Report the ad to the company that served it, and report the app to its marketplace when the app itself is hiding controls, forcing interaction, impersonating a system warning, or blocking normal use. For a Google ad, use the ad’s Report ad control, My Ad Center, the Ads Transparency Center, or Google’s report-an-ad form. On iPhone or iPad, use the in-app ad-report control; Apple requires apps that contain ads to provide one for inappropriate or age-inappropriate advertising. For a suspicious App Store app, use reportaproblem.apple.com. A potentially deceptive claim can also be sent to the consumer-protection authority for your country.
Choose the right reporting destination first
One mobile-ad incident can involve two different parties. The advertising platform controls the creative, advertiser and destination. The app marketplace controls whether the host app presents advertising in a deceptive or disruptive way. Sending the complaint to only one of them can leave the other problem unaddressed.

The deciding questions are who served the ad, whether your complaint concerns the creative or the app’s behavior, where the ad appeared, and which country’s rules apply to you.
What qualifies as disruptive or deceptive advertising?
Google Play defines disruptive ads as ads displayed unexpectedly, likely to cause inadvertent clicks, or impairing or interfering with the usability of device functions. That definition focuses on the user experience, not merely whether an ad is annoying.

Common disruptive patterns
- A close button is false, hidden, unusually small, or placed where a tap normally dismisses a screen.
- An ad suddenly appears over an app control, so a normal tap activates the advertisement instead.
- The creative imitates an operating-system warning, update dialog, incoming call, virus alert, or another system feature.
- An interstitial prevents normal use until you tap the ad, install something, disclose advertising-related personal information, or wait through an unclear process.
- The ad opens unexpectedly, cannot be dismissed easily, or returns immediately after dismissal.
- A banner or full-screen window interferes with device functions or appears outside the app that triggered it without adequate consent and attribution.
Google Play policy also says an app cannot force a click or require advertising-related personal information before the user can fully use the app. An interfering ad must be dismissible without penalty. These examples describe policy concerns; they do not by themselves establish that a particular advertiser broke a law.
Misleading claims are a separate issue
An ad can be misleading even when its display is technically unobtrusive. Preserve the exact promise, price, offer conditions, health or financial claim, and the page reached after tapping. Distinguish the words shown in the creative from your interpretation of them. That distinction makes a platform or regulator complaint more useful.
Preserve evidence before the ad disappears
Capture the incident while it is visible, provided doing so is safe. A report does not require a formal evidence checklist, but contemporaneous details help reviewers identify a rotating creative or a host app.
- Take a screenshot or short screen recording showing the ad, its controls and, if possible, the surrounding app screen.
- Write down the app’s exact name, developer name and store listing. Record whether the app was in the foreground or whether the ad appeared over another app.
- Note the date and approximate time, your device type, operating-system version if known, and your country or region.
- Copy the visible advertiser name, headline, offer, destination address and any disclosure such as AdChoices.
- Describe what happened when you tapped, swiped, pressed Back or tried to close the ad. Record whether it opened a store page, requested personal information, installed a download or blocked the app.
- Keep the original files. Do not crop away the close control, address bar or app identity if those details help explain the complaint.
Do not follow a suspicious download prompt merely to gather proof. If the ad requests passwords, payment details or an unexpected installation, close it and document what you already saw.
Report a Google ad itself
Google’s reporting route is for the specific ad creative, advertiser or destination. Google says to confirm that the ad is a Google ad before using its reporting tools. On non-Google websites and apps, Google ads can be identified by an AdChoices icon accompanied by the ad control, although the exact presentation varies by surface.

Use the control attached to the ad
- Open the ad’s menu or information control. Look for Report ad or an equivalent reporting option.
- Confirm that the control identifies Google as the ad provider. If it does not, use the provider named in the control rather than assuming Google served it.
- Select the reason that most closely matches the incident, such as misleading content, inappropriate content, a deceptive close control, forced interaction or interference with use.
- Add the factual details requested by the form. State what appeared, what you expected to happen, and what happened instead.
- Submit the report and save the confirmation email or reference information.
When the ad is no longer on screen
Google documents three alternatives: review recent ads in My Ad Center, look up the advertiser or creative in the Ads Transparency Center, or use Google’s report-an-ad form. Availability and the labels shown can depend on the account, device and surface. Use the route that lets you identify the exact creative rather than filing a general complaint about advertising.
In your explanation, identify the host app and say whether the problem was the claim, the destination, the way the ad appeared, or all three. A concise description such as “the close button opened the advertiser’s page and the ad blocked the app’s controls” is more actionable than “this ad was bad.”
Report the host app when its ad behavior is the problem
Use the app marketplace’s current report-app controls when the app disguises an advertisement, forces a click, obstructs device use or makes dismissal impossible. Google Play treats ads and their associated offers as part of the app for policy purposes. Its policy prohibits deceptive ads that mimic app features or system notifications and disruptive ads that cause inadvertent clicks, interfere with device use or cannot be easily dismissed without penalty.
What to include in an Android marketplace report
- The app’s exact store name and developer.
- The screen or action that preceded the ad, such as opening a level, pressing Back or leaving the app idle.
- Whether the ad appeared unexpectedly, over another app, or after the app had been closed.
- How the creative imitated a system notification, security warning or app control.
- Whether the close control was false, delayed, hidden or caused an accidental click.
- Whether normal use required tapping the advertisement, entering advertising-related information or waiting without a clear dismissal option.
Google’s user-facing report labels and availability are not guaranteed to be identical on every device or in every country. Use the store’s current report-app path instead of relying on an old menu sequence. If you can identify the advertising provider, submit the separate ad-level report as well; the marketplace review addresses the host app, while the network review addresses the creative or account that supplied it.
Ads that appear outside the triggering app
Google’s Android unwanted-software guidance treats unexpected ads that interfere with device usability or appear outside the triggering app without adequate consent and attribution as a disruptive-ad security concern. Note which app was open immediately before the overlay appeared, whether the overlay persisted after that app was closed, and whether another app or browser page opened. Those details help distinguish an in-app interstitial from an app that is drawing over other apps.

