Start by identifying which agency published, sponsored, or paid for the ad and what rule you believe it may have broken. For a general complaint about a U.S. federal agency, contact the agency program first; if the issue remains unresolved, USA.gov recommends contacting that agency’s Office of the Inspector General (OIG). State and local complaints should go through the relevant agency’s own complaint process. Specialized offices handle only matters within their jurisdiction, so the Federal Election Commission (FEC), for example, is not a general complaint office for every government advertisement.

First work out who is responsible for the ad

A government ad can be associated with an agency, a particular program, an office, or a contractor. Before filing, identify the organization named in the ad or account and, where possible, who published, sponsored, or paid for it. The correct destination depends on both that organization and the conduct you are reporting.

Also separate the facts you can verify from your interpretation. Write down what the ad says or shows, where and when you encountered it, and the specific rule or concern you think may apply. You do not need to prove a violation before reporting a concern, but a clear factual account helps the receiving office understand what it is being asked to assess.

Use the level of government to narrow the route

Situation Starting point Important boundary
General concern about a federal agency or program Contact the agency or program first; if unresolved, contact its OIG, following USA.gov’s general guidance. An OIG is not automatically the right office for every kind of advertising complaint.
State or local agency Find the complaint procedure on that agency’s own website. USA.gov does not identify one nationwide complaint route for all state and local bodies.
Possible violation of federal campaign-finance law or FEC regulations Use the FEC complaint process if the alleged conduct falls within its authority. The FEC is not a general destination for an ad merely because it concerns government or politics.

There is no single complaint office or universal advertising rule for every government ad. A complaint about the conduct of a federal agency is different from an allegation that an outside business used misleading advertising, and both differ from an alleged violation of federal campaign-finance law. Start with the conduct, not just the appearance of the ad. If you are unsure whether a specific rule applies, describe the facts and the rule or concern you have in mind without treating your interpretation as an official finding.

The fact that an ad appears on a government-related page, names an agency, or seems politically charged does not by itself establish which office has authority. Identify the publisher and any named sponsor or payer, then compare the subject of the allegation with the receiving office’s stated remit. If the ad identifies a contractor or another outside party, include that information; the agency or office associated with the material may be able to direct you to the responsible unit.

Preserve the ad and record the facts

Ads can disappear, change, or become difficult to find. Keep a copy of the material and enough context to help an office locate and assess it. A screenshot alone may omit where an ad appeared or when you saw it, so record those details separately.

  • Note the platform, publication, broadcast, account, or other location where it appeared, along with the date you observed it.
  • Record the exact words or images that concern you and identify the agency, program, office, or contractor associated with the ad.
  • Describe the rule or conduct you are concerned about, if you know it, and explain which facts led you to that concern.
  • Separate what you personally saw or heard from information you learned from someone else. Label the latter as information received from another source.
  • Keep relevant supporting material, such as an article or webpage that provides context, and note where it came from.

The FEC complainant guide recommends specific facts, approximate dates, copies or links to relevant ads, articles, or websites, supporting documentation where available, and a clear distinction between personal knowledge and information obtained elsewhere. Those recommendations are useful when preparing a report, but they are FEC guidance—not universal filing requirements. Check the selected office’s own instructions.

Make the evidence easy to connect to the concern. For example, if you are objecting to a particular line of text, quote that line and identify where it appears in the saved ad. If the issue depends on the ad’s context, include the page, account, article, or broadcast information that helps explain that context. Avoid relying only on a summary of what you remember when a copy or link is available.

Keep notes about what you do not know as well as what you do. You may not be able to confirm who paid for an ad or which office approved it. Say that plainly rather than guessing. A report can identify the apparent connection and ask the agency to determine which program or unit is responsible.

For a general federal-agency complaint, contact the agency first

  1. Find the agency’s official contact route. Use the agency or program’s own contact information and describe the ad and the concern in concrete terms.
  2. Ask for referral if the recipient is not responsible. If you do not know which office handles the issue, ask that your message be directed to the responsible office or that you be given its contact route.
  3. Keep your initial submission focused. Include the identifying details and evidence you have, distinguish direct observations from other information, and state what you would like the agency to review.
  4. Save the response and note whether the issue is resolved. If it is not resolved, USA.gov’s general guidance is to contact the agency’s OIG.
  5. Use the agency OIG’s current instructions. Explain that you already contacted the agency program, if you did, and include the dates and any response. Follow the OIG’s own submission requirements.

USA.gov’s page, Where to file a complaint against a federal or state government agency, was last updated August 10, 2026. It gives the general federal route but does not decide which office has authority over a particular ad or alleged rule.

