The safest replacement depends on what you mean by “cross-platform.” If you want one package manager installed on multiple systems, Homebrew is documented for macOS, Linux, and Windows Subsystem for Linux (WSL) 2. If you want one command interface while each operating system keeps its native package manager, Meta Package Manager (mpm) is the closer fit. Neither approach guarantees that every WinGet, Homebrew, or APT package exists in every catalog.
Do not uninstall your current manager first. Export or record the applications you actually need, map them by application rather than by package spelling, install the destination tools, and verify the result before removing anything. WinGet and Homebrew use different inventory formats, while an equivalent APT export/import workflow is not established here.
What “replace” can mean
WinGet, Homebrew, and APT are native package-management tools for different operating-system environments. Replacing one with a cross-platform tool can mean either sharing one catalog and command set across systems or hiding several native managers behind a common command.

Homebrew documents use on macOS, Linux, and WSL 2. That gives a macOS and Linux team a familiar command style and lets a Brewfile describe supported dependencies. WSL is a Linux environment inside Windows; this does not make Homebrew a native Windows package manager for ordinary Windows applications.

One command layer over native managers
Meta Package Manager (mpm) is designed as a command-line interface that can work through several existing manager ecosystems. This model keeps platform-specific catalogs underneath the common interface. A command that works on one computer can therefore dispatch to WinGet, Homebrew, APT, or another supported backend, but the available package names and capabilities still depend on that backend.
Keep native managers and standardize the inventory
If your software list is tightly coupled to a particular Linux distribution or to Windows, keeping WinGet, Homebrew, or APT may be more reliable. Store separate inventories and installation scripts in version control, and share the application-level policy rather than pretending the package identifiers are interchangeable.
Choose a migration model before changing machines

For a macOS/Linux or macOS/WSL fleet, start by evaluating Homebrew. For a mixed fleet where Windows must continue using WinGet and Linux must continue using APT, evaluate mpm or a small internal wrapper. For production images with strict distribution dependencies, retain native managers and normalize the inventory at the application level.
Inventory everything before removing a manager
Migration files describe what a tool can identify, not necessarily every program on a computer. Capture the inventory while the old setup still works, then edit it before importing.
Separate required applications from machine-specific state
- Mark tools that are required for development, administration, or daily work.
- Remove temporary utilities, old versions, duplicate runtimes, and packages installed only for a one-time task.
- Record whether each item is a command-line formula, a graphical application, a language runtime, a service, or an operating-system component.
- Record configuration, credentials, license files, and user data separately. Package managers generally do not migrate those items.
Use the application’s purpose as the key when comparing systems. A package called foo in one catalog may have a different identifier, split into several packages, or be absent entirely in another catalog.

Migrating from WinGet
Microsoft documents WinGet export as a JSON application-list operation and WinGet import as the corresponding batch installer. The export process tries to match installed applications to the configured sources. Applications without a match can generate warnings and may not appear as usable entries, so the JSON file is not proof that every installed program was captured.
1. Export the Windows inventory
- Open PowerShell on the Windows machine containing the setup you want to preserve.
- Run
winget export -o packages.json --include-versions. - Read the warnings printed by WinGet. Investigate applications that could not be matched to a configured source.
- Open
packages.jsonand remove items that are machine-specific or no longer required. Keep a copy of the original export for reference.
The --include-versions switch records the currently installed version. Without it, an import normally resolves to the latest version available from the source rather than reproducing the installed version.

For a Windows-to-Windows restore, run:
winget import -i packages.json --ignore-unavailableWinGet processes import entries serially and reports packages that are unavailable or already installed. --ignore-unavailable lets the rest of the list continue when a package cannot be found, but it does not translate a WinGet identifier into a Homebrew formula, an APT package, or another catalog.
3. Use the export as a source list for cross-platform mapping
When the destination is macOS or Linux, treat the JSON as an inventory to review, not as an import file. For every required application, identify the destination package or installer, check its operating-system support, and note any different package type. Keep Windows-only applications on a Windows path or provide an approved alternative; do not silently omit them.
Migrating from Homebrew
Homebrew Bundle can write supported installed dependencies to a Brewfile and later install those dependencies from the file. Depending on supported package types and options, the file can contain formulae, casks, and selected entries from other ecosystems.

