If you find a stranded or dead whale, dolphin or porpoise in Spain, call 112 first. The national cetacean-stranding protocol says the emergency centre forwards the alert to the local stranding-network coordinator. Give your name, a callback number, the precise location, whether the animal is alive or dead, what it looks like, and any danger from surf, tides or navigation.
Stay back. Do not touch, move, tow, cover, sample or dispose of the animal. Trained responders and the competent authorities decide whether it needs examination, recovery or another form of management.
Who to call when you find a marine mammal
Whales, dolphins and porpoises: call 112
For a cetacean—a whale, dolphin or porpoise—the national protocol recommends using the European emergency number 112 as the first reporting route. The call centre passes the information to the mobile coordinator for the relevant stranding network. This is the clearest national instruction for a cetacean found on the Spanish coast or in nearby waters.

Seals and other marine mammals
The national document is specifically a cetacean protocol. It does not establish one identical, Spain-wide procedure for seals or every other marine mammal in every autonomous community. If a non-cetacean animal is injured, stranded, dead in a dangerous place, or creating an immediate public-safety problem, call 112 and explain exactly what you see. Follow the operator’s instructions rather than assuming that a cetacean response route applies.
Do not delay an urgent call while trying to identify the species. A clear location and a description are more useful than a confident but incorrect identification. Regional wildlife, environmental and coastal authorities may have different arrangements, particularly for carcass management and protected areas.
What “stranded” means in the cetacean protocol
For the national cetacean protocol, a dead cetacean counts as stranded when it is grounded anywhere on the coast or floating within Spanish state waters. A living cetacean is considered stranded when it is grounded and cannot return to the sea, appears to require veterinary care even if it can get back into the water, or cannot return to its natural habitat without assistance.
That definition is for cetaceans. It should not be presented as a universal legal definition for seals or other marine mammals. When in doubt, report the observation and let the response network determine how it should be classified.
What to do before making the call
Keep a safe distance
Remain far enough away that you are not within reach of the animal, its tail, flippers or teeth, and do not stand between it and the water. Waves can move a large carcass or a live animal without warning. Wet rocks, steep beaches, tidal channels and unstable sand can also put you at risk.
Do not enter the water to approach a floating animal. Strong currents, cold water, breaking surf and boat traffic can be more dangerous than the animal itself. A live cetacean may panic or make powerful movements; a dead animal can shift in the swell and cause crushing injuries.
Observe without intervening
From a safe position, note what is visible. You can use a phone camera or map application if doing so does not take you closer or distract you from incoming waves. Never climb onto a carcass, roll it over, open its mouth, or try to check breathing by touching it.
Stay available
For a cetacean report, the protocol asks the observer to remain in the area until the coordinator calls back. Choose a safe place with phone reception, keep the callback phone charged and audible, and do not block access routes that responders may need. If conditions become dangerous, move to safety and tell 112 where you went.

