To find a politician’s donors or a ballot measure’s funding, first identify the election and jurisdiction, then use the government database that receives those filings. Federal candidates and committees report to the Federal Election Commission (FEC); state, county, city, and other nonfederal activity is usually held by a state or local disclosure office. A search limited to the FEC can therefore miss an entire state or local campaign.
The most reliable result is not just a name-and-dollar figure. Save the contributor, transaction date and amount, receiving committee, report period, committee ID, source database, search date, and any amendments or related filings. Treat the entry as a reported transaction—not proof of motive, a policy exchange, or unlawful conduct.
Start by defining the race and jurisdiction
Write down the exact office or measure, election year, and geographic level before opening a search page. “Political donations” can mean a federal presidential, Senate, or House campaign; a state legislative race; a county or city contest; a ballot proposition; or money reported by a political action committee (PAC) or party committee. Those categories do not necessarily share one database.

- State and local: state candidates, local offices, ballot measures, and other nonfederal committees generally file under state or local law.
- Mixed activity: a national committee can appear in federal records while a state ballot committee with a similar name appears in a separate state portal.
The FEC specifically warns that disclosures required by state or local law are not filed with it. If the office or measure is not federal, identify the relevant election or ethics agency before searching.

Use this six-step lookup workflow
- Identify the target. Record the candidate or measure’s full name, office, election year, and jurisdiction. Include a district, county, municipality, or state when applicable.
- Choose the official database. Use the FEC Campaign Finance Data interface for federal records. For a nonfederal contest, use the state or local disclosure office that accepts that committee’s filings.
- Search broadly, then narrow. Start with a candidate, committee, or contributor name. Apply location, employer or occupation, ZIP code, transaction date, amount, and recipient filters as the system allows.
- Resolve identity. Compare the contributor’s city, state, employer or occupation, date, amount, and recipient committee. Confirm the committee’s official name and identification number rather than treating a name-only match as conclusive.
- Open the filing behind the result. Review the committee profile, report list, itemized receipts, report period, amendments, and related committee records. A summary screen is a starting point, not the complete evidentiary record.
- Preserve the query context. Save the database name, date searched, filters, transaction date, amount, recipient committee, committee ID, and report period. This lets another person reproduce the search after the database changes.
How to search an individual contributor in federal records
The FEC maintains a database of individuals who have made contributions to federally registered political committees. Its individual-contribution search supports a contributor name and additional filters such as location, employer or occupation, transaction date, amount, and recipient committee.
Build a precise search
- Enter the contributor’s surname and given name as they may have appeared on a filing. Try initials or alternate spacing if the first search returns nothing.
- Set the state and city, or ZIP code, when known. Location is often the fastest way to separate people with common names.
- Add the employer or occupation only after checking how the filing spells it. A contributor may have entries under different employers or descriptions over time.
- Limit the transaction date or election cycle if you are investigating a particular race. A name-only search can combine several cycles and committees.
- Use the amount range and recipient committee filters to test a specific claim, such as a reported contribution to one campaign.
- Open each plausible result and compare the filing details. Do not assume that two rows with the same name represent the same individual.
Understand the federal itemization threshold
In the FEC’s current guidance, an individual contributor’s name, address, occupation, and employer are listed for a campaign when the person’s contributions total more than $200 during an election cycle. The same guidance describes PAC and party-committee reporting using a calendar-year period. This is a federal reporting rule described by the FEC, not a universal threshold for state or local databases.
A search may therefore show different levels of detail for small transactions, depending on the filing rules and the jurisdiction. Absence of an individually itemized row is not proof that no money was given; check the applicable reporting rule and the committee’s summary totals.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsHow to research a candidate or committee, not just a donor
A donor search answers “where does this person appear?” A committee review answers “what did this campaign report overall, and where else should I look?” Use the candidate or committee profile to identify the committee’s official name, ID, connected candidate, filing status, and reports.
Review the financial picture
- Summary receipts: money reported as received during the relevant reporting period and cycle.
- Summary disbursements: spending reported by the committee.
- Itemized individual contributions: the donor-level rows that meet the applicable federal itemization rules.
- Other receipts and transfers: funds that may come from committees, parties, loans, refunds, or other categories shown in the filing.
Use the report list to identify the filing that contains a transaction. A committee can file amendments, and a later report may change a previously displayed figure. Record the report type, coverage dates, filing date, and amendment status with your notes.
Check related records
The FEC’s candidate-research checklist also points to related committee reports, enforcement actions, audits, advisory opinions, and election results. These records provide context that a contribution row cannot supply. For example, an enforcement record may address reporting compliance, while an audit may explain a committee’s accounting issues; neither one should be inferred from an ordinary transaction entry.

