Use Steam Support at help.steampowered.com, open the game purchase, and explain the specific promise that was inaccurate or materially incomplete. Identify where the developer or store page made the claim, what the released game actually delivers, when you bought it, and how long you played. Attach dated screenshots, archived text, trailer timestamps, patch notes, or developer announcements when available.
Steam normally applies a 14-day-from-purchase and under-two-hours-played standard for games, but its refund policy also says you may submit a request outside those conditions for review. An exception is discretionary, not an automatic remedy for false advertising. If Steam approves the request, it says the full refund is issued within a week to the original payment method when that method supports refunds; otherwise, Steam Wallet receives the credit.
What Steam considers when a game was misrepresented
A strong request is not simply that the game was disappointing. It shows a verifiable gap between a representation and the product delivered. The representation might concern a promised feature, playable mode, supported platform, performance level, included content, multiplayer capability, release condition, or another material part of the purchase decision.
Misrepresentation versus ordinary disappointment
Steam Support is more likely to understand a request when you separate an objective mismatch from a preference or opinion. For example, a store page that says a co-op mode is included, followed by a release that has no such mode, is a concrete discrepancy. Finding the combat repetitive, disliking the art style, or deciding that the game is poor value is generally a subjective complaint unless the developer made a specific contrary promise.

Describe the effect on the purchase rather than accusing the developer of fraud. State what a reasonable buyer would have understood from the wording, trailer, announcement, or feature list, then state what is present in the shipped build. If the wording was ambiguous, acknowledge the ambiguity and explain why the overall presentation created a materially different expectation.
The evidence Steam can evaluate
Preserve material that shows both sides of the comparison. A current store page may have been edited after launch, so date your captures and keep the original page address where possible. Useful evidence includes:
- Store-page text or screenshots showing the claimed feature, mode, content, platform, or condition.
- A trailer timestamp that demonstrates the representation, with the trailer’s publication date.
- A dated developer announcement, roadmap, FAQ, or patch note making the promise.
- In-game screenshots or recordings showing that the promised item is absent, inaccessible, or materially different.
- The game’s purchase date, transaction record, and current playtime.
- A concise timeline showing when the representation was made, when you purchased, and what you found after launch.
Do not overwhelm Support with speculation, insults, unrelated bugs, or a long history of the developer. Evidence should let an agent verify the claim quickly.

Steam’s normal refund window and what it means
Steam’s standard game rule is a request within 14 days of purchase and less than two hours of playtime. The policy describes this as the ordinary eligibility standard for games and software applications, not as the only circumstances in which Steam will read a request. Steam explicitly invites customers to ask outside the stated rules, although approval is not guaranteed.

Do not describe a false-advertising claim as an automatic override of the limits. The practical approach is to submit the request, state the evidence, and let Steam decide whether the circumstances justify an exception.
How to submit the request in Steam Support
- Open the official support site. Go to help.steampowered.com and sign in to the account that bought the game.
- Open your purchases. Select Purchases, then choose the transaction for the affected game. If several entries look similar, use the receipt date and amount to select the correct one.
- Choose the purchase-problem or refund route. Steam presents the available reason for that transaction. Select the option that leads to a refund request rather than reporting a general technical issue.
- Describe the representation precisely. Name the feature, mode, performance claim, content, or condition. Quote only the relevant wording or summarize it accurately, identify where it appeared, and give the date or page context.
- Describe the delivered product. Explain what happens in the released build. Say whether the feature is entirely absent, restricted to a different mode, unavailable on your platform, substantially changed, or presented in a way that a reasonable buyer would not have expected.
- Add transaction details. Include the purchase date and your playtime. If your request is outside the ordinary window, say why the discrepancy could not reasonably be identified earlier, if that is true.
- Attach or link evidence. Add dated screenshots, archived store-page text, trailer timestamps, patch notes, or developer announcements. Ensure links open without requiring private access, and label each item so the agent knows what it proves.
- Submit and retain the confirmation. Save the ticket number or confirmation email and keep copies of your evidence. Do not alter the original files after submission.
What to write in the explanation
Support agents need a short, checkable account. Use a four-part structure: promise, source, delivery, and remedy. The following template can be adapted without making claims you cannot document.

Why it matters: This difference is material because [how it affected the purchase decision].
Request: Please review this purchase for a refund based on the documented mismatch.Keep the tone factual. If the page has changed, say that your capture is dated and include the original wording. If the claim was made in a video, provide the exact timestamp instead of asking the agent to search the entire video. If you are submitting after the normal period, acknowledge that directly and ask for review rather than asserting that approval is required.

When your request is outside the normal window
Steam’s policy allows an out-of-window request to be reviewed, but the result depends on the facts. A claim is stronger when the representation was specific, public, and central to the purchase, and when your evidence shows that the released game materially differs. A vague promise, a minor implementation change, or a complaint based only on taste is less likely to justify an exception.
Distinguish a faulty or misdescribed product from a bad experience
Explain whether the issue is a missing representation, a defect that prevents the advertised use, or a general quality judgment. For example, a mode advertised as available but absent is different from a mode that exists but is less enjoyable than expected. A crash that prevents the advertised product from functioning may support a fault-based argument; explain the reproducible behavior, affected platform, and any troubleshooting already attempted.

