Reduce underwater noise by controlling the source and limiting wildlife exposure at the same time. For ships, that means quieter design, propulsion and machinery choices, maintenance, operating speeds and routing. For construction, seismic surveys and other intermittent work, it means choosing less-noisy methods, avoiding sensitive places or seasons, using measures such as bubble curtains where suitable, and monitoring animals and sound with clear pause procedures. The correct combination depends on the activity, sound frequency, species, habitat, location and applicable permit.
Why underwater noise matters
Marine animals do not experience sound as background scenery. Whales, dolphins, seals, fish and invertebrates use sound to communicate, navigate, find food and mates, and detect predators or prey. Human-made noise can mask those signals, alter movement and feeding, interrupt communication, or cause short-term and long-term stress. Effects may be acute, chronic or cumulative, depending on how loud the sound is, how long it lasts, its frequency and how often it recurs.
NOAA’s explainer puts the central point simply: “Not all sound is created equal.” A low-frequency shipping hum can overlap the hearing and communication ranges of some whales and fish even when it is not an intense impulse. A brief pile-driving event has a different profile from a continuous engine sound, so mitigation must match the source rather than rely on one universal setting.

NOAA reports that limited long-term trend data indicate a 10-decibel increase in low-frequency sound levels off the U.S. West Coast from about the mid-1960s through the early 2000s. That observation describes one region and period; it is not a global average or a prediction for every habitat.

Start with a source-and-exposure assessment
Before selecting equipment or a speed limit, identify what produces the sound and how animals could encounter it. A useful assessment separates two goals that are often confused:
- Source reduction: lowering the sound radiated into the water.
- Exposure reduction: keeping animals away from the affected area or avoiding noisy work when they are most likely to be present.
A measure can succeed at one goal without achieving the other. A quieter propeller reduces emitted sound, while a seasonal closure may leave source strength unchanged but prevent exposure during a sensitive life stage. Document both outcomes.
Characterize the sound
- Record frequency content, source level, duration and whether the signal is continuous, intermittent or impulsive.
- Map how sound propagates through local water depth, seabed, temperature and salinity conditions.
- Identify vessel traffic, construction equipment, seismic sources and other activities that may overlap in time.
Characterize the animals and habitat
- List protected and commercially important species, their hearing ranges and known seasonal distribution.
- Identify breeding, calving, feeding, migration and nursery periods.
- Check protected-area rules, fisheries constraints and the authorization conditions that define observation, exclusion or shutdown requirements.
Do not treat a hearing-injury threshold as a complete impact assessment. NOAA Fisheries’ acoustic guidance, finalized October 24, 2024, provides thresholds for onset of auditory injury and temporary threshold shift in marine mammals and links tools for pile-driving and other sound assessments. Those tools support exposure analysis; they do not capture every behavioral, population or ecosystem effect.
Reducing noise from commercial ships
Commercial shipping is an important source of chronic underwater radiated noise. The International Maritime Organization (IMO) identifies propeller movement, machinery, vessel condition, size, speed and loading among factors related to noise. Its revised guidelines address designers, builders and operators and include example templates for a ship noise-management plan.
Design or retrofit the major noise paths
- Propeller and cavitation: evaluate propeller geometry, loading and operating conditions that create vapor bubbles and broadband noise.
- Machinery and vibration: isolate engines, pumps and auxiliary machinery, and control vibration paths through foundations and the hull.
- Hull and appendages: assess hull form, appendages and flow conditions that can amplify radiated sound.
- Ship-specific planning: put design assumptions, operating limits, inspection tasks and measurement methods in a documented noise-management plan.
Engineering changes should be evaluated for the actual vessel and duty cycle. The available material does not establish one propeller design or retrofit that delivers a fixed reduction for every ship.
Maintain the vessel and propulsion system
Inspection and maintenance belong in the noise plan, not only in a safety checklist. Propeller damage, fouling, wear, misalignment and deteriorating machinery can change vibration and cavitation. Record the vessel’s condition, repair findings and acoustic measurements so that a change in sound can be linked to a physical cause. Do not promise a percentage reduction unless it has been measured for that vessel under comparable loading and operating conditions.

Use speed and routing deliberately
IMO guidance recognizes evidence associating vessel speed with underwater noise and acknowledges routeing measures in sensitive areas. A reported estimate cited in an IMO 2024 supplement found that a 10% reduction in vessel speed was associated with about a 40% reduction in total global shipping sound energy (Leaper, 2019). This is an estimate for global shipping, not a guaranteed result for an individual ship. The same supplement cautions that speed changes can affect noise and gas emissions differently depending on propeller and propulsion design.

A speed measure is most defensible when it is tied to a mapped sensitive area or season and verified with operational and acoustic data.
Measure and improve over time
Use an appropriate measurement method to establish a baseline and check whether design, maintenance or operating changes alter radiated noise. Pair acoustic records with vessel position, speed, loading and machinery status. Track wildlife observations and seasonal use where data are available. IMO’s current experience-building phase is intended to develop practical best practices for applying the revised guidelines; the guidelines themselves are voluntary and are not a global mandatory noise limit.

