To report suspected illegal hate speech on X, first save the post or message URL, account handle, timestamp, screenshots and exact wording. Then use the content’s Report menu. Choose the abusive or harmful category and answer the follow-up questions. If the material may violate a specific law in an EU member state, submit X’s separate Digital Services Act (DSA) illegal-content form as well. Keep the confirmation email or notification: X says properly submitted reports are acknowledged within 24 hours, usually resolved within a few days, and may take up to 30 days when additional user input or an appeal is involved.
A report is not an emergency service, a legal ruling or an automatic suspension. X reviews the material under its rules or the applicable legal process. If there is an imminent threat or immediate danger, preserve the evidence and contact local emergency services or law enforcement in addition to reporting it.
What counts as hateful conduct, and what makes it illegal?
X’s Hateful Conduct policy prohibits targeting an individual or group with abuse because of perceived membership in a protected category. The policy covers hateful references, incitement and related conduct. X’s own instruction is direct: “If you see something on X that you believe violates this policy, please report it to us.”
That policy test is different from a criminal-law test. A post can violate X’s rules without being a crime, while a potentially illegal post may require facts and legal context that are not visible from the text alone. Whether speech is unlawful depends on the country, the law that applies, the audience and the surrounding circumstances. Describe the facts precisely rather than asserting a legal conclusion you cannot support.

Examples of details that matter
- The exact words, image, video, symbol or link.
- Whether the content targets a person or a group and the protected characteristic involved.
- Whether it threatens violence, urges others to act, identifies a location or victim, or appears part of a coordinated campaign.
- The country where the content is accessible and, for an EU legal-content filing, the member state whose law may have been breached.
Preserve evidence before you report
Save your record before opening the report flow. X may hide, replace or otherwise change reported material in your interface, and a later reviewer, lawyer or investigator may need the original context.
- Copy the direct URL. Save the link to the individual post, List, profile or Direct Message conversation. Do not rely only on a search result or a profile page.
- Record the account identity. Note the visible handle, display name and any account identifier shown to you. Record the date and time, including your time zone.
- Capture the content. Take screenshots that include the text or media, account name, surrounding context and visible timestamp. For a video or audio item, note what is said or displayed and keep the original file if you have it.
- Preserve context safely. Save replies, quoted posts or linked material that explains the threat or targeting, but do not redistribute hateful material unnecessarily.
- Keep a private log. Write down when you submitted each report, which route you used, the category selected and the confirmation number or email subject.
Do not edit screenshots in a way that removes context. If you must redact information before sharing evidence with a third party, keep an untouched copy securely stored.
Report a post, List, profile or Direct Message through X
X provides reporting controls on mobile and desktop. The labels can vary slightly by device, but the workflow is the same: open the item’s overflow menu, select Report, choose the reason that best describes the conduct, answer the questions and submit.
Post
- Open the individual post rather than reporting only the author’s profile.
- Open the overflow menu (the three-dot menu) and choose Report.
- Select Abusive or harmful or the closest available category, then choose the hateful-conduct or threat detail that fits.
- Answer every follow-up question. Include the protected category, the words or media at issue and any relevant context.
- Review the summary and submit. Save the resulting email or in-product notification.
List
If a public List itself is being used to target or promote hateful material, open the List, use its overflow menu and choose Report. Select the category that describes the List and provide the requested explanation. Save the List URL as well as URLs for any individual posts that demonstrate the violation.
Profile
Use the profile’s overflow menu and choose Report when the account’s behavior, profile information or repeated activity is the problem. If a specific post is the clearest evidence, report that post separately and include its direct URL in your notes.
Direct Message
Open the conversation and the message or conversation options, choose Report, then select the abusive or harmful reason and complete the prompts. Preserve the conversation URL or account details and capture enough surrounding messages to show who sent the material and when.

Use the EU illegal-content route when EU law is the basis
For users in the European Union, X provides a dedicated DSA illegal-content form. It is separate from an ordinary Terms-of-Service report. Use it when you believe content is illegal under the law of an EU member state or when a legal restriction is required.

- Identify the content with a direct URL or the account details requested.
- Select or describe the EU member state and the legal reason that may apply.
- Explain the facts in a clear sequence: what was posted, who was targeted, when it appeared and why it may violate the specified law.
- Attach or describe supporting information requested by the form, then submit.
- Save the receipt, confirmation message and a copy of every field you entered.
X says it confirms receipt, routes the report for review and provides an outcome when it has enough information. The EU process also offers an appeal route. X says the reported account may be notified about enforcement and appeal rights, but the complainant’s identity is not disclosed to that account.
Choose the route that matches your authority and legal basis