Contacting the program first gives the agency a chance to address the concern or identify the office that handles it. It also gives you a record of what you reported and how the agency responded. If you later contact an OIG because the issue remains unresolved, that record can help explain the steps already taken. USA.gov’s guidance describes a general sequence; it does not promise a particular result or set a universal deadline for a response.

When writing to the agency, a concise report can follow this order: identify the ad and where you saw it; give the date observed; quote or describe the specific content at issue; explain why you believe it may conflict with a rule or involve problematic conduct; attach available documentation; and ask for review or referral to the responsible office. This is a practical way to organize the facts, not a required universal form. Use any intake form or instructions the agency provides.

Use the FEC route only for a federal campaign-finance allegation

The FEC handles alleged violations of federal election campaign-finance laws and FEC regulations. Its complaint process is a specialized example, not a form to use for every government-ad complaint. The Commission says any person may file when they believe such a violation has occurred or is about to occur.

FEC complaints have specific formal requirements. According to the Commission’s instructions, a complaint must be written, include the complainant’s full name and address, and be signed and sworn or notarized. It should state specific facts showing a violation within FEC jurisdiction, identify each respondent, and include supporting records when available. The FEC says legal citations are not required. Check its current instructions before filing so the submission meets the requirements in force at that time.

The FEC says complaints remain confidential while enforcement matters are unresolved. That confidentiality statement applies to the FEC process; it should not be assumed to apply to complaints submitted to other offices.

These requirements illustrate why it is important to select a route before sending a complaint. A person reporting an alleged campaign-finance violation should identify the respondent and lay out the facts that connect the conduct to a law or regulation within FEC jurisdiction. The FEC guide’s advice to include approximate dates and available ad, article, or website material can help make that account specific. A political subject or government connection alone does not establish that the FEC is the appropriate recipient.

Do not confuse an FEC complaint with a complaint about the FEC

The FEC’s Office of Inspector General handles allegations involving FEC personnel, contractors, programs, operations, or funds. The FEC OIG directs complaints about alleged violations of the Federal Election Campaign Act (FECA) to the FEC Office of General Counsel. The right route therefore depends on whether the allegation concerns campaign-finance conduct or misconduct within the FEC itself.

This is a useful distinction whenever the agency named in a concern is also connected to a specialized complaint process. Ask whether the allegation is about the subject that office regulates or about the office’s own people and operations. If it concerns the latter, the agency’s OIG may be the relevant channel; if it concerns FECA, the FEC OIG points complainants to the Office of General Counsel.

Distinguish FTC program misconduct from a business complaint

The FTC OIG handles allegations of fraud, waste, abuse, or misconduct involving FTC programs and operations, including conduct involving FTC employees or contractors. It is not the general intake route for a complaint about a business’s advertising or other practices. The FTC OIG directs complaints about ordinary business practices to the FTC’s consumer reporting channel.

This distinction matters when an ad appears on a government-related page or seems connected to an agency. Identify whether your concern is about how the agency or its people operated, or about the conduct of an outside business. The subject of the complaint—not simply the presence of an agency name—helps determine the proper office.

The same routing question applies whenever a complaint could be about either a government operation or an outside advertiser: who is alleged to have done what? The FTC OIG’s remit concerns FTC programs and operations, employees, or contractors. A complaint about a business’s ordinary practices belongs in the FTC’s consumer reporting channel instead. Do not send a business-practices complaint to the FTC OIG simply because the FTC is the relevant agency in a broader sense.

Write a report that an office can assess

A useful report makes it possible to identify the ad, understand the concern, and determine whether the recipient has authority to act. Keep the tone factual. You can state that an ad “appears to” raise a concern without asserting that a violation has been established.

  1. Identify the material. Name the agency, program, account, or other entity associated with it; include the ad’s location and date observed.
  2. Describe what happened. Quote or describe the relevant wording or image accurately and explain the context in which it appeared.
  3. State the concern. Identify the rule or type of conduct you believe may be implicated, if known, and explain the factual connection. Do not present an uncertain legal conclusion as a finding.
  4. Explain what you know firsthand. Mark which details you personally observed and which came from another person or source.
  5. Attach available support. Include the saved ad and relevant records in the format the receiving office accepts.
  6. Ask for appropriate handling. Request review or referral to the responsible office if you have contacted the wrong unit.

For a non-FEC agency, do not assume that the FEC’s sworn-or-notarized signature requirement, confidentiality rules, or other procedures apply. Intake requirements vary; follow the receiving office’s instructions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before sending, check that your submission answers four basic questions: What is the ad? Where and when did you see it? Which facts make you concerned? Why are you contacting this office? If you cannot name a specific rule, say so and describe the conduct that prompted your concern. The receiving office can assess whether the matter falls within its authority; your report should make the underlying facts as clear as possible.

