Report the conduct, not merely the use of AI. Save the original message and its context, use the platform’s official reporting category, explain who was targeted and whether the behavior is repeated or coordinated, and protect the targeted person from further exposure. Moderators should apply their written rules consistently, act proportionately, document the decision, and provide the correct review or appeal route.
AI-generated images, text, voice, or automated accounts can intensify abuse, but AI involvement alone does not prove harassment. The decisive questions are what the content does, whom it targets, its pattern and impact, and which community or platform rule applies.
What makes AI-related conduct harassment?
There is no universal platform category called “AI harassment.” A synthetic image, chatbot reply, deepfake, or automated post becomes a harassment concern when it is used to target a person or group with abuse, humiliation, threats, privacy violations, sexual exploitation, or coordinated unwanted attention. The same technology can also appear in legitimate criticism, satire, research, or a consensual creative discussion.

Assess the behavior across several dimensions:
- Targeting: Is a real person or identifiable group singled out, tagged, named, or shown?
- Purpose and effect: Does the material appear intended to intimidate, degrade, silence, extort, or provoke a pile-on?
- Pattern: Is there repetition, escalation, mass posting, multiple accounts, or coordination?
- Risk: Does it contain a threat, expose private information, impersonate someone, or create a realistic sexual or violent depiction?
- Rules: Which published community rule or platform policy describes the conduct?
Do not make an unsupported claim about who generated the material. A report can say that a post appears automated or synthetic and explain why that matters, while still describing observable conduct. Policy decisions generally turn on targeting and context rather than proving which model or tool produced the content.

Preserve evidence without amplifying the abuse
Capture enough information for a reviewer to understand what happened, but do not redistribute harmful material unnecessarily. Save the original post or message link, the account or server identifier, the date and time, and a small amount of surrounding conversation. A screenshot can help if content may disappear, but retain the direct URL whenever possible. Discord specifically requires a message URL for an EU Digital Services Act (DSA) message report.
Evidence checklist
- Original message, post, profile, or thread URL.
- Display name, username, account ID, server, group, or channel where relevant.
- Date, time, and time zone, plus the sequence of related posts.
- Only the surrounding replies needed to show targeting, repetition, coordination, or a threat.
- A neutral description of what happened and which rule may apply.
- Report confirmation numbers, notices, and later enforcement decisions.
Do not crop away context that changes the meaning, edit the original file, or repost it to another channel “for awareness.” Avoid collecting unrelated addresses, phone numbers, identity documents, or other personal data. Restrict evidence to the people handling the report and store it according to your community’s retention policy.
How to file a platform report
- Stabilize the situation. If viewing the material is distressing or unsafe, ask a trusted moderator or support person to help. Use mute, block, restrict, or privacy controls to stop additional contact while preserving the necessary link.
- Open the platform’s official report flow. Use the in-app option or the platform’s current help page. Select the closest category—such as targeted harassment, threats, bullying, hate, privacy violation, or non-consensual sexual content—rather than choosing a vague category when a specific one exists.
- Describe conduct and context. State who was targeted, what was posted or done, how often it occurred, whether others were urged to join, and the rule you believe applies. Explain the relevance of AI only when it is supported by observable evidence, such as an automated flood, a synthetic impersonation, or an altered intimate image.
- Attach or reference evidence carefully. Provide the message or post URL and identifiers. Quote only the minimum text necessary; do not upload additional copies of abusive content if the form does not require them.
- Identify the immediate risk. Say clearly if there is a credible threat, doxxing, extortion, stalking, or a realistic sexual or violent depiction. Distinguish an actual threat from offensive language or criticism so reviewers can assess urgency.
- Submit once, then track it. Keep the confirmation and any case number. Multiple duplicate reports can add noise; add new evidence through the existing case when the platform permits it.
Interfaces and categories differ by service. Discord describes in-app reporting as the easiest way to report Terms of Service or Community Guidelines violations. Meta’s Safety policies page links to reporting options for its services. Follow the current screen for the specific product; a process for a public feed may not apply to a private messaging service.

Requested action: [remove, restrict contact, preserve evidence, or review urgently]For example, “Three newly created accounts posted synthetic images naming the same member within 20 minutes and directed others to reply with insults” is more useful than “AI bots are attacking us.” If you are uncertain whether an image is synthetic, write “appears digitally generated” and describe the harm without presenting authorship as established fact.
How moderators should handle a report
1. Check the rule and the exact content
Open the cited message or post, confirm that it is still available, and identify the rule that could apply. Do not decide solely because a member labels something “AI-generated.” Record the relevant text, image, account, and surrounding exchange in the restricted moderation log.
2. Evaluate context and pattern
Look for repeated targeting, a coordinated group, encouragement to recruit more attackers, threats of offline action, publication of private information, impersonation, or an intimate depiction shared without consent. Also consider whether the exchange is a consensual debate, parody, or criticism in which the target is not being subjected to unwanted abuse. Meta’s policy materials emphasize that context matters and explicitly include mass harassment. X describes repeated targeted posts and encouraging others to target a person as policy concerns.

