Reduce stutter by measuring a repeatable scene first, identifying whether the CPU, GPU, memory, storage, power mode, or background software is limiting the game, and then changing one setting at a time. Start with reversible changes: close unnecessary apps, select the correct GPU, lower render resolution or heavy effects, and test Windows’ performance mode while plugged in. These steps can expose the real bottleneck, but software tweaks cannot remove every limit imposed by older hardware.

What stutter and low FPS actually mean

“Low FPS” and “stutter” describe results, not causes. Average frames per second can be low because the graphics processor cannot render the selected image quality, because the processor cannot prepare game logic quickly enough, or because another process is competing for resources. A game can also show a reasonable average FPS while feeling uneven when some frames take much longer than the others.

Microsoft’s Windows performance guidance identifies several possible contributors to a slow PC, including background applications, software updates, low free disk space, and hardware that no longer meets current software demands. Treat the symptom as a diagnostic starting point rather than assuming that one popular tweak will fix every game.

Start with a repeatable baseline

Do not compare a crowded multiplayer fight with an empty tutorial area. Pick a scene that you can reproduce: the same save point, route, benchmark run, or training map. Use the same display mode, resolution, power source, and game settings for each test.

  1. Restart the PC if it has been running for a long time, then launch only the game and the monitoring tools you need.
  2. Play the chosen scene for long enough to include the slowdown. Record average FPS and note exactly when the hitch occurs.
  3. If your overlay supports it, record frame-time behavior or a 95th-percentile frame-time value. AMD’s Radeon Game Advisor, on supported Radeon systems, displays average FPS, 95th-percentile information, and performance graphs.
  4. Write down image quality, resolution or render scale, power source, visible fan behavior, and whether the game is fullscreen, windowed, or borderless.
  5. Change only one variable, repeat the same scene, and compare the result with the baseline.

A useful test records more than the largest FPS number. Compare average FPS, consistency of frame times, image quality, power draw, heat, and fan noise. A setting that raises the average while creating severe heat or distracting visual loss may not be a practical improvement.

Find the component that is limiting the game

Open Task Manager with Ctrl+Shift+Esc while the game is running. The Performance tab shows CPU, memory, disk, and GPU activity. A GPU overlay can add per-frame information, but Task Manager is sufficient to identify obvious contention from other applications.

What you observe Likely interpretation First action
GPU usage stays near its limit and lowering resolution improves FPS The graphics workload is the immediate constraint. Lower render scale, resolution, anti-aliasing, ambient occlusion, shadows, or other expensive effects.
One or more CPU cores are heavily loaded while GPU usage is low The game may be CPU-limited by simulation, draw-call preparation, or background work. Close competing applications, reduce CPU-heavy settings such as view distance where available, and check power or thermal limits.
Memory is nearly full and disk activity rises during hitches Windows may be paging data or another application may be consuming available RAM. Close unnecessary programs and startup items; investigate memory pressure before buying a graphics upgrade.
Disk activity spikes when assets load or the game pauses briefly Storage throughput, free space, or asset streaming may be involved. Check storage capacity and usage. Consider an SSD only when the evidence points to storage or loading problems.
Usage is moderate but clocks fall as the system gets hot Thermal or power management may be reducing performance. Test on AC power, improve airflow, and compare temperatures and clocks during the repeatable scene.

These observations are clues rather than proof. A short monitoring sample can miss a transient spike, and some games distribute work unevenly across CPU cores. Use the same scene and repeat a result before making a purchase.

Reduce rendering load inside the game

In-game settings are usually the safest first performance controls because they directly reduce the work the game asks the GPU to perform. AMD’s Game Advisor examples include lowering quality presets, advanced rendering options, render scale, and display resolution. They are possible recommendations, not guaranteed gains for every title.

Lower resolution or render scale

Resolution determines how many pixels must be produced. Render scale lets a game render internally at a lower resolution while keeping the display output at its selected size. Lower the render scale in small steps and watch for a clear improvement in the same scene. If the image becomes too soft, try a modest reduction combined with targeted effect changes instead of immediately selecting the lowest preset.

Reduce expensive effects selectively

  • Anti-aliasing: Try a less demanding mode if the game offers several choices.
  • Ambient occlusion: Lowering or disabling it can reduce shading work in scenes with many objects.
  • Shadows and volumetric effects: These can be costly in scenes with many lights, fog, or long view distances.
  • Reflections, foliage, and crowd density: Reduce them when the game exposes separate controls and the bottleneck appears GPU- or CPU-related.
  • Texture quality: Lower this mainly when available video memory is a concern; it is not automatically the best first setting for a pure shader or CPU limit.