Do not overstate what the evidence establishes. A clear distinction between an observation and an inference makes the report more useful: for instance, identify the visible sponsor or account as a fact, and frame any conclusion about who authorized or paid for the ad as uncertain unless you have confirmation. The FEC guide expressly advises complainants to distinguish personal knowledge from information received from others; that is a sound way to keep a factual narrative precise, though other offices may set their own instructions.

Keep a submission record and describe the matter accurately

Save the version of your complaint you sent, its attachments, the date submitted, and any acknowledgement or response. If you contact more than one office, note which material went to each and when. This record helps you track the matter and provide consistent information if an office refers you elsewhere.

A report is an allegation, not a determination. Avoid calling the ad illegal or describing a violation as proven unless an authority has made that finding. A careful account distinguishes the evidence from the conclusion you are asking an office to consider.

Keep the matter’s status clear in your own notes as well. Record whether you contacted the agency program, whether it responded, whether it referred you elsewhere, and whether you then contacted an OIG or specialized office. If you submit the same concern to another recipient, explain that it has already been reported and note where and when. That keeps separate agency processes from being confused and makes it easier to provide consistent facts.

How to choose between possible offices

When more than one route seems plausible, compare the subject of the allegation with the office’s stated remit:

  • Who is responsible? Identify the agency, level of government, program, or outside party connected to the ad.
  • What conduct is at issue? Separate alleged agency operations or employee misconduct from an outside advertiser’s practices.
  • Is there a specialized subject? Federal campaign-finance allegations belong in the FEC process only when they concern laws or regulations within FEC jurisdiction.
  • Does the office have authority over the named conduct? A specialized office may redirect an issue outside its remit; use its instructions to find the appropriate channel.

A practical way to apply those comparisons is to trace the issue in sequence. First establish whether the relevant body is federal, state, or local. For a general federal-agency concern, the starting point is the agency program, then its OIG if the issue is not resolved. For a state or local body, consult that agency’s own website because USA.gov does not specify one nationwide route. Next determine whether the allegation is actually about campaign-finance law, FTC operations, or another specialized subject. Use a specialized channel only when the facts fit its stated jurisdiction.

If the concern is about an outside company rather than government conduct, do not route it to an agency OIG merely because the company’s ad appears near government material. The FTC example makes this boundary explicit: allegations involving FTC programs and operations go to FTC OIG, while complaints about ordinary business practices go to the consumer reporting channel. If the allegation is instead about FEC personnel or operations, the FEC OIG route differs from a FECA complaint handled through the FEC’s Office of General Counsel.

Without the ad, the responsible agency, and the rule at issue, it is not possible to select a case-specific destination. Contact details, intake forms, and requirements can change, so verify the receiving office’s current instructions. This guide covers U.S. federal complaint guidance and does not determine whether any particular advertisement violates a rule.

Frequently Asked Questions

What is the first step in reporting a government ad?

Identify the agency, office, program, or contractor associated with the ad and determine whether it is federal, state, or local. Preserve the ad and note where and when you saw it, what concerns you, and what rule or conduct may be involved.

Should I contact an agency or its Inspector General first?

For a general complaint about a federal agency, USA.gov recommends contacting the agency program first. If the issue is not resolved, contact that agency’s OIG. Follow the relevant state or local agency’s own complaint procedure for those matters.

Can I report an ad to the FEC just because it is political or government-related?

No. The FEC handles alleged violations of federal election campaign-finance laws and FEC regulations; it is not a general complaint office for every government or political ad. Use its process only when the alleged conduct falls within its jurisdiction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do I need to prove that the ad broke a rule before I report it?

You can report a concern without claiming that a violation has been established. Describe what you observed, explain why it raises a concern, and separate firsthand knowledge from information you learned elsewhere. The responsible office determines whether the facts fall within its authority.

Does every agency require an FEC-style sworn or notarized complaint?

No universal requirement is established for all agencies. The FEC requires its complaints to be written, include the complainant’s full name and address, and be signed and sworn or notarized. Other offices may have different intake requirements, so check their current instructions.

Are complaints confidential?

The FEC says complaints remain confidential while enforcement matters are unresolved. Do not assume that this FEC-specific statement applies to complaints sent to other offices.

Where should I report a complaint about a business’s advertising rather than agency conduct?

Use the channel intended for the business’s practices, not an agency OIG that handles allegations involving agency programs and operations. For example, the FTC OIG directs complaints about ordinary business practices to the FTC’s consumer reporting channel.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Identify the agency and the conduct at issue, preserve the ad and its context, and use the route that matches the office’s authority. For a general federal-agency complaint, contact the agency program first and its OIG if the matter remains unresolved. Use the FEC or another specialized channel only when the allegation fits its remit, and describe an unproven concern as an allegation rather than a finding.
