Reduce split shipments and stockouts by treating inventory placement and order routing as one operating system. Keep a trustworthy, location- and channel-specific view of sellable stock; reserve quantities for existing commitments; then route each order to the smallest eligible set of locations that can meet its service promise. Rank feasible choices by package count, delivery speed, distance, cost, capacity and protected inventory instead of using a single rule such as nearest location.
A split is often the visible symptom of fragmented availability or an allocation policy. A stockout can be caused by inaccurate counts, stale reservations, ineligible inventory or a promise that ignored channel-specific buffers. The workflow below connects physical inventory, reservations, distributed-order rules and exception review so that fewer orders need multiple packages without making availability promises the network cannot keep.
Why split shipments and stockouts happen together
An order can ship in one package only when one eligible location has enough sellable quantity for every line at the time allocation runs. If no location meets that condition, the order-management system may assign different lines or quantities to multiple locations. Shopify Help Center describes this directly: orders are automatically split when no single location has enough inventory to fulfill the entire order. Other configurations may instead let a prioritized location oversell, so confirm the exact behavior of your platform.
Availability is not the same as physical on-hand inventory. A unit may be on a store shelf but unavailable for online delivery, already reserved for another order, committed to pickup, held as a safety buffer, damaged, in transfer, or outside a product’s fulfillment eligibility. When those states are collapsed into one number, the storefront can promise stock that the fulfillment team cannot pick. Conversely, overly large buffers can make inventory appear out of stock while sellable units sit idle.

Splits and stockouts therefore need joint controls. Reducing splits by forcing one location can increase late shipments or cancellations if that location lacks a line. Maximizing proximity can reduce delivery time but use more locations. The correct objective depends on the order’s service promise, margin and channel commitments.
Build a location-level availability model
Map every fulfillment node
Create a maintained register of warehouses, stores, third-party logistics sites, drop-ship services and other nodes. For each location, record:
- Products and variants it can pick, pack and ship.
- Sales channels it may serve, such as web, marketplace, wholesale, store pickup or local delivery.
- Cut-off times, handling lead times, carrier options and geographic coverage.
- Daily capacity, labor constraints, blackout dates and hazardous-material or temperature restrictions.
- Transfer lead times and whether inbound stock can be promised before receipt.
Do not mark a location globally eligible merely because it holds inventory. Eligibility belongs at the product, channel and service level. A store may fulfill a small parcel but not an oversized item; a 3PL may ship standard products but not regulated goods; a warehouse may be too far away for a same-day promise.

At each location and product, reconcile physical counts with the inventory system. Investigate negative balances, duplicate SKUs, unposted receiving, unrecorded damage, short picks and transfers that were shipped but not received. Define a formula for the quantity that can actually be promised online, for example:
Sellable online = verified on hand − active reservations − protected channel stock − quality holds − unreceived transfer commitments.
The exact fields differ by platform, but the principle is consistent: only a documented quantity should feed allocation. Shopify’s multiple-location documentation notes that inventory is tracked independently at assigned locations and that distribution can consider proximity, fulfillment speed, shipping cost and capacity. Independent location quantities prevent a unit at one node from silently satisfying a promise made against another.
Separate physical, available and promised states
Use distinct states for on hand, available to promise, reserved, allocated, picked, packed, shipped, cancelled and returned. A reservation should reduce the quantity available to competing orders immediately, while a cancellation should release it. Returned stock should not become sellable until inspection or refurbishment is complete. If your commerce platform, warehouse system and order-management system each maintain a different definition, establish one authoritative availability service and synchronize the others.
Protect inventory for other commitments
Set explicit buffers
Ring-fence quantities needed for walk-in demand, pickup orders, service parts, contractual customers, promotions or operational safety. A minimum-inventory rule can exclude a specified quantity from distributed-order consideration. Microsoft Dynamics 365 Commerce documents this pattern, but the setting names and scope depend on the solver and version.

