The most evidence-based way to reduce PFAS exposure from food in the United States is targeted, not extreme: eat a varied, well-balanced diet; follow the current advisory for recreationally caught fish or shellfish; and pay attention to food produced near a known contaminated location. Do not assume that every food, package or pan contains PFAS, and do not eliminate seafood or replace cookware solely as a precaution.
PFAS is a large group of chemicals with different structures, uses and toxicological evidence. The U.S. Food and Drug Administration (FDA) reports that most tested foods from the general market had no detectable PFAS above the methods’ detection limits, while acknowledging that contamination can be concentrated in particular places or products. Packaging rules and testing methods also matter: a total-fluorine result is not, by itself, proof that PFAS is present.
What “reduce PFAS exposure” means in practice
There is no single household action that removes every possible PFAS pathway. Food can be affected by environmental contamination, by an ingredient or processing aid, or by contact with packaging. Those pathways differ, so the useful response is to match the action to the evidence.

- For ordinary groceries: keep eating a varied diet rather than excluding broad food groups without a location-specific or product-specific reason.
- For recreationally caught fish and shellfish: find the current advisory for the waterbody and species, then follow its serving, preparation and population instructions.
- For food from a known contaminated area: use instructions from the responsible state, territorial, tribal or local authority. A national average cannot substitute for a site-specific assessment.
- For packaging questions: distinguish the older paper and paperboard grease-proofing use from other food-contact materials and from cookware coatings.
- For test results: check whether the laboratory identified individual PFAS compounds or measured total fluorine, and ask what foods, chemicals and detection limits were included.
These steps reduce avoidable uncertainty without turning limited test results into a claim that all food is PFAS-free.

Is the U.S. food supply safe?
FDA’s current consumer questions-and-answers page reports results from its Total Diet Study. In the cited subset, 1,290 of 1,352 fresh and processed food samples (over 95%) had no PFAS detected above the method detection limits. That is a statement about the samples analyzed and the analytical methods used; it is not a guarantee about every food, every PFAS compound or every location.
FDA also says it has tested more than 1,900 food samples from the U.S. market through the Total Diet Study and targeted assignments. That broader count is separate from the 1,352-sample result and should not be presented as though all 1,900 samples produced the same outcome.
| Evidence or situation | What it establishes | What it does not establish |
|---|---|---|
| 1,290 of 1,352 tested fresh and processed foods | No PFAS was detected above the stated method limits in those samples | That every food is free of PFAS or that contamination cannot occur elsewhere |
| FDA’s broader total of more than 1,900 market samples | The scale of FDA’s testing through two programs | A single detection rate for all samples |
| Food from a known contaminated area | A reason to consult the local assessment or advisory | That general-market results answer the local question |
| A total-fluorine screening result | The amount of fluorine detected by that screening approach | The identity of the fluorine-containing substances or proof of PFAS |
PFAS is not one chemical. FDA notes that evidence about health effects and exposure differs among compounds, so a finding for one substance should not automatically be generalized to the entire class. FDA continues to evaluate areas including bottled water, seafood and infant formula; an agency review priority is not the same as a newly established consumer action level.
Step 1: Keep a varied diet instead of eliminating food categories
FDA’s nutrition and food-safety advice is to eat a varied, well-balanced diet. That recommendation applies even when PFAS is the concern: the agency does not tell consumers to stop eating seafood or to remove a broad category of foods as a general precaution.

Why variety is the default
Different foods can have different contamination opportunities, and a varied diet avoids relying on one source for all meals. More importantly, the available national testing does not support treating every food as equally likely to contain PFAS. A blanket avoidance rule would therefore go beyond what the cited evidence shows and could create unrelated nutritional trade-offs.
When variety is not enough
If a public-health authority identifies a contaminated farm, waterbody or production area, follow that authority’s instructions even if the food is normally part of a healthy diet. Site-specific directions can be more protective than general national guidance because they account for the local environmental source, species, growing conditions and exposed populations.
Step 2: Handle seafood according to where it came from
Commercial seafood and recreational catch are not the same decision. FDA’s general advice is to continue eating a varied diet that includes seafood. For fish or shellfish caught recreationally, the relevant question is the waterbody and species named in the local advisory.
Commercial seafood
Do not infer from the existence of PFAS contamination in one location that all commercially sold seafood should be avoided. FDA’s consumer guidance specifically frames seafood as part of a healthy varied diet. Keep the national testing qualification in mind: the results describe tested samples and methods, not an absolute absence of every compound.

Recreationally caught fish or shellfish
- Identify the exact waterbody where the catch was taken, including the state, territory or tribal jurisdiction.
- Find the current consumption advisory issued for that location.
- Check whether the advisory names the species, size, season or fishing area you have.
- Follow its serving limits, preparation instructions and any special advice for children, pregnant people or other groups.
- If no current advisory is available and contamination is known or suspected, contact the responsible local or state authority before serving the catch.
Advisories can differ from one waterbody to another. A national statement about seafood cannot replace the local notice for a particular catch.
Step 3: Understand what changed for food packaging
FDA identifies paper and paperboard grease-proofers containing PFAS as materials that can migrate to food. In an announcement dated February 28, 2024, FDA said those grease-proofing materials were no longer being sold for food-packaging use in the United States. In January 2025, FDA said 35 related food-contact notifications were no longer effective because the relevant uses had been abandoned.
“Today, the U.S. Food and Drug Administration is announcing that grease-proofing materials containing per- and polyfluoroalkyl substances (PFAS) are no longer being sold for use in food packaging in the U.S.”

