Start with the store or trader that charged you, then identify whether you are cancelling a change-of-mind purchase or reporting a faulty, non-conforming game. EU rules do not give every downloaded game an automatic 14-day refund. For online digital content, the withdrawal right can end once downloading or streaming starts if you agreed to lose that right. A game that does not work or does not match its description is a separate conformity complaint with different remedies.
What the EU 14-day rule actually means
Your Europe consumer guidance describes a general 14-day withdrawal period for many distance purchases, but it also lists an exception for online digital content. The exception applies when performance has begun—such as downloading or streaming—and the consumer agreed that starting performance would remove the right of withdrawal. Therefore, being inside 14 days is not, by itself, a guarantee that a digital game can be returned.
The exact outcome can depend on the checkout wording, how the game was delivered, whether the seller obtained the required acknowledgement, the country whose consumer law applies, and the identity of the trader. A platform’s voluntary refund policy may be more generous, narrower, or simply different from the statutory position.
Your Europe’s wording describes the exception as applying to “online digital content, if you have already started downloading or streaming it and you agreed that you would lose your right of withdrawal by starting the performance.” Treat that as a legal qualification, not as a rule that every download automatically cancels every possible remedy. If the game is defective or fails to conform to the contract, use the conformity route described below.

First decide which type of refund claim you have
Change of mind
This is the ordinary cancellation question: you bought the game, then decided you no longer want it. Before asking, establish:
- the purchase date and the country associated with your account or billing address;
- which trader actually took payment;
- whether the game, a preload, or a stream was started;
- what the checkout screen said about immediate delivery and loss of withdrawal rights; and
- the store’s own deadline and usage conditions.
If downloading or streaming began after a valid acknowledgement that the withdrawal right would be lost, the statutory 14-day cancellation route may not be available. A store can still choose to approve a refund under its own policy.
Fault, missing features, or non-conformity
Use a conformity complaint when the game is not what the seller promised. Examples include a game that will not install or launch, a material advertised feature that is absent, access that ends unexpectedly, or content that fails to meet contractual specifications. Describe the promised condition and the actual failure rather than simply writing that you “changed your mind.”
Directive (EU) 2019/770 establishes conformity remedies for digital content and digital services. Depending on the facts and applicable national implementation, the seller may first have to bring the content into conformity. A price reduction, termination, or refund can become relevant when the problem is not remedied, is serious, or another statutory condition is met. The rules do not mean that every technical annoyance produces an immediate full refund.

Identify the correct seller before opening a case
The refund request belongs with the trader that sold the game and received the payment. Check the order receipt, your account’s purchase history, and the card, bank, or payment-service record. A console or PC platform may process the transaction directly, but a separately purchased activation key may have been sold by another trader.
Steam states that it cannot refund purchases made outside Steam, including third-party keys. If your payment record names a key reseller, contact that reseller first and preserve its invoice. If a payment intermediary is shown, use its dispute process only as a last resort and only after checking the seller’s terms; an unjustified chargeback can affect an account.
Prepare the information the support agent needs
Keeping a concise record is practical, not a formal EU evidence checklist. Assemble:

- date, amount, currency, and payment method;
- account email or platform ID (never send a password);
- the game edition, bundle, downloadable content, or subscription involved;
- whether the game was downloaded, streamed, launched, or played, and approximately when;
- screenshots of the store description, promised features, error messages, or access failure;
- the wording of any checkout acknowledgement about immediate delivery or withdrawal rights; and
- copies of support requests and replies.
For a non-conformity claim, state the defect in testable terms: what you attempted, what happened, when it happened, and which advertised or contractual requirement was not met. Avoid exaggerating playtime or altering screenshots.

Request the refund through the official channel
- Open the seller’s support or refund page from your account. Do not rely on a search result for a similarly named third-party service. Sign in to the account that made the purchase.
- Select the exact transaction. Confirm the order number, edition, and date. If the purchase is absent, check another account or the receipt before submitting a duplicate request.
- Choose the correct reason. Select cancellation or change of mind only when that describes the facts. Choose a faulty-content or product-not-as-described reason when the game does not conform.
- Explain the request briefly and specifically. Include the transaction details, download or streaming status, the relevant policy condition, and the remedy you seek.
- Attach proportionate evidence. Include error screenshots or the advertised specification when they establish the problem; do not send unnecessary identity or payment data.
- Save the confirmation. Record the case number, submission time, and any deadline for replying. Keep the original files and support correspondence until the matter is closed.
Platform policies are examples, not EU-wide law

