Reduce an AI workload’s footprint by treating it as more than a model-and-server problem. Measure energy for a defined useful service, include cooling and other facility overhead, then reduce unnecessary computation, run suitable hardware at high utilization, shift flexible jobs toward cleaner hours or regions, and account for water, equipment manufacture, replacement, and e-waste. No single percentage applies to every prompt or provider: the result depends on the model, hardware, utilization, location, electricity accounting, and system boundary.

What an AI workload’s environmental footprint includes

A credible assessment starts by naming every part of the system that creates an impact. A model call can use electricity in accelerator chips, memory, networking and storage, but the data centre also consumes power for cooling, power conversion, lighting and other infrastructure. Electricity generation creates emissions according to the grid and the time of use. Cooling can consume water, while manufacturing servers and replacing them creates embodied impacts before a workload ever runs. Retired equipment becomes an e-waste and resource-recovery issue.

Component What to measure or ask for Why it changes the result
IT energy Electricity used by the CPUs, GPUs or other accelerators, memory, storage and networking for a defined training run or inference volume Model size, precision, sequence length, batching, utilization and hardware generation can change energy per useful task.
Facility overhead Cooling and power-delivery energy, preferably separated from IT electricity Overhead varies substantially by facility design and climate.
Electricity emissions Location- and time-specific emissions factor, along with the accounting method Annual renewable procurement does not necessarily mean the physical electricity is clean in every hour.
Water Direct cooling water and, if available, broader water boundaries and replenishment method Water intensity differs by cooling system, weather, local water stress and reporting boundary.
Equipment lifecycle Manufacturing impacts, server replacement interval, component reuse and end-of-life treatment Embodied impacts can be material even when operational electricity is low.
End-of-life waste Refurbishment, recycling and disposal practices for servers, batteries and networking gear Short replacement cycles increase material demand and e-waste.

These components should be reported separately before they are combined. A low operational-energy number can look misleadingly good if it excludes facility overhead or the manufacture of frequently replaced accelerators.

Put global data-centre figures in the right boundary

Public estimates usually cover entire data centres, not AI alone. The International Energy Agency (IEA) estimated that all data centres consumed 415 TWh in 2024, about 1.5% of global electricity consumption. That is a data-centre total: AI is one workload among several. The same distinction applies to the IEA’s emissions and outlook figures.

IEA figure Scope and date How to use it
415 TWh, about 1.5% of global electricity All data centres worldwide in 2024; IEA analysis published 2025 Use as context for the scale of data-centre demand, not as an AI-only total.
About 945 TWh IEA Base Case projection for global data-centre electricity in 2030, published 2025 This is a scenario, not a measured outcome, and includes every data-centre workload.
About 7% versus more than 30% for cooling Share of electricity used for cooling in efficient hyperscale centres versus less-efficient enterprise centres; IEA, 2025 Facility efficiency and design can materially change the non-IT portion of a workload’s footprint.
Around 180 Mt of indirect CO2 Emissions from data-centre electricity consumption, excluding backup power generation; IEA, 2025 This covers all data-centre workloads and should not be presented as AI emissions.
17% growth in electricity demand All data centres in 2025; IEA release dated 16 April 2026 The release says AI-focused demand grew faster, but does not provide a comparable AI-only TWh total.
Triple by 2030 Projected electricity use of AI-focused data centres; IEA, 16 April 2026 A projection sensitive to adoption, efficiency and infrastructure constraints, not a realized result.

The IEA reports that electricity use per AI task is declining rapidly while AI use and energy-intensive applications increase. Efficiency can therefore improve per task while total electricity demand still rises. Do not infer a universal energy-per-prompt value from these global figures; the public material does not establish one.

Step 1: Measure a useful service and define the boundary

Before changing a model or a data centre, establish what service the energy is buying. A training run, 10,000 accepted classifications, one hour of a customer-facing assistant, or another clearly defined unit is more useful than an isolated chip reading. Record the quality and safety level delivered by that unit so an apparently efficient but unusable result is not counted as a saving.

