Do not repost a suspicious election claim, even to criticize it. First verify the underlying fact with the state or local election office responsible for that jurisdiction. Then send the issue to the party that can act: the platform for a possible rules violation, CISA or IC3 for a cyber incident or suspicious criminal activity, or a local FBI field office for suspected election crimes. Procedures and contact details change, so confirm current instructions on official agency and platform pages before reporting.
The safest first move: pause, then verify
False election narratives often seek attention as much as belief. A post may be written to provoke argument, quote-posts, screenshots and news coverage. The FBI and CISA warned in their October 18, 2024 advisory about foreign influence activity that misleading content can be designed to entice people to discuss, share and amplify it. That warning supports a practical rule: do not forward, quote-post or embed the claim merely to denounce it.
Save enough information to identify what you saw, but keep the material private while you check it. If it is safe, open the original post rather than relying on a cropped screenshot or secondhand paraphrase. Record the source address, account name, date and time, and the exact factual assertion as ordinary documentation. These notes are common-sense recordkeeping, not a checklist mandated by the agencies.
Separate the checkable claim from the commentary
Election posts often mix a verifiable statement with opinion, prediction or accusation. Split them before deciding where to report.

- Checkable administration claim: whether a polling place is open, a registration deadline applies, a ballot can be returned in a particular way, or an election system is unavailable.
- Interpretation: a conclusion that officials are acting unfairly or that an outcome is suspicious.
- Allegation of wrongdoing: a claim that someone intentionally interfered with voting, accessed systems without authorization or tried to stop people from voting.
- Platform-policy issue: content that may violate the service’s rules, regardless of whether an election office can answer the underlying factual question.
Only the first category can usually be settled by checking an election authority. Interpretations require careful context, while allegations of intentional criminal conduct need an appropriate law-enforcement or cyber channel rather than a public argument.
Verify with the election office for the jurisdiction
The U.S. Election Assistance Commission (EAC) and the Cybersecurity and Infrastructure Security Agency (CISA) identify state and local election officials as trusted, authoritative sources for election information. The FBI and CISA also direct people with local election administration or security questions to those officials.
- Identify the jurisdiction. Determine the state, county, city or tribal area named in the claim. A rule in one county does not establish a rule elsewhere.
- Find the responsible office. Use the official state election agency or the local election office that administers the relevant polling place, registration record or ballot process.
- Ask a narrow question. Quote or paraphrase only the factual point that needs confirmation: for example, “Is this location open today, and what hours apply?”
- Check the office’s current notice. Compare the answer with the office’s election-information page, alert or public statement. Election procedures can change during an election period.
- Use the verified answer in any correction. Attribute the fact to the responsible election authority and link to its relevant page when you publish.
A local office may clarify a rule without making a judgment about the motives of the person who posted the claim. Do not treat a delayed response, an unanswered email or a disagreement between commentators as proof that the rumor is true.

These channels are complementary, not interchangeable. A platform report does not replace a question to the election office, and an election office cannot investigate every cyber or criminal allegation.

When to use a platform’s report function
Use the service’s built-in report option when the concern is the content’s possible violation of that service’s rules. CISA’s 2023 Rumor Control Startup Guide search-result text says most platforms have reporting functions and advises election officials to consider reporting suspicious election-infrastructure misinformation. The exact labels, categories, evidence requirements and outcomes vary by service and were not established in the available material.
What to include
- The original post or message, rather than a commentary thread about it.
- The specific rule category that appears relevant, if the service presents one.
- A concise description of the suspected harm, such as false information about a polling-place location or an apparent attempt to expose personal voter data.
- Any context the service’s form requests, without reposting the claim publicly.
Do not create multiple reports merely to increase volume, and do not encourage followers to mass-report content. Submit a truthful report once, retain your private notes and let the service apply its own process. A platform’s decision is not an official determination that the underlying election claim is true or false.
When to contact an election office
Contact the responsible state or local office for ordinary administration questions and for a claim that could misdirect voters. Examples include a false polling-place address, an incorrect voting date, a misleading statement about eligibility or a rumor that a particular voting system is down.