Reducing noise from construction, seismic surveys and other projects
Construction and survey activities can create intense, intermittent or impulsive sounds. NOAA describes a hierarchy that starts with avoiding exposure, then reducing source noise, and finally monitoring animals so work can pause when authorization requires it.
Avoid sensitive places and periods first
Move or redesign work when protected animals or important fishery species use the area, or schedule the noisiest tasks outside breeding, calving, migration or spawning periods. Seasonal and spatial decisions must be grounded in local species data and permit conditions. A calendar copied from another region is not a valid substitute for site-specific information.

Compare construction methods before the project is committed. NOAA gives bubble curtains around piles and quieter alternatives to airguns as examples of noise-control approaches. Their suitability and performance depend on water depth, current, seabed, equipment, pile geometry, weather and the way the system is installed. Treat a bubble curtain as a project measure requiring design, deployment and verification, not as a guaranteed decibel reduction.

For each alternative, document worker safety, structural requirements, schedule, energy use, emissions, cost and the frequency range that matters to local animals. A method that lowers peak pressure may not remove all lower-frequency or continuous components.
Use observers and pause rules
Projects commonly combine qualified observers with a defined exclusion or shutdown procedure. Observers watch for marine mammals and stop or delay activity when an animal enters the distance specified in the applicable authorization. There is no universal shutdown distance: the value must come from the project assessment, permit and jurisdiction. State who has authority to call a pause, how the observation is logged, what conditions allow restart and how missed observations are handled.
Monitor both sound and animals
Acoustic monitoring can show whether source levels and propagation match the assessment. Biological monitoring can reveal presence, movement and behavior that a sound meter cannot. Use both where required or where the risk warrants it, and define action levels before work begins. If measurements exceed assumptions or animals respond unexpectedly, the plan should allow a pause, method change, timing change or additional exclusion area rather than merely recording the exceedance.

Rank options against the same questions instead of choosing the measure with the most impressive headline reduction.
| Comparison question | Why it matters |
|---|---|
| What is the source and frequency profile? | A measure suited to impulsive pile driving may not address continuous low-frequency ship noise. |
| Is the sound continuous, intermittent or impulsive? | Duration and repetition change cumulative exposure and the usefulness of timing restrictions. |
| Which species, habitat and life stage are affected? | Hearing range, distribution and sensitivity vary among animals and seasons. |
| Does the option reduce emitted sound, exposure, or both? | Separating these outcomes prevents a quieter source from being mistaken for zero ecological effect. |
| Is it technically feasible and safe? | Worker safety, vessel maneuverability, structural performance and weather can limit deployment. |
| What are lifecycle cost and energy or emissions effects? | Speed, equipment and routing changes can move impacts between noise, fuel use and project duration. |
| Can results be measured and adjusted? | Baseline data, monitoring and predefined triggers make mitigation accountable and adaptive. |
Cost and procurement considerations
Noise control should be priced across the full life of a vessel or project, not as a single equipment purchase. A new propeller, machinery isolation, hull change or quieter construction method may require engineering studies, redesign, installation downtime and commissioning measurements. Operational measures such as slower speed or route changes can affect fuel consumption, emissions, cargo schedules and crew planning. Avoidance windows may extend a project or require a second work season.
Include acoustic modeling, baseline surveys, observers, hydrophones, data analysis, reporting and contingency pauses in the monitoring budget. Ask suppliers for the frequency range and operating conditions behind any claimed reduction, the measurement method, maintenance needs, and performance limits in local currents or water depths. Compare lifecycle cost with worker safety, structural reliability, permit risk and the ability to verify results. The lowest purchase price is not necessarily the lowest-cost option if it produces schedule delays or cannot demonstrate compliance.

A practical implementation sequence
- Define the activity. Record vessels, machinery, duration, schedule, operating speeds and the sound-producing steps.
- Map the receiving environment. Compile bathymetry, seabed and propagation conditions, protected areas, fisheries and local wildlife distribution.
- Establish a baseline. Measure existing sound and document vessel traffic or other concurrent sources before the work starts.
- Set an avoidance hierarchy. First test relocation, seasonal timing, route changes and reduced operating windows; then assess source-control equipment.
- Model expected exposure. Use an appropriate acoustic tool and state its assumptions, frequency range and uncertainty.
- Write the management plan. Assign responsibilities, observer qualifications, monitoring locations, action levels, pause distances and restart conditions.
- Verify during operations. Record sound, position, speed, equipment settings, weather, animal sightings and every pause or deviation.
- Adapt and report. Compare observations with predictions, correct failed measures and preserve records for regulators, operators and future projects.
Common mistakes and how to avoid them
- Assuming one decibel target protects every species. Frequency, duration and hearing sensitivity matter as much as level.
- Using a consumer product as an ocean-noise solution. The supported interventions are ship engineering and operations, project-scale controls, planning and monitoring services.
- Copying a shutdown distance from another permit. Distances are authorization- and assessment-specific.
- Promising a fixed benefit from slower speed. The effect depends on propulsion, propeller condition, loading and operating context; fuel and emissions can change too.
- Treating a bubble curtain as automatic protection. Performance depends on design, deployment and local conditions and must be verified.
- Measuring only the source. Wildlife exposure also depends on propagation, distribution and timing.
- Ignoring cumulative noise. Multiple vessels or projects can overlap, so assess the existing soundscape and concurrent activities.
- Confusing injury thresholds with all ecological effects. NOAA’s technical thresholds support auditory-risk analysis but do not represent every behavioral or ecosystem outcome.
Regulation, permits and policy
Requirements vary by country, protected area, species and activity. In the United States, NOAA says it may require measures for activities that could negatively affect marine animals or habitat. Elsewhere, national and local authorities may impose different assessment, observer, monitoring, timing or reporting conditions. Check the governing permit and protected-area rules before selecting equipment or publishing an operating procedure.