Steam’s published policy says: “Refunds are designed to remove the risk from purchasing titles on Steam—not as a way to get free games.” That is Steam’s policy explanation, not an EU legal standard.
How to request a Steam refund
- Sign in to Steam Support with the account that bought the game.
- Open the purchase list and select the game or transaction.
- Choose the refund option and indicate whether the reason is a change of mind, a technical problem, or another listed category.
- Confirm the payment method or Steam Wallet destination offered by Steam, then submit the request.
- Keep the confirmation and answer any follow-up questions from support.
Steam’s usual published rule is a request within 14 days with under two hours of play. It is not an EU-mandated threshold, and the policy has separate conditions for DLC, bundles, pre-orders, in-game purchases, subscriptions, and gifts. A request outside the usual rule can still be submitted, particularly when you are reporting a defect, but approval is not automatic.
How to request a PlayStation Store refund
The cited PlayStation support instructions are for Ireland, so do not treat them as a universal European process. For an eligible transaction:
- Open your account’s transaction or order details.
- Select “Cancel Purchase” when that option is available.
- Follow the on-screen instructions and submit the requested details.
- If the automated route is unavailable, contact PlayStation Support or use its online assistant.
The Ireland page generally lists two conditions for games and downloadable content: the request must be within 14 days and the content must not have been downloaded or streamed. It identifies faulty content as an exception to the no-download condition. Check the localized page for the country connected to your account, because the support route and wording can differ.

What to do when the game is faulty
Describe the failure as a conformity problem
Explain the expected result and the observed result. For example: “The listing states that the game includes feature X, but feature X is absent from the purchased edition,” or “The game crashes at launch on the supported system shown on the listing.” Include version information, error codes, and dates where available.
Ask for the appropriate remedy
Request that the seller first restore conformity when that is a realistic solution. If the defect is serious, cannot be fixed within a reasonable time, or remains after an attempted fix, ask what price reduction or contract termination remedy is available under the applicable national rules. A proportionate refund discussed by the European Commission concerns particular non-conformity or discontinuation circumstances; it is not a universal refund entitlement whenever a game becomes unavailable.
Do not surrender a defect claim by using the wrong wording
Calling a broken game a “change of mind” can steer support toward a stricter voluntary policy. State both facts when they coexist: you are within the store’s policy period, and the game also fails to conform because of a specified defect. The seller can then assess the relevant route.

If the seller rejects the request
Ask for the reason in writing
Save the rejection and request the policy clause or legal basis used. Check whether the seller treated the request as a withdrawal when you reported non-conformity, or whether it concluded that another trader sold the key.

Use national and cross-border help
Your Europe advises consumers with an unresolved cross-border cancellation or refund problem to contact the European Consumer Centre in their country. Also consult the official national consumer authority for the country involved. National implementation can add protections or procedural requirements, especially for conformity disputes.
Consider payment escalation carefully
If the seller and consumer-help channels do not resolve the matter, ask your bank or payment provider which dispute process applies. Provide the seller’s responses and your evidence. Do not claim an unauthorised transaction when you authorised the purchase, and do not file a chargeback merely because a voluntary store policy was not met.
Common mistakes that reduce the chance of a clear decision
- Assuming “14 days” means an automatic return. Digital-content withdrawal has an exception after downloading or streaming when the required agreement was given.
- Treating Steam’s two-hour rule as EU law. It is Steam’s published standard policy.
- Using the wrong seller. A platform may not be able to refund a key purchased elsewhere.
- Ignoring country localization. The PlayStation example is from Ireland; other national pages may differ.
- Providing no transaction identifier. Support cannot reliably investigate a vague request.
- Overstating a technical issue. Give reproducible steps, screenshots, and the exact promised feature.
- Deleting the game before documenting the problem. Preserve error evidence first; uninstalling does not itself create a refund right.
- Submitting repeated tickets. Multiple cases can fragment the record. Reply to the existing case unless the seller instructs otherwise.

Keep the rules current
Store interfaces and voluntary policies change. Steam’s cited policy page was last updated April 23, 2024. Your Europe’s returns guidance was checked April 28, 2026, and the European Commission’s cited digital-game statement is dated June 17, 2026. Before submitting, open the current policy for your account’s country and read the conditions attached to the exact transaction.
Bottom line
Submit the request to the trader that took payment, identify whether it is a change-of-mind cancellation or a non-conformity complaint, and document the order and download or streaming status. The EU’s general 14-day concept has a digital-content exception; Steam’s 14-days-and-under-two-hours rule and the PlayStation Store Ireland 14-days-with-no-download rule are platform examples, not EU-wide law. If a seller in another EU country will not resolve the matter, use your national European Consumer Centre and consumer authority guidance.
