You can renew an expired FSSAI licence only through the 180th day after its original expiry date. The post-expiry charge is three times the existing annual licence or registration fee during the first penalty tier and five times during the second. FSSAI does not permit the food business to operate from the original expiry date until the renewed licence is issued. If more than 180 days have passed, the cited renewal order does not allow renewal; check the live FoSCoS portal for the current fresh-application or remedial route before doing business.
Use the official FoSCoS portal for renewal, annual returns, application tracking and FBO Help. The exact amount payable is calculated from the annual fee shown for your licence or registration, so check the amount displayed by FoSCoS before submitting payment.

The clock starts on the original expiry date, not when you discover that the licence has lapsed. Count the days from the date printed in the licence record and keep evidence of that date.
Check the licence before choosing a remedy
Confirm the original expiry date
Open the licence or registration record and note the original validity end date, licence or registration number, business name and category. Do not substitute the date on a previous reminder, an email or a payment receipt. The post-expiry window is measured from the original expiry date recorded by FSSAI.

Identify whether it is a licence or registration
FoSCoS applies the penalty as a multiple of the existing annual licence or registration fee. Select the exact record shown in your account rather than starting a second application for the same premises. If the record is missing, use FBO Help before paying for another application.
Check whether the business is a manufacturer or importer
Licensed manufacturers and importers have an additional renewal condition: every due annual return must be filed online before using the post-expiry renewal route. Other food businesses should still review the returns and declarations shown for their record in FoSCoS, but the specific annual-return condition in the cited order applies to licensed manufacturers and importers.
File outstanding annual returns first
For a licensed manufacturer or importer, an overdue annual return can block post-expiry renewal. Sign in to FoSCoS, open the Annual Return function, select the relevant licence and submit each due return online. FSSAI’s later guidance reiterates online filing, and the annual-return area includes an express-renewal facility.
Information used by the express-renewal facility
The express-renewal page asks for the licence number, the validity end date and a verification code. Enter the validity end date exactly as it appears in the licence record. A mismatch can prevent the system from finding the licence or can attach the return to the wrong record.
Keep proof of submission
Save the acknowledgement, reference number, date and any receipt generated after each return. These records help if the renewal screen still shows an outstanding return or if a technical complaint has to be escalated through FBO Help.
Renew before expiry, including the final 30 days
The order applicable to applications from 12 January 2023 changed the treatment of renewals filed in the final 30 days before expiry. Because the renewal process is instant, FSSAI removed the former ₹100-per-day late charge for that pre-expiry period. The older calculation sometimes shown in FAQs is historical and should not be used to price a current application.

Pre-expiry procedure
- Log in at https://foscos.fssai.gov.in/.
- Choose Renew and select the active licence or registration record.
- Review the current form, business details and declarations. Correct any information that has changed through the appropriate FoSCoS modification process rather than silently submitting inaccurate details.
- Pay the amount displayed by FoSCoS and complete submission.
- Save the application reference and verify the status in Track Application.
Do not wait for the last day merely because the old daily fee has been removed. Filing early gives you time to correct a rejected payment, resolve a missing record or respond to a portal query while the current licence is still valid.
Renew within the post-expiry window
If the licence has already expired but the original expiry date is still within the permitted 180-day window, use the renewal record in FoSCoS rather than assuming that a fresh application is the right first step. The payable amount is the existing annual fee multiplied by the applicable post-expiry factor shown in the table above.
Step 1: establish the applicable tier
Calculate elapsed days from the original expiry date. FoSCoS should display the amount due, but compare it with the licence’s annual fee and the elapsed-day tier before payment. If the displayed amount appears inconsistent, do not submit a duplicate application; capture the screen and contact FBO Help.
Step 2: complete required annual returns
If you are a licensed manufacturer or importer, submit all due annual returns before opening the post-expiry renewal form. The system may not allow the renewal to proceed while a required return remains outstanding.
Step 3: submit the renewal
- Open Renew in FoSCoS and select the expired licence record.
- Complete the current renewal form and declarations exactly as requested on screen.
- Review the licence number, business details, validity dates and annual-return status.
- Pay the displayed annual fee plus the applicable post-expiry penalty.
- Save the application reference, payment receipt and submitted form.
Step 4: track issuance
Use Track Application to monitor movement from submission to approval and issuance. A submitted application is not the same as a renewed licence: the business must wait until the renewed licence is issued.
Do not operate while renewal is pending
FSSAI’s 27 October 2021 order states that food businesses may not operate from the original expiry date until the renewed licence is issued. This applies even when a renewal application has been submitted and payment has been accepted.

