Key remapping changes what an individual key produces, while a keyboard shortcut assigns a combination such as Ctrl+Shift+S to an action. The correct setup depends on your operating system and whether you need a system-wide change, an app-specific command, or a firmware-level keymap.

Use PowerToys Keyboard Manager on Windows, App Shortcuts on macOS, or Keyboard settings in GNOME Linux. A QMK-compatible keyboard is an optional hardware route when you want the mapping stored in the keyboard itself.

Choose the right kind of change

Start by describing the result you want rather than the key combination you have in mind:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Remap a key: change the output of one physical key. For example, make Caps Lock act as Ctrl.
  • Create or change a shortcut: bind a combination of keys to an action, such as opening a command or invoking a menu item.
  • Limit a shortcut to one app: keep the same keys available for their normal meaning everywhere else.
  • Store the mapping in hardware: use programmable keyboard firmware so the keymap is not dependent on a desktop utility.

The available actions differ by platform. Windows can send another key or shortcut, insert Unicode text, launch an application, or open a URI. macOS App Shortcuts work with existing menu commands. GNOME can bind a valid system command, while QMK changes the keyboard’s firmware keymap.

Compare the available routes

Route Best for Scope What it can launch or change Important limitation
Windows PowerToys Keyboard Manager Key remaps and flexible shortcut actions Global or one process Keys, shortcuts, Unicode text, applications, and URIs PowerToys must remain running; some Windows combinations are reserved
macOS App Shortcuts Assigning a shortcut to an existing menu command One app or all applications Commands already present in an app’s menus The menu title must match exactly; conflicts can prevent operation
GNOME Keyboard settings Changing predefined desktop bindings GNOME desktop Built-in actions or a valid custom system command These steps are GNOME-specific, not a universal Linux procedure

Prepare before you remap anything

  • Write down the original key or shortcut so you can restore it if an application behaves unexpectedly.
  • Decide whether the change should be global or limited to one application. A global remap can affect editors, games, terminals, and accessibility controls at the same time.
  • Avoid using a combination you still need for sign-in, system recovery, or a frequently used application.
  • Test the new binding in a harmless text field before relying on it for work. If the mapping is app-specific, test both the target app and another app.
  • Keep a mouse or an alternative keyboard method available while experimenting, particularly when changing modifier keys such as Ctrl, Alt, Command, or Super.

Windows: remap keys and shortcuts with PowerToys

Microsoft’s Keyboard Manager is the most flexible of the desktop options covered here. The current Microsoft Learn guide is Remap Keys and Shortcuts with PowerToys Keyboard Manager (page last updated August 25, 2026).

Remap one key

  1. Open PowerToys Settings.
  2. Select Keyboard Manager.
  3. Choose Remap a key.
  4. Add a mapping, select the physical input key, and select the output.
  5. Confirm the mapping and test it in a text field.

The output can be another key or a shortcut. Keyboard Manager also supports actions such as Unicode text, launching an application, or opening a URI where the selected mapping permits that target. If you no longer need a mapping, return to the same list and remove or edit it.

Remap a key combination

  1. In PowerToys Settings > Keyboard Manager, select Remap a shortcut.
  2. Add a mapping and record the input combination.
  3. Record the output combination or choose another supported action.
  4. Save the mapping and test it with the intended application in the foreground.

Microsoft documents modifier-key requirements and limits on combination length. When a normal combination is not enough, Keyboard Manager includes a chord option for sequences. Read the on-screen requirements while recording the shortcut rather than assuming every arbitrary sequence is valid.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make a shortcut global or app-specific

Leave the target application unset when the shortcut should apply across Windows. To restrict it, enter the target app’s process name in the shortcut mapping. The same key combination can then have its normal behavior elsewhere and a special action only while that process is active.

App targeting is useful when an application uses a different command layout from the rest of Windows. It is also a way to avoid stealing a shortcut from every program when only one application needs the change.

Understand PowerToys’ operating limits

PowerToys must be enabled and running in the background for remapped keys and shortcuts to work. Closing PowerToys disables the mappings. This means the change is a software-layer remap, not a permanent alteration to the keyboard.

  • Reserved Windows combinations: combinations such as Win+L and Ctrl+Alt+Delete are reserved and cannot be repurposed normally.
  • Sign-in and security screens: Keyboard Manager does not work on password screens, so do not depend on a remapped key to enter a Windows password or unlock the computer.
  • Elevated applications: it does not work while an application is running as administrator in the situations documented by Microsoft. A shortcut that works in a normal window may therefore fail in an elevated one.
  • Games: Microsoft advises avoiding Keyboard Manager in games because compatibility depends on how each game reads keyboard input.
  • Overlapping mappings: if a remapped key is also part of another shortcut, the order in which keys are pressed can change the result. Review related mappings when a shortcut produces an unexpected action.

Use Shortcut Guide to discover existing combinations

If you only need to find a shortcut rather than change one, PowerToys includes Shortcut Guide. It provides a searchable reference for the foreground app and supported Windows shortcuts. The default activation is Win+Shift+?; you can change that activation in its settings. Shortcut Guide also requires PowerToys to be running. See Microsoft’s PowerToys Shortcut Guide utility for Windows documentation.

macOS: assign shortcuts to menu commands

macOS uses App Shortcuts for existing commands that appear in an application’s menus. It is not a general-purpose launcher for arbitrary applications or scripts.

Create an app-specific shortcut

  1. Open the Apple menu and choose System Settings.
  2. Select Keyboard, then Keyboard Shortcuts.
  3. Choose App Shortcuts.
  4. Click the add button and choose a particular application, or choose All Applications for a system-wide menu-command shortcut.
  5. Enter the menu command exactly as it appears in the app’s menu, including punctuation and capitalization.
  6. Click the shortcut field, press the desired key combination, and choose Done.