The decisive distinction is not which form is easiest; it is what you are asking X to assess. Select the ordinary report for a suspected rule violation, the DSA form for a potentially unlawful item in the EU, and the legal-request form only if you are an authorized official.
Can you report without an X account?
X says anyone can report violent and hateful-entity violations, including people without an account, through the in-app or desktop account-reporting controls described in its policy. The available prompts may ask for the same core evidence: the direct content location, account details and an explanation. Save a screenshot of the submitted form or any confirmation because you will not have an account’s normal notification history to consult later.
This no-account option is not a general substitute for every type of report. If the controls do not offer the category you need, preserve the evidence and use the route that X presents for that content, or ask an authorized official to submit a legal request when appropriate.
What happens after you submit a report?
Acknowledgment
X says it acknowledges properly submitted reports within 24 hours. The acknowledgment may arrive by email or as an in-product notification. Check the email address associated with your account, notification settings and spam or junk folders.

Review and possible action
X says reports are typically resolved within a few days. Some cases can take up to 30 days when X needs additional user input or an appeal affects the timing. A report does not automatically suspend an account. Enforcement depends on X’s review of the material and the applicable policy or legal process.
Follow-up content
X says follow-up messages can include the text of the posts reported. Treat those messages as part of your case record. If the content is disturbing, avoid forwarding it broadly; retain it only as needed for your complaint, safety planning or a lawful investigation.
How to track your complaint
The practical tracking record is your confirmation email or notification combined with the evidence you saved before reporting. X does not publish a success rate for hate-speech reports in the cited guidance, so do not interpret the absence of an immediate visible change as proof that a report was rejected.

- Case identifier: confirmation number, email subject or notification text.
- Submitted: date, time and time zone.
- Target: account handle and direct URL for each post, List, profile or message.
- Route: ordinary Rules report, EU DSA form or official legal request.
- Reason: selected category and, for the DSA route, the country and legal basis entered.
- Attachments: screenshots, saved media, witness information and copies of your submitted explanation.
- Status: acknowledgment received, follow-up received, outcome and any appeal deadline stated by X.
Check the right places
Review the notification area in X and the email account used for the submission. Search for messages from X using the date of the report, the reported account handle or the confirmation subject. Keep the original notification rather than relying on a copied summary.
When a report appears stalled
First confirm that you received an acknowledgment; a missing acknowledgment may indicate that the submission did not complete or that the message was filtered. Check that the URL opens, that required fields were answered and that you used the correct route. If the case involves EU illegal content, use the appeal instructions in the DSA decision rather than filing repeated ordinary reports with different categories. Repeated submissions do not guarantee faster review and can make your records harder to reconcile.
Appeal an EU illegal-content decision
If X makes an EU illegal-content decision that appears wrong, follow the appeal route described in the EU help information and in the decision notification. Use the same case record: the direct URL, screenshots, the country and law you identified, and a focused explanation of why the decision does not address the reported facts. Observe any deadline or procedural requirement shown in the notice.

The appeal process concerns the decision made through the EU legal-content route. It is not the same as asking X to reconsider an ordinary Rules report, so identify the route and decision clearly in any correspondence.

Authorized officials should use X’s Legal Request Submission form. It asks for official identity, jurisdiction, direct URLs or account details, the reason for the request (including hate speech) and the action sought. A private user should not present themselves as an official or use this channel to bypass the normal reporting process.
If you believe a crime has occurred, preserve the original evidence and contact the police or other competent authority in the relevant jurisdiction. X’s platform forms do not replace a legal assessment, evidence-preservation order or emergency response.
Immediate threats require an offline response
Call local emergency services when the content indicates imminent violence, a credible and specific threat, an active attack or another immediate danger. Provide the direct URL, account details, screenshots, timestamps and any location or timing information. Report the content to X as well, but do not wait for an acknowledgment or platform review before seeking help.
Do not confront the account, announce that you are reporting it or expose a victim’s personal information. If you are the target, move to a safe location, tell a trusted person and preserve evidence from a device or account that the threatening person cannot access.
Common mistakes and how to avoid them
Reporting only the profile
A profile report may not identify the specific post that violates a rule. Save and report the individual post, message or List when possible, then keep the profile URL as context.

Calling every offensive statement illegal
Describe the conduct and the applicable country rather than treating X’s policy category as a criminal finding. The ordinary report and the DSA form answer different questions.
Failing to save the URL
Usernames and search results can change. A direct URL, timestamp and screenshot give you a stable record even if the content later disappears from your view.
Submitting an incomplete legal report
The EU form requires a country, legal reason and content details. Explain the connection between the facts and the law you identify; a bare statement that a post is illegal gives reviewers little to evaluate.

Expecting automatic suspension
Reporting triggers review. X decides whether and what enforcement action is warranted, and a report alone does not suspend an account.
Using the wrong escalation channel
Use the ordinary report for platform rules, the DSA form for EU illegal-content claims and the Legal Request Submission form only as an authorized official. For imminent danger, contact emergency services rather than waiting for any platform route.
