The lowest-cost path is usually not replacing every server or chiller. First measure a 30-day baseline, remove idle and stranded GPU capacity, correct airflow and control problems, use economizers when outdoor conditions allow, and then match cooling technology to rack density. Keep conventional air cooling for moderate-density racks; evaluate rear-door heat exchangers or direct-to-chip liquid cooling as density rises, and reserve immersion for cases where its service and fluid requirements are justified. Recheck the system quarterly so savings persist.
Start with a measured baseline
Power and cooling projects fail when the cluster owner cannot separate an actual saving from a workload change, a cooler week, or a faulty meter. Establish at least 30 days of data before changing hardware or control settings. Capture both facility and IT behavior at a useful time interval—five-minute data is preferable where the meters support it.
Record the measurements that explain cost
| Measurement | What it tells you | How to use it |
|---|---|---|
| IT load and facility load | The energy used by compute, storage and networking versus the whole electrical and mechanical plant | Calculate PUE and identify whether a proposed change affects servers, cooling, power conversion or another facility load |
| Rack-level power | Actual demand by rack rather than nameplate capacity | Find lightly loaded racks, synchronized peaks and circuits that are close to limits |
| GPU utilization and job throughput | How much useful work is produced for the electricity consumed | Compare consolidation, scheduling and power-cap changes on a throughput-per-watt basis |
| Inlet and outlet temperatures | Whether heat is reaching the cooling system as intended and whether any rack is approaching its thermal limit | Detect recirculation, bypass air, uneven distribution and opportunities to reset supply temperature safely |
| Fan speed, pump power and chiller or compressor power | The mechanical work required to remove heat | Quantify savings from airflow fixes, variable-speed control and economization |
| Alarms and environmental conditions | Trips, hot spots, filter pressure, humidity and operating-envelope violations | Correlate failures and overrides with expensive operating periods |
Track workload type, GPU model, firmware changes, maintenance and outside temperature alongside those readings. A baseline that omits workload throughput can make a lower electricity bill look successful even when jobs take longer.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsUse efficiency metrics, not one number
PUE (power usage effectiveness) remains the basic ratio of total facility energy to IT equipment energy, but AI facilities need a wider scorecard. ASHRAE’s current framework lists PUE, WUE, WUI, CUE, DCRE and ITWC as useful performance metrics. Keep the metric definitions and meter boundaries fixed so a before-and-after comparison is valid. A lower PUE is not automatically an improvement if usable training throughput falls, water consumption rises, or reliability is weakened.

Cooling can represent approximately 40% of total data-center power, according to NVIDIA’s 2023 guidance. That figure is an industry observation rather than a promise for a particular room; climate, rack density, redundancy and plant efficiency determine your result.
Remove wasted GPU and facility capacity
Consolidate fragmented workloads
Inventory every GPU allocation, including reservations that are rarely used. Consolidate jobs onto fewer active nodes when the scheduler and application support it, then power down or place genuinely idle nodes into an approved low-power state. Check memory capacity, interconnect topology, storage bandwidth and software licensing before moving a job; a smaller GPU count can increase elapsed time if the workload becomes communication-bound.
Measure the change as useful jobs completed per kilowatt-hour. Keep a rollback threshold for queue latency, job completion time and error rate, and return capacity immediately if a service-level objective is missed.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Schedule for utilization and thermal stability
Batch jobs with similar resource profiles so that GPUs are not repeatedly ramping between idle and full load. Fill existing nodes before bringing additional racks online, while preserving headroom for priority jobs and failure recovery. Shift flexible work to periods when the site can use airside or waterside economization, but do not let a scheduling policy create a synchronized electrical or thermal peak.
Use the cluster scheduler and facility controls together. A weather-aware policy can launch non-urgent work when outdoor temperature and humidity are inside the approved economizer envelope, then defer it when compressors would otherwise run at their highest cost.
Apply power-aware controls carefully
Power caps or dynamic GPU allocation can reduce peaks and stranded capacity when throughput per watt improves. Test caps by workload class: a model-training run, inference service and preprocessing job may respond differently. Compare tokens, samples or completed jobs per kilowatt-hour, not utilization percentage alone. Leave enough electrical and thermal margin for synchronized bursts, restart events and a failed cooling component.

Fix airflow before buying cooling equipment
Seal the air path
- Clean or replace loaded filters and verify filter-pressure alarms.
- Seal gaps in containment, raised floors, blanking panels and cable openings so supply air reaches equipment instead of short-circuiting back to returns.
- Repair bypass airflow around racks and underfloor obstructions.
- Confirm that perforated tiles or grilles are located where rack inlets actually need air.
- Check that doors, panels and brush strips are installed consistently across the row.
After each correction, compare rack inlet temperatures and fan speeds with the baseline. If fans slow while inlet temperatures remain within the equipment manufacturer’s and ASHRAE thermal envelope, the change is producing a real mechanical saving rather than merely moving heat elsewhere.

