Start with your city’s public-records portal or clerk, identify the department that controls the cameras or data, and request specific existing records. For video, provide a narrow date, time, location, event description and case number if available, then ask whether the footage still exists under the city’s retention schedule. Local law determines fees, deadlines, redactions, exemptions and appeals; examples from other cities are guides, not universal rules.

What you can request

“Public-space surveillance” can mean fixed CCTV cameras, police body-worn cameras, automated license-plate readers, transportation cameras, camera networks operated by another city department, or footage supplied by a private organization. A request can seek the recordings themselves, but governance records often explain a program more completely and are more likely to be releasable.

  • Current and former surveillance-technology policies and operating procedures.
  • Inventories, deployment descriptions, camera counts and locations, when those records are public.
  • Procurement approvals, bids, contracts, renewals, memoranda of understanding and vendor terms.
  • Retention schedules, deletion rules and preservation procedures.
  • Access, search, disclosure and inter-agency-sharing rules.
  • Audit logs, training materials, impact assessments, annual reports and oversight findings.
  • Specific video or still images tied to a date, time, place, incident or case.

Ask for records that already exist. A public-records law generally requires an agency to provide existing records or explain a lawful withholding; it usually does not require staff to create a new analysis, answer broad questions or design a new report.

Why the process is local

There is no single national form, response deadline, fee schedule or surveillance-records exemption. The responsible office, statute, portal, eligibility rules and appeal route depend on the city and the governing state, provincial, national or territorial law. A police department may use a different route from the city clerk, and a transportation or emergency-management agency may hold a separate system.

Use examples from Portland, Minneapolis, Seattle, San Francisco and California only as illustrations. Their policies do not establish the rule in your city. Before filing, confirm the current instructions on the relevant official city or agency page.

Step 1: Find the record holder and filing route

Search the city’s records pages

Search the city website for “public records request,” “open records,” “surveillance technology,” “CCTV,” “public space cameras,” “license plate reader,” “body-worn camera” and the name of any known program. Begin at the citywide records portal or clerk’s office. Then determine whether the police, transportation, emergency-management, information-technology or another department owns the system.

Some cities accept every request through one portal but forward it internally. Others require a department-specific form or contact. Portland’s official body-worn-camera guidance directs requesters to the city portal or its Police Records Division. Follow the route the city currently publishes rather than sending the same request to every department.

Check whether a policy or inventory already answers part of your question

Published records can save time and help you write a narrower request. The San Francisco Police Department maintains pages for surveillance-technology policies and states that local law requires public posting of current technologies held or used by departments. Those pages may identify a system, policy number or department that should be named in your request.

Identify related custodians

A single event may appear in several systems. Police may hold investigative video, transportation may hold a traffic camera recording, and a city information-technology office may hold contracts or access logs. If you are unsure, say which department you believe is involved and ask the records officer to identify the proper custodian or transfer the request under local procedure.

Step 2: Define the records precisely

For policies and program records

State the program, department and time period. Request the current policy and policies in effect during the period you care about. Include the categories below only when they are relevant:

  • Acquisition approvals, contracts, amendments, renewals and data-processing terms.
  • Data-retention and deletion schedules.
  • Rules for account access, searches, exports, disclosures and sharing with other agencies.
  • Training, impact assessments, annual reports, audits and oversight findings.

Ask for a reasonable date range, such as “January 1, 2023 through the date of this request,” instead of “all records ever created.” A defined period reduces search time, review costs and the chance that the office treats the request as unreasonably broad.

For footage, identify one event

Describe one recording or a small, clearly related set. Include:

  • The calendar date and a narrow time window, including the time zone if confusion is possible.
  • The exact street, intersection, address, facility entrance or other camera location.
  • What happened and which camera view would reasonably show it.
  • Names or descriptions of involved parties when appropriate and available.
  • A police incident, case, citation or crash number, if one exists.
  • The format you prefer, such as the original digital file or a viewable copy, if local rules allow a choice.

Portland’s body-worn-camera guidance specifically asks for date, location, involved parties and case number where available. Precision helps staff locate the correct system and prevents a request from being interpreted as a demand for every recording in a neighborhood.