The two milestones are related but distinct: the 2024 statement concerns sales status, while the 2025 action concerns the effectiveness of 35 notifications. Together they address the authorized U.S. food-contact grease-proofing uses FDA identified; they do not prove that every package in every country or supply chain is PFAS-free.
What consumers should and should not infer
- A current U.S. paper wrapper or paperboard container is not automatically evidence of PFAS treatment.
- The phase-out does not answer questions about contamination from a particular facility, recycled material, imported product or non-authorized use.
- “PFAS-free” should not be claimed for a product solely because the former grease-proofing uses are no longer being sold.
- Packaging tests must identify what was measured. Total fluorine alone cannot distinguish PFAS from other fluorine-containing substances.
When a manufacturer makes a specific packaging claim, ask what test method, compounds and detection limits support it. A marketing statement without that context cannot be compared directly with FDA targeted chemical testing.
Step 4: Put cookware evidence in the right category
FDA distinguishes paper and paperboard grease-proofers from polymerized PFAS used in some authorized nonstick cookware coatings. FDA says polymerized PFAS in those coatings have negligible potential to migrate to food. That statement concerns the coating uses and conditions assessed by FDA; it does not establish that every cookware product, coating formulation or use condition is identical.
What this means for an existing nonstick pan
The cited FDA assessment does not support replacing a pan solely to reduce PFAS exposure. It also does not turn every pan into an interchangeable product. Follow the cookware manufacturer’s care and temperature instructions, and treat damage, misuse or an unknown coating as a separate product-safety question rather than assuming the FDA migration statement covers it.

Why cookware and packaging should not be combined
Paper and paperboard grease-proofers are designed to resist oil and can migrate to food; polymerized cookware coatings are a different material use with a different migration assessment. “PFAS in packaging” and “PFAS in nonstick cookware” are therefore not one uniform exposure category.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step 5: Read PFAS and fluorine test results critically
Two reports can use the word “fluorine” while answering different questions. Targeted chemical analysis looks for specified PFAS compounds. A total-fluorine screen measures fluorine overall. FDA cautions that total fluorine cannot distinguish PFAS from other fluorine-containing substances.
Questions to ask about a result
- Was the test targeted to named PFAS compounds, or was it a total-fluorine screen?
- Which foods, packages or coating materials were analyzed?
- What were the method detection limits?
- Was the sample from the general market or from a location with known environmental contamination?
- Was the result a single sample, a batch, or a broader survey?
- Does the report identify the jurisdiction and date, so it can be compared with the current advisory or regulatory status?
A “not detected” result means the target was below that method’s detection capability; it does not necessarily mean zero molecules are present. Conversely, a total-fluorine finding does not establish that PFAS caused it.

A practical decision plan for households
For routine grocery shopping
- Continue a varied, well-balanced pattern of eating.
- Do not remove seafood or another broad category solely because PFAS exists as a class of chemicals.
- When a product is associated with a known contaminated area, look for the responsible authority’s notice rather than relying on a general internet claim.
- Interpret “PFAS-free” or fluorine results according to the test method and scope stated by the manufacturer or laboratory.
For fishing and hunting trips
- Check the advisory before eating the catch, not only after someone becomes concerned.
- Save the waterbody name and species information so you can match the correct notice.
- Apply the advisory’s limits to the people who will eat the food; vulnerable groups may have different instructions.
- Do not substitute a statewide general statement for a waterbody-specific advisory when one exists.
For questions about a wrapper or container
- Identify whether it is paper or paperboard and whether it is intended to resist grease.
- Ask the manufacturer what food-contact authorization and test method support its current claim.
- Remember that the U.S. phase-out of the former PFAS grease-proofing sales does not certify every package worldwide or every fluorine-containing material.
- Use a laboratory result only within its stated detection limits and target list.
Common mistakes and how to correct them
| Mistake | Why it is unreliable | Better approach |
|---|---|---|
| “PFAS was found somewhere, so all seafood is unsafe.” | Contamination can be location- and species-specific, while FDA recommends seafood as part of a varied diet. | Use the advisory for the exact recreational catch; keep commercial seafood in the varied-diet framework. |
| “More than 95% had no PFAS, so every food is clear.” | The figure covers 1,352 tested samples and specific methods. | Describe it as evidence about those samples and detection limits. |
| “Total fluorine proves PFAS.” | Total fluorine cannot identify which fluorine-containing substances are present. | Look for targeted PFAS analysis or a clear explanation of the screen. |
| “The packaging phase-out means every package is PFAS-free.” | The action addresses former authorized U.S. food-contact grease-proofing uses. | Separate that regulatory milestone from contamination, imports and unrelated materials. |
| “Replace all nonstick cookware immediately.” | FDA describes negligible migration potential for polymerized PFAS in some authorized coatings. | Do not replace cookware solely on this evidence; assess the actual product and use conditions. |
| “A water filter solves food-related PFAS exposure.” | A drinking-water treatment claim does not establish control of PFAS in food or packaging. | Address the food pathway directly with advisories, source information and appropriate testing. |
What remains uncertain
FDA’s results do not resolve every question about every PFAS compound, food, package or contaminated site. Detection depends on the chemicals included in the method, the sample selected and the method’s sensitivity. Environmental contamination can produce a very different risk profile from the general-market samples summarized by FDA.
FDA’s continuing review of bottled water, seafood and infant formula signals areas where additional action may be appropriate. It should not be read as a declaration that a new universal limit or a new household product recommendation has already been established.
Bottom line for U.S. consumers
Use a proportionate plan: eat a varied diet, continue seafood unless a specific advisory says otherwise, check local advisories for recreational catches, and treat food from known contaminated areas as a site-specific question. The former PFAS grease-proofing materials used for U.S. food packaging are no longer being sold, but that phase-out is not a blanket certification for every package. FDA’s cookware assessment and testing cautions likewise argue for careful interpretation rather than automatic pan replacement or broad food avoidance.