Retune CRAH and CRAC controls
Control loops that fight one another waste fan and compressor energy. Inspect supply-temperature, static-pressure and humidity setpoints; remove manual overrides left from commissioning; and tune proportional, integral and derivative parameters so valves and fans do not hunt. Raise supply-air temperature only within the server manufacturer’s approved range and the applicable ASHRAE envelope. A warmer setpoint is not a license to accept a hot rack: use the highest safe setting that still preserves inlet-temperature margin during fan, pump or chiller failure.
Use containment and variable-speed operation
Hot-aisle or cold-aisle containment reduces mixing, allowing the cooling units to operate at a higher return temperature and lower airflow. Variable-speed fans and pumps should follow measured pressure, flow or temperature demand rather than run at a fixed maximum. Verify minimum-flow requirements for chillers, coils and heat exchangers before reducing speed.
Use free cooling whenever the climate permits
Airside economization
Filtered airside economizers can bypass mechanical refrigeration when outdoor temperature and humidity are within the approved envelope. Controls should use outdoor enthalpy or the site’s approved temperature-and-humidity limits, not temperature alone. Protect equipment with filtration, contamination monitoring and a rapid return to mechanical cooling when conditions change.
Waterside economization and dry coolers
A waterside economizer transfers heat through a cooling tower, dry cooler or heat exchanger without running the chiller compressor when condenser-water conditions are favorable. Dry coolers avoid evaporative water use but may require more fan power at high ambient temperatures. Compare fan energy, water treatment, freeze protection, maintenance and local utility prices in the total-cost model.

Match cooling technology to rack density
There is no universal best technology. Keep lower-density areas on well-tuned air cooling and reserve liquid-assisted designs for racks whose heat flux makes air handling inefficient or physically impractical. ASHRAE’s 2026 framework says: “For purpose-built AI data centers where compute densities routinely exceed 50–120 kW per rack and have the potential to trend higher, utilize a TCS.” In that statement, TCS means a thermal control system selected for the site’s density and operating conditions; it is not a blanket mandate to retrofit every rack with liquid.
| Approach | Best fit | Energy and density implications | Retrofit, maintenance and risk questions |
|---|---|---|---|
| Optimized air cooling | Low- and moderate-density racks with adequate room airflow | Benefits from containment, higher safe supply temperatures and efficient fans; exact density limit is site- and server-dependent | Usually the least disruptive option; inspect filters, airflow paths, fan noise and room-level hot spots |
| Rear-door heat exchanger | Dense racks that can accept a cooled door while servers remain largely air-cooled internally | Removes a large share of rack heat at the rear and can reduce room airflow demand; project-specific savings are not stated | Check door weight, water connections, leak detection, aisle clearances, service access and compatibility with rack enclosures |
| Direct-to-chip cold plates | High-density GPU or CPU racks designed for liquid manifolds and cold plates | Component-level liquid cooling can capture 60–80% of server heat, according to NVIDIA’s 2018 material; the same source describes potential cost reductions of 50% and a 2–5× density increase for the cited architecture | Plan pumps, heat exchangers, water quality, quick disconnects, leak detection, hose routing, maintenance procedures and residual air heat |
| Immersion cooling | Very high-density or specialized deployments where total immersion is compatible with hardware and operations | Can remove heat close to components, but site-specific energy, water and density results are not stated | Evaluate fluid handling, tank access, component warranties, cleaning, spill response, replacement workflows and technician training |
The 60–80%, 50% and 2–5× figures above describe the architecture cited by NVIDIA, not guaranteed results for an on-premises cluster. Climate, utility tariffs, rack duty cycle, redundancy and existing mechanical infrastructure can materially change the outcome.
Air cooling remains sensible at moderate density
Do not install liquid solely because a server supports it. If inlet temperatures are stable, fans are not operating near maximum and the room has spare cooling capacity, containment and controls may deliver a better return with less downtime. Keep a liquid-ready design in mind for future rack additions so a later high-density row does not force a whole-room rebuild.
When direct-to-chip is justified
Compare direct-to-chip cold plates when GPU heat is concentrated, rack density is rising, or room airflow would require excessive fan power. The liquid loop must be designed with filtration, water-quality management, leak detection, isolation valves and a service procedure that allows a failed cold plate or hose to be replaced without taking unrelated racks offline. Account for the heat that remains in the room from memory, drives, voltage regulators and power supplies.
When immersion deserves consideration
Immersion can be technically attractive for exceptional density, but it changes the maintenance model. Confirm that every accelerator, motherboard, cable and replacement part is approved for the selected fluid. Price fluid handling, tank footprint, lifting equipment, spill containment and technician time—not just the heat exchanger. If the deployment cannot support those procedures, a less exotic liquid system may have a lower total cost of ownership.
Design electrical and thermal systems together
Measure synchronized peaks
GPU clusters can step from a low baseline to a high, synchronized demand when many jobs start or when power-management limits are removed. Use rack meters and job telemetry to characterize peak, average and ramp rate. Size feeders, busways, UPS systems, transformers, pumps and chillers for actual behavior plus the required failure scenario, rather than relying on a nameplate total.

