To register a Maritime Mobile Service Identity (MMSI), first identify the boat’s flag state and whether it will contact foreign ports. A U.S. recreational boat that stays in domestic waters and is not required to hold an FCC ship-station license can use an authorized private agent such as BoatUS. A U.S. boat that visits or communicates with foreign ports, or otherwise requires a ship-station license, must obtain its MMSI through the Federal Communications Commission (FCC). Canadian boats use the process administered by Innovation, Science and Economic Development Canada (ISED).

An MMSI is a unique nine-digit identity programmed into digital selective calling (DSC) radios and other maritime equipment. It must be assigned by an authorized authority or agent before the equipment is used; the FCC states, “Self-assigning an MMSI is prohibited.”

What an MMSI is and why your boat needs one

A Maritime Mobile Service Identity is a nine-digit number that identifies a vessel or maritime station to automated radio systems. When you press a DSC distress button, make a selective call, or transmit an AIS identity, the MMSI lets receiving equipment associate the signal with your boat’s record. Search-and-rescue authorities and nearby vessels can use that identity to distinguish your transmission from other boats.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The number is entered into equipment such as a fixed marine VHF radio with DSC or a shipborne universal AIS transponder. The FCC requires an MMSI before a U.S. operator uses a DSC radio, a shipborne universal AIS transponder, or an INMARSAT ship earth station. The number is not a product serial number, a call sign, or proof that a radio is licensed.

An MMSI registration is also separate from registration of an emergency position-indicating radio beacon (EPIRB). NOAA maintains the beacon registry. An EPIRB record can include the vessel’s MMSI, but entering an MMSI in a radio does not register the beacon, and registering a beacon does not assign an MMSI.

Choose the correct registration path first

The right application depends on the boat’s flag, voyage, vessel type, and licensing obligations. Do not choose a provider solely because it is convenient; an MMSI issued for one regulatory situation may not be valid for another.

Situation Correct route Important limits or notes
U.S.-registered or documented recreational boat, domestic use only, under 65 feet, not legally required to carry a radio, and no FCC ship-station license required Authorized private agent route, such as BoatUS BoatUS lists $25 for nonmembers and waives the fee for current members. Confirm eligibility and current terms on the live application.
U.S. boat that visits or communicates with foreign ports FCC ship-station licensing process Do not use a domestic-only agent number for international operation. A later FCC application can require a different MMSI and radio reprogramming.
U.S. vessel or station otherwise required to hold an FCC ship-station license FCC ship-station licensing process The MMSI is assigned as part of the FCC licensing workflow. The applicable filing fee should be checked in the current ULS filing screen.
Canadian-flagged boat ISED process, as directed by the Canadian Coast Guard Use the Canadian VHF/DSC ship-station application rather than a U.S. registration service.
Boat registered under another country’s flag The flag state’s maritime or radio authority Foreign-flagged boats should follow their own country’s designated procedure.

Why international plans change the U.S. answer

A U.S. domestic recreational registration is not a temporary placeholder for an FCC MMSI. BoatUS states that its number cannot simply be reused when the owner later applies for an FCC ship-station license. The radios may have to be reprogrammed with the FCC-issued identity. If a trip to Canada, Mexico, the Caribbean, or another foreign port is reasonably planned, determine the FCC requirement before registering or programming equipment.

Do not assume every recreational boat needs an FCC license

The FCC does not require every recreational boat to obtain a ship-station license. The requirement depends on operation and equipment, including foreign-port communications and other regulatory conditions. If the facts are unclear, use the FCC’s current licensing guidance rather than selecting a domestic agent route by guesswork.

Step-by-step: registering an MMSI for a U.S. boat

1. Confirm the boat’s flag and documentation

Locate the vessel registration or federal documentation and note the country that issued it. The flag state, not the marina’s location or the owner’s nationality, determines the normal MMSI authority. A U.S.-documented boat follows U.S. rules; a Canadian-registered boat follows Canada’s process even if it is temporarily in U.S. waters.

2. Decide whether the FCC route is mandatory

For a U.S. boat, answer these questions before opening an application:

  • Will the vessel visit a foreign port?
  • Will its station communicate with a foreign port?
  • Is the vessel required by law to carry a radio?
  • Does the vessel or station already require an FCC ship-station license?
  • Is the operation commercial, government, or otherwise outside ordinary domestic recreational use?