Change one option at a time. If you lower every setting simultaneously, you will not know which change helped or which image-quality loss was unnecessary. Keep a written note of each test so you can restore a preferred setting later.

Make sure Windows is using the correct GPU

Laptops and some desktop systems have more than one graphics processor. A game can start on an integrated GPU even when a discrete GPU is available, producing unexpectedly low performance.

  1. Open Settings > System > Display > Graphics.
  2. Find the game in the app list. If it is absent, use the option to browse for the game’s executable file.
  3. Select the game, choose Options, and select the appropriate graphics preference for your hardware.
  4. Save the choice, close the game completely, and launch it again. Verify the selected GPU in Task Manager or the vendor overlay.

The exact preference names can vary by Windows release and driver. This setting is useful only on a PC with multiple GPUs; it does not create additional graphics capability.

Use Windows gaming and power settings carefully

Windowed-game optimization in Windows 11

Windows 11 includes windowed-game optimization for compatible DirectX 10 and DirectX 11 games running in windowed or borderless modes. It is not a universal option for every game, API, or fullscreen configuration. If a compatible game stutters in borderless mode, compare its behavior with the feature enabled and disabled, using the same scene. A change that helps one title may do nothing for another.

Best performance power mode

Windows offers a Best performance power mode that can allow the CPU to run at higher performance when needed. Microsoft also warns that it uses more power; on a laptop it can drain the battery faster and make the computer warmer. Test it while the charger is connected, then compare average FPS, frame-time consistency, temperature, and fan noise.

Do not treat maximum performance as a free upgrade. If the system is already thermally constrained, extra heat can cause clocks to fall later and make sustained performance worse. Return to a balanced mode when the game does not benefit or when battery life and temperature matter more.

Remove background contention before changing hardware

In Task Manager, inspect the Processes and Startup apps views. Close applications that are not needed for the test, especially programs performing downloads, video encoding, synchronization, browser-heavy work, or overlays. Disable only startup items you recognize; leave security software and essential drivers alone unless you know the consequences.

Repeat the game test after closing a suspected process. If the hitch disappears, re-enable items one at a time to identify the conflict. A background application that uses little CPU on average can still cause a short spike at exactly the wrong moment, so look at timing rather than only the overall percentage.

Install Windows and applicable graphics-driver updates through their official update mechanisms, then retest. Updates can fix compatibility problems, but they can also alter performance or reset game settings. Record the driver and game versions when a result changes so you can distinguish a setting improvement from a software-version change.

Check storage without assuming an SSD raises FPS

Windows Storage settings show the drive type, capacity, and current usage. Low free space is a general performance concern, and a nearly full system drive can complicate updates, temporary files, and game asset management. Remove unneeded files or move large data so the operating system and game have reasonable working space.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

An SSD is a sensible consideration when the evidence points to slow loading, asset-streaming pauses, or a storage device that is nearly full or otherwise constrained. The available guidance does not establish an SSD as a universal cure for low frame rates or stutter caused by a saturated CPU or GPU. Check the interface, physical size, operating-system support, and game-library location before buying a drive.

Optional Radeon features: when they may help

Radeon Boost

AMD describes Radeon Boost as dynamically adjusting resolution in supported games. The intended trade-off is lower image resolution during motion in exchange for additional rendering performance. Availability depends on supported Radeon hardware, software, and games, and the feature is not a general Windows fix.

Radeon Chill

AMD describes Radeon Chill as dynamically regulating frame rate based on movement. It may conserve power and reduce heat, which can be useful on a low-power laptop, but it can also change the frame-rate behavior you are trying to measure. Test it separately from other changes and decide whether smoother power and temperature behavior is more valuable than the highest possible FPS.

Vendor features should be evaluated like any other setting: use a repeatable scene, check frame-time consistency, and confirm that the game actually supports the feature. Do not assume that a control visible in the driver applies equally to every title.

Check heat, power, and physical conditions

Low-power systems have limited cooling and electrical headroom. Compare a cold-start run with a run after 20 to 30 minutes of play. If performance declines as the chassis warms, temperature or power management is a stronger suspect than image quality.

  • Play demanding games on AC power when possible, especially while testing Best performance mode.
  • Keep vents clear and place a laptop on a hard, flat surface rather than fabric that blocks airflow.
  • Watch temperature, clock speed, and fan behavior during the exact moment of a hitch.
  • Do not disable safety protections or apply undocumented firmware changes simply to obtain a higher number.
  • Compare sustained performance, not only the first minute after launching the game.