IMO’s revised shipping guidelines are voluntary guidance rather than a worldwide mandatory noise limit. The organization describes an experience-building phase through MEPC 85 in 2026. Ports and regulators can support vessel-noise measurement, ship-specific plans, incentives for quieter vessels, and routing or area measures. IMO’s GloNoise Partnership has published policy analysis and a process for national stakeholder engagement; these are industry and policy tools, not consumer products.
For any project, keep the authorization, acoustic assessment, monitoring plan, observer logs, equipment settings and corrective-action records together. That documentation demonstrates whether mitigation was implemented as designed and gives the next assessment better evidence.
What success looks like
A credible program can show four things: the source was characterized; sensitive wildlife and timing were considered; controls were selected for the actual frequency and exposure problem; and measurements or observations were used to adjust operations. No single speed, shutdown distance, device or design is established as universally effective. The strongest approach is a documented combination of avoidance, quieter source choices, careful operations and adaptive monitoring matched to local ecology and regulation.
Frequently Asked Questions
Is slowing a ship always the best way to reduce underwater noise?
No. The IMO 2024 supplement cites an estimate that a 10% reduction in speed was associated with about a 40% reduction in total global shipping sound energy, but that is not a guaranteed result for every vessel. Propeller and propulsion design, loading, condition and maneuvering all matter. Slower operation can also change fuel use, emissions, schedule and safety. Test the actual ship and route, especially near mapped sensitive habitat, rather than applying a universal speed promise.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhat is a bubble curtain, and will it protect wildlife from pile driving?
A bubble curtain releases air around a pile to alter how construction sound travels through the water. NOAA lists it as one possible control, but performance depends on water depth, current, seabed, pile geometry, equipment, weather and installation. It can reduce some components without eliminating all frequencies or exposure. The project should specify design and deployment requirements, verify performance acoustically and retain a pause procedure if animals enter an authorized exclusion area.

What shutdown distance should observers use?
There is no single distance that applies to every project. The required exclusion or shutdown distance comes from the acoustic assessment, species and activity, jurisdiction and permit. The plan should name qualified observers, give a clearly defined authority to pause work, explain how sightings are logged, state the conditions for restart and address poor visibility or missed observations. Copying a distance from another permit can be unlawful and biologically inappropriate.
Do hearing thresholds tell me whether noise is safe for an ecosystem?
No. NOAA Fisheries’ guidance finalized October 24, 2024, provides thresholds for onset of auditory injury and temporary threshold shift in marine mammals and links tools for pile-driving and other assessments. Those thresholds help analyze auditory exposure, but they do not capture every behavioral response, communication disruption, movement change, population effect or cumulative ecosystem impact. Pair threshold analysis with species distribution, timing, behavioral observations and sound monitoring.
Are IMO ship-noise guidelines mandatory everywhere?
No. IMO’s revised guidelines are voluntary guidance, not a worldwide mandatory noise limit. IMO describes an experience-building phase through MEPC 85 in 2026. A port, flag state, coastal state, protected area or project permit may still impose its own requirements for measurement, routing, speed, timing or reporting. Check the rules that govern the vessel and location before treating a recommendation as a legal obligation.
What can an individual boater or consumer buy to solve ocean noise?
There is no supported consumer product that solves the broader problem. The effective measures described by NOAA and IMO are source-specific: vessel design and maintenance, propulsion and machinery choices, operating decisions, routing, quieter construction methods, avoidance planning, observers and acoustic monitoring. Individual operators can maintain propulsion systems, avoid wildlife concentrations when local rules advise it and follow speed or route restrictions, but meaningful reductions generally require coordinated vessel, project and regulatory action.
The Bottom Line
Reduce underwater noise by first avoiding sensitive wildlife and periods, then choosing quieter ship or project methods, and finally verifying results with acoustic and biological monitoring. Match every measure to the source, frequency, species, habitat and permit; no single speed, device or shutdown distance works everywhere.
