The safest way to cut data-center cooling water is to optimize the plant you already have before replacing it. Establish a consistent water-usage-effectiveness (WUE) baseline, verify that temperature and humidity controls are not more conservative than the IT equipment requires, use air- or water-side economizing when conditions allow, and tune cooling-tower chemistry and blowdown with qualified water-treatment personnel. For a major retrofit, compare dry heat rejection, direct liquid cooling, and heat reuse as complete systems—not as isolated technologies—because every option trades water, energy, cost, and operational complexity differently.

Reliability comes from a validated environmental envelope, redundant equipment, tested control sequences, commissioning, monitoring, and maintainable procedures. No cooling arrangement is automatically water-free or risk-free.

Start with a water and reliability baseline

Do not begin by choosing a cooling technology. First document how much water the facility uses, where that water goes, what it costs, and which operating conditions the IT equipment actually needs. A baseline makes savings measurable and prevents a water improvement from concealing a large increase in electricity use or upstream water consumption.

Calculate WUE with a fixed boundary

The U.S. Department of Energy Federal Energy Management Program (FEMP) defines water-usage-effectiveness as annual site water use, in liters, divided by annual IT-equipment energy use, in kilowatt-hours. The definition is useful only when the boundary remains consistent. State whether the numerator includes cooling towers only or all site water, and record how reclaimed, rain, condensate, or other alternative sources are counted. Use the same period for water and IT-energy readings.

Calculate WUE monthly and annually, but retain the underlying meter data. A lower WUE can result from a change in IT load rather than a cooling improvement. Pair it with power-usage-effectiveness (PUE), cooling-system electricity, peak demand, and—where material—energy-reuse effectiveness. The DOE’s 2019 cooling-water guidance and its 2024 data-center design guide provide useful context for setting these boundaries.

Record the conditions behind every number

Annotate weather, IT occupancy, rack density, maintenance outages, changes in water quality, and major control changes. ASHRAE identifies location, IT load, source-water quality, cooling equipment and efficiency, and humidification load as important drivers of data-center water use. Its operating guidance is equipment- and facility-classification-dependent; a summary range is not a universal setpoint. Use the current ASHRAE data-center chapter together with the actual server manufacturer limits and warranty conditions.

Map reliability dependencies

For each cooling component, identify the failure mode, the resulting IT temperature excursion, available redundancy, automatic changeover behavior, and the time operators have to respond. Include pumps, valves, controls, heat exchangers, cooling towers, dry coolers, water-treatment equipment, filters, sensors, and electrical supplies. A water-saving measure is acceptable only if its failure response is understood and tested.

Adjust temperature, humidity, and airflow controls carefully

Many facilities run colder or maintain a narrower humidity band than their equipment requires. That forces chillers, fans, humidifiers, and reheat systems to work harder, increasing both energy use and the heat that must ultimately be rejected.

Validate the allowable envelope first

  1. Inventory every IT equipment class, including older servers, storage, networking, and special-purpose hardware.
  2. Check current ASHRAE guidance, manufacturer specifications, warranties, facility classification, altitude, contamination controls, and seasonal site conditions.
  3. Define limits using measured IT inlet temperature and humidity, not only room-averaged sensors.
  4. Confirm alarm thresholds, trend intervals, and automatic fallback actions before changing a setpoint.
  5. Change one parameter at a time and review inlet conditions, fan speed, chiller lift, humidification, alarms, and equipment health through representative hot and cold periods.

DOE FEMP reports that practices enabling higher chilled-water temperatures and reduced airflow can produce 20% less chiller energy, with a corresponding reduction in cooling-tower heat load and water use. This is a source-reported result, not a guarantee: the outcome depends on the size of the adjustment, climate, equipment, and control sequence.

Avoid controls that fight one another

Review simultaneous cooling and humidification, cooling and reheat, low supply-air temperature with high fan speed, and local units operating against the central plant. Calibrate temperature, humidity, pressure, flow, conductivity, and water meters. A drifting sensor can cause an apparently conservative plant to consume water and energy without improving the IT environment.