Search interfaces often summarize or aggregate data. Before publishing or relying on a figure, open the underlying report and verify:

Federal, state, and local systems are not interchangeable
There is no single public database that automatically contains every donation to every American candidate or measure. Compare the system’s scope before drawing conclusions.
| Question | Federal records (FEC) | State or local records |
|---|---|---|
| Which contests are covered? | Federal candidates, federally registered PACs, parties, and presidential activity. | State offices, county and municipal races, ballot measures, and other activity governed by that jurisdiction. |
| Where are filings made? | Federal Election Commission. | The applicable state election, ethics, campaign-finance, county, or municipal office. |
| Historical range | PAC, party, and presidential filings: 1993 to present; House filings: May 1996 to present; Senate filings: May 2000 to present, according to the FEC research page. | Varies by state, office, and portal; verify the target jurisdiction’s coverage. |
| Search fields | Candidate or committee ID, contributor name, location, ZIP code, employer or occupation, date, amount, and recipient filters are available in the relevant interfaces. | Fields and search limits differ; some portals support donor, committee, date, amount, or measure searches while others require filing-by-filing review. |
| Original filings and itemization | Committee profiles, reports, itemized receipts, summaries, and oversight records are available through FEC systems. | Availability depends on the state or local office and its digitization and export practices. |
| Programmatic access | FEC bulk downloads and the OpenFEC API support repeated or large-scale analysis, subject to API terms and acceptable-use rules. | Some jurisdictions provide downloads or APIs; others do not. |
Examples of state portals
Florida provides a state Campaign Finance Database, and the Ohio Secretary of State publishes a guide to searching its campaign-finance records. These examples illustrate that states maintain their own systems; they are not substitutes for the portal of the jurisdiction you are investigating. Check that portal for covered offices, years, searchable fields, export options, and filing deadlines.
Know when a record should appear online
The FEC says required reports are generally available within 48 hours of receipt, or within 24 hours when filed electronically. That is a publication timetable for material received by the agency, not a guarantee that every state or local record will appear on the same schedule.
An online record can still be incomplete for your question. A committee may not yet have filed the report covering a recent transaction; a filing may be amended later; or the activity may belong to a state committee outside the FEC’s jurisdiction. When timing matters, note the date you searched and return after the next reporting deadline.

Researching older federal reports
The FEC’s stated online ranges are limited by filing type: PAC, party, and presidential filings begin in 1993; House filings begin in May 1996; and Senate filings begin in May 2000. For older federal reports, the FEC directs researchers to its Public Records Office. Treat these ranges as the agency’s current guidance and recheck the official research page if you are working with a historical project.
Use bulk data or the API for repeatable analysis
A web search is appropriate for one donor or one committee. Repeated searches, cycle-wide totals, or thousands of transactions are better handled with official downloads or programmatic access.
Bulk-download workflow
- Define the population: committees, candidates, contributors, transaction dates, and jurisdictions.
- Download the relevant FEC bulk files or reports rather than copying rows manually.
- Keep the source file name, download date, and any documentation with your working spreadsheet.
- Normalize names cautiously. Preserve the original filed name in one column and place any standardized version in another.
- Join transactions to committee IDs, not just committee names. Names can change or be entered inconsistently.
- Check totals against the committee’s official summary reports and investigate unexplained differences.
API considerations
The OpenFEC API provides programmatic access to federal data. Read its current terms and acceptable-use policy before building an automated collector, and cache results responsibly. Store the query parameters and retrieval date so a later user can reproduce the result even if the API response changes.

