Report suspicious prediction-market activity by preserving the exact market, account or wallet, trades, timestamps, transaction links and your reason for concern, then sending a factual report to the platform and, when appropriate, the CFTC, FBI or SEC. Treat unusual activity as a tip for review—not proof of insider trading, fraud or manipulation.
Choose the right reporting route first
Prediction markets do not all operate under the same rules or regulatory arrangements. Start by identifying the exact service (including a U.S. or international product where relevant), the contract and the conduct you want reviewed. Then use the route that matches the suspected rule or law.

Using more than one route can be reasonable when the facts genuinely implicate different jurisdictions. Keep each submission consistent, identify what you already sent elsewhere, and avoid flooding agencies with duplicate material that adds no information.

Step 1: Preserve the evidence before it disappears
Public order books, profiles and social posts can change. Capture the material while it is visible and preserve the original files rather than editing screenshots. Record the capture date and time, including your time zone.

- Venue and product: platform name, exact service or edition, market or contract title, and the full URL.
- Account references: public username, profile URL, wallet address or other public identifier. Do not guess at a real-world identity.
- Trade details: side (buy or sell), outcome, price, quantity, order type if shown, order or trade ID, and execution time.
- Blockchain records: transaction hash and an explorer URL when the product records activity on a public chain.
- Context: the public event, announcement or post that made the timing or behavior appear unusual.
- Copies of source material: screenshots, downloaded pages, public posts and messages. Keep an untouched original and a working copy for annotation.
This is a practical evidence checklist, not a promise that a platform or agency requires every item. Follow the receiving form’s instructions and submit another person’s sensitive personal information only when it is relevant and you are authorized to share it.
Step 2: Separate what you observed from what you infer
A useful report lets an investigator reproduce the observation without adopting your conclusion. Write the event in two layers:
State the observable facts
Describe the trades, their sequence, size, prices and timestamps. Explain whether several accounts acted together, whether activity accelerated before a public announcement, or whether a wallet repeatedly appeared in related contracts. Link each assertion to a market page, trade record, transaction or archived public post.

Explain why the pattern merits review
Say what is unusual and identify the missing information. For example, “Three accounts bought the same outcome between 14:02 and 14:07 UTC, before the public announcement at 15:00 UTC; I cannot determine whether the accounts are controlled by one person.” That is stronger than “This trader obviously had inside information.”
Kalshi says its reviews can consider anomalous timing, win-rate irregularities, coordinated activity, funding sources and trade histories. The CFTC identifies misappropriation of confidential information in breach of a pre-existing duty, wash sales, pre-arranged noncompetitive trading, disruptive trading, fraud and manipulation as practices it may police. Those categories explain why a concrete report can matter; they do not establish that your example violates a rule.

Step 3: Report through the platform’s current channel
Polymarket
Polymarket’s Trust & Safety Hub says anyone may email integrity@polymarket.com. It says community reports enter the same queue as the platform’s own detections. Include the exact market and service, public wallet or account references, trade links, timestamps and your evidence chronology. Check the hub immediately before sending in case the address or instructions have changed.
Kalshi
Kalshi’s insider-trading policy lists whistleblower@kalshi.com and describes community tips. Follow the policy’s current directions, identify the specific contract and account, and state whether you are asking for confidentiality.
Other venues
Use the integrity, compliance or whistleblower page published by the exact service you used. Do not assume that a contact address for one venue applies to another, and do not treat an international and U.S. product as interchangeable.
Step 4: Escalate to the CFTC when event-contract jurisdiction fits
The CFTC’s February 25, 2026 Prediction Markets Advisory explains that designated contract markets must maintain audit trails, conduct surveillance and enforce rules against prohibited practices. For a suspected violation involving a CFTC-regulated event contract, use the CFTC’s online reporting options. Its whistleblower program accepts a Form TCR, and the Division of Enforcement lists 866-FON-CFTC (866-366-2382).
Submit a concise chronology and identify the market’s legal venue as you understand it. Attach or link to records that an investigator can check. If you are seeking whistleblower or confidential treatment, say so in the form and follow its instructions; confidentiality rules and eligibility depend on the program and the information supplied.