Use economizers when outdoor conditions permit

Economizing reduces compressor work by using suitable outdoor conditions. The practical operating window depends on climate, air quality, humidity tolerance, filtration, contamination risk, and the facility’s control logic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Air-side economizing

An air-side economizer brings filtered outdoor air into the data hall and exhausts an equivalent amount of indoor air. It can avoid mechanical cooling during cool, dry conditions, but it requires a contamination strategy, pressure control, dampers, filters, fire and smoke integration, and a tested transition to mechanical cooling. Consider wildfire smoke, dust, industrial pollutants, salt air, and high outdoor humidity before increasing the economizer hours.

Water-side economizing

A water-side economizer uses a heat exchanger and cooling tower to cool the chilled-water loop during suitable mild weather, bypassing or reducing chiller-compressor operation. Keep the tower, condenser loop, heat exchanger, pumps, and controls within their design limits. Verify that the sequence handles low ambient temperatures, fouling, tower-cell failure, sensor disagreement, and a rapid return to mechanical cooling.

Measure economizer hours, compressor energy avoided, tower-water use, and the number and duration of changeovers. An economizer that saves compressor electricity but causes unstable humidity or frequent alarms is not a reliability improvement.

Reduce cooling-tower water use without overextending chemistry

Cooling towers consume water mainly through evaporation as they reject heat. Drift carries a smaller amount of water out of the tower, while blowdown intentionally removes concentrated minerals. Makeup water replaces evaporation, drift, and blowdown.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Increase cycles of concentration based on water chemistry

Cycles of concentration compare the concentration of a dissolved constituent in circulating water with its concentration in makeup water. Higher cycles generally mean less blowdown and less makeup, but the safe limit is set by scaling, corrosion, biological control, suspended solids, tower materials, and treatment capability.

DOE commonly describes two to four cycles and says six or more may be possible in suitable systems. Its cited example reports that moving from three to six cycles reduces cooling-tower makeup-water requirements by 20% and blowdown by 50%. Those are DOE-reported figures, not a universal target. Have a qualified water-treatment specialist analyze makeup chemistry, establish conductivity and chemical-control limits, and document a response for high conductivity, scaling indicators, corrosion coupons, and microbiological results.

Automate conductivity and blowdown control

  1. Install or verify calibrated conductivity sensors at the correct sampling point.
  2. Set a control limit based on the treatment program and tower design, not on an arbitrary industry number.
  3. Use automated blowdown valves with fail-safe behavior and an independent high-conductivity alarm.
  4. Trend conductivity, makeup, blowdown, chemical dosing, cycles, basin level, and heat-rejection load together.
  5. Review the trend after maintenance, water-source changes, unusual weather, or a major load increase.

Do not disable blowdown to achieve a water target. A mineral deposit that reduces heat transfer or blocks a condenser can create more downtime and water use than the original blowdown.

Use side-stream filtration for cleanliness, not as a standalone water-saving claim

Side-stream filtration removes suspended solids from a portion of the circulating water. Cleaner water can preserve heat-transfer performance and support a well-controlled treatment program. DOE cautions that filtration alone does not reduce facility water consumption unless it is combined with an operational or technology change that reduces cooling demand or blowdown. Specify the filtration rate, particle target, backwash method, disposal route, and maintenance responsibility.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evaluate reverse osmosis for blowdown recovery

Reverse osmosis can treat cooling-tower blowdown so part of it can be reused as makeup, which may be valuable where freshwater is scarce or expensive. The system produces a reject stream, consumes energy, requires pretreatment and membrane maintenance, and can increase PUE. Compare recovered liters, reject volume, electricity, chemicals, labor, replacement membranes, discharge requirements, and the local value of water before approving it.

Compare dry heat rejection with evaporative cooling

Dry coolers reject heat to outdoor air without evaporating cooling water. They can sharply reduce on-site cooling-water use, but their performance depends on ambient dry-bulb temperature, coil and fan sizing, and the required leaving-fluid temperature.