Interpret what a contribution record can—and cannot—show
A filing entry establishes that a committee reported a transaction with the displayed details. It does not, by itself, establish the donor’s motive, a promise of official action, a policy exchange, coordination, or improper conduct. Those conclusions require separate evidence and legal analysis.
Use precise language: “The committee reported a contribution of [amount] from [name] on [date]” is different from “the donor bought influence.” If identity, amount, or committee affiliation is uncertain, describe the uncertainty and explain which fields were used to distinguish the record.
Do not confuse categories
- Contribution: money or something of value reported as a contribution under the filing system.
- Transfer: movement between committees that may not represent a new individual donor.
- Loan: a debt-related receipt with different reporting implications.
- Refund: money returned to a contributor or another entity.
- In-kind contribution: goods or services reported at a value rather than as a cash payment.
Use the transaction type shown in the original filing. Do not add categories together unless the reporting rules and your research question justify that calculation.

Privacy and permitted use of contributor information
The FEC states that individual contributor information in its reports may not be used to solicit contributions, including political or charitable contributions, or for commercial purposes. Follow that restriction and consult current official law and guidance for edge cases. Public availability does not make a donor list a marketing list.
Limit copied data to what your legitimate reporting or research question requires. Protect addresses and other personal details when they are not necessary to identify the filing, and do not publish a private person’s information merely because it is technically searchable.

“The FEC has no result.”
- Confirm that the contest is federal. If it is a state or local race or measure, move to the relevant jurisdiction’s portal.
- Try the committee rather than the candidate name, and search by committee ID when available.
- Remove restrictive filters, then add city, state, date, amount, or recipient criteria one at a time.
- Check alternate spellings, initials, and amended reports.
“There are too many people with this name.”
Use city, state, ZIP code, employer or occupation, transaction date, amount, and recipient committee together. Compare multiple entries across the same cycle rather than selecting the first matching row.
“The amount differs from another source.”
Check whether one figure is a single transaction and the other is a cycle total, whether one includes transfers or refunds, and whether an amendment superseded the original filing. Verify the report period and transaction type before comparing numbers.
“A recent donation is missing.”
Check the committee’s filing schedule and the date you searched. The FEC’s stated online publication interval is generally 48 hours after receipt, or 24 hours for electronic filings, but a transaction cannot appear before the committee files the report that covers it. For a state or local committee, use that jurisdiction’s timetable.

A practical record of your research
Use a worksheet or notes file with one line per verified transaction. Include:
- candidate, committee, or measure;
- office, district, state, county, or city;
- election year or reporting cycle;
- database and government office;
- search date and exact filters;
- contributor name as filed;
- transaction date and amount;
- transaction type;
- receiving committee’s legal name and ID;
- report type, coverage dates, filing date, and amendment status;
- notes about identity matching, related committees, or unresolved uncertainty.
For a published analysis, preserve a copy or stable reference to the filing where permitted, along with the date retrieved. This is more defensible than citing an undated screenshot or a search-result total.
Two examples of applying the method
Example: a federal candidate
Suppose you are checking whether a person with a common surname contributed to a U.S. House campaign. Identify the district and election year, search the FEC individual-contribution interface by name, narrow by state and city, and then filter by recipient committee and date. Open the itemized receipt, confirm the committee ID and report period, and check for amendments. Your notes should state exactly what the filing reports, not an inference about the contributor’s reasons.

A state ballot measure is not automatically included in federal records. Identify the state’s disclosure office, locate the measure committee, and use that portal’s donor and filing tools. Record the portal’s coverage dates and search limitations. If the committee received a transfer from a federally registered organization, you may be able to connect the records, but keep the federal and state filings as separate sources.
When a search is complete
You have a supportable answer when the jurisdiction is correct, the person or committee is disambiguated, the original filing and report period have been inspected, amendments and related records have been considered, and the query context is documented. At that point you can report the disclosed transaction accurately while keeping conclusions about intent, influence, and legality within the evidence.