When a cyber incident belongs with CISA or IC3
The FBI/CISA voter-data advisory dated September 12, 2024 identifies CISA for reporting cyber incidents and IC3 for suspicious or criminal activity such as ransomware. Use those channels when the report concerns an apparent compromise, intrusion, malicious code, ransomware demand or other technical attack on election infrastructure.
Do not equate a data leak claim with a confirmed breach
That September 12 advisory made an important qualification: the mere availability of voter-registration information is not, by itself, evidence that a voter-registration database was compromised. Much voter information can be publicly available or legitimately acquired. A screenshot, copied file or list circulating online may therefore need technical verification before anyone can conclude that a database was breached.
Describe what you actually observed: where the file appeared, when you saw it, what system or jurisdiction it purports to involve and why it looks suspicious. Avoid downloading, opening or redistributing files that could contain malware or personal information. Follow the current CISA or IC3 instructions for submitting technical details.
When to contact the FBI about suspected election crime
The FBI/CISA advisory dated October 18, 2024 says the public may report suspicious or criminal activity, including knowingly false information about the time, place or manner of elections designed to deprive people of the right to vote, to a local FBI field office.

This is a narrow standard. A mistaken post, heated political opinion or disputed interpretation is not automatically a crime. Before making a report, preserve the exact wording and context privately, identify the jurisdiction and explain any evidence suggesting intentional conduct and an aim to deprive people of voting rights. Do not announce a criminal conclusion on social media. The FBI, not the person who encountered the post, decides whether the facts warrant investigation.
How to handle screenshots, leaks and AI-generated media
Screenshot or “database dump”
Check whether the image shows a complete original, a current date and a credible source. Cropping can remove the jurisdiction, timestamp or warning that changes the meaning. A list of voter information may contain public records or data obtained lawfully. Report a suspected cyber incident through the appropriate official channel without reposting the image or exposing personal details.
Video, audio or image that appears synthetic
The FBI and CISA recommend considering who produced the media and looking for platform disclosures or labels for AI-generated content. A label, missing label or visual impression is not proof of authenticity or falsity. Verify the underlying statement separately with the relevant election authority. If the content violates a platform rule, report it there; if it contains a specific voter-direction claim, also seek an official factual answer.
Correct publicly without repeating the rumor
A public correction is useful when people who could act on the claim are likely to see it, but the correction should make the verified information the headline. Name the jurisdiction, state the confirmed rule or location and identify the election authority that supplied it. Link directly to that official page where possible.

Use a concise description instead of reproducing an inflammatory slogan. For example, write that “the county election office says the listed polling location is open from the published hours” rather than placing the false address in a headline or graphic. If readers need to recognize the rumor, describe its subject without repeating its most memorable wording. This approach follows the FBI and CISA warning that discussion and sharing can amplify a misleading narrative; the agencies do not prescribe one universal debunking format.
A practical decision tree
- Is this a factual question about a specific jurisdiction? Contact that state or local election office first.
- Is the main problem that a post may break a service’s rules? Use the platform’s report function, while separately checking any election fact with officials.
- Is there evidence of an intrusion, ransomware, malicious code or compromised election infrastructure? Follow current CISA reporting instructions; use IC3 when the concern involves suspicious or criminal online activity.
- Does the material suggest intentional conduct aimed at depriving people of the right to vote? Preserve the context and report suspected criminal activity to a local FBI field office. Do not make a legal determination yourself.
- Are you unsure? Do not share the claim while deciding. Ask the election office about the administration issue and consult the current agency guidance for any cyber or criminal component.
Common mistakes that make misinformation travel
- Quote-posting to debunk: It puts the original claim in front of a new audience and can increase engagement.
- Using a cropped screenshot as the only evidence: Missing dates, locations or surrounding text can reverse the meaning.
- Sending every issue to one destination: Platforms, election offices, CISA, IC3 and the FBI have different responsibilities.
- Calling a disputed statement a crime: Criminal reporting requires facts suggesting intentional unlawful conduct, not simply political disagreement.
- Treating an AI label as a verdict: Labels and visual cues should prompt verification, not replace it.
- Publishing stale contact details: Agency forms, local-office addresses and platform procedures can change; confirm them immediately before use.
What the official guidance does—and does not—establish
An EAC/CISA communications release dated June 17, 2024 emphasized that election officials are the primary sources of official election information. CISA Senior Advisor Cait Conley said, “The ability for election officials to be transparent about the elections process and communicate quickly and effectively with the American people is crucial for building and maintaining their trust in the security and integrity of our elections process.”
The same release attributed this joint statement to EAC Chairman Ben Hovland, Vice Chair Donald Palmer, Commissioner Thomas Hicks and Commissioner Christy McCormick: “Election officials are the trusted sources of election information. This resource supports election officials to successfully deliver accurate communication to voters with the critical information they need before and after Election Day,” said EAC Chairman Ben Hovland, Vice Chair Donald Palmer, Commissioner Thomas Hicks, and Commissioner Christy McCormick jointly.