Understand the energy-water trade-off

Evaporative cooling usually rejects heat efficiently in hot weather but consumes water. Dry cooling avoids that onsite water use and may require larger equipment, more fan power, or supplemental mechanical cooling. The added electricity can have an upstream water footprint at power plants. Compare both site and upstream boundaries, local water stress, electricity prices, grid mix, climate, capacity requirements, and reliability needs. The DOE water-and-energy consolidation guideline discusses why those boundaries should be considered together.

Plan for peak conditions and redundancy

Size dry heat rejection for the design outdoor condition, not the annual average. Model high dry-bulb temperatures, fouled coils, fan failure, blocked airflow, and partial capacity. A hybrid arrangement can use dry cooling during favorable weather and another heat-rejection mode during peaks, but every transition requires tested controls and a defined failure state.

What direct liquid cooling does—and does not—solve

Direct liquid cooling transfers heat from processors, accelerators, memory, or other components into a fluid close to the source instead of first transferring all heat to room air. It can support higher rack densities and reduce server-fan and room-air cooling loads. It does not, by itself, determine the facility’s water consumption.

Trace the complete heat path

Follow heat from the component to the cold plate or immersion fluid, through the facility loop and heat exchanger, to the final heat-rejection device. That final device may still be an evaporative cooling tower. A system described as liquid-cooled can therefore continue to use substantial tower water.

Account for new operational dependencies

  • Fluid quality, leak detection, filtration, pressure, flow, and temperature need continuous monitoring.
  • Manifolds, quick-disconnects, pumps, valves, and control power require maintainable redundancy.
  • Operators need procedures for draining, filling, isolating, and repairing loops without exceeding IT limits.
  • Software and hardware controls must coordinate rack-level limits with facility-level heat rejection.

A hybrid of direct liquid cooling and dry heat rejection can switch according to outdoor conditions and heat load. It may reduce water use while preserving capacity, but it adds control loops and commissioning requirements. Treat the controls, sensors, alarms, and maintenance plan as part of the cooling system—not as an afterthought.

Use demonstrations as evidence, not promises

DOE FEMP describes an NLR demonstration using a thermosyphon cooler hybrid system and component-level warm-water liquid cooling. The related Lawrence Berkeley National Laboratory resource reports a trailing 12-month average PUE of 1.06 or better since opening for that HPC facility, which uses a chiller-less design and captures and reuses waste heat. Those results belong to that installation and do not establish equivalent water savings or reliability at another site.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Recover heat when there is a real use for it

Heat reuse can reduce the amount of heat that must be rejected outdoors. It is worthwhile only when a nearby customer can accept the available temperature and seasonal output. Potential users include district-energy systems, industrial processes, greenhouses, or domestic hot-water systems, but the match must be engineered.

Protect reliability while making changes

Water reduction should be managed as a controlled change to a critical environment.

Use validated operating envelopes

Define allowable IT inlet temperature and humidity by equipment class and location. Place sensors where racks experience the worst conditions, trend them at a useful interval, and test alarm escalation. A room-average value can hide a hot rack or a dry aisle.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Preserve redundancy and maintainability

Check N, N+1, 2N, or the site’s chosen redundancy model for pumps, fans, chillers, tower cells, dry coolers, treatment skids, controls, and electrical feeds. Confirm that a failed component can be isolated without losing the required cooling capacity. Water-saving equipment should have bypasses, isolation valves, spare parts, and a safe manual operating mode.

Commission the sequence, not only the hardware

  1. Review the intended sequence of operation against the controls programming.
  2. Test economizer changeover, tower-cell staging, dry-mode operation, liquid-loop control, alarms, and fallback modes under realistic loads.
  3. Perform sensor-failure, communication-loss, power-loss, valve-failure, and high-temperature scenarios.
  4. Record response time, capacity margin, alarm visibility, and operator actions.
  5. Repeat functional tests after firmware, controls, treatment, or major-load changes.

Train operators and document exception handling

Operators need clear limits for conductivity, temperature, humidity, flow, vibration, leaks, chemical dosing, and equipment isolation. Document who can change a setpoint, who approves a chemistry adjustment, how a tower is taken offline, and when water-saving mode must be abandoned to protect IT equipment.