If any answer points to an FCC licensing requirement, use the FCC path. A domestic private-agent route is intended for qualifying recreational boats that stay within its stated limits.

3. Gather the information the application requests

Prepare the boat’s registration or documentation details, vessel name and identifying information, owner’s legal name and contact details, emergency-contact information, and the equipment details requested by the selected authority. Forms do not all ask for identical fields, so enter information exactly as it appears on the registration and follow the current form’s instructions.

4. Apply through an authorized source

For an eligible U.S. domestic recreational boat, complete the current BoatUS MMSI application. BoatUS limits this service to U.S.-registered or documented recreational boats under 65 feet that are not required by law to carry a radio or hold an FCC ship-station license and that do not visit or communicate with foreign ports. Its live page lists a $25 fee for nonmembers and no fee for current members; verify the terms before submitting.

For an FCC application, create or manage an FCC Registration Number (FRN) in the FCC’s CORES system, then use the Universal Licensing System (ULS) for the ship-station filing. Follow the active ULS application flow and read the fee shown there. Older fee charts can become outdated, so do not rely on an archived amount.

5. Special procedure for a handheld MMSI

A handheld radio is not automatically treated like a fixed radio installed on one vessel. The FCC’s handheld instructions direct applicants to ULS, select the “SA-Ship” service, choose “Portable,” and attach a request for a handheld-formatted MMSI. Use this route when the handheld’s use is not limited to one particular vessel or when current Coast Guard guidance says an FCC-issued handheld identity is required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Wait for the assigned number and verify the record

Do not invent a number while waiting. Confirm that the issuing authority has accepted the application and that the assigned nine digits match the registration record. Save the confirmation, account credentials, and any license document where the operator can retrieve them aboard the boat.

Programming the MMSI into radios and AIS

Enter the number once, carefully

Use the equipment manual to open the MMSI setup menu and enter every digit exactly as issued. A fixed VHF radio often allows the MMSI to be entered only once or permits changes only through an authorized service procedure. Check the number against the confirmation before pressing Save, Enter, or Finalize.

Use one vessel identity consistently

Fixed radios on the same boat generally use the boat’s single MMSI. Program the same assigned identity into each compatible fixed DSC radio and the vessel’s AIS equipment, unless the authority or equipment documentation specifies an exception. A mismatch can cause a distress alert or position report to identify the wrong station.

Understand handheld exceptions

The U.S. Coast Guard explains that a handheld used only with one vessel may use that vessel’s MMSI in appropriate circumstances. A handheld used among multiple boats, carried independently, or operated under another qualifying arrangement may need an FCC license and an FCC-issued handheld MMSI. Because the treatment depends on how the unit is used, check current Coast Guard and FCC instructions before programming a handheld.

If you entered the wrong number

Stop transmitting DSC alerts until the identity is corrected. Do not overwrite a locked MMSI repeatedly or substitute a guessed number. Consult the radio manufacturer’s authorized service instructions and contact the issuing agent or FCC licensing support to determine whether the unit must be reset by a technician. After correction, send a routine DSC test only if the manual and local operating procedures permit it.

Managing an MMSI after registration

Keep contact and vessel data current

An MMSI is useful only when associated records are accurate. Update the owner’s contact information, emergency contacts, vessel name, and other record fields through the same agent or licensing authority that issued the identity. Changes made only in a radio do not update the authority’s database.

Ownership transfers

An MMSI normally follows the vessel record and regulatory authority, not a new owner’s unrelated boat. Before selling, buying, or transferring a boat, ask the issuing authority how to cancel, transfer, or amend the registration. BoatUS provides account actions for managing registrations and ownership transitions. The new owner should not assume that leaving the old owner’s MMSI in a radio is acceptable.

Changing from domestic use to international use

If a boat that used a domestic private-agent MMSI later begins foreign-port travel or communications, contact the FCC before departure. The owner may need an FCC ship-station license and a new MMSI. Since the existing domestic number cannot simply be carried into the FCC process, plan time to reprogram fixed radios, AIS, and any other equipment that stores the identity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Canceling a registration

When a vessel is destroyed, permanently removed from service, or changes flag, notify the issuing authority and follow its cancellation procedure. Remove the old identity from equipment only after the authority confirms what should happen to the record and any replacement assignment.