Report an inappropriate ad or suspicious app on iPhone and iPad
Use the in-app ad report control
Apple’s App Review Guidelines require an app containing ads to provide a way for users to report inappropriate or age-inappropriate advertising. When an ad is on screen, use that report control for the specific creative. Include the category of concern and the evidence you recorded. This route is the most direct way to tell the app operator about the ad that appeared in its interface.

For a problematic or suspicious App Store app, Apple directs users to reportaproblem.apple.com. This is a general app-report route, not necessarily an ad-specific form. Explain the app’s conduct, the ad behavior, the date and the steps that reproduced it. If the complaint is only about an individual creative and the app provides its required in-app control, submit there first; use the broader route for suspicious app conduct, deceptive functionality or other concerns that extend beyond one ad.
Age-inappropriate content
State why the ad was unsuitable for the audience that could see it, rather than using only a general label such as “offensive.” Describe the imagery, language, product category or targeting context and identify whether the app appeared to be intended for children or a general audience. Do not include another person’s private information in screenshots.
Escalate potentially deceptive advertising to a regulator
A consumer-protection authority can be appropriate when an advertisement makes a materially deceptive claim, hides important conditions, misrepresents a product or causes financial harm. The correct agency depends on your location. Do not assume that a U.S. route applies to readers elsewhere.
U.S. Federal Trade Commission business guidance says advertising claims made on a website, in an app store or inside an app must be truthful. It also notes that third parties such as ad networks or plug-ins may collect personal information through an app. That guidance explains the standard for businesses; it does not determine whether a particular advertisement violated law, and it is not a universal complaint procedure for every country.

Prepare a regulator submission
- Identify the advertiser, app, platform and destination, including the country in which you saw the ad.
- Quote the exact claim or offer and list any qualification that was missing or difficult to find.
- Attach the original screenshot or recording and note when and where it appeared.
- Describe the result: a charge, a download, a request for data, a blocked function or another measurable consequence.
- Separate observed facts from conclusions. Write “the ad said X and the landing page said Y” before explaining why the difference appears deceptive.
- Use the complaint channel published by your national, state or regional consumer-protection authority.
A regulator may prioritize patterns affecting many people rather than provide a personal resolution. You can still report to the regulator while separately using the platform and marketplace routes.

Google says it sends an email confirmation for a submitted ad report and reviews the material for possible action. Apple says it investigates suspicious activity and takes action accordingly. Neither statement promises removal, a specific timetable, compensation or an individual response. Keep your confirmation and do not repeatedly submit identical reports unless new evidence appears.
Platforms may limit what they disclose because reviews can involve advertiser accounts, privacy information or automated enforcement. A missing ad does not prove that your report alone caused its removal, and an ad that remains visible does not prove that no review occurred.
If the report option is missing
The ad has no menu or AdChoices indicator
Do not guess the provider. Capture the advertiser name, destination and host app, then report the host app through its marketplace. If the app’s listing identifies an advertising partner, use that partner’s official reporting route. A missing control is itself relevant evidence when the app’s behavior prevents normal reporting.

Reproduce the event only if safe. Use the device’s built-in screen-recording feature, note the preceding action and record the app identity immediately afterward. Avoid repeatedly tapping a suspicious creative, because each tap may open a destination or generate a charge.

The marketplace form is unavailable
Store interfaces change by country, account and operating-system version. Open the current app listing, support area or report-app control supplied by the marketplace, and include the exact store URL if the form accepts it. Do not rely on an old article that names a menu item you cannot see.
The app is preventing access to settings or the home screen
Stop interacting with the ad. Use the device’s normal app-switching or force-close procedure, disconnect from a suspicious page if necessary, and uninstall the app only after preserving evidence you can safely collect. If you entered credentials or payment information, change the affected password from a trusted device and contact the payment provider.
Use this decision checklist
- Provider: Did an ad control identify Google or another network?
- Creative: Is the complaint about a false claim, inappropriate content or a dangerous destination?
- App behavior: Did the host app force a click, imitate system UI, obstruct use or hide dismissal?
- Platform: Was the incident on Android, iOS or another marketplace?
- Evidence: Do you have the app identity, ad text, date, approximate time and screenshots?
- Jurisdiction: Which country or region’s consumer-protection authority applies?
- Safety: Did you avoid entering data, installing software or repeatedly tapping a suspicious ad?
Submit the ad-level report when the network is identifiable, the app-level report when presentation or functionality is the issue, and both when the incident involves both layers. Add a jurisdiction-appropriate regulator complaint when the claim itself may deceive consumers.
How widespread is the problem?
There is no current official statistic establishing how many consumer reports succeed or how often a particular type of mobile-ad complaint leads to enforcement. As historical context only, a 2020 Google Online Security Blog post said nearly 600 apps had been removed from Google Play and banned from Google’s ad-monetization platforms for disruptive-ad and disallowed-interstitial violations. That figure is an enforcement count from 2020, not a current reporting success rate or a prediction about an individual submission.
