Report the specific harm or suspected violation to the agency that has jurisdiction: call 911 for immediate danger, contact the local police or sheriff for a possible crime, notify the electric utility about suspected energy theft, use your state utility regulator for retail billing or service disputes, and contact the appropriate city or county office for noise, zoning, building, or land-use problems. Use the Federal Energy Regulatory Commission (FERC) hotline only when the facts may involve a federal energy-market violation. Equipment, fan noise, or high electricity use alone does not prove that cryptocurrency mining is occurring or that anyone has broken the law.
Start by separating mining from illegality
Cryptocurrency mining is a computing activity. It becomes a reporting matter when there is a separate, observable concern such as an electrical hazard, suspected theft of utility service, dangerous building work, excessive noise that violates a local rule, fraud, or another crime. A report should describe those facts rather than declare that a neighbor is committing a crime.
Continuous fan noise, unusual heat, rows of computers, new wiring, or an unusually large power bill can have many explanations. The U.S. Energy Information Administration (EIA) has said that identifying cryptocurrency-mining activity among millions of U.S. electricity customers is difficult. Treat mining as a possibility and the unlawful conduct as a separate question that an agency must investigate.
Choose the reporting route

Jurisdiction depends on the property’s address and, for utility matters, the company’s service territory. If you are unsure, ask the utility or local agency which office should receive the report.

When to call 911
Recognize an emergency
Call 911 for an active fire, smoke, sparking or exposed electrical conductors, a damaged transformer or service connection, an injury, or any immediate threat to people or property. Do not investigate the equipment yourself. If the area is unsafe, leave it and call from a safe location. Utility guidance, including the emergency directions published by Pacific Gas and Electric Company (PG&E), tells people who suspect an emergency to leave the area and call 911.
What to tell the dispatcher
- Give the exact address or the closest identifiable location.
- Describe what is happening now: fire, smoke, arcing, exposed wires, injury, or another immediate hazard.
- Say whether anyone is trapped or injured and whether the danger is spreading.
- Follow instructions and do not return to the site until authorities say it is safe.
Do not wait to determine whether the computers are used for mining. The emergency is the fire, electrical danger, or injury; responders can determine the cause.
Reporting suspected electricity theft
Contact the serving utility
Use the electric utility’s official energy-theft, meter-tampering, or suspicious-activity channel. Utilities commonly provide a web form, telephone line, or email, but the available options and anonymity policy vary by service territory. PG&E, for example, publishes an online form, phone number, and email for energy-theft reports. That procedure applies to its customers; people elsewhere should locate the equivalent page for the utility serving the property.

Describe an observable condition
Explain what you saw and when: for example, a meter enclosure that appears damaged, a service cable that seems illegally connected, or work on utility equipment that presents a hazard. Do not touch a meter, open a cabinet, follow a cable onto private property, or try to confirm a bypass. The utility can inspect its equipment and account records safely.
Keep utility complaints distinct from billing disputes
If your concern is that your own bill, meter reading, service quality, or disconnection was handled incorrectly, use the state utility commission or another relevant local regulator rather than an energy-theft tip line. A suspicion that someone else is stealing power and a dispute about your retail service are different matters with different reviewers.

Reporting another suspected crime
Use local law enforcement for non-emergencies
For suspected theft, fraud, threats, trespass, property damage, or another crime that is not happening as an emergency, contact the police department or sheriff’s office where the activity is occurring. USAGov says local agencies may accept anonymous tips and non-emergency crime reports online or by telephone. Use the published non-emergency number or reporting portal; call 911 only when there is an immediate threat.
Give the location and conduct, not a verdict
A useful report might say that a building has produced mechanical noise continuously since a particular date, that you observed a person cutting a utility seal at a stated time, or that a specific threat was made. “This is an illegal crypto mine” is an allegation. “I observed a cut meter seal and an unprotected cable on the east side of the building at 9:15 p.m.” is a fact that an investigator can evaluate.
When FERC is the right destination
FERC’s Enforcement Hotline is not a general neighborhood complaint desk. FERC describes the hotline this way: “The Enforcement Hotline invites market participants and the general public to call, email or write the Hotline to report market activities or transactions that may be market manipulation, fraud, an abuse of an affiliate relationship, a tariff violation, a violation of a Commission order, or other possible violation.”
Use that channel only when the information plausibly concerns FERC’s federal energy-market authority. FERC expressly says retail service and billing matters are outside its jurisdiction, so a local rate, meter, or service complaint belongs with the state commission or relevant local regulator. FERC lists an anonymous online form, telephone contact, and email; its page was last updated May 21, 2026. Anonymity does not make an unsupported accusation reliable, so provide the same careful facts you would provide to a local agency.
Noise, zoning, building, and land-use complaints
Find the department for the address
Noise limits, hours of operation, electrical permits, occupancy rules, and nuisance standards are local matters. The responsible office may be code enforcement, planning and zoning, building inspection, environmental health, or a police noise unit. Use your city, county, or town’s official directory; USAGov also provides a local-government directory. Confirm which department handles the specific issue before submitting a complaint.

Document the impact
State when the noise or other impact occurs, how long it lasts, where it is audible or visible, and how it affects you. If the complaint is about a building alteration, describe the visible condition rather than claiming that a permit was skipped unless you have official information. Local officials can check permits, code requirements, and property records.