Avoid static rack provisioning
NVIDIA describes static rack provisioning as an outdated approach that allocates each rack its maximum possible draw even when real workloads have different needs, leaving part of that capacity unused. Replace fixed assumptions with measured power envelopes and admission control. Dynamic allocation can release stranded electrical capacity, but retain hard limits that protect breakers, UPS reserves, cooling flow and generator operation.
Balance circuits and preserve redundancy
Redistribute racks across phases and electrical paths when measurements show an imbalance. Verify that a rebalanced arrangement still meets A/B feed requirements and does not overload a path after one feed, pump or cooling module fails. Cooling savings are not worthwhile if they reduce maintainability or create a single point of failure.
Build a total-cost model before approving liquid cooling
Compare alternatives over their useful life, not by equipment purchase price. Include:
- Energy for GPUs, CPUs, fans, pumps, chillers, compressors, cooling towers and power conversion.
- Demand charges, time-of-use tariffs and any seasonal utility rates.
- Water, treatment chemicals, filtration and wastewater costs where applicable.
- Capital work, controls integration, commissioning and planned downtime.
- Preventive maintenance, leak response, spare parts and technician training.
- Usable compute throughput, queue latency and the value of preserved service-level objectives.
- Capacity gained by higher rack density and the value of avoiding a new room or electrical service.
- Reliability exposure during a failure, firmware change or workload migration.
For the 50 MW example described on ASHRAE’s 2026 framework page, liquid-cooled systems produced more than $4 million in annual savings compared with air-cooled infrastructure. That is an example-facility result, not a transferable payback promise. Recalculate it with your tariff, climate, rack profile, redundancy requirement and maintenance labor.

- Days 1–30: establish the baseline. Meter IT and facility load; calculate PUE; log rack power, GPU utilization, job throughput, inlet and outlet temperatures, fan speed, pump power, alarms and outdoor conditions.
- Days 31–45: correct measurement and operating waste. Calibrate suspect meters, clean filters, seal containment gaps, repair bypass airflow, remove control overrides and tune CRAH or CRAC loops.
- Days 46–60: test safe setpoint changes. Raise supply temperature or reduce fan pressure in small increments within the manufacturer and ASHRAE envelope. Hold each change long enough to observe a representative workload and a peak event.
- Days 61–75: optimize the scheduler. Consolidate fragmented jobs, fill existing nodes before starting new ones, schedule flexible work for economizer hours and test GPU power caps against throughput and service-level objectives.
- Days 76–90: enable economization. Commission airside or waterside modes, verify humidity and contamination protection, add weather-aware predictive control and alarm on failed mode transitions.
- After the baseline cycle: select density-appropriate cooling. For each dense rack, compare a rear-door exchanger, direct-to-chip cold plates and immersion using heat density, inlet temperature, fan and compressor energy, water use, retrofit downtime, leak response, capital cost, serviceability, scalability and usable performance per watt.
- Before construction: run failure tests. Simulate loss of a pump, chiller, cooling unit, electrical feed and control network. Confirm that the cluster throttles or shuts down in a controlled order and that operators receive actionable alarms.
- Every quarter and after major changes: recommission. Repeat the measurement review after workload, firmware or facility changes. Look specifically for fouled filters, drifting sensors, disabled economizers, control-loop errors and newly stranded power.
Troubleshooting common outcomes
PUE improves but jobs take longer
Check whether consolidation or power caps reduced throughput per watt. Compare completed work, queue time and failure rate with the baseline. Restore capacity for the affected workload class, then test a narrower cap or a different schedule.
Fan energy falls but a few racks run hot
Look for containment leaks, blocked tiles, missing blanking panels and recirculation at those racks. Use rack-level inlet data rather than a room-average temperature. Correct the airflow path before raising any room setpoint.

Economizer savings disappear
Review outdoor humidity limits, sensor calibration, filter pressure and mode-transition logs. A control sequence that repeatedly switches between economizer and mechanical cooling can consume more energy than a stable mode; add hysteresis and predictive weather logic within the approved envelope.
Liquid cooling is installed but total power rises
Separate IT, pump, heat-exchanger and chiller readings. Confirm that pumps are not fixed at maximum speed, that heat exchangers are sized correctly and that residual room heat is not forcing the air system to compensate. Include water-treatment and maintenance loads in the comparison.
Electrical capacity remains stranded
Compare provisioned rack limits with measured peaks and scheduler reservations. If utilization is low, consolidate jobs or implement admission control. Do not simply lower breaker settings; preserve the margin required for synchronized starts and a failed electrical path.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Decision framework
Choose the least complex intervention that removes the measured bottleneck. If the baseline shows idle GPUs, fix scheduling first. If fans and compressors are high while racks are cool, repair airflow and controls. If outdoor conditions are favorable, commission economization. If a rack repeatedly approaches its thermal or electrical limit at useful utilization—and the limit is preventing expansion—model a liquid-assisted design. For purpose-built AI rooms above the density range cited by ASHRAE, treat thermal-control-system selection as a joint electrical, mechanical and operations project rather than a server accessory.
Success means more useful GPU work for each kilowatt-hour while keeping temperatures, water use, reliability and serviceability inside documented limits. The measurement baseline, staged changes and quarterly recommissioning are what keep that result from fading as workloads and hardware change.