  1. Choose the functional unit. State the task, quality threshold, output volume and time period. For training, identify the run, dataset version, number of steps and evaluation result. For inference, record requests, tokens or other workload measures that can be reproduced.
  2. Inventory the configuration. Record model version, parameter precision, context length, batch size, accelerator type, number of devices, software stack and utilization. Include memory, storage and network services when they are material.
  3. Locate the workload. Capture region, data-centre site when available, grid connection and whether the work moved between regions. Location is needed for both electricity emissions and water interpretation.
  4. Separate IT from facility energy. Use a meter, provider report or documented estimation method for accelerator and host energy, then identify cooling and other facility overhead separately. If a provider gives only a combined number, label the boundary rather than implying that it is IT-only.
  5. Apply a time- and place-relevant emissions factor. State whether the factor represents physical grid supply, a contractual procurement instrument or an offset. Annual averages can hide high-emission hours.
  6. Declare what is excluded. Say explicitly whether the estimate includes backup generation, water, hardware manufacture, replacement and end-of-life treatment. Keep excluded items visible so later improvements do not become accounting surprises.
  7. Attach uncertainty. Meter readings, provider estimates and workload proxies have different precision. Keep the method and confidence with every number, and compare changes using the same boundary.

The reviewed public material does not provide a universal per-task water figure or a comparable provider-specific water value. A responsible baseline therefore reports the available measurement and its limits instead of filling the gap with a data-centre average.

Step 2: Use only as much computation as the service needs

Select the least demanding model that meets requirements

Start with quality, latency, safety and reliability requirements, then test whether a smaller or less computationally intensive model can satisfy them. A larger model is not automatically better for a constrained task. Define acceptance tests before switching so reduced computation does not quietly lower accuracy, robustness or safety.

Reduce numerical precision where quality permits

Quantization represents parameters with fewer bits, reducing memory movement and potentially the computation required for inference. Test the quantized model on representative inputs, edge cases and safety evaluations. The practical outcome depends on hardware and software support; quantization is a technique to validate, not a guaranteed saving in every deployment.

Remove or transfer unnecessary parameters

Pruning removes parameters or connections that contribute little to the target task. Distillation trains a smaller model to reproduce useful behaviour from a larger one. Both can reduce the resources needed for serving, but retraining, validation and any loss of capability belong in the assessment. Keep the original model available for cases where the compact model fails its tests.

Consider alternative model designs

The U.S. Department of Energy (DOE) discusses state-space designs and mixture-of-experts approaches as alternatives that may reduce computational or memory demands for suitable workloads. Their benefits depend on the task, implementation and hardware. Compare end-to-end energy for the same useful output rather than assuming an architectural label predicts efficiency.

Avoid work that does not improve the result

  • Cache repeatable results when inputs and freshness requirements allow it.
  • Batch requests when latency targets permit, so hardware spends more time doing useful work.
  • Route by difficulty. Send routine requests to a smaller model and escalate only cases that fail a quality or confidence check.
  • Use retrieval or deterministic code for information lookup, calculations or transformations that do not require generative reasoning.
  • Stop unnecessary retries and long contexts. Instrument failures, duplicate calls and oversized prompts so they can be corrected.

These are engineering hypotheses to measure in the deployment, not quantified outcomes established by the DOE discussion. A technique that lowers chip energy can increase total energy if it causes more retries, lower utilization or additional storage and networking.

Step 3: Match hardware and facility to the workload

Specialized AI accelerators can perform relevant work more efficiently than general-purpose processors, but a headline specification is not a workload result. Compare complete systems for the model and batch size you actually run. Include memory capacity and bandwidth, host CPUs, networking, storage, software compatibility, utilization and facility overhead. An accelerator that is efficient at high utilization can be wasteful when requests are sparse or memory-bound.