Prepare a report that an agency can use
The following checklist is practical guidance, not a universal form requirement. Include only information you obtained lawfully and safely.
- Exact location: street address, unit, nearest intersection, or another reliable identifier.
- Dates and times: when you observed the condition, how often it occurs, and whether it is ongoing.
- Observable facts: persistent mechanical noise, visible equipment, a specific electrical hazard, smoke, damaged utility hardware, or an act you personally witnessed.
- Impact: injury, property risk, loss of power, blocked access, sleep disruption, or another concrete effect.
- What is suspected: label an inference as a suspicion and separate it from what you know directly.
- Supporting material: photographs, recordings, or notes made from a lawful place without entering property, touching equipment, or putting anyone at risk.
- Your contact preference: ask whether anonymous reporting is available and whether an investigator may contact you.
- Submission record: save a copy of what you sent and any confirmation or reference number.
Use plain language and chronological order. If you do not know the occupant’s name, say so; the address and observed conduct are more useful than a guessed identity.
How to observe safely and lawfully
Stay on public or authorized property
Observe from a public road, sidewalk, or your own property. Do not trespass, enter a building, look through restricted areas, or use a drone or other device in a way that violates privacy or local law. Do not open utility boxes, remove covers, or inspect wiring.

Do not interfere with the site
Never disconnect power, move equipment, block access, tamper with a meter, or attempt a repair. Interference can create the very electrical emergency you are trying to report and may expose you to criminal or civil liability.
Do not confront occupants
Do not demand entry, threaten a resident, or argue about mining. If you feel unsafe, leave and contact authorities. Do not publish names, addresses, photographs of people, or allegations as established facts based only on an inference.
Why energy use does not prove mining
On February 1, 2024, EIA presented a preliminary estimate that cryptocurrency mining accounted for approximately 0.6% to 2.3% of total U.S. electricity consumption annually. That is a national estimate, not a diagnostic test for a particular building. EIA also highlighted the difficulty of identifying mining among millions of U.S. end-use customers.
A large load can come from data processing, manufacturing, refrigeration, heating, ventilation, or other legitimate activities. Conversely, a small installation may not create a conspicuous load. Report the measurable condition and its effect; let the utility, regulator, or investigator determine what equipment is present and whether a rule was violated.

Expect different follow-up practices
A utility may inspect its own equipment, a police agency may decide whether a crime report warrants investigation, and a code office may schedule an inspection. Agencies may not disclose investigative details, especially when a report is anonymous. Keep your reference number and note the date, channel, and office that received the complaint.

Follow up with new facts, not repeated speculation
If the hazard becomes immediate, call 911 even if you previously filed a non-emergency report. Otherwise, use the same case or reference number when adding a new observation. Avoid sending multiple reports that repeat an unverified conclusion; explain what changed, when it changed, and how you know.
Ask for routing when jurisdiction is unclear
An agency that cannot handle the matter may identify the correct office or route the concern. Ask which department handles the address and issue, and record that guidance. Utility service territory and municipal boundaries can differ, so verify both rather than assuming the nearest office is responsible.
Sample wording for a factual report
You can adapt this structure to a utility, police department, regulator, or local code office:

Keep the bracketed fields inside your own draft; replace them with accurate details before submitting. Do not add a person’s name, motive, or criminal label unless you have reliable, firsthand information and the receiving agency asks for it.
Common mistakes that weaken a report
- Calling a non-emergency line for an active fire: use 911 when life or property is in immediate danger.
- Sending a retail billing dispute to FERC: retail service and billing are handled by the state commission or relevant local regulator.
- Using the wrong utility: confirm which company serves the property before filing an energy-theft report.
- Reporting a conclusion instead of conduct: replace “illegal mine” with the location, time, observation, and impact.
- Entering or touching equipment: trespass and electrical interference create safety and legal risks.
- Publishing accusations online: public posts can expose uninvolved people and turn an uncertain inference into a harmful allegation.
- Assuming every local office uses the same rules: verify the department and code for that jurisdiction.
- Omitting the address or timing: agencies cannot efficiently check an unidentified site or a vague pattern.
A quick decision checklist
- Is there fire, exposed energized equipment, injury, or another immediate threat? Leave the area and call 911.
- If not, is the specific concern possible theft or tampering with electric service? Report it to the serving utility.
- Is it another suspected crime? Use the local police or sheriff non-emergency channel.
- Is your own retail bill or service at issue? Contact the state utility commission or applicable local regulator.
- Could the facts involve market manipulation, fraud, a tariff, or a FERC order? Consider the FERC Enforcement Hotline, not a routine neighborhood complaint.
- Is the impact noise, zoning, building, occupancy, or land use? Identify the responsible city, county, or town office.
- For any route, submit precise observations, separate facts from suspicion, preserve your reference number, and do not trespass or interfere.
U.S. scope and changing local details
This guidance is U.S.-focused. Emergency numbers, local-government contacts, utility procedures, anonymity options, and code standards can change and depend on the address. Check the current official contact information for the agency or utility serving the location before submitting a non-emergency report. The agency’s jurisdiction—not the label “crypto mining”—determines where the concern belongs.
