On a standard Debian or Ubuntu Apache2 installation, replace the welcome page by creating or editing /var/www/html/index.html. Apache serves that file for the site root when the active virtual host uses /var/www/html as its DocumentRoot and index.html is first among the configured directory-index filenames. If your request is handled by another virtual host, put the file in that host’s document root instead.
How Apache chooses the page at the site root
A browser request for https://example.com/ does not point directly to a filename. Apache first selects a virtual host, reads that host’s DocumentRoot, maps the URL path into that directory, and then decides which file should answer a directory request.
With the packaged Debian or Ubuntu site, the mapping normally looks like this:

When the URL identifies a directory, Apache’s mod_dir module checks the names listed by DirectoryIndex. Apache documents index.html as its default. Ubuntu’s packaged configuration in /etc/apache2/mods-available/dir.conf starts with index.html index.cgi index.pl index.php index.xhtml index.htm. Apache returns the first name in that order that actually exists.

First identify the virtual host and DocumentRoot
Do not assume that the file you edit is the file Apache serves. Multiple sites can run on one server, and each virtual host can have a different root directory. The request’s hostname, port, and virtual-host configuration determine which tree Apache uses.
Check the packaged default site
On a basic Ubuntu installation, the default virtual-host file is commonly /etc/apache2/sites-enabled/000-default.conf. Open the active configuration and find its DocumentRoot line. If it says /var/www/html, the replacement file belongs at /var/www/html/index.html.

The filename under sites-enabled is only a common default, not a guarantee. A server administrator may have enabled another site, changed the file, or configured a separate name-based virtual host. Always use the DocumentRoot belonging to the host name you are testing.
Use the hostname you intend to serve
After editing, request the site with the same host name that selects the virtual host. Testing an IP address, an alternate host name, or a different port can legitimately show another site’s page even when your new file is correct.
Replace the default page in the standard location
This is the shortest procedure when the active virtual host already points to /var/www/html.

- Back up the shipped page. Copy the existing
/var/www/html/index.htmlto a dated backup outside the web root. Keeping the backup outside the served directory prevents visitors from downloading an old copy as another web page. - Create a complete HTML document. Edit
/var/www/html/index.htmland write the markup you want visitors to receive. Keep the exact lowercase filenameindex.html; Linux filenames are case-sensitive. - Save the file in the active root. Do not place it in your home directory, in
/var/wwwwithout checking the root, or in a similarly named folder unless the virtual-host configuration points there. - Request the root URL. Open the intended host name and request
/. A direct request for/index.htmlis also useful because it tests the file itself rather than directory-index selection.
Debian’s packaged welcome page explicitly tells operators to replace /var/www/html/index.html before continuing to operate the HTTP server. Replacing that file is therefore the normal way to remove the packaged welcome content on the default site.

A custom root is appropriate when your site files belong in a project directory rather than the distribution’s default tree. The process has two parts: change the active virtual host’s DocumentRoot, then make sure Apache is permitted to serve that directory.
Change the virtual host
In the configuration for the host receiving the request, change DocumentRoot from /var/www/html to your chosen directory. Put your page at the new root’s index.html. For example, if the root is /srv/example-site, the home page path is /srv/example-site/index.html, not /srv/example-site/home/index.html unless the URL also includes /home/.
Permit access to the new directory
Debian notes that a document root outside the usual location may also need an appropriate directory rule in /etc/apache2/apache2.conf. A root under /srv, for example, must be allowed by Apache’s configuration before the server can return its files. The exact rule depends on the existing configuration; do not remove unrelated access controls just to make the page appear.

Understand and set DirectoryIndex correctly
The presence of an index.html file is not sufficient if another configured index name comes earlier and also exists. Apache checks the list from left to right and serves the first matching resource.