Information to give 112
The following details help the emergency centre and stranding coordinator decide what team and equipment may be needed. Give what you know; do not postpone the call to collect every item.
- Your identity and callback number. State your name and the phone number on which the coordinator can reach you.
- Exact location. Give the beach, cove, harbour, promenade or other site; the municipality; and a nearby landmark such as a lifeguard station, access path, jetty or building. If available, provide map coordinates or a location pin.
- Animal type or approximate size. Say “dolphin,” “large whale,” “porpoise,” “seal,” or “unknown marine mammal” if that is all you can establish. Estimate length rather than guessing a species.
- Alive or dead. For a suspected live animal, describe visible breathing, movement, swimming difficulty or injuries. For a dead animal, say how certain you are and describe the visible state.
- Condition. Mention obvious wounds, entanglement, bleeding, bloating or advanced decomposition, but only from a distance. Do not inspect underneath the body.
- Position. Say whether it is on sand, rocks, a sea wall, mud, a boat ramp or in the water. If it is floating, estimate its distance from shore and direction of movement.
- Sea and weather conditions. Report tide if known, wave height or breaking surf, wind, currents and whether the animal is being moved by the water.
- Immediate danger. Explain whether people are approaching, the animal is blocking a public route, or a floating carcass is a hazard to boats or other navigation.
If you have coordinates, read them slowly and repeat them. A landmark is still valuable because GPS readings can be inaccurate near cliffs, buildings or narrow coves.
Use this short call script
You can adapt the following wording in English or Spanish:
Recommended Free Tools
“I am at [beach or site], in [municipality]. I am calling about a [dolphin/large whale/unknown marine mammal]. It appears [alive/dead]. It is [on sand/on rocks/in the water], approximately [size or distance from shore]. The nearest landmark is [landmark]. Sea conditions are [brief description]. It [does/does not] create a danger to people or navigation. My name is [name] and my callback number is [number].”
Answer the operator’s questions, follow any safety directions and keep the line available for a return call. If the animal moves, people gather around it, or the sea state changes, update 112 or the coordinator.
What to do in each common situation
| Situation | Report | Your action |
|---|---|---|
| Dead dolphin, porpoise or whale on a beach | Location, approximate size, visible decomposition or injuries, tide and access conditions | Call 112; keep people and dogs away; do not move or cover it |
| Live cetacean grounded on shore | Whether it can move, apparent breathing, injuries, surf and distance from deep water | Call 112 immediately; do not push it back, feed it, pour water on it or attempt a rescue |
| Live cetacean swimming near shore | Only report if it appears distressed, injured, unable to swim normally or repeatedly grounds | Observe from land without entering the water; do not treat a normal nearshore sighting as a stranding |
| Dead cetacean floating offshore | Coordinates or landmark, distance from shore, drift direction and navigation risk | Call 112; do not launch a boat or tow it; warn the operator about vessels at risk |
| Seal or another non-cetacean marine mammal | Species if known, location, live/dead status, visible condition and public-safety risk | Use 112 for an urgent situation and follow the operator’s instructions; regional arrangements may differ |
Do not attempt a public rescue
Handling a stranded animal can injure you and worsen its condition. The national protocol identifies risks from crushing or impact during poor handling, breaking surf and strong waves, and possible exposure to disease through excretions or breathing. Large animals require coordinated equipment and trained personnel; even a small animal can bite, strike or transmit pathogens.
- Do not touch, stroke, sit on or climb onto the animal.
- Do not drag it, roll it, push it into the sea or tow it with a vehicle or boat.
- Do not cover it with blankets, pour water over it, feed it or give it medicine.
- Do not cut nets, ropes or fishing gear unless the emergency operator specifically directs a safe action.
- Do not take tissue, teeth, baleen, blood or other samples.
- Do not remove objects from the mouth or body.
- Do not transport the animal or carcass to another beach.
- Do not arrange private disposal or bury it.
These restrictions protect both the public and the evidence that specialists may need for veterinary, conservation or cause-of-death work.

Dolphins and other cetaceans can sometimes swim close to land as part of normal behaviour. The national protocol recommends observation when there is no serious injury, difficulty swimming or other abnormal sign. A sighting alone is not a reason to enter the water or surround the animal.

Report the situation if the animal is grounded and cannot return, repeatedly rolls or struggles, shows clear injury, is entangled, breathes abnormally, remains in very shallow water while unable to swim, or appears to need veterinary attention. Describe the behaviour and duration rather than diagnosing it yourself. The response team decides whether intervention is warranted.
Floating carcasses and navigation hazards
A dead animal drifting offshore can be difficult to see from a beach and may present a collision hazard. Tell 112 the best available coordinates, approximate distance from shore, direction of drift and whether boats are nearby or likely to encounter it. Do not try to tow the carcass to land or approach it in a private boat.
Authorities and response networks coordinate any recovery, warning to mariners and carcass management. The appropriate action can depend on the sea state, accessibility, territorial authority, protected-area rules and the animal’s condition.

Beach names are sometimes repeated across municipalities, and a cove may have no formal address. Add the municipality, the nearest road or access path, a beach entrance number if one exists, and a landmark visible from the shore. A dropped map pin, latitude and longitude, or a screenshot with the location marked can help when a coordinator calls back.
If you are reporting from a long beach, state which end you are at and the direction of the nearest harbour, promenade or headland. If the animal is moving with the tide, give the time of your observation and the direction in which it is drifting. These details can be updated without anyone approaching the animal.
Managing bystanders, pets and access
Ask other people to keep away without forming a crowd around the animal. Keep dogs on a lead and away from the carcass or the waterline. Do not attempt to create a physical barrier by standing close to the animal; instead, move people back to a safe viewing point and tell 112 if the crowd is becoming a danger.
Leave ramps, tracks and gates clear for emergency or specialist vehicles. If a beach access route becomes unsafe because of waves, falling rocks or a rising tide, report that change. The safest place for you may no longer be the original observation point, so give the coordinator your new position.
What happens after you report it
For a cetacean, 112 passes the alert to the relevant stranding-network coordinator. A trained primary-assistance team or specialist group may then assess the animal, arrange veterinary or scientific examination, control access, coordinate recovery, or determine that it should remain where it is under local rules.