3. Consider the target’s account and safety
When safe and appropriate, ask the targeted member what outcome they want: removal, a block or ban, a privacy change, or help documenting the pattern. Do not require the person to repeatedly view or recount traumatic material. A moderator can proceed on visible evidence even if the target cannot provide a detailed statement immediately.

4. Choose a proportionate, prompt action
Possible measures include removing the content, limiting its visibility, disabling replies or mentions, warning or restricting an account, placing accounts in a review queue, suspending or banning an offender under the community rules, and escalating to the platform. A single rude comment may call for a warning; coordinated threats or doxxing require faster containment and possible escalation. Explain the rule and action to the involved member without revealing who reported it or sharing unnecessary personal information.
5. Preserve a decision record
Log the evidence reviewed, the rule applied, the action, the decision-maker, and the time. If you leave content up because it is criticism or a consensual discussion, record that reasoning too. Consistent records help different moderators reach similar outcomes and give an appeals reviewer something concrete to examine.
6. Offer review and follow-up
Tell the reported member how to request an internal reconsideration, what deadline applies, and what new information would matter. Keep the targeted member informed about safety steps and the status you are permitted to disclose. If the platform—not your community—made the decision, direct the person to that platform’s current appeal process rather than promising that moderators can reverse it.
Protect privacy and limit secondary harm
Harassment reports often contain names, faces, private messages, or intimate material. Share evidence only with the people who need it to decide the case. Do not quote abusive text in a public moderator announcement, repost a deepfake to demonstrate why it is harmful, or tag additional audiences. When a screenshot contains unrelated personal data, redact it if the reporting channel allows redaction without removing the facts needed for review.

Confidentiality rules are service-specific. Discord says it does not share a reporter’s identity with the reported account, including during an appeal, unless legally required; its guidance identifies an exception involving details in a DMCA complaint. That is Discord’s stated practice, not a guarantee for every platform or independent community. Tell reporters only what your service’s published policy supports.
If there is immediate danger, credible offline violence, stalking, extortion, or exposure of sensitive personal information, use appropriate local emergency or law-enforcement help in addition to platform reporting. The services discussed here do not establish one universal emergency number or response route.
Platform-specific reporting and appeal notes
The following differences matter when you decide where to file a report and what outcome to expect.

Appeals, timing, and escalation
A platform’s acknowledgement is not the same as removal, and a published response target is not a guarantee. Discord says it may combine automated and human review and that timing changes with harm level, complexity, volume, technical issues, process changes, and backlogs. X says it confirms and routes EU reports and notifies the reporter when it has information for a decision. Keep the confirmation, the original evidence, and the decision notice together.

Before appealing, identify the exact decision, the rule cited, and the part you believe was misunderstood. Add new context—such as the complete thread, evidence of coordinated accounts, or proof that private information was exposed—rather than repeating the original accusation. Check whether the route is for a platform-rule decision, an illegal-content decision, or a community moderator’s decision; those are different processes. EU DSA routes apply only to eligible users, services, and decisions, so verify the current instructions and any deadline in your notice.
Common mistakes that undermine a report
- Making AI authorship the whole complaint: reviewers need the targeting, harm, and rule violation.
- Submitting no link or timeline: a screenshot without an account, message URL, or date may be impossible to verify.
- Over-sharing: reposting a deepfake or private image can increase its reach and harm.
- Calling criticism harassment automatically: consider consent, satire, public-interest discussion, and the surrounding exchange.
- Using a legal label without evidence: distinguish a platform-policy concern from content that is illegal under local law.
- Promising confidentiality or a deadline: state only what the relevant service or your written community policy actually says.
- Ignoring coordinated behavior: connect related URLs and accounts so reviewers can see the pattern.
- Requiring the target to relive the incident: use existing evidence and ask only for information needed to assess safety and context.
Build a repeatable moderation system
Communities can reduce inconsistent decisions by maintaining a private incident form with fields for URLs, timestamps, target, conduct, pattern, risk, rule, action, and appeal status. Train moderators to separate observable facts from assumptions about AI generation. Define who can access sensitive evidence, when content should be escalated to the platform, and how long records are retained.
Review anonymized decisions periodically for consistency across targets, languages, and account types. Publish the community rules and the internal reconsideration path in an easy-to-find location. Platform transparency resources can help moderators understand broader enforcement reporting: Meta says it publishes quarterly Community Standards enforcement reports, and Discord maintains a Transparency Hub and DSA reports. Such aggregate materials do not decide an individual case, but they can clarify terminology and process changes.

- Is someone identifiable being targeted? If no, document the concern under the applicable spam, synthetic-media, or content rule instead of calling it harassment.
- Is there repetition, coordination, a threat, private-information exposure, or non-consensual sexual content? Preserve the pattern and escalate urgency.
- Which rule applies? Cite the community rule and, separately, the platform category that best matches it.
- What does the target need now? Offer blocking, privacy, safety, and reporting help without demanding a detailed retelling.
- What action is proportionate? Remove or restrict content, warn or suspend accounts, preserve evidence, and escalate where risk or platform policy requires.
- How will the decision be reviewed? Record the reasoning and provide the correct internal or platform appeal route.
Following this sequence keeps the focus on harmful behavior and its context while still accounting for the speed, scale, and realism that AI tools can add to an attack.
