You may be able to obtain or correct an automatic license plate reader (ALPR) record, but there is no single nationwide process. The result depends on the jurisdiction, the agency that controls the system, whether you are requesting your own personal data or government documents, retention limits, and statutory exemptions. Identify the agency and location first, then use the applicable data-subject or public-records route. Vehicle ownership alone may not establish a right to receive a read.
What an ALPR record contains—and why access varies
An automatic license plate reader (ALPR), also called automatic number plate recognition (ANPR), records a vehicle registration mark together with information such as the time and location of the read. The UK National ANPR Standards for Policing and Law Enforcement also specify a camera identifier as a required data component. A record may include the captured image, confidence or review information, database-use history, and later correction or deletion activity, depending on the system.
Access rules are not uniform. A state may classify captured plate data as confidential law-enforcement information rather than a public record. A privacy framework may give a data subject access or rectification rights but require identity and entitlement checks. An agency may withhold details that would reveal investigative methods, public-security information, or the exact position of cameras. Retention schedules can also erase a read before a request arrives.
Start by determining three facts:
- Which authority controlled the camera or database? It may be a city police department, county sheriff, highway patrol, transportation authority, or a shared regional system.
- What kind of record do you want? Your own personal data is a different request from policies, contracts, audit reports, or training documents about the ALPR program.
- Which law and deadline apply? Public-records statutes, data-protection rules, exemptions, retention schedules, and appeal procedures are local or system-specific.
Choose the right request route
Use the route that matches both the record and your legal status. The comparison below describes the distinction shown in official examples; it does not establish a right in every US state or agency.

How to request your ALPR records
1. Identify the likely custodian
Begin with the police department, sheriff, highway patrol, or other public authority operating in the place and period when the vehicle was recorded. Check the agency’s website for an ALPR, records, privacy, data-protection, or public-information contact. If the equipment was shared, ask which organization is the controller or custodian of the database and which agency supplied the camera feed. UK national guidance notes that local and national components can have separate controllers and that shared equipment may feed separately managed databases.
If you cannot determine ownership, send a short inquiry asking who controls the relevant ALPR system and where a personal-data or public-records request must be filed. Do not send sensitive documents until you know the recipient and the agency’s identity-verification method.
2. Establish the jurisdiction and applicable process
Read the agency’s current policy and the law for the location where the read occurred. Look for terms such as “data-subject access,” “personal-data request,” “rectification,” “public records,” “freedom of information,” or “law-enforcement records.” A form labeled “police records request” may not cover a confidential ALPR database, while a privacy office may not process a request for program contracts.

State that you are trying to request either personal data about yourself or administrative records about the ALPR program; this prevents the agency from treating an administrative-document request as a request for a restricted plate read.
3. Define a narrow search
Give the license plate or registration mark, the relevant date and time range with time zone if known, and the approximate location, roadway, or camera corridor. Explain whether you seek the read record, the associated image if releasable, a record of database searches or uses, or program documents. These details let the custodian distinguish your vehicle from similarly registered vehicles and search a finite period.

Ask the agency to identify the fields it searched and to tell you if a requested field does not exist. Exact camera locations may be withheld; the UK Home Office notice says they are rarely disclosed, so an approximate corridor is safer and more realistic than demanding a precise camera address.
4. Use the agency’s identity checks
A data-subject request normally requires proof that you are the person entitled to receive the information. Follow the stated process rather than attaching an unredacted driver’s licence or other identity document to an ordinary email. If the agency offers a secure upload portal, use it. Remove unrelated personal information from supporting material while leaving enough information for the custodian to verify the request.

Being the registered owner or keeper does not automatically establish data-subject status in every system. If another person drove the vehicle, explain your relationship to the record and ask what evidence the agency requires.
5. Submit a written request and preserve proof
Send the request through the required portal, email address, postal address, or form. Save the completed text, attachments, confirmation page, email headers, tracking number, and the date submitted. If the form limits detail, attach a short narrative containing the identifiers and the legal route you are invoking.
Use this jurisdiction-neutral wording as a starting point, then adapt it to the agency’s terminology:

I request [access to personal data about me under the applicable data-protection process / records under the applicable public-records law] concerning an automatic license plate reader (ALPR/ANPR) reading associated with plate [plate], for [date/time range] near [location]. Please identify the records and fields searched, including the read time, location, associated image if releasable, and any record of a correction or use that is responsive. If I have identified an inaccurate record, the error is [describe], and the correction requested is [describe]. If any portion is withheld or correction is declined, please identify the specific basis and the available review or appeal procedure. Please preserve responsive records while this request is pending if applicable law permits or requires it.The final preservation sentence is a request, not a promise that the agency must preserve data. The authority and effect of a preservation request vary by law.