Operating during the gap can expose the food business to penalties and punishment under Section 63 of the Food Safety and Standards Act, 2006. The safest operational instruction is to stop the regulated food activity, preserve the application and payment records, and resume only after the renewed licence is issued and available for verification.
What counts as resuming operations?
Do not treat a payment receipt, acknowledgement number, screen showing “submitted” or an agent’s assurance as the licence itself. Confirm the issued document and its validity in FoSCoS. If the business has several premises or activities, check each relevant licence record before restarting that activity.
What to do after 180 days
The cited order says, “No renewal shall be allowed after 180th day from the original expiry date.” It does not prescribe a complete post-180-day remedy. Do not try to bypass that rule by filing an unrelated renewal or by operating on the expired number.

Verify the current FoSCoS route
- Record the original expiry date and confirm that the 180-day point has passed.
- Log in to FoSCoS and check whether the record offers a fresh application, new registration or another remedial option.
- Use FBO Help if the portal does not clearly identify the correct route.
- Ask the relevant food-safety authority what must be filed for the premises and activity before restarting.
- Do not conduct the food business until a valid licence or registration has been issued.
A post-180-day application may require a new number or a different assessment, but the cited renewal order does not establish the exact process, fee or processing time. Treat the live portal and the competent authority’s direction as controlling for that situation.
FoSCoS navigation and support
The official portal brings the main tasks together:
- Renew: starts a renewal against an existing licence or registration record.
- Annual Return: submits due online returns and provides the express-renewal entry point.
- Track Application: shows the status of a submitted renewal.
- FBO Help: provides the official support route for visibility, payment or workflow problems.
- Food Safety Mitra assistance: the portal references this assistance option; availability and any terms should be confirmed in the live portal.
Portal labels and login flows can change. Follow the labels currently displayed rather than relying on an old screenshot or a third-party checklist.

Common failure points and fixes
The licence is not listed under Renew
- Confirm that you signed in with the account associated with the licence.
- Check the licence number and original expiry date against the issued document.
- Look for an outstanding annual return if the business is a licensed manufacturer or importer.
- Capture the exact error and use FBO Help instead of creating a duplicate record.
The fee looks wrong
Check whether FoSCoS has moved the application into a different elapsed-day tier, whether the annual fee has changed for the licence category, and whether the system is using the original expiry date. Compare the calculation with the annual fee displayed in the record. If it still does not reconcile, pause payment and ask FBO Help to verify the record.
An annual return remains marked pending
Keep the submission acknowledgement and verify that the return was filed against the same licence number. A processing delay can leave the renewal screen unchanged. Escalate with the acknowledgement and licence details rather than filing a second return for the same period.
Payment succeeds but the application is not visible
Do not pay again immediately. Save the bank or payment reference, check Track Application after the portal refreshes and contact FBO Help with the transaction details if the application remains absent.
The business has changed details since the licence was issued
Use the current FoSCoS form and declarations, and follow the portal’s modification route where a change requires separate approval. Submitting a renewal with outdated premises, activity or ownership details can create a compliance problem even if the payment succeeds.

Some older FSSAI FAQ material describes a ₹100-per-day late-fee calculation, including an example of ₹3,000 on the expiry date. That material predates the order applicable to applications from 12 January 2023. Under the newer instant-renewal rule, FSSAI says there is no ₹100-per-day late fee for a renewal filed in the final 30 days before expiry. The older example should therefore be treated as historical, not as the amount for a current pre-expiry filing.

Practical decision guide
If the licence expires tomorrow
Open FoSCoS now, choose Renew and complete the form while the licence is still active. The final-30-day rule removes the former daily late fee, but early filing reduces the risk of a lapse caused by a rejected payment or missing information.
If the licence expired recently
Stop the food business, establish the elapsed-day tier from the original expiry date, file required annual returns, and submit the post-expiry renewal in FoSCoS. Keep the application reference and wait for issuance.
If the licence expired several months ago but is still within the window
Use the same renewal route, but expect the higher post-expiry multiple once the later tier applies. Do not operate while waiting.

Do not attempt a standard renewal or resume trading. Check FoSCoS for the currently available fresh or remedial application route and obtain confirmation from FBO Help or the competent authority.
Compliance checklist before you submit
- Original expiry date verified from the licence record.
- Licence or registration number copied exactly.
- Business category checked, including manufacturer or importer status.
- Every due annual return filed online where required.
- Current renewal form and declarations reviewed.
- FoSCoS fee and post-expiry multiplier checked.
- Payment receipt and application reference saved.
- Track Application status recorded.
- Operations stopped from expiry until issuance where a lapse has occurred.
- After issuance, the renewed document checked for validity and business details.
The governing wording and dates
The 27 October 2021 FSSAI order contains two decisive statements: “No renewal shall be allowed after 180th day from the original expiry date” and “FBOs shall not be allowed to conduct any food business in the period from original expiry date till the issuance of renewed license.”
The later order applicable to applications from 12 January 2023 states that “there shall be no late fee of Rs. 100 per day levied” for renewal filed in the last 30 days before expiry under the instant-renewal system. Together, these rules distinguish a pre-expiry renewal from a post-expiry lapse: the former has no old daily late fee, while the latter carries the specified multiple of the existing annual fee and prohibits operation until issuance.
