To request removal of a Flock camera, write to the local agency that operates the camera and the department responsible for the street, park, or other public property. Identify the exact location, explain your concern, ask for a formal review and a written response, and request instructions for public comment or a council or board agenda. The agency—not an individual resident or the vendor alone—decides whether to change the program and can ask Flock to deactivate and retrieve equipment.

What a resident can ask for

A removal request is a request for local government to review a surveillance program and its equipment at a particular public location. Your letter can ask the agency to remove the camera, pause or deactivate it while the issue is reviewed, relocate it, disclose the governing contract and policies, or place the issue before an elected body. These are different decisions, so state which outcome you want and identify alternatives only if you would accept them.

There is no single nationwide form, federal process, public-comment deadline, or guaranteed removal right established for these cameras. The responsible city, county, police department, transportation authority, property owner, contract terms, and local public-meeting rules determine the route. A petition, complaint, or public-records request may support your case, but none automatically removes equipment.

Find the people who can act

Start with the agency that runs the camera program, then identify the public body with jurisdiction over the exact site. A police or public-safety department may administer the program while a transportation, public-works, parks, or right-of-way department controls permission to occupy the property. An elected city council, county board, or similar body may approve contracts, budgets, or termination decisions.

Contact or record Why it matters Where to look
Operating agency It can review the camera’s continued use and request vendor deactivation or removal. Police or public-safety technology pages, program pages, procurement records, and staff directories.
Property or right-of-way department It may control permission for equipment on the street, sidewalk, park, or other public land. Transportation, public works, parks, facilities, or right-of-way contacts.
Elected oversight body It may hold the contract, approve funding, terminate a program, or direct staff follow-up. City council or county-board agendas, meeting calendars, clerk pages, and committee materials.
Contract and policy records They show ownership, retention, sharing, renewal, termination, and notice provisions that shape the request. Public contract databases, agenda attachments, procurement portals, and records-request instructions.

For a city-owned street, Flock Safety’s installation FAQ says: “If a street you want to install a camera on is city-owned, your neighborhood will need to get permission through the department of transportation.” Treat that as a clue for locating the right office, not as a rule that covers every public property or every jurisdiction.

Prepare a precise, evidence-based request

1. Record the camera’s location

Note the street address or nearest intersection, direction the camera faces, nearby landmarks, and the date you observed it. A clear description prevents staff from confusing one camera with another. If the site is in a park, on a trail, at a public facility, or on a road managed by another government, name that property and agency as well.

2. Describe the concern in one or two specific paragraphs

Common subjects include surveillance of people moving through a public space, data retention, information sharing, lack of notice, contract oversight, or whether the placement is necessary and proportionate. Explain the practical effect on residents rather than relying on a general accusation. You do not need to prove a legal violation to request review; do not state that a violation exists unless a competent local authority has made that determination.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Ask for identifiable actions

Request a review of the camera’s placement and continued use, a written decision, the name or title of the decision-maker, and the expected date for that decision. Ask whether the agency will seek temporary remote deactivation, physical removal, relocation, or a policy or contract change. Ask how to submit public comment or request a council or board discussion.

4. Attach only useful supporting material

A dated photograph from a lawful viewpoint, a map, a link to a public agenda, or a copy of a relevant local policy can help staff locate the issue. Do not include private information about passersby, vehicle occupants, children, or neighbors unless it is essential and lawfully obtained.

Send the request in writing

Use the agency’s published email, web form, or mailing address and copy the relevant elected office and property department. If the agency lists a clerk, records officer, public-information officer, or program manager, include that office. Keep a copy of the message, attachments, delivery confirmation, and every response. The reviewed official materials do not establish a mandatory form, filing fee, or universal response period, so ask the agency to confirm its own procedure.

A subject line such as Request for review and removal of Flock camera at [location] makes the purpose clear. Keep the first message factual and short enough for staff to route it, but include every decision you are asking them to make.

Letter and email template

[Date]

To: [Operating agency or program office]
Cc: [Transportation, public works, parks, or right-of-way office]; [Council or county-board office]
Subject: Request for review and removal of Flock camera at [exact location]

I am requesting a review of the Flock camera located at [exact location and nearby landmark]. I observed it on [date].

My concern is [brief explanation: surveillance, retention, sharing, notice, oversight, placement, or another specific issue]. Please review whether the camera should remain at this location and whether it should be deactivated, removed, relocated, or covered by a policy or contract change.

Please provide:
1. The office and official responsible for deciding this request;
2. The applicable contract, policy, or public-meeting process;
3. The date and method for submitting public comment or requesting an agenda item;
4. Whether the agency will request remote deactivation while removal is considered; and
5. A written response explaining the decision and, if removal is approved, the expected retrieval schedule.

Please confirm receipt and direct me to any required local form or procedure.

Sincerely,
[Name]
[Contact information]

The template is a starting point, not a legally required document. Remove questions that do not fit your site and add the exact local terminology used by the agency.

Use public oversight channels

Send a separate message to your council member, county-board representative, or the clerk of the governing body. Ask how to submit written public comment, speak at a meeting, request a staff report, or place the matter on an agenda. Some jurisdictions distinguish between a resident comment and a formal agenda request; the clerk can explain the difference.

Agenda packets and minutes can show whether the governing body approved the contract, discussed renewal, directed staff to terminate it, or requested follow-up. Asheville’s official project page documents council action on termination and later staff follow-up about removal. That example demonstrates why an elected body and agency staff may both be relevant; it does not create a procedure for other cities.