1. Dump the current Brewfile
- On the source Mac, Linux system, or WSL environment, run
brew bundle dump --global --force. - Review the resulting
~/.Brewfile. Remove host-specific applications, obsolete tools, and anything that should not be shared. - For a project setup, move the cleaned file into the project repository and document the expected operating system and architecture.
2. Install from the Brewfile
On the destination environment, run:
brew bundle install --file ~/.BrewfileHomebrew Bundle installs the dependencies it can resolve from the file. Inspect its output for skipped, unavailable, or already-installed entries. A Brewfile is not a universal conversion format: it does not make every formula or cask available on every supported operating system, and support for non-Homebrew categories differs by platform. For example, Flatpak support is Linux-only, while WinGet entries are for WSL.
3. Treat version information correctly
Homebrew is a rolling-release manager. Its documentation says Brewfile is not a lockfile for pinning arbitrary historical versions, and Homebrew does not promise installation of any old version on demand. If a build requires reproducibility, use the version-pinning or dependency-locking mechanism appropriate to that particular tool or project, and document the operating-system and architecture assumptions separately.
What to do with APT
APT package names and availability are tied to the Debian-family distribution, repository configuration, release, and architecture. An equivalent official APT snapshot/export procedure is not established here, so do not rely on an unverified one-command conversion.
Build a deliberate application inventory
- List the applications and services you deliberately installed, distinguishing them from the distribution’s base system.
- For each item, record its purpose, required version or compatibility range, service configuration, data directory, and whether it came from an APT repository or another installer.
- Map the application to a package in the destination catalog. The destination may use a different name, a language-specific installer, a container, or an upstream binary.
- Recreate configuration and data using your existing backups or deployment scripts; an application package alone does not restore those files.
Do not treat every package returned by a local package listing as a personal application. Base libraries, kernel components, and distribution plumbing should be recreated by the destination operating system rather than copied blindly into a different platform.
Map applications, not package spellings
There is no documented direct WinGet-to-Brewfile or APT-to-WinGet converter in the material available for this guide. A reliable cross-platform migration therefore uses a mapping sheet or manifest with one row per required application.

Resolve ambiguous entries before installation. If a destination catalog has no equivalent, mark the item as unavailable and decide whether to retain the original operating system, use an alternative, or remove the dependency. Do not claim package parity merely because both managers use similar command syntax.
Install the destination and verify it
- Prepare the operating system. Confirm the supported release, architecture, user permissions, repository configuration, and network access for the destination manager.
- Install the manager using its current official route. Installation details change, so follow the project’s documentation for the exact operating system rather than copying a command intended for another platform.
- Apply the cleaned inventory. Use Homebrew Bundle for a Brewfile, WinGet import for a Windows JSON restore, or the destination manager’s native commands for individually mapped applications.
- Read every warning. Record entries that are unavailable, already installed, skipped because of platform constraints, or resolved to a different version.
- Validate applications and services. Launch graphical applications, run command-line tools, check service startup, verify plugins and compilers, and test access to required data.
- Compare versions against the manifest. A latest-version install is not equivalent to the old version unless your compatibility policy allows it.
- Keep the old setup until acceptance. Do not remove WinGet, Homebrew, APT, or the original machine image until the destination passes the checks and your configuration/data backups are confirmed.
Homebrew platform requirements and layout
Homebrew’s Linux documentation requires a managing account with write access to the installation, a working system C compiler, and standard development tools. Debian and Ubuntu prerequisites listed by Homebrew include build-essential, procps, curl, file, and git. Confirm the current prerequisites for the exact distribution and architecture before installation.
The documented default prefixes are /opt/homebrew on Apple Silicon macOS and /home/linuxbrew/.linuxbrew on Linux. Shell initialization on Linux uses the brew shellenv command. A user who cannot write to the selected prefix or who lacks the compiler toolchain can see installation or build failures even when the Brewfile itself is valid.
Homebrew’s installation documentation also states that Catalina and older macOS versions will not run current Homebrew. Other older configurations and architectures have changing support status, so verify the current support page for the machine you are targeting instead of assuming that a Brewfile guarantees compatibility.

Common failure modes and fixes
An application is missing from a WinGet export
Check the export warnings and configured sources. The application may not have matched a source entry. Add it manually to the migration manifest and choose a destination installer; do not infer that it was never installed.

The import installs a newer version than expected
WinGet exports the current version only when --include-versions is used, and an import without a usable version constraint can select the latest source version. Decide whether the newer build is acceptable, then test it before retiring the old system.
A Brewfile entry works on one operating system but not another
Check the entry’s package type, architecture, and platform support. Formulae, casks, Flatpaks, and WSL-specific entries do not have identical availability. Split the manifest into shared and platform-specific sections when necessary.
Homebrew fails while building on Linux
Verify compiler and development-tool prerequisites, write access to the installation prefix, shell initialization, and the distribution’s supported architecture. A valid Brewfile cannot compensate for a missing system toolchain.
mpm finds a command but not the expected package
Remember that mpm is a common interface, not a universal catalog. Inspect which native backend it selected, search that backend’s repository, and map the application to the identifier available on that operating system.
The destination installs successfully but the application does not work
Restore configuration, credentials, plugins, environment variables, and data separately. Then run the validation check recorded in the manifest. Package installation confirms files were deployed; it does not prove that the application’s state or integrations were migrated.