Do not submit duplicate requests
If Steam rejects the request, replying in the existing ticket with new, relevant evidence is more useful than repeatedly filing identical forms. State what evidence was not considered or what material fact was misunderstood. Repeated submissions without new information can make the issue harder to review.
Consumer-law rights that may apply
Steam’s Subscriber Agreement says its refund policy is “without prejudice to any statutory rights you may have.” That means the contractual refund process does not necessarily remove mandatory rights granted by the law where you live. The available remedy, deadline, and procedure depend on your residence and the facts of the transaction.

For Australian subscribers, the agreement states that guarantees under the Australian Consumer Law are not excluded and that remedies can include repair, replacement, or refund. A major failure can entitle a consumer to a refund. On 29 March 2016, the Australian Competition and Consumer Commission reported that the Federal Court found Valve had made false or misleading representations suggesting Australian consumers had no refund rights and that statutory guarantees could be excluded or restricted. The ACCC chairman said the decision reinforced that foreign businesses selling to Australians can be subject to Australian Consumer Law obligations, including consumer guarantees.

If you rely on Australian law, identify the specific guarantee or major-failure issue and describe why the game does not conform. Keep the legal explanation accurate to your circumstances; do not claim that every advertising dispute is automatically a major failure.
European Union and United Kingdom
EU and UK customers should consult the jurisdiction-specific withdrawal and consumer-rights information linked from Steam’s agreement. Digital-content rules, withdrawal exceptions, conformity standards, and enforcement routes vary by residence and by whether you expressly agreed to immediate access. If Support does not resolve a genuine claim, contact the relevant consumer authority or obtain qualified local advice and cite the rule that applies to your transaction.
How to present a statutory-rights escalation
- State your country or jurisdiction and, if relevant, the date of purchase and release.
- Name the consumer-rights issue in plain language, such as digital content not matching its description or failing to conform.
- Attach the same evidence that proves the representation and the delivered result.
- Specify the remedy you are seeking and why it follows from the documented problem.
- Ask Steam to review the request under both its refund policy and the mandatory rights preserved by its agreement.
Do not threaten legal action as a substitute for evidence. A precise jurisdiction and a documented mismatch give Support a workable basis for escalation.

- Purchases made outside Steam: Steam cannot refund third-party CD keys or Steam Wallet cards purchased elsewhere. Contact the seller that processed that transaction.
- VAC-banned games: Steam’s policy says a game subject to a Valve Anti-Cheat ban loses refund eligibility.
- Playtime in Early Access or Advance Access: That time counts toward the ordinary two-hour threshold, even if you regard the full release as the relevant product.
- Unplayable pre-purchases: For a pre-purchase that was not playable, the ordinary period begins at release rather than at the date you paid.
These conditions do not prove that a misrepresentation occurred or prevent every possible legal remedy, but they explain common reasons a normal request may be rejected.
Refund destination and timing after approval
Steam states: “You will be issued a full refund of your purchase within a week of approval.” The money goes to Steam Wallet funds or the same payment method used for the purchase. If the original payment method cannot receive the credit, Steam Wallet is used instead. The timing starts after approval, not when you first submit the request, and payment processors can affect when the credit appears.
Choosing between a standard request and a statutory escalation

Common mistakes and how to avoid them
- Calling the game a scam without identifying a promise: Replace the accusation with the exact representation and its source.
- Sending undated screenshots: Add capture dates or preserve a dated announcement so the timing is clear.
- Hiding playtime or purchase age: Give accurate figures; Steam can see account records, and omissions damage credibility.
- Confusing a changed roadmap with a guaranteed feature: Explain whether the developer promised inclusion, proposed it conditionally, or merely discussed it as an idea.
- Submitting a huge evidence dump: Number a few decisive files and explain what each demonstrates.
- Assuming a legal reference guarantees approval: Identify the jurisdiction and rule, but let Steam or the relevant authority assess whether the facts meet it.
- Using the wrong seller: For a key or wallet card bought outside Steam, direct the refund request to the merchant that took payment.
- Trying to keep access after a refund as a routine strategy: Steam warns that refunds are intended to remove purchase risk, not provide free games, and apparent abuse may lead it to stop offering refunds.
What outcome to expect
A well-supported request gives Steam a clear factual question: did the product materially differ from a representation that influenced the purchase? Submit through the transaction-specific Support page, document the mismatch, disclose the timing and playtime, and request review even when the ordinary window has passed. Approval remains case-specific. If Steam approves, monitor the original payment method or Steam Wallet for the stated processing period; if it rejects a genuine local-rights claim, continue through the existing ticket with your jurisdiction and the precise statutory basis.
