Yes, you can ask Steam to refund a game you bought before it became free, but the later price change does not automatically guarantee approval. Steam’s standard rule is that you request the refund within 14 days of purchase and have less than two hours of recorded playtime. That playtime includes online, offline and shared-library use. If your purchase falls outside those limits, Steam still lets you submit a request for review, but approval is discretionary.

Use Steam Support’s purchase workflow, select the game, choose the refund option, explain that the title later became free, and select an available refund destination. Steam confirms the request by email. Approved refunds can take up to seven days to appear; approved Steam Wallet credit is generally posted within 24–48 hours.

Does a game becoming free make it refundable?

Not by itself, according to Steam’s published refund information. Steam’s Common Refund Questions page lists the normal eligibility requirements—time since purchase and playtime—but does not name a later conversion from paid to free-to-play as a separate exception or automatic entitlement. You should therefore treat the free conversion as an important fact in your request, not as a promise that Steam must approve it.

The practical test is:

  • Was the purchase made within the last 14 days?
  • Has the account recorded less than two hours of playtime for the title?
  • If either answer is no, are you prepared to ask Steam to review the circumstances rather than claim that the refund is guaranteed?

Steam states that a request can still be submitted even when it falls outside the described rules. Its support team will look at the request, but that statement gives you an opportunity for review, not a guaranteed result. Read the current Steam Support Common Refund Questions for the policy wording that applies when you submit.

Steam’s standard refund thresholds

The following figures are Steam’s published standard limits. They apply to the title purchase, not to the date on which the game later became free.

Policy point Published value How to use it
Time from purchase Within 14 days A standard request should be submitted no later than 14 days after the purchase.
Recorded playtime Less than 2 hours Steam counts total online, offline and shared-library playtime for the title.
Approved refund timing Up to 7 days Steam says an approved refund can take this long to appear; international payment methods may take longer.
Steam Wallet timing 24–48 hours Steam gives this estimate for approved credit returned to the Wallet.

The two-hour figure is not a two-hour allowance that resets when a game becomes free. It is the playtime associated with the purchase in Steam’s records. Likewise, the 14-day period is measured from the purchase date, not from the day the developer announced or applied the free-to-play change.

For the exact wording and any policy updates, consult Steam’s Common Refund Questions before submitting.

Check your situation before opening the form

Spend a minute collecting the facts Steam is likely to need. Accurate details make it easier for the support team to evaluate a request and prevent you from relying on a date or playtime estimate that conflicts with the account record.

Find the original purchase date

Open Steam Support’s purchase list and identify the transaction for the game. Use the date shown for that specific purchase, rather than the date you first installed the game, added it to your library or noticed the free-to-play announcement.

Check the recorded playtime

Steam’s standard rule uses total playtime and includes online, offline and shared-library use. If you played the title before lending access, using offline mode or reinstalling it, those sessions can still matter to the total associated with the account or library activity.

Record when the game became free

You do not need to prove that the change creates an automatic refund right—Steam’s published FAQ does not say that it does. Nevertheless, note the date or announcement you saw and explain the sequence plainly: you paid for the title, and it later became available at no charge. Avoid presenting an unverified date as a formal policy deadline.

Know where you want the money returned

Steam presents the available destination choices during the request. Depending on the transaction and payment method, you may be offered Steam Wallet credit or the original payment method. Select only an option that is actually displayed for your purchase; do not assume every payment method supports both destinations.

How to submit the refund request

Steam’s official instructions use the purchase record in Steam Help. The labels can change slightly with account or regional variations, but the path is:

  1. Sign in to Steam Help. Use the account that made the purchase. If you are signed into a different account, the relevant transaction may not appear.
  2. Open Purchases. This section lists the account’s eligible transactions and is the starting point for the request.
  3. Select the game purchase. Choose the specific transaction for the title you bought. Steam’s instructions say to find the purchase you want to refund and click it; see How To Request A Refund.
  4. Choose the issue that best describes the situation. Select the option that most closely matches your reason for contacting support. Do not choose a different issue merely because it appears more likely to produce an automatic form.
  5. Select “I’d like to request a refund.” This opens the refund form for that purchase.
  6. Complete the explanation. State the purchase date, your approximate or displayed playtime, and that the game later became free. If you are outside the standard limits, say that you are asking Steam to review the circumstances rather than asserting that the policy guarantees a refund.
  7. Choose a refund destination from the options shown. Steam may offer Steam Wallet or the original payment method. The form determines which choices are available for your transaction.
  8. Submit the form. Steam sends a confirmation by email. Keep that message until the request is resolved.

Do not submit a request for a different product or a different transaction by mistake. If you own several editions, downloadable-content packages or bundles, select the exact purchase whose price and playtime you are describing.

What to write when the game became free

A concise, factual explanation is more useful than an argument about fairness. Include the information Steam can verify in its own records and distinguish the free conversion from the refund request itself.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You can adapt this wording:

I purchased [game title] on [purchase date]. Steam shows [playtime] of playtime. The game later became free to play, so I would like Steam to review whether this purchase qualifies for a refund. I understand the standard 14-day and two-hour rules and am submitting the request for consideration.