Understand the possible outcomes

Outcome What it means Who normally must act
Remote deactivation The camera stops operating before technicians collect the hardware. The operating agency asks Flock to deactivate it. Flock says it can remotely deactivate cameras when an agency requests that before physical removal.
Physical removal The hardware is taken down and retrieved from the public site. The agency authorizes the change; Flock or its technicians may schedule and perform retrieval, especially when Flock owns the equipment.
Relocation The camera is moved to another approved site rather than eliminated. The operating agency and the authority controlling the new property or right-of-way.
Contract or program termination The local government ends the agreement or discontinues the camera program. The official with contractual and budget authority, often with governing-body involvement.
Policy change without removal The camera remains, but retention, sharing, notice, access, or oversight rules change. The agency, governing body, or other authority empowered to amend the policy or contract.

Ask officials to identify which outcome they are considering. A statement that a program is terminated does not necessarily mean the hardware has already been removed, and a removal request date is not the same as a completed retrieval date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Know how deactivation and retrieval are scheduled

Local logistics and vendor scheduling can separate the decision to stop using a camera from the date the equipment leaves the property. In a press-center statement, Flock says, “If an agency requests that cameras be turned off before removal, Flock can deactivate them remotely at any time.” Ask for confirmation of the deactivation date and, separately, the physical retrieval date.

Official example What was announced How to interpret it
Asheville, 2026 The city’s project page says Flock confirmed a requested product-removal date of October 12, 2026, with physical retrieval expected within 60 days from that date because of technician-scheduling backlogs. This is an Asheville-specific estimate. It is not a national deadline or a promise that another locality’s equipment will be collected within 60 days.
Arlington County, 2026 The county said it would request removal of all Flock cameras on public property within 14 business days of its announcement, while noting that logistics could extend the process. The 14-business-day figure is the county’s target for making the request, not a guaranteed physical-removal date elsewhere.

When staff respond, ask whether their date refers to a request sent to Flock, remote deactivation, a technician appointment, or completed removal. Put that distinction in your follow-up record.

If the agency does not answer or declines

  1. Send one concise follow-up. Reference the original date, restate the location, and ask whether the request was assigned and when a written decision is expected.
  2. Ask for the correct decision-maker. If a department says it is only an operator, ask which office controls the property, contract, or budget.
  3. Use the public-meeting route. Contact the clerk for comment rules, meeting deadlines, and agenda procedures. Submit a factual statement rather than repeating multiple identical messages.
  4. Request relevant records where local law allows. You may seek the contract, installation approval, retention and sharing policies, meeting materials, and correspondence about the camera. A records request can clarify the program but does not itself compel removal.
  5. Seek local legal guidance for a disputed right. The available official examples do not establish a nationwide appeal path or a resident’s power to compel removal. A local attorney, civil-liberties organization, or public-interest clinic can explain state and municipal remedies if you believe a specific law or meeting rule was violated.

A camera-removal request is not a personal-data deletion request

Flock’s privacy policy distinguishes footage captured in public spaces from personal information that identifies an individual. It states that Flock cannot verify the identity of people whose effects, including license plates, appear in footage and cannot process data-subject requests related to those images. Consequently, asking the vendor to delete your image is not the same as asking local officials to remove the camera or change the program.

Direct the equipment and program request to the operating agency and the public-property authority. If you also want to know how footage is retained, shared, or accessed, ask the agency for its policy and applicable public records. Phrase any personal-data inquiry according to the local law and policy that actually governs it rather than assuming a general privacy form applies.

Frequently Asked Questions

Who do I contact to get a Flock camera removed?

Contact the local police or public-safety agency that operates the program and the transportation, public-works, parks, facilities, or right-of-way department responsible for the exact site. Copy the city council, county board, or clerk when that body controls the contract, budget, or public-meeting process.

Can Flock Safety remove a camera if I ask the company directly?

The local agency normally makes the program decision and requests vendor action. Flock says it can remotely deactivate a camera when an agency requests deactivation before removal. Physical retrieval may then be scheduled by Flock or its technicians, particularly when Flock owns the equipment.

How long will removal take?

There is no nationwide deadline. Asheville reported a requested removal date of October 12, 2026, with physical retrieval expected within 60 days because of technician-scheduling backlogs. Arlington County said it would request removal from public property within 14 business days of its announcement, while warning that logistics could extend the process. These are local estimates, not general guarantees.

Does ending the contract mean the camera is already gone?

No. Contract or program termination, remote deactivation, and physical retrieval are separate steps. Ask whether the announced date is the date staff sent a request to Flock, the date operation stopped, a technician appointment, or the date hardware was actually removed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Will a petition or public-records request automatically remove the camera?

No. A petition can demonstrate public concern, and records can reveal contracts, installation approvals, retention rules, sharing policies, and meeting decisions, but neither automatically compels removal. The local authority must decide and implement any change under its own rules.

Can I ask Flock to delete footage showing my car or me?

A vendor request about your image is different from a request to local officials to remove equipment. Flock’s privacy policy says it cannot verify the identity of people whose effects, including license plates, appear in public-space footage and cannot process data-subject requests related to those images. Ask the local agency about retention, access, and sharing policies instead.

What if the agency ignores or rejects my request?

Send a concise follow-up, ask which office controls the property or contract, and contact the governing-body clerk about public comment and agenda procedures. You may request relevant records where local law allows. Because no universal appeal path or guaranteed resident right to compel removal is established, seek advice from a local attorney or civil-liberties organization if you believe a specific law was violated.

Is it legal to cover or disconnect the camera while I wait?

Do not tamper with, cover, disable, move, damage, or remove equipment. Do not trespass to document it or confront technicians. Use written agency contacts, elected oversight, public meetings, and lawful records procedures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Send a precise written request to both the camera operator and the public-property authority, then involve the relevant elected body. Ask separately about remote deactivation and physical retrieval, track the dates, and use local meeting and records procedures rather than expecting a petition, vendor request, or personal-data form to remove public equipment.