Buffers should reflect evidence, not a universal percentage. Review demand by location, day and channel; increase protection where store traffic or pickup cancellations regularly consume the same units, and reduce it where stock repeatedly remains unused. Apply buffers at the product-location level when demand is uneven rather than hiding the same quantity everywhere.
Handle incoming and shared stock conservatively
Do not promise units that are merely expected from a transfer unless the customer promise explicitly allows the transfer lead time and the system can track its status. When inventory is shared across legal entities or services, document ownership, tax and shipping constraints. Microsoft’s cross-legal-entity DOM capability is documented as a preview feature, so treat it as version-sensitive rather than a generally available assumption.
Configure routing to seek the smallest feasible location set
Use a single-location-first hierarchy
Set allocation to search for an eligible location that can fulfill the complete order before considering combinations. If several single locations qualify, rank them using the service promise, distance, shipping and handling cost, capacity and protected-stock impact. Only then evaluate two-location and larger combinations. This makes a one-package result the default without sacrificing feasibility.
Salesforce Automated Order Routing describes searching for the smallest set of locations that can fulfill an order and separately ranking location sets by average distance. Shopify offers a Minimize split fulfillments rule, while also documenting Ship from closest location. These rules optimize different objectives: the first favors fewer fulfillments; the second favors proximity. Test their interaction with your shipping rates and promised dates instead of assuming one is always superior.
Define a maximum split policy
Set a maximum number of fulfilling locations or packages where your platform supports it. A low limit can prevent an order from becoming four or five parcels, but it also shrinks the feasible choice set. Microsoft Dynamics 365 Commerce DOM documents maximum-location and partial-order settings; available controls vary by solver and release.
Decide what happens when the limit cannot be met:
- Hold for consolidation: wait for a transfer or replenishment when the customer can accept a later complete shipment.
- Ship a partial order: release urgent or available lines and communicate the remaining date.
- Offer a substitution or backorder: use only when the customer explicitly accepts the alternative.
- Allow an exception split: exceed the normal limit for high-priority, perishable or service-critical lines.
Apply thresholds by order type. A low-value basket may not justify multiple handling events; a high-value or expedited order may justify an extra package to preserve the promised date. If the platform supports product or value protections, use them for items that must not be separated.
Choose among feasible routes with a weighted decision
When more than one allocation is feasible, compare the complete outcome rather than a single metric.
| Decision factor | What to measure | Typical implication |
|---|---|---|
| Packages and locations | Number of shipments, labels, picks and customer tracking numbers | Fewer locations usually lower handling complexity and split-related support contacts. |
| Delivery promise | Promised and expected arrival dates, cutoff compliance and actual transit distance | A nearby node may protect speed even when it creates an additional package. |
| Cost | Parcel freight, dimensional charges, labor, packaging and transfer expense | The cheapest freight option may be slower or consume scarce capacity. |
| Completion probability | Pick accuracy, available-to-promise confidence and historical short-pick rate | A location with nominal stock but frequent discrepancies is a weak choice. |
| Protected inventory | Units left for stores, pickup, contracts and safety stock | Do not use a channel’s reserved units to make an online route look feasible. |
| Operational complexity | Manual exceptions, transfers, special packing and cross-entity processing | A technically feasible route may be impractical during peak workload. |
Document the priority order. For example, first require the promised date, then prefer complete shipment from one eligible location, then minimize cost while preserving protected stock, and finally use proximity as a tie-breaker. The right weighting is a business policy; neither nearest-location nor fewest-splits should be treated as a universal optimum.

Close the reservation and fulfillment loop
- Reserve at order acceptance. Decrease available-to-promise quantity as soon as payment or the platform’s acceptance event makes the order firm. Store the location and quantity reserved.
- Transfer reservations when allocation changes. If a different node will fulfill the line, release the old reservation and create the new one atomically or through a recoverable workflow.
- Confirm at pick. Record short picks immediately. Do not leave the original reservation active after a picker reports that the unit is missing.
- Update at shipment. Move the line through packed and shipped states and post the physical decrement once, according to your system of record.
- Release on cancellation or expiry. Cancelled lines must return to the correct location’s available quantity; expired payment holds need the same treatment.
- Process returns separately. Keep returned, quarantined and inspected units out of sellable inventory until disposition is complete.
Salesforce Omnichannel Inventory documents reservation transfer, fulfillment and release operations. Whatever platform you use, audit each transition with an order ID, location, quantity, timestamp and reason. Idempotent updates prevent retries from decrementing the same stock twice.
Use a practical operating workflow
1. Baseline the network
For the previous 8 to 12 weeks, calculate split rate, average packages per order, stockout rate, cancellation rate, late-delivery rate, short-pick rate and transfer lead time by location and product family. Segment by channel and order type; an aggregate network average can hide one store that causes most exceptions.
2. Fix data before changing rules
Reconcile the worst discrepancies first. Check receiving, cycle counts, unit-of-measure conversions, duplicate listings, unprocessed cancellations and transfers stuck between shipped and received. Routing changes cannot compensate for a quantity feed that is hours old or double-counted.