Cooling deserves separate attention. The IEA’s 2025 analysis places cooling at about 7% of electricity in efficient hyperscale data centres and above 30% in less-efficient enterprise centres. Those figures describe facility categories, not a guaranteed value for a particular site. Ask how the provider measures cooling, what climate and operating conditions apply, and whether the reported energy includes power conversion and other overhead.

Questions for an infrastructure or cloud evaluation

  • What is the measured energy for my equivalent useful workload, and does it include hosts, memory, networking and storage?
  • What utilization, batch size, precision and software version produced the measurement?
  • How is facility overhead allocated, and can IT and cooling energy be reported separately?
  • What hardware replacement interval and refurbishment options apply to the selected system?
  • Are water use, cooling method and local water conditions disclosed for the site?

Step 4: Shift flexible work in time or space

Training and non-urgent inference often have more scheduling flexibility than interactive, customer-facing inference. A DOE Secretary of Energy Advisory Board working group recommends exploring both temporal and spatial flexibility. Inference can sometimes be distributed in real time according to local grid load and renewable penetration when latency is not critical, while reliability requirements constrain customer-facing services.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Classify the workload before moving it

  • Flexible training: jobs that can pause, resume or run within a completion window.
  • Batch inference: scoring, indexing or generation that can wait for a lower-carbon period.
  • Interactive inference: requests with strict latency, availability or data-residency obligations.
  • Non-movable workloads: jobs restricted by law, privacy controls, hardware locality or contractual commitments.

Use a controlled scheduling policy

  1. Set a completion deadline, minimum reliability and maximum latency for the job.
  2. Obtain time- and region-specific grid-carbon or renewable-availability signals with a documented method.
  3. Choose an allowed set of regions and hours that satisfy data-residency, privacy and network constraints.
  4. Schedule, pause or migrate only within those limits, while preserving checkpoints and audit logs.
  5. Define a fallback region or time for grid events, forecast errors and hardware outages.
  6. Measure delivered work, energy, emissions, latency and failures against an unscheduled baseline.

Moving a job is not automatically beneficial. A distant region can add network energy, latency and reliability risk, and a renewable-rich hour may still rely on fossil generation at the physical connection. Treat flexibility as an operational option with explicit trade-offs.

Step 5: Examine electricity claims hour by hour

Annual renewable-energy claims are not the same as hourly, local matching. The DOE notes that power-purchase agreements and renewable-energy certificates balanced annually do not guarantee that the electricity consumed by a workload is matched with clean generation in each hour. Ask providers to distinguish four things:

  • Physical supply: the generation and grid serving the facility at the time of use.
  • Contractual procurement: agreements such as power-purchase contracts that support renewable projects but may settle on an annual basis.
  • Certificates: instruments that attribute renewable attributes and can be separate from the electricity physically delivered.
  • Offsets: claims about emissions reductions elsewhere, which are not the same as avoiding electricity emissions at the data centre.

For flexible workloads, hourly matching with local clean energy and shifting toward periods of abundant renewable generation are possible approaches. Require the provider to state the region, interval, matching rule, residual grid factor and treatment of curtailment or imported power. Keep procurement instruments separate from operational electricity in your report.

Step 6: Include water, manufacturing and e-waste

Ask for a water boundary, not a single attractive number

Cooling-water disclosure is becoming more important, but comparable water use per AI task, model or provider is not established in the available public material. Ask whether a figure covers direct evaporative cooling only, all on-site water, water consumed to generate electricity, or a wider supply chain. Request the reporting period, site, weather conditions, reuse or replenishment practices and local water-stress context.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Account for equipment before purchase

Manufacturing accelerators, memory, servers, networking equipment and cooling systems requires materials and energy. Compare replacement rates, expected service life, repairability, refurbishment and redeployment. A modest operational saving can be outweighed if equipment is replaced early, while a longer-lived system can spread embodied impacts over more useful work.

Plan the end of life

Specify secure data erasure, component reuse, certified recycling and treatment of batteries and other hazardous materials. Record what percentage is refurbished or recycled and where residual waste goes. E-waste is part of the workload’s footprint even though it appears at the end of the equipment cycle.