Choose among options with a common decision framework

Compare the existing plant and each retrofit against the same criteria. A lower site-water number is not sufficient if it raises failure risk, energy use, or maintenance burden beyond the facility’s capability.

Decision axis Questions to answer
Water How many liters are used onsite, from which sources, and with what local scarcity, quality, discharge, and price?
Energy What are the added fan, pump, chiller, treatment, and control loads? Could upstream electricity generation add water use?
Climate How many hours support air-side economizing, water-side economizing, or dry operation, and what happens during design-peak weather?
IT conditions What rack densities, workloads, inlet temperatures, humidity limits, and growth plans must be supported?
Reliability What are the failure modes, redundancy levels, changeover times, alarm paths, and maintenance windows?
Operations Can the team manage water chemistry, liquid loops, filters, controls, sensors, and spare parts around the clock?
Capital and space What equipment, pipework, structural support, electrical capacity, treatment plant, and outage work are required?
Heat reuse Is there a credible customer, useful temperature profile, and bypass path for times when reuse is unavailable?

A practical implementation roadmap

First 30 days: measure and stabilize

  • Verify water, makeup, blowdown, and IT-energy meters.
  • Calculate WUE and PUE using an explicitly documented boundary.
  • Trend inlet conditions, tower conductivity, cycles, chemical dosing, and cooling loads.
  • Identify simultaneous heating and cooling, sensor errors, leaks, uncontrolled blowdown, and failed economizer components.
  • Freeze unreviewed setpoint changes until the operating envelope is documented.

Days 31–90: make low-risk operating improvements

  • Correct control conflicts and calibrate sensors.
  • Raise temperature or widen humidity control only within approved equipment and ASHRAE limits.
  • Optimize tower conductivity and blowdown with the treatment provider.
  • Repair economizer dampers, valves, actuators, and sequences; test fallback operation.
  • Evaluate side-stream filtration where fouling is limiting performance.

After 90 days: evaluate capital projects

  • Model dry, evaporative, hybrid, and liquid-cooling alternatives with the same weather, load, energy, water, and reliability assumptions.
  • Include peak-day capacity, redundancy, maintenance, water-treatment reject, and upstream electricity-water effects.
  • Use a staged pilot or one cooling loop where practical, with acceptance criteria for WUE, PUE, temperatures, alarms, and availability.
  • Approve a full retrofit only after commissioning plans, operator training, spare parts, and recovery procedures are funded.

What the broader evidence says about workload water use

Cooling is important, but it is not the only determinant of a workload’s water footprint. A 2025 review by Nuoa Lei, Jun Lu, Arman Shehabi, and Eric R. Masanet, published through the Lawrence Berkeley National Laboratory Energy Technologies Area, found that workload water-use variations exceeded 10,000-fold. The review attributes the spread to differences in water consumption per kilowatt-hour and server workload efficiency, alongside factors such as grid water factors, utilization, cooling type, infrastructure efficiency, climate, inactive-server share, and refresh cycle.

Its conclusion is appropriately site-specific: “Notably, there is no single recipe for minimizing water use; instead, optimal outcomes depend on tailored combinations of factors under diverse site-specific constraints.” That means a cooling-tower adjustment may be the best first move at one facility, while workload consolidation, server efficiency, or a different heat-rejection design produces more benefit at another.

Common mistakes that undermine water savings

  • Reporting WUE without a boundary: cooling-only water and total-site water are not interchangeable.
  • Chasing a high cycle count blindly: scaling, corrosion, biological growth, and lost heat-transfer capacity can threaten uptime.
  • Calling liquid cooling water-free: the final heat-rejection system may still be an evaporative tower.
  • Ignoring electricity: dry cooling or reverse osmosis can lower onsite water while increasing energy and upstream impacts.
  • Using filtration as the entire strategy: filtration supports cleanliness but does not automatically reduce consumption.
  • Applying a demonstration result as a guarantee: reported PUE or WUE values depend on that facility’s climate, load, design, and operations.
  • Changing setpoints without inlet monitoring: room averages and conservative assumptions can both hide risk.
  • Skipping failure testing: a sequence that works in normal operation may fail during sensor, valve, pump, network, or power faults.