Use a preservation request when timing matters

A public-records request may not preserve a recording, and it may not substitute for a litigation hold, subpoena or other formal legal process. If footage could be relevant to a claim, criminal matter or immediate safety issue, ask the agency promptly what preservation procedure applies and obtain qualified local legal advice. The correct procedure varies by jurisdiction and case type.

Step 3: Check retention before you wait

Video can be overwritten on a schedule that differs from the schedule for contracts, policies or investigative files. Find the city’s retention schedule and the specific technology policy before submitting a footage request. If the recording may still exist, file promptly and ask the records officer to preserve it under any available process.

Minneapolis explains that its retention schedule categorizes records and retention periods but is not a comprehensive list of every possible record. Seattle’s public-space-camera information describes a limited local-storage period and says evidence associated with an investigation follows the schedule for that investigation. Those are Seattle-specific details and can change; do not treat them as a general retention period.

Different versions of a recording may have different lifetimes. Routine system video, exported clips, audit logs, incident files and evidence held for an investigation may each be governed by a separate schedule. Ask which schedule applies to the exact record you seek and whether a preservation hold has been placed.

A purpose-limitation principle from the United Kingdom

UK Home Office guidance, in its local-authority surveillance-camera guide, states: “No more images or information should be stored than that which is strictly required for the stated purpose of a surveillance camera system/VSS, and such images or information should be deleted once their purposes have been discharged.” This is UK guidance, not a rule governing United States cities. It illustrates why a city’s stated purpose, retention schedule and deletion process matter.

Step 4: Write and submit the request

Use the city’s form if one is required. Otherwise, an email or letter should contain your contact information, a plain description of each requested record, the date range, delivery preference and any fee limit. Keep separate requests for unrelated programs; combining a camera-inventory request with a specific incident video can make both harder to process.

Sample request for governance records

Subject: Public-records request — [program or department], [date range]

Under the applicable public-records law, I request electronic copies of existing records for [department/program] from [start date] through [end date]:

1. Current and prior use, operating and access policies.
2. System inventories, deployment descriptions and publicly releasable camera locations.
3. Contracts, renewals, amendments, memoranda of understanding and data-sharing agreements.
4. Retention, deletion and preservation procedures.
5. Rules for searches, exports, disclosures, inter-agency sharing and audit logs.
6. Training materials, impact assessments, audits or oversight reports.

Please identify the custodian if another office holds responsive records. If any part is withheld, please cite the specific exemption and release all reasonably segregable portions. Please tell me before incurring fees above [amount], if that option is available.

Electronic delivery is preferred. Please confirm receipt and provide the tracking number.

Sample request for a specific recording

Subject: Public-records request — surveillance footage, [location], [date]

I request existing video or still images from [department/system] showing [event] at [exact location] on [date], between [start time] and [end time], local time. The involved parties are [description or names, if appropriate]. The related incident/case number is [number], if applicable.

Please search cameras reasonably covering [intersection/address]. If the recording is held under an investigation, please identify the applicable retention or preservation procedure. Please notify me before fees exceed [amount], if permitted. Electronic delivery is preferred.

If any portion is withheld or redacted, please release the remainder and state the specific legal basis and appeal instructions.

Step 5: Manage fees, review and delivery

Fees can depend on the request’s scope, the time needed to search records, copying or media costs, and the time required to review and redact video. Portland warns that body-camera charges may vary with scope and review or redaction time. Ask for an estimate and set a maximum if the city offers that option. Narrowing the time window or requesting electronic delivery can reduce cost.

Video review may take longer than a simple document search because staff may need to examine many minutes of footage and blur faces, screens, license plates or other protected information. Ask whether the agency can release a shorter clip, a still image or a log when the full recording cannot be disclosed.

Keep the submission confirmation, tracking number, copies of your description and every response. If the office asks for clarification, answer promptly and preserve the original scope in writing. A request may be closed if a requester does not respond by a local deadline.

What can be withheld or redacted

Access is not guaranteed merely because a camera was in a public place. Local law may protect personal privacy, investigative material, security-sensitive system details, confidential sources, minors, victims or third-party identities. An agency may release a redacted copy, provide only a portion, or deny the request under a stated exemption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Minneapolis explains that, in its body-camera process, identities of people who did not agree to public release must be removed. That is an example of a local rule, not a universal standard. Ask the city to release all reasonably separable material and to identify the precise legal basis for each withholding.