Compare models, clouds and facilities on equivalent evidence

Do not rank providers using incomparable marketing claims. Request the same workload, boundary and reporting interval from each candidate, then compare the following axes.

Comparison axis Evidence to request Decision question
Energy per useful workload Measured energy, model and hardware configuration, utilization, software version and boundary Which option delivers the required quality and throughput with less measured electricity?
Service performance Quality, throughput, latency, availability and failure or retry rates at the measured energy Does an energy saving survive real operating conditions?
Facility overhead Cooling and other overhead, facility type, climate and allocation method Is the IT-only figure hiding a large non-IT load?
Electricity emissions Region, time granularity, physical grid factor and procurement instruments Are emissions being matched when and where the workload runs?
Water Cooling method, direct water use, broader boundary, site and water-stress information Can water impacts be compared without mixing unlike definitions?
Lifecycle Manufacturing disclosure, replacement schedule, reuse and end-of-life treatment Will frequent hardware turnover erase operational gains?
Constraints Data location, residency, privacy, migration rules and reliability commitments Can the workload legally and safely move to the lower-impact option?

When a cell cannot be compared, label it as not stated and preserve the provider’s definition. Do not turn missing disclosure into a favorable assumption.

A practical implementation plan

Establish a baseline

Choose one representative workload and record its useful output, quality score, latency, IT energy, facility energy if available, region, emissions method, water disclosure and hardware assumptions. Save the measurement with the model and software versions so later results remain comparable.

Run controlled efficiency experiments

Test model routing, quantization, pruning, distillation, batching and caching one change at a time where possible. Keep a control configuration, use the same evaluation set and report both resource use and service quality. Include retries, failed requests and migration overhead in the measurement.

Common mistakes and how to correct them

Using a data-centre total as an AI number

Problem: A global TWh or emissions estimate is presented as the footprint of AI. Fix: Label all IEA figures as all-data-centre context and measure the specific workload separately.

Claiming that annual renewable procurement makes a workload zero-carbon

Problem: A certificate or annual contract is treated as hourly physical matching. Fix: Report physical supply, procurement and offsets separately, and use local hourly evidence when claiming operational reductions.

Optimizing tokens while ignoring service quality

Problem: A smaller model or lower precision is adopted without measuring accuracy, safety, retries or user outcomes. Fix: Define acceptance tests and count the energy of additional calls caused by failures.

Ignoring utilization and facility overhead

Problem: A chip specification is compared across systems with different occupancy, memory pressure or cooling loads. Fix: Measure end-to-end energy for the same workload and include the facility boundary.

Moving work without checking constraints

Problem: Jobs are shifted to a cleaner-looking region and then miss latency, residency or reliability requirements. Fix: Predefine permitted regions, deadlines, fallback capacity and rollback conditions.

Filling water and lifecycle gaps with averages

Problem: A generic water number or assumed equipment lifetime is used as if it were provider-specific. Fix: Request the boundary and date; if no comparable value exists, report the omission plainly.

What the current outlook means for practitioners

Efficiency remains a practical lever, but it operates against rising use. The IEA reported a 17% increase in overall data-centre electricity demand in 2025 and said AI-focused demand grew faster; its April 2026 release projects electricity use of AI-focused data centres to triple by 2030. Those are global, dated figures with different scopes and a projection, not a forecast for an individual organization. They do show why reducing energy per useful task should be paired with demand management, scheduling and transparent procurement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The IEA was early in recognising that there is no AI without energy – and that countries that provide secure, affordable and rapid access to electricity will be one step ahead,

Fatih Birol, IEA Executive Director, IEA press release, 16 April 2026

For an organization, the most defensible claim is therefore specific: describe the service, measurement boundary, hardware, location, time period and accounting method, then show the change against a consistent baseline. That level of detail lets engineering, procurement and sustainability teams act on the same evidence without pretending that one renewable claim or one model technique settles the entire footprint.