Heat and power measurements are context-dependent. A result on battery, a result on AC power, and a result after the system has warmed up are not interchangeable baselines.

Use DirectX and driver information to eliminate compatibility confusion

Press Win+R, enter dxdiag, and review the DirectX version and display information shown by the diagnostic tool. Microsoft directs Windows 10 and Windows 11 users to Windows Update for DirectX updates. This check helps confirm the software environment; it does not prove that the GPU is powerful enough for a particular game.

When troubleshooting after an update, note the date, game version, driver version, display mode, and any changed graphics preference. If only one game is affected, compare its renderer options and supported APIs with another game on the same PC before changing system-wide settings.

A disciplined one-change testing method

Test order Change What to record How to interpret it
1 Close unnecessary applications and repeat the baseline. Average FPS, visible hitch, CPU and memory use. Improvement indicates background contention rather than a need for an immediate hardware purchase.
2 Confirm the per-app GPU preference. GPU name, utilization, and FPS. A large improvement indicates the game was using an unsuitable adapter.
3 Lower render scale or resolution. FPS, frame-time consistency, image clarity. A strong response points toward a GPU rendering limit.
4 Lower one heavy effect, such as shadows or ambient occlusion. Same metrics plus visual impact. Keep the least damaging change that solves the observed problem.
5 Test Best performance on AC power. Temperature, fan noise, sustained FPS. Keep it only if the performance benefit outweighs heat, noise, and energy use.
6 Address low storage space or loading-related disk activity. Free space, disk spikes, loading pauses. Storage work is relevant when disk behavior matches the symptom, not as a blanket FPS remedy.

Restore the previous value before testing the next variable when practical. This prevents two changes from masking each other and gives you a known-good configuration to return to.

Troubleshoot by symptom

The game has low FPS everywhere

Check which processor is saturated. If the GPU is near its limit, lower render resolution and demanding effects. If the CPU is the limit, close background applications, lower CPU-heavy distance or simulation options where available, and test AC power. If neither is saturated, investigate memory pressure, power clocks, thermal behavior, and whether the game is using the correct GPU.

The game is smooth until a new area loads

Watch disk activity and memory use during the hitch. Low free space, paging, or slow asset delivery can be relevant. Address storage capacity and background activity first. An SSD may improve loading or streaming behavior when storage is the demonstrated constraint, but it will not make a graphics processor render more pixels per second.

Stutter appears after several minutes

Compare temperatures and clock speeds at the beginning and end of the session. A warming system may be reducing clocks, or a background process may start on a schedule. Test with the charger connected, clear airflow obstructions, and check Task Manager for a process that appears when the hitch begins.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Only borderless mode stutters

On Windows 11, compare the compatible game with windowed-game optimization enabled and disabled. Also compare true fullscreen if the title supports it. Keep the mode that produces the steadier frame times in your repeatable scene; do not assume the feature applies to every DirectX version or display mode.

Average FPS is acceptable but motion feels uneven

Look at frame-time consistency rather than the average alone. A few long frames can feel like repeated pauses even when the average number looks healthy. Test background applications, overlays, thermal behavior, and frame-rate regulation separately. A lower, steadier frame rate can feel better than a higher rate with frequent spikes.

When an upgrade is justified

Consider hardware only after the tests identify a specific, persistent limit. A GPU upgrade is relevant when lowering resolution or effects consistently improves performance and the current GPU remains saturated. A CPU upgrade is relevant when one or more CPU threads remain the bottleneck while the GPU is underused, provided the motherboard, power supply, and cooling support the replacement. Additional memory is relevant when RAM is consistently full and paging coincides with the stutter. Storage replacement is relevant to loading or disk-related symptoms.

Check compatibility before spending money: socket or platform, memory type and capacity, graphics-card dimensions, power connectors, power-supply capacity, cooling clearance, operating-system support, and the game’s actual workload. Older hardware may not improve significantly from software adjustments, but a purchase should still target the component that the measurements identify.

Keep a simple troubleshooting record

  • PC model or major components and whether the test was on battery or AC power.
  • Game version, Windows version, graphics-driver version, and display mode.
  • Repeatable scene or route used for every run.
  • Resolution, render scale, major graphics settings, and any vendor feature enabled.
  • Average FPS, frame-time observations, CPU/GPU/memory/disk behavior, temperatures, and fan noise.
  • The single change made and whether the result improved, worsened, or stayed the same.

This record prevents circular troubleshooting and makes it clear whether a change improved the actual stutter or merely changed the average FPS.
