If you find an injured bald eagle, keep people and pets away, do not touch or move the bird, and call a permitted wildlife rehabilitator or your local or state wildlife agency. If you find a dead eagle, leave it where it lies when feasible and report the exact location to your state wildlife agency or the U.S. Fish and Wildlife Service (USFWS). Suspected shooting, poisoning, electrocution, intentional killing, or removal of feathers or body parts should be reported immediately to USFWS Office of Law Enforcement at 1-844-397-8477.
Choose the correct reporting route first
The eagle’s condition and the apparent cause determine who should receive your call. Use this decision table before approaching the site.
| Situation | First contact | What to do at the site | Additional route |
|---|---|---|---|
| Alive and injured, with no obvious crime | Permitted wildlife rehabilitator, local animal control or county wildlife agency, or your state wildlife agency | Keep people and pets back. Do not touch, feed, inspect, or move the eagle. | Ask the agency which qualified professional will take custody. |
| Dead, with no obvious crime | State wildlife agency or USFWS | Leave the carcass in place when feasible. Do not collect feathers, talons, bones, or other parts. | Wait for handling or transport instructions. |
| Alive or dead with suspected shooting, poisoning, electrocution, intentional killing, or removed parts | USFWS Office of Law Enforcement at 1-844-397-8477 | Photograph from a safe distance and avoid disturbing the scene. | Notify the state or local wildlife authority as directed. |
Do not use a routine animal-rescue number as a substitute for the law-enforcement call when a deliberate act or dangerous human-made cause is suspected. Conversely, an ordinary injury should go first to qualified wildlife-care personnel or the appropriate state or local wildlife office.

1. Make the area safe without approaching the bird
Move people, children, and pets away from the eagle and keep them from crowding the site. Stay far enough away that the bird is not pressured to move. Do not attempt to catch it, wrap it, place it in a box, or carry it to a clinic. A grounded eagle can still be dangerous to people, and an attempted rescue can worsen an injury or cause the bird to flee into traffic, water, or another hazard.

2. Call a qualified wildlife contact
Contact a permitted wildlife rehabilitator, local animal control or county wildlife agency, or the wildlife agency for your state. USFWS directs ordinary wildlife matters to state and local authorities and says injured birds should receive qualified professional care. Tell the dispatcher that the animal is a bald eagle, whether it is standing, lying down, or unable to fly, and whether an immediate hazard such as a road, power line, fence, or water is nearby.
If you do not know a rehabilitator, call the state wildlife agency or local animal control and ask for the permitted facility serving that location. Do not select a private individual solely because they offer general animal rescue; the receiving organization should be authorized and equipped to handle a protected raptor.
3. Observe from a safe distance
Watch only long enough to describe the eagle’s condition and keep others away. Note obvious bleeding, a drooping wing, inability to stand or fly, entanglement, or a collision location. Do not probe wounds, pull on fishing line or wire, remove objects, offer food or water, or try to test whether the bird can fly. Leave any capture, stabilization, and transport to the responding professional.
4. Give responders a precise location
Wildlife staff may need to find the bird quickly. Provide a street address, nearest intersection, named trail, road direction, landmark, or GPS coordinates. Explain how responders can reach the site without creating another hazard. If the bird moves, report its new position rather than chasing it.
What to do when the bald eagle is dead
Leave the carcass where it is when feasible
Report the exact location to your state wildlife agency or USFWS. Leaving the carcass in place preserves information about where the death occurred and avoids exposing you to an unknown hazard. If the body is on a roadway or creates an immediate traffic danger, tell the agency or local authority that when you call and follow its instructions.

Do not salvage any part
Do not pick up, store, mail, sell, give away, or keep the carcass. Do not take feathers, talons, bones, the beak, wings, or any other part as a keepsake. The USFWS bald-eagle guidance specifically tells members of the public not to attempt to salvage an eagle carcass or any parts or feathers. Do not remove a part just to prove that the bird was an eagle; describe what you saw or photograph it from a safe distance instead.
Wait for handling instructions
Members of the public should not transport or refrigerate an eagle carcass on their own. Tell the agency whether the body is accessible, partially hidden, near water, or in a location that could be disturbed. Ask who will collect it and whether you should remain available for a follow-up call.

When the death or injury may involve a violation
Call USFWS Office of Law Enforcement at 1-844-397-8477 immediately if you suspect intentional killing, shooting, poisoning, electrocution, or intentional removal of feathers or body parts. This route applies whether the eagle is alive or dead. It also applies when the scene contains signs that someone deliberately handled or altered the bird.
Preserve the scene
Do not touch the eagle, nearby objects, suspected bait, cartridges, traps, wires, or other material. Keep people and pets out of the area. Photograph from a safe distance, using ordinary phone images that show the wider scene as well as the bird. Do not move an object to obtain a closer picture, and do not place anything beside the eagle for scale.
Report observations, not conclusions
Describe what you actually saw: a visible wound, a firearm sound, a dead bird beneath a power line, an unusual substance, missing feathers, or a person removing something. Include when you found it and whether anyone else witnessed the event. Let law-enforcement personnel determine the cause; an appearance that suggests poisoning or electrocution is not a confirmed diagnosis.