Do not assume that a response vehicle will arrive immediately. Surf, tides, remoteness, access, safety conditions and the animal’s size can affect timing. Keep observers and pets away, preserve a safe route for responders and provide updated information if the animal shifts or conditions deteriorate.
Finding a carcass does not give the finder authority to decide its final treatment. Examination, removal, disposal and any public-health measures are handled by the competent authorities and trained teams.
Why the same report can lead to different field actions
A live animal that is repeatedly grounding requires a different assessment from a dead animal already in advanced decomposition. A carcass on an accessible beach is different from one wedged among rocks, inside a harbour or drifting in a shipping lane. Specialists may need to consider tide, surf, access, protected-area rules, the animal’s condition and the risk to people before choosing an action.

Territorial limits and local variation
Spain’s national protocol supplies a common reporting and response framework for cetacean strandings, but practical arrangements are territorial. The coordinator, field team, access route, protected-area requirements and carcass-management decision may vary between autonomous communities and sites.
For that reason, do not publish or rely on an assumed regional phone number without checking that it is current for the exact autonomous community. The safest national starting point for a cetacean is still 112. For seals and other non-cetaceans, 112 can handle an urgent safety or animal-welfare situation, but the detailed regional route is not established uniformly by the cetacean protocol.
Common reporting mistakes to avoid
- Waiting for certainty about species. Report an unknown marine mammal and describe its size and shape.
- Giving only a beach name. Add the municipality, landmark, access point or coordinates.
- Leaving before the callback. Remain available if the site is safe, or explain where you moved.
- Entering the water to improve the report. A distant observation is safer than a close inspection.
- Assuming a carcass is harmless because it is dead. Waves, shifting mass and biological exposure remain hazards.
- Calling several agencies while delaying 112. For a cetacean, use 112 first and let the centre route the alert.
- Promising a particular response. Authorities decide whether to examine, recover, leave or otherwise manage the animal.
Quick checklist
- Move yourself and other people away from the animal and the waterline.
- Call 112 first for a stranded or dead whale, dolphin or porpoise.
- For another marine mammal, call 112 when the animal is urgent, injured, stranded or creating a safety hazard, then follow the operator’s directions.
- Give your name and callback number.
- Give the beach or site, municipality, coordinates if available and a nearby landmark.
- State whether the animal is alive or dead and describe its approximate type or size.
- Describe its position, visible condition, tide, waves and other sea conditions.
- For a floating carcass, add distance from shore, drift information and any navigation danger.
- Remain available for the coordinator’s callback if it is safe to do so.
- Leave touching, rescue, examination, recovery and disposal to trained responders and authorities.
The official basis for this guidance
The procedures for cetaceans come from Spain’s Ministry for the Ecological Transition and the Demographic Challenge (MITECO), Protocolo Nacional de actuación ante varamientos de cetáceos. It is a national protocol focused on whales, dolphins and porpoises. Its reporting instructions support calling 112, collecting precise location and condition information, and keeping the public away from physical and health hazards. Regional implementation and carcass-management decisions remain subject to the competent territorial authorities and local rules.

What if I cannot tell whether the animal is alive?
Say that you are unsure and describe any visible movement, breathing, bleeding or response. Do not approach to test it. The coordinator can decide what assistance is appropriate.
Should I push a live whale or dolphin back into the sea?
No. Do not push, tow, roll, feed or pour water over it. A stranded cetacean can move suddenly, and surf and handling can injure both the animal and the public. Call 112 and wait for trained responders.
What information is most important if the animal is floating offshore?
Report the best available coordinates or landmark, approximate distance from shore, direction of drift, the animal’s size and condition, sea state and any immediate navigation hazard. Do not launch a private boat to recover it.
Is every dolphin seen close to shore stranded?
No. Nearshore swimming can be normal when the animal is moving and shows no serious injury, swimming difficulty or other abnormal sign. Observe from land. Report repeated grounding, entanglement, obvious injury, abnormal breathing or inability to swim normally.
Do the same contacts apply to seals?
Not necessarily. The national protocol is for cetaceans and does not establish one identical route for seals and every other marine mammal in every autonomous community. Use 112 for an urgent animal or safety situation and follow the operator’s instructions.
Can I take a sample or arrange disposal of a carcass?
No. Do not cut, sample, transport, bury or privately dispose of the animal. Authorities and trained teams decide whether it is examined, recovered, left in place or managed under local and protected-area rules.
What if the beach becomes unsafe while I wait?
Move to a safe location immediately and tell 112 or the coordinator where you went. Report rising water, stronger surf, rockfall, blocked access or changes in the animal’s position. Never remain at the shoreline just to keep watch.