Pick the symptom - the matching free tool is one click away.
3. Pilot a single-location-first rule
Select a representative product group and enable the smallest-feasible-location policy with a conservative split limit. Keep a control group if possible. Watch promised dates, cancellations and protected-channel availability, not just package count.
4. Add cost and proximity ranking
After feasibility is reliable, add shipping cost, distance, capacity and service-level weights. Review orders where the chosen route differed from the next-best route; these examples reveal whether the policy is spending more to save a package or creating avoidable delays.
5. Tune buffers and replenishment
Locations with repeated stockouts despite adequate network inventory need better replenishment or a larger local buffer. Locations with persistent excess protected stock may need a lower reserve, a transfer plan or a narrower channel eligibility rule.
6. Review exceptions on a fixed cadence
Run a daily exception queue for urgent orders, short picks and failed allocations. Conduct a weekly location review and a monthly policy review. Record the reason for every manual override so recurring causes can be corrected in master data or rules.
Platform-specific implementation notes
Shopify locations and routing
Shopify states that quantities are tracked independently at each assigned location and that routing configuration and available inventory determine order assignment. Its documented options include minimizing split fulfillments and shipping from the closest location. By default, a location that can fulfill the entire order may be used; if none can, fulfillment may split, or a prioritized location may oversell depending on configuration. Verify location assignment, shipping profiles, app behavior and oversell settings together, because an app can change the available quantity presented to the storefront.

Microsoft Dynamics 365 Commerce DOM
Dynamics 365 DOM documents location priority, minimum inventory to keep at a location, preference for shipping completely from one location, and maximum fulfilling locations or partial-order controls. Solver and version determine which settings are available. Test minimum-stock rules with real transfer and reservation states, and treat cross-legal-entity fulfillment as preview and version-sensitive functionality.

The page says Fulfillment by Amazon inventory is not currently eligible. Eligibility and requirements can change, so verify the current seller documentation before enabling it. The page also displays performance claims, but without a publication year and detailed methodology they should not be treated as dated, independent benchmarks.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Measure whether the changes work
Track these measures together for the same date range and order population:
- Split-order rate: orders shipped from more than one location divided by shipped orders.
- Average packages per order: include zero-cancelled orders only if your definition is consistent.
- Complete-at-one-location rate: orders for which one eligible node had all lines and quantities.
- Stockout and oversell rate: separate customer-facing stockouts from warehouse short picks.
- Promise accuracy: orders delivered by the date shown at checkout.
- Cost per order: freight plus incremental handling and packaging, not freight alone.
- Protected-channel fill rate: whether store, pickup and contractual demand received its reserved stock.
- Reservation integrity: unmatched, expired or duplicate reservations by location.
Use cohorts by SKU, location, channel, weekday and promotion. A lower split rate is not an improvement if late deliveries, cancellations or store stockouts rise.
Troubleshoot common failure modes
The system splits an order even though one site appears to have stock
Check whether the quantity is reserved, held for another channel, ineligible for the product or below a minimum-stock threshold. Then verify that the location is assigned to the relevant shipping profile and that the inventory feed is current. A physical count alone does not prove online eligibility.

Reducing splits creates late deliveries
Your split limit may be stricter than the network’s replenishment and transit times. Allow an exception for urgent lines, permit a second location when it protects the promised date, or offer consolidation only when the customer accepts a later date. Measure delivery performance alongside package count.
Nearest-location routing consumes store stock
Increase the store’s protected quantity, remove the store from shipping eligibility for selected products, or give warehouse fulfillment higher priority for online orders. Recheck pickup and walk-in demand after each change.
Reservations remain after cancellation
Trace the cancellation event across storefront, order management and inventory services. Add an idempotent release operation, retry handling and an exception report for reservations older than the order’s allowed hold period. Manual spreadsheet corrections should be a temporary recovery action, not the control process.

Frequently Asked Questions
Should I always route an order from the closest location?
No. Closest-location routing can improve transit distance, but it may create an extra package, consume protected store stock or use a node with lower pick reliability. Use proximity after checking complete-shipment feasibility, promised date, cost, capacity and channel reserves.
What is a safe maximum number of fulfillment locations?
There is no universal number. Set a limit by order type and service promise, then validate it against the percentage of orders that would become infeasible, late or partially shipped. Platform controls and available settings vary.
Can I use on-hand inventory as my online availability number?
Only if all on-hand units are genuinely sellable for that channel. In most networks, subtract active reservations, protected stock, quality holds and other commitments before publishing availability.
How often should routing rules and buffers be reviewed?
Review operational exceptions daily, location performance weekly and policy weights and buffers at least monthly or after major promotions, assortment changes or network changes.