Record the agency’s acknowledgement and any statutory response date. If it asks for clarification, answer promptly but keep the search limited to the original time, location, and plate unless you intentionally expand the request. If no response arrives, send a dated follow-up quoting your tracking number and asking for the status, the applicable deadline, and the review route for delay.
How to correct a wrong ALPR record
Identify the precise error
A correction request is stronger when it identifies one read or field rather than alleging that the entire database is inaccurate. Describe what is wrong—for example, a character was read incorrectly, an image was associated with the wrong registration mark, or a use record links your vehicle to an event that did not involve it. State the correct information and explain how you know it is correct.
Attach only material that is relevant and appropriate, such as a registration document, dated photograph, toll or parking record, repair invoice, or other contemporaneous evidence. Redact unrelated account numbers, addresses, and other people’s personal information unless the agency requires the full document.
Ask for a defined remedy
Request correction or deletion of the inaccurate field or record, and ask the custodian to tell you whether it changed the original, added a correction note, restricted further use, or deleted the item. Ask for written confirmation and the date of the action. If the agency cannot alter an immutable audit trail, ask it to attach a correction record and prevent the inaccurate value from being treated as verified data.

The UK National ANPR Standards state: “Records that are identified as incorrect for any reason must either be corrected or deleted at the time that they are found to be incorrect.” That sentence is a UK national standard, not a universal US rule. In the United States, the existence and scope of a correction right depend on the governing law and agency policy.
Follow the agency’s review or appeal process
If the custodian refuses to correct the record, request the written reason, the exact exemption or policy provision, and the deadline and method for review. Kootenai County Sheriff’s Office policy is one example: it says the person who requested disclosure or correction will be told why KCSO or the originating agency denied the request and will be told the appeal procedure when an exemption is invoked or correction is declined. That policy does not create a nationwide procedure, but it shows the information a well-defined local process may provide.
Keep the original request, the disputed record, your evidence, the decision, and every appeal submission together. Do not rely on an oral assurance that a record was fixed; request a written description of what changed.
Retention: act before the record disappears
There is no universal answer to “How long do police keep ALPR data?” The period may differ by state, agency, database, record type, and whether a read is linked to an investigation or preservation request.
North Carolina General Statutes §20-183.32, on the current statutory page accessed in 2026, generally bars retaining covered law-enforcement captured plate data for more than 90 days after capture. The statute includes exceptions, including a qualifying preservation request or warrant, and classifies the covered data as confidential and not a public record. That 90-day rule applies to the records covered by that statute; it must not be generalized to another state or agency.

The UK Home Office data-subject rights notice describes different, system-specific periods: up to 12 months for national-service read records and 7 days for the stated NAI reads, subject to the notice’s qualifications and exceptions. Those figures are not US retention rules. Ask the custodian for the schedule that applies to the exact database and read type, and submit any preservation request as soon as possible when local law permits one.

- Confidentiality statutes: A legislature may expressly remove captured plate data from the public-records category.
- Investigations and law enforcement: Disclosure could reveal an investigative target, technique, alert, or related case.
- Public, national, or operational security: Camera placements, system architecture, and access logs can create security risks.
- Third-party privacy: A response may contain other drivers’ images, registrations, or personal information that must be redacted.
- Identity or entitlement concerns: The agency may need more proof that you are the data subject or authorized representative.
- Nonexistent or deleted records: The requested field may never have been collected, or retention may have expired before the request.
Ask for a partial release with redactions when possible. If the agency withholds everything, request the specific legal basis, the records or portions withheld, the name of the reviewing authority, and the available administrative or judicial review. Exact camera locations are particularly sensitive; the UK notice says they are rarely disclosed.

Troubleshoot common problems
The agency says it is not the custodian
Ask for the name of the controlling agency, the database owner, and the office that handles data-subject or public-records requests. A camera may be physically located in one jurisdiction while its data is managed by another.

The agency treats your personal-data request as a public-records request
Reply in writing that you are seeking personal data about yourself under the applicable data-protection or privacy process, not merely asking for a publicly releasable document. If you also want policies or contracts, submit a separate public-records request so the two legal questions remain clear.
The agency says no record exists
Ask whether it searched the plate in all relevant formats, the stated time zone, the identified corridor, and any shared system. Request the retention schedule and the date of deletion, if known. A “no record” response can mean the item was never collected, was stored in another database, or was deleted under a lawful schedule.
The agency releases a record but it is wrong
Send a focused rectification request identifying the read, the inaccurate value, the correct value, your evidence, and the remedy requested. Ask for a written decision and the appeal route rather than submitting a second broad records request.
The agency denies the request without citing a rule
Request the precise statute, regulation, policy section, or exemption; ask whether segregable portions can be released; and ask for the deadline and address for review. Preserve the denial because an appeal clock may run from the date it was issued.

- Correct agency or controller identified, including any shared-system partner.
- Correct legal route selected: personal-data access, public records, or both in separate requests.
- Plate or registration mark, date and time range, time zone, and approximate location supplied.
- Specific records requested, such as the read, image, camera identifier, use history, policy, or audit.
- Identity documents supplied only through the agency’s stated secure process.
- Correction request states the exact error, the correct information, supporting evidence, and requested remedy.
- Submission receipt, attachments, response dates, and retention information saved.
- If denied, written reason, legal basis, partial-release decision, and appeal instructions requested.
Bottom line
Requesting an ALPR record is a jurisdiction-specific records and privacy exercise, not a single national form. Identify the custodian, choose the personal-data or public-records route, provide a tightly bounded plate/time/location search, and act quickly because retention can be short. For an inaccurate read, identify the exact record, prove the error, request correction or deletion in writing, and use the stated review process if the agency refuses. Treat every local policy—whether from North Carolina, Kootenai County, Los Angeles County, Henrico County, or the UK—as an example of that authority’s rules, not a substitute for the law governing your own request.