Ubuntu’s packaged list begins with:
DirectoryIndex index.html index.cgi index.pl index.php index.xhtml index.htmWith that order, an existing index.html wins over an existing index.php. If an administrator has changed the order, a different file may be returned. A file named Index.html, home.html, or default.html is not a substitute unless that exact name appears in the configured list.
When you need a different home-page filename
If you intentionally want another name to be the directory’s home page, add or reorder that name in the applicable DirectoryIndex configuration. Make the change in the scope that serves the site, then run Apache’s configuration test before reloading. For the standard replacement described here, keeping index.html first is the least surprising arrangement.
Do not enable directory listings as a workaround
If none of the configured index resources exists, Apache generates a directory listing only when Options Indexes is enabled. Ubuntu cautions that directory listings generally should not be enabled on a public DocumentRoot. A listing exposes filenames instead of providing a deliberate home page, so create the intended index file or correct the index configuration rather than turning listings on merely to avoid an error.
Validate the configuration and reload Apache
Editing only an HTML file normally does not require a configuration reload, but changing a virtual host, DocumentRoot, directory access rule, or DirectoryIndex does. Validate before applying those changes.
- Run the distribution’s Apache configuration test. On Debian-family systems this is commonly exposed as
apachectl configtestorapache2ctl configtest. Use the command provided by your installation and correct every reported syntax error before proceeding. - Reload the service after configuration changes. A reload applies the new configuration without rebooting the machine. Follow your distribution’s service-management convention; a full reboot is not required for a normal Apache reload.
- Test both URL forms. Request
/index.htmlto verify the file and request/to verify directory-index processing. - Test the correct host name. If several virtual hosts exist, use the host name that should receive the request. Otherwise you may be validating another site.
A successful configuration test does not prove that the intended virtual host was selected. It only establishes that Apache can parse the configuration. The URL, host name, root directory, filename, and index order still determine the response.

Why the old Apache welcome page is still visible
You edited the wrong file
The most common cause is a different active virtual host. Apache serves the file under the selected host’s DocumentRoot, not necessarily the default /var/www/html. Recheck the host configuration and the hostname used in your browser or HTTP client.
The filename or capitalization is wrong
Apache’s directory-index matching is ordered and exact. Index.html, index.htm, and home.html are different names. Confirm that the file is exactly index.html and is located immediately inside the active document root.
A different index file takes precedence
Look for another candidate named earlier in DirectoryIndex. If that file exists, Apache is behaving as configured. Remove the unintended candidate or put index.html first in the applicable list.

A DocumentRoot outside the normal location may be blocked by Apache’s directory access rules. Check the relevant section of /etc/apache2/apache2.conf and the virtual-host configuration. Do not solve this by broadly permitting unrelated filesystem trees.
No index file exists
If every configured index candidate is absent, Apache cannot select a home page. Depending on the options, the result may be a denied request or a directory listing. Create the intended file in the root and leave public directory indexing disabled unless you have a specific, controlled reason to expose listings.

A browser or proxy is showing a cached response
A stale cached response can make a successful edit look ineffective. Compare a fresh request, inspect response headers, and check the server’s logs before changing Apache settings. A direct request for /index.html helps distinguish cached directory behavior from a file or virtual-host problem.
Practical checks before declaring the change complete
- The request is made with the intended hostname and port.
- The selected virtual host’s
DocumentRootis known. - The new file is named exactly
index.htmland is directly inside that root. - The HTML file was backed up before replacement.
- The configured
DirectoryIndexlist is understood, including any earlier existing file. - A custom root, especially one under
/srv, is permitted by Apache configuration. - Configuration syntax passes the distribution’s test after configuration edits.
- Apache was reloaded after configuration edits.
- Both
/and/index.htmlwere tested with the intended hostname. - Any apparent old response was checked against fresh requests, headers, and logs.
What changes when you add subdirectories
Each subdirectory is mapped beneath the same document root. If the root is /var/www/html, a request for /work/ maps to /var/www/html/work/. Apache then applies DirectoryIndex within work; it does not automatically reuse the root’s index.html from the parent directory.

That means a project can have /var/www/html/index.html for the site home page and /var/www/html/work/index.html for the /work/ page. If the subdirectory lacks a matching index file, the same missing-index and directory-listing rules apply there.

Frequently overlooked details
The default page is not a special Apache object. It is an ordinary file selected by ordinary configuration. Replacing it works only when the file is in the directory Apache mapped for that request and its name appears in the directory-index list. Conversely, changing an HTML file cannot correct a request that is reaching a different virtual host.
Keep those two layers separate while troubleshooting: first establish which virtual host and document root received the request; then establish which index filename Apache selected inside that root. This order avoids changing unrelated Apache settings when the problem is simply the wrong file or hostname.