For example, if a program’s menu contains a command with a distinctive title, enter that title rather than an explanation of what the command does. macOS matches the text to the menu item; a near match is not sufficient.

When an App Shortcut does not work

  • Open the target app and verify the command’s exact menu title. Ellipses, punctuation, and wording must match what the app displays.
  • Check whether the combination is already assigned by macOS, the app, or another shortcut. A conflict can prevent the new binding from taking effect.
  • Try the shortcut with the app’s menu visible to confirm that the intended command exists in that version of the app.
  • Some applications do not allow custom shortcuts for particular commands. App Shortcuts cannot force a command that the application does not expose through its menus.

Use Apple’s Create keyboard shortcuts for apps on Mac guide for the current System Settings path. The feature assigns combinations to menu commands; it does not create a universal shortcut that launches any arbitrary application.

GNOME Linux: change built-in and custom shortcuts

GNOME’s settings can change predefined desktop bindings and create shortcuts that run a command. Other Linux desktop environments use different settings panels, so do not assume these labels or paths apply outside GNOME.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Change a predefined GNOME binding

  1. Open Activities and search for Settings.
  2. Open Settings, select Keyboard, and choose View and Customize Shortcuts.
  3. Choose a category or search for the action you want to change.
  4. Click the action’s row and press the desired key combination.
  5. Press Backspace to reset a binding, or Escape to cancel while recording one.

Choose a combination that is not already assigned to another important desktop action. If the new keys appear in the row but do nothing, inspect neighboring bindings for a conflict and test again after removing or changing the conflicting assignment.

Create a custom command shortcut

  1. In View and Customize Shortcuts, select Custom Shortcuts.
  2. Choose to add a custom shortcut.
  3. Enter a descriptive name and a valid system command.
  4. Record the desired key combination when GNOME prompts you.
  5. Run the command in Terminal first to verify its spelling, permissions, and behavior.

This method is appropriate for launching a command or application. GNOME’s documentation recommends checking the command in Terminal before assigning it, because the shortcut only invokes the command you provide; it does not repair an invalid command.

Follow the GNOME instructions at Set keyboard shortcuts. If you use KDE Plasma, Xfce, Cinnamon, or another desktop, locate that environment’s own keyboard-shortcut settings instead of copying GNOME’s labels.

Optional hardware route: a QMK programmable keyboard

A QMK-compatible keyboard can keep a customizable keymap in its firmware. This is useful when you want the same physical behavior on several computers or do not want a desktop utility running in the background.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Configure and flash a keymap

  1. Open the QMK Configurator step-by-step guide.
  2. Select your keyboard and layout.
  3. Define the keymap in the configurator.
  4. Compile the firmware.
  5. Put the keyboard into its documented flashing mode and flash the compiled firmware.
  6. Reconnect or reset the keyboard, then test every changed key.

Compatibility must be checked before buying or flashing. QMK warns that you must select the correct keyboard version, and a product advertised as QMK-powered may not be available in QMK Configurator. Verify the exact model and revision support in the configurator and the manufacturer’s documentation. No particular keyboard model is assumed here.

Firmware changes can affect the keyboard before an operating system loads, unlike PowerToys, macOS App Shortcuts, or GNOME settings. Keep the original firmware or a documented reset procedure so you can recover if an incorrect layout makes typing difficult.

Pick a method by the result you need

Your requirement Most suitable route Why
Make one physical key behave like another on Windows PowerToys > Keyboard Manager > Remap a key It directly maps an input key and supports several output types.
Use a special shortcut only in one Windows program PowerToys shortcut remap with a process target The process name limits the mapping to that app.
Assign keys to a command already visible in a Mac menu macOS App Shortcuts It binds the exact menu title without requiring a background utility.
Run a shell command from the GNOME desktop GNOME Custom Shortcuts It records a key combination and invokes a valid system command.
Use the same keymap across computers and at early boot QMK-compatible keyboard The mapping is stored in keyboard firmware, subject to model support.

Troubleshoot a shortcut that fails

Nothing happens on Windows

  • Confirm that PowerToys is running in the background and that Keyboard Manager is enabled.
  • Check whether the keys are reserved, especially Win+L or Ctrl+Alt+Delete.
  • Test outside a password screen, administrator-elevated window, or game.
  • Inspect other mappings for a remapped key that is also part of the shortcut.

The Windows shortcut works everywhere or nowhere instead of in one app

Reopen the mapping and check the process target. No target means global behavior; a target limits it to the named process. Make sure you are testing the same application process for which the mapping was configured.

A Mac shortcut does not invoke the menu command

Return to System Settings > Keyboard > Keyboard Shortcuts > App Shortcuts. Compare the entered command character-for-character with the app’s menu, then look for a conflicting system or application shortcut. If the command is not a menu item or the app disallows custom shortcuts, App Shortcuts cannot provide that binding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A GNOME custom shortcut launches nothing

Run the command in Terminal first. Correct its spelling, use a command that is available in your user environment, and then record the shortcut again. If the shortcut itself is not recorded, use a different combination and check for a conflict in the shortcut list.

A QMK keyboard behaves incorrectly after flashing

Confirm that the selected keyboard and revision exactly match the physical hardware. If the model is not listed in QMK Configurator, do not flash firmware intended for a similar-looking board. Restore the saved original firmware or the keyboard’s documented reset procedure before trying another keymap.

Keep a recovery path

Before changing a modifier or a frequently used shortcut, save a written record or screenshot of the original setting. For software remaps, know the setting page that removes the mapping. For firmware, retain the original firmware file and reset instructions. A reversible change lets you experiment without losing access to text entry, system controls, or your normal sign-in method.