MMSI registration versus EPIRB registration

These registrations solve different problems:

Record Purpose Where it is maintained Equipment involved
MMSI assignment Identifies a maritime radio station or vessel to DSC, AIS, and related services FCC, an authorized U.S. private agent, ISED, or another flag-state authority DSC VHF radio, AIS, INMARSAT equipment, and certain handheld arrangements
EPIRB registration Associates a distress beacon’s unique beacon identity with vessel and emergency-contact data NOAA’s beacon registry in the United States EPIRB

When registering an EPIRB with NOAA, you may be asked for the vessel’s MMSI. That field connects two records; it does not replace either registration. A boat with a registered MMSI can still have an unregistered EPIRB, and an EPIRB can be registered even if the boat’s radio identity needs correction.

Common mistakes and how to fix them

Using a self-assigned number

Problem: The owner types a nine-digit number into a radio without obtaining an assignment.

Fix: Remove the unassigned identity from service, apply through the correct authority, and program only the issued number. The FCC expressly prohibits self-assignment.

Choosing a domestic agent before an international trip

Problem: The owner registers through a domestic recreational route, then discovers that foreign-port communications require an FCC license.

Fix: Resolve the licensing question before travel. If the FCC issues a different MMSI, reprogram every affected device and update associated records.

Applying in the wrong country

Problem: A Canadian or other foreign-flagged boat uses a U.S. registration service because the application is easy to find.

Fix: Apply through the flag state. Canadian applicants should follow the Canadian Coast Guard’s direction to ISED; other boats should use their own maritime or radio authority.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Assuming two radios need different vessel MMSIs

Problem: The owner requests separate identities for two fixed radios on one boat.

Fix: Fixed radios generally share the vessel’s MMSI. Check for exceptions involving handhelds or dedicated safety devices instead of creating an extra identity.

Confusing a radio’s MMSI with an EPIRB record

Problem: The owner registers the EPIRB and assumes the DSC radio is covered.

Fix: Complete the MMSI assignment separately, then register the EPIRB with NOAA and include the correct MMSI when the beacon form asks for it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Failing to update an ownership change

Problem: A sold boat continues transmitting the previous owner’s emergency contacts.

Fix: Use the issuing authority’s transfer or cancellation process, update the record, and verify the new owner’s contact information before operating DSC.

Practical pre-departure checklist

  • Confirm the vessel’s flag state and registration or documentation number.
  • Decide whether the voyage includes a foreign port or foreign-port communication.
  • Determine whether an FCC ship-station license is required.
  • Apply through the correct authority or authorized agent; never self-assign.
  • Record the assigned nine-digit MMSI and keep the confirmation aboard.
  • Enter the identity carefully into each fixed DSC radio and AIS unit.
  • Handle handheld radios according to their actual use and current Coast Guard/FCC guidance.
  • Verify owner and emergency-contact information in the issuing database.
  • Register any EPIRB separately with NOAA.
  • Before selling, changing flag, or beginning international operation, ask the issuer how the MMSI record and equipment programming must change.

What to do when the application or equipment does not work

The application rejects the boat

Recheck the vessel length, registration country, recreational status, foreign-port plans, and licensing obligations. A domestic private-agent form may reject a boat because it is over the stated 65-foot limit, is not U.S.-registered or documented, or falls under FCC licensing rules. Use the FCC or flag-state process instead of altering facts to fit the form.

The FCC account cannot be found

Confirm that the FRN was created in CORES under the correct owner or business entity, then sign into ULS with that identity. A mismatch between the account holder and the ship-station applicant can prevent the filing from appearing correctly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The radio will not accept a new MMSI

Many fixed radios lock the identity after the first entry. Read the manual for the manufacturer’s reset procedure and contact authorized service if a reset is not user-accessible. Do not keep entering random values; an incorrect identity can compromise distress signaling.

A distress alert shows the wrong boat information

Stop and correct the programmed MMSI and the authority’s record. Check the radio, AIS, and any second fixed radio for consistency, then verify the vessel name and emergency contacts in the registration database. If the wrong number was transmitted in an actual emergency, tell responding authorities the correct identity as soon as communications permit.

Key takeaways

Register the MMSI where the boat’s flag state and operating plans require it. For a qualifying U.S. domestic recreational boat, an authorized private agent may be appropriate; international operation or another licensing obligation points to the FCC. Canada uses ISED, and other countries have their own authorities. The number must be officially assigned, entered accurately into compatible equipment, kept current after ownership or voyage changes, and treated as separate from NOAA EPIRB registration.