The CFTC’s Learn & Protect materials also identify the FBI as a route for suspected fraud. Use that route when the facts suggest deception, theft or another criminal offense, rather than sending a purely rule-based trading complaint without evidence of fraud.
Step 5: Use the SEC only for a possible securities-law violation
The SEC’s Tips, Complaints & Referrals form accepts confidential reports about suspected securities-law violations, including securities fraud, insider trading and manipulation. A prediction-market contract is not automatically a security, and the SEC’s guidance does not say it handles every prediction-market issue. Use the SEC route when you can explain the securities connection; otherwise, the platform and CFTC routes may be more appropriate.
How venue design changes the evidence
Separate services can mean separate rules
Polymarket says its U.S. and international services are separate and governed by their own applicable rules and standards. Name the service explicitly in your report. A conclusion about one product should not be presented as a conclusion about the other.
Public blockchain records are traceable, not automatically identifiable
Polymarket says international trades are permanently recorded on a public blockchain. A wallet address can therefore provide a durable, independently viewable trail of transactions. It still does not, by itself, establish who controls the wallet. Report the address and transaction hash without asserting a person’s identity unless you have direct, reliable evidence.
Kalshi’s stated regulatory posture
Kalshi describes itself as federally regulated and says confirmed violations are reported to the CFTC. That statement describes the venue’s policy and posture; it is not a finding about any particular trade. Your report should still identify the exact contract, account and conduct.

Build a report an investigator can use
Put the most traceable information first. A short report is acceptable when its links and timestamps are complete.

Timing alone is not proof. A trader may have acted on public information, hedged another position or accepted a risk that later paid off. Conversely, a single trade can be important when paired with direct evidence of a breached duty, deception or coordinated manipulation. Provide the surrounding facts instead of assigning a legal label you cannot support.
- Unusual timing: trades clustered before a public event, especially when the event and the market are clearly linked.
- Repeated account coordination: synchronized orders, transfers or complementary positions across accounts.
- Wash-sale indicators: apparent trades that transfer risk or volume without a genuine change in economic exposure.
- Disruptive or manipulative behavior: orders that create a misleading appearance of supply, demand or price.
- Funding anomalies: unexplained funding links that are visible in public records.
- Performance irregularities: a sustained pattern that is unusual for the market, while recognizing that a high win rate alone proves nothing.
Use these as prompts for evidence collection, not as a checklist that determines liability.

- Save the completed form, confirmation number, sent email and every attachment exactly as submitted.
- Keep your original files and a note of any later changes to the market page or account.
- Reply to follow-up questions with new, verifiable information; do not speculate to fill gaps.
- Do not publicly identify a wallet owner or accuse a named person while an investigation is pending.
- If you discover an error, send a dated correction that identifies the affected statement rather than silently replacing evidence.
Platforms and agencies may not disclose investigative steps or outcomes. A lack of response is not confirmation that the activity was lawful or unlawful.
Common mistakes and how to fix them
Reporting a conclusion instead of evidence
Replace “insider trading” with the observed trades, timing and the factual basis for suspecting access to nonpublic information. Explain what remains unknown.

Omitting the service or jurisdiction
“Prediction market” is too broad. State the exact product, country or edition when shown, contract and URL so the recipient can apply the correct rules.
Using stale contact details
Verify the platform’s current integrity or whistleblower page immediately before sending. Keep a copy of the page or instructions you relied on.
Submitting unusable screenshots
Include the full URL, visible timestamp or time-zone conversion, account or wallet reference and enough surrounding context to identify the market. Preserve the original capture.

Guessing a wallet owner’s identity
Wallet activity can be public while control remains unknown. Report the address, transaction hash and evidence of any verified attribution separately.
Sending sensitive information without authority
Share only information relevant to the suspected conduct and only when you are authorized to disclose it. Redact unrelated personal data where the intake instructions permit.
What official sources currently say
Polymarket’s Trust & Safety Hub reproduces this statement and attributes it to a CFTC release dated April 23, 2026: This case marks the first time the CFTC has charged insider trading involving event contracts.
The hub identifies the release as “CFTC Charges U.S. Service Member with Insider Trading in Nicolás Maduro-Related Event Contracts,” Release No. 9217-26. The reproduced page does not identify an individual speaker; the attribution is to the agency.
The same hub displays “100+” referrals to law enforcement and “315+” wallet details provided. Those are figures published by Polymarket; the page does not state a measurement cutoff date or methodology, so they should not be treated as independently verified outcome rates.