Replace the bracketed portions with the actual title, date and playtime before submitting. The template is not a guarantee of approval; it simply keeps the request specific and avoids claiming an exception that Steam’s FAQ does not state.

If you meet the standard limits

Say so directly: identify the purchase date and confirm that recorded playtime is under two hours. You can still mention the later free conversion, but it is supplementary context. Steam’s standard rule is the main basis for the request.

If you exceed a limit

Do not alter or omit the playtime. Explain why you are asking for a review despite being outside the normal window—for example, that the title changed from paid to free after your purchase. Steam says it will look at out-of-rule requests, but the result is not assured.

Which outcome applies to your purchase?

Use this decision table to set expectations before you submit.

Purchase timing Playtime How to frame the request What Steam’s policy establishes
Within 14 days Less than 2 hours Submit a standard refund request and mention the later free conversion as context. These are the published standard thresholds.
Within 14 days 2 hours or more Submit for review only if you want Steam to consider the circumstances. The request is outside the standard playtime rule.
More than 14 days ago Less than 2 hours Ask Steam to review the later free conversion and provide the exact purchase date. The request is outside the standard time window.
More than 14 days ago 2 hours or more Submit only as a discretionary review request, with complete and honest details. Both standard conditions are unmet; approval is not assured.

This table describes how the published rules fit your facts. It does not create a new free-to-play exception. Steam’s FAQ says you may submit a request outside the described rules and that Steam will take a look at it.

How long the refund can take

After you submit, Steam sends an email confirming the request. Approval and payment are separate steps: the email confirms that Steam received your request, not that the refund has already been granted.

Refund to the original payment method

Steam says an approved refund can take up to seven days to appear. International payment methods may require longer than that estimate because the payment provider has its own processing time.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Refund as Steam Wallet credit

Steam’s published estimate for approved Wallet credit is 24–48 hours. This is an estimate for the credit to appear after approval, not a promise that every request will be approved within 24–48 hours.

If the amount has not appeared after the applicable period, check the refund email and the payment account or Wallet balance first. Keep the confirmation available when contacting Steam again so you can identify the exact request.

Common mistakes that weaken a request

  • Treating the free conversion as an automatic exception. Steam’s FAQ does not state that a paid game becoming free guarantees a refund.
  • Using the free-release date as the purchase date. The standard 14-day period begins with the transaction.
  • Ignoring total playtime. Online, offline and shared-library playtime count toward Steam’s stated limit.
  • Choosing the wrong transaction. Bundles, editions and add-ons can appear as separate purchases.
  • Requesting a destination that is not offered. Select Steam Wallet or the original payment method only when the form displays it.
  • Leaving out the key facts. Include the purchase date, recorded playtime and later price change so the reviewer can understand the request without guessing.
  • Assuming the confirmation email is an approval. It confirms receipt; the refund still has to be processed.

Worked examples

Example: recent purchase with minimal playtime

You bought the game 10 days ago and have played for 45 minutes. Submit through Purchases, select the transaction and request a refund. State that the game later became free, but rely on the standard 14-day and under-two-hour conditions as the primary basis. If approved, choose one of the destinations Steam offers.

Example: older purchase with less than two hours

You bought the game several months ago and played for 30 minutes. The playtime is below two hours, but the purchase is outside the 14-day window. You can still submit the request. Explain the paid-to-free change and ask Steam to review it; do not describe approval as an entitlement.

Example: recent purchase with more than two hours

You bought the title last week but have 3 hours and 20 minutes recorded. The purchase is within 14 days, yet the playtime exceeds Steam’s standard limit. Submit only if you want Steam to consider the circumstances, and report the actual playtime.

Example: both limits exceeded

You bought the game a year ago and played for 12 hours before it became free. Steam’s standard thresholds do not fit this transaction. A request can still be sent for review under Steam’s stated discretionary process, but you should plan for the possibility that it will be declined.

What to do if Steam declines the request

A decline means Steam did not approve that submission; it does not turn the free conversion into a stated refund guarantee. Recheck that you selected the correct purchase and that your explanation included the actual purchase date, playtime and timing of the free release. If a material fact was missing or entered incorrectly, submit a clear request for Steam to review the correct information through the same support system.

Do not create a contradictory explanation or claim that Steam published a special free-to-play exception when the FAQ does not say that it did. The strongest discretionary request is accurate, specific and limited to the transaction at issue.

Bottom line

Submit the request through Steam Help under Purchases. A purchase made within 14 days with less than two hours of total playtime fits Steam’s published standard rule. If the game became free after you paid but your purchase falls outside those limits, you can still ask Steam to review it, but the later price change alone does not guarantee a refund. Wait up to seven days for an approved refund to appear, or 24–48 hours for approved Steam Wallet credit.
