss of an entire Region, and Azure’s architecture uses a secondary-region copy for an alternate recovery path.

Microsoft Azure
Azure’s ransomware-resilient architecture presents a clean-room flow: select a recovery point, restore into an isolated subscription and region, validate applications and data, and promote to recovery production. Its backup guidance stresses immutable or offline copies, point-in-time selection, testing, and documented RTOs. Confirm which resource types, policies, keys, and cross-region features your subscription and region actually support.
Google Cloud
Google Cloud’s ransomware guidance calls for activating the incident-response plan, quarantining infected systems, restoring from healthy backups, rebuilding infrastructure from a known-good CI/CD state, removing the exploited vulnerability, and patching affected systems. Open a P1 support case when the confirmed incident affects Google Cloud services, and verify project, organization, IAM, logging, and KMS dependencies before reconnecting workloads: Google Cloud guidance for mitigating ransomware attacks.
11. Rehearse recovery and improve the design
A backup that has never been restored is an assumption, not a recovery capability. Run tabletop and technical exercises that include loss of normal communications, identity services, cloud administration, and the primary region. Microsoft recommends a “Recover from Zero” scenario: start without trusting existing infrastructure and document every dependency and procedure.
Measure how long it takes to obtain recovery credentials, locate an approved point, provision the clean environment, transfer data, validate applications, and cut over. Compare those results with each service’s RTO and RPO. Google Cloud recommends tabletop exercises and post-incident retrospectives; CISA and Microsoft likewise emphasize regular testing and documented procedures.
After the incident, remediate the original entry point, close exposed privileges, improve detection, and update the playbook with evidence from the event. Record which assumptions failed, which dependencies were missing, and who owns each corrective action. Provider features and supported resource types change, so review current documentation, contracts, regions, and workload configurations whenever the recovery design changes.