Camera locations, system configurations and access procedures can raise security concerns. A city may disclose a policy while withholding details that would expose vulnerabilities. Request the policy, inventory categories or an audit summary even if exact locations or technical settings are restricted.

How to challenge a denial or delay

Read the response for four items: the records searched, what was released, the exact exemption cited for each withheld portion and the deadline or method for review. Many jurisdictions provide an administrative appeal, records ombudsperson, state public-records authority or court review. The route and deadline are local.

  1. Ask for a written explanation if the response is only verbal.
  2. Request segregable, non-exempt portions and a description of the search performed.
  3. Correct an overly broad interpretation by supplying a narrower date, location or record type.
  4. File the available appeal before the stated deadline, attaching your request and the agency’s response.
  5. For urgent legal matters, obtain local advice about preservation, subpoena or other compulsory process.

Do not assume that silence means approval or denial. Some laws impose response deadlines; others require only an acknowledgment followed by a reasonable-time estimate. Confirm the applicable rule for your jurisdiction.

Question Why it matters What to verify locally
Who controls the record? The wrong custodian can delay forwarding or produce a no-record response. Department, division, contractor or regional agency.
What type of request is it? General records, police records and footage may use different forms and rules. Portal, email, form and required identifiers.
What details or eligibility proof are required? Some footage processes require incident information or identity documentation. Date, location, case number, requester identity and any authorization.
How are fees calculated? Video review and redaction can cost more than document copying. Search, copying, staff time, media and estimate procedures.
How long is the record retained? A request filed after deletion cannot recover routine footage. System schedule, investigative schedule and preservation rules.
What review path exists? A denial is more useful when it states a clear appeal route. Appeal authority, deadline, filing method and judicial review.

Common mistakes and better alternatives

Requesting “all surveillance footage”

This phrase can cover thousands of cameras and months of recordings. Name one event, location and short time window, or request a defined inventory and policy set.

Assuming every camera is owned by the city

Police may access a private camera without possessing its continuous recording, while a transportation agency may operate a separate network. Ask which entity owns, stores and can lawfully disclose the footage.

Waiting for a response before checking retention

Records staff may process requests after routine video has been overwritten. Submit promptly and ask about preservation at the same time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Asking questions instead of records

“How many cameras do you have?” may require a new compilation. Ask for the existing inventory, annual report or deployment list that contains the number, if such a record exists.

Ignoring redaction and privacy

A public setting does not eliminate privacy protections. Request a redacted copy, still images or a log when identities or sensitive details cannot be released.

Treating another city’s deadline or fee as your own

Portland, Minneapolis and Seattle publish different procedures. Use their examples to identify issues, then rely on your city’s current law and records page.

A practical checklist

  • Confirm the city, state or country and the agency likely to hold the record.
  • Search the official portal, surveillance policy, inventory and retention schedule.
  • Separate governance-record requests from incident-footage requests.
  • Use a bounded date range and identify the exact location.
  • Include an incident or case number and involved-party information when appropriate.
  • Ask about preservation if the footage could be overwritten or legally important.
  • Request electronic delivery and set a fee ceiling where available.
  • Ask for segregable portions and the specific exemption for every withholding.
  • Save confirmations, responses, estimates and appeal deadlines.
  • Use the city’s stated appeal or review process if the response is incomplete.

What to expect from the examples

Portland’s body-worn-camera page demonstrates how a city can specify the identifying details needed for a footage search and explain that fees may apply. Minneapolis’s body-camera page, reported updated January 15, 2026, demonstrates that public release can require removal of identities and other protected information. Seattle’s public-space-camera page demonstrates why local storage and investigative-retention rules must be read together. San Francisco’s surveillance-technology pages demonstrate the value of published policy indexes and local disclosure requirements. The ACLU of Northern California’s sample request is a California-specific model for requesting surveillance-technology records; adapt its categories and legal references rather than copying California language into another jurisdiction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These examples answer “what should I look for?” but not “what will my city release?” Only the law and current instructions applicable to your record holder can answer that.