Information to collect before you call
Write down the details below from a safe distance. Having them ready reduces delays and helps wildlife staff decide which response is appropriate.
- Date and time: Record when you found the eagle and, if known, when you last saw the area undisturbed.
- Exact location: Give the street address, county, nearest intersection or landmark, GPS coordinates, and the side of a road, trail, shoreline, or property where the eagle lies.
- Condition: State whether it is alive or dead. For a live bird, describe whether it can stand, fly, or move one or both wings.
- Visible injuries or circumstances: Note bleeding, entanglement, collision damage, a nearby vehicle, a power line, fence, fishing gear, or other apparent hazard without touching anything.
- Possible cause: Report sounds, substances, wires, bait, gunshots, or people at the scene as observations. Do not handle suspected evidence.
- Identification details: Look for a leg band, color marker, or tracking device only from a distance. Record its color, position, and any readable marking; never capture the bird to inspect it.
- Access and safety: Explain whether the site is on a road, private property, a trail, water, or near power equipment, and whether people or pets are approaching.
- Your contact details: Give a phone number and say whether you can guide responders to the location or provide additional photographs.
USFWS policy calls for prompt reporting and standardized injury and mortality documentation. If you observe a banded bird, band recoveries should also be reported to the USGS Bird Banding Laboratory. That report supplements, rather than replaces, the wildlife-agency or law-enforcement call.
Which authority should you contact in your state?
State and local agencies handle routine wildlife reports
State wildlife agencies, county wildlife offices, and local animal-control departments are the normal starting points for an injured eagle when there is no apparent deliberate act. They can identify a permitted rehabilitator, coordinate a field response, and explain the state’s procedure for a carcass.
Federal law enforcement handles suspected violations
USFWS Office of Law Enforcement is the direct federal contact for suspected shooting, poisoning, electrocution, intentional killing, or intentional removal of eagle parts. Make that call promptly even if you have already notified a state agency.
Why a state-specific number should not be guessed
Hotlines and routing instructions differ by location. A number that works in one state may send a caller elsewhere or provide only general information. Ask for the reader’s state before relying on a routine wildlife hotline.

Florida example
Florida Fish and Wildlife Conservation Commission (FWC) directs the public to a local rehabilitator, the Audubon Center for Birds of Prey, or FWC Wildlife Alert at 1-888-404-FWCC (3922). These are Florida options; they should not be presented as a nationwide number.
Washington example
Washington guidance says to contact a permitted rehabilitator for an injured eagle, not touch or move it, and to contact USFWS about a dead eagle. The example illustrates why the correct state instructions matter and why a caller should verify the route with the agency serving the location.
How agencies may handle remains
The National Eagle Repository is the federal collection and distribution point for deceased bald and golden eagles. Under 50 CFR 21.16(a), remains may also be turned in to a federal, tribal, or state wildlife agency. That does not authorize a finder to collect or transport a carcass. Contact the responsible agency first, describe the location, and wait for instructions about custody or collection.
Do not promise feathers or other parts to another person, organization, or ceremony. If someone asks you to remove or save material, explain that the carcass has been reported and direct the request to the wildlife authority.
Common mistakes and the safer alternative
- Trying to rescue the eagle yourself: Call a permitted rehabilitator or wildlife agency and keep the area clear instead.
- Feeding or giving water to an injured bird: Leave treatment decisions to qualified wildlife professionals.
- Moving a carcass out of curiosity: Report the location and leave it in place when feasible.
- Taking a feather or talon as proof: Photograph from a safe distance and describe the observation.
- Cleaning up a suspected poisoning or shooting scene: Preserve the scene and call USFWS Law Enforcement at 1-844-397-8477.
- Using a generic national hotline without checking the state: Contact the wildlife agency for the state where the eagle was found and request the local procedure.
- Inspecting a band or tracker by handling the bird: Record visible markings from a distance and report them to the responding agency; submit band information to the USGS Bird Banding Laboratory as appropriate.
- Providing only a town name: Add coordinates, an address, a landmark, or a road-and-direction description so responders can locate the bird.

"I found a [live injured/dead] bald eagle at [exact location] at [time and date]. I can see [brief condition or hazard]. I have not touched or moved it. There is [or is not] a possible shooting, poisoning, electrocution, intentional killing, or removed-part concern. My phone number is [number], and I can describe the access route."
For a suspected violation, call USFWS Office of Law Enforcement at 1-844-397-8477 first and state that you are reporting a possible eagle-law violation. For an ordinary injury, ask the state or local authority to connect you with a permitted rehabilitator. For a dead eagle without an apparent violation, ask the state wildlife agency or USFWS for reporting and collection instructions.
What to expect after reporting
The responding authority may ask you to repeat the location, describe access, send photographs, identify nearby hazards, or remain available while a permitted person is contacted. Follow the instructions you receive rather than arranging independent transport. If the eagle moves, a carcass is disturbed, or a new hazard appears, update the agency with the new facts and location.
Keep your notes and photographs until the agency confirms that no further information is needed. Do not post close-up images that reveal a suspected scene has been disturbed, and do not encourage others to visit the site. The most useful report is prompt, precise, and limited to observations made without handling the eagle or its remains.
The Bottom Line
Keep away from an injured eagle and call a permitted rehabilitator or state or local wildlife authority. Leave a dead eagle in place when feasible and report its exact location. For suspected shooting, poisoning, electrocution, intentional killing, or removed parts, call USFWS Office of Law Enforcement at 1-844-397-8477.
