Reduce paper safely by treating JES spool and online log viewers as the first review point, routing necessary reports through approved electronic destinations, and printing only when a documented operational or business need remains. The non-negotiable control is to preserve each record’s retention schedule, access permissions, audit trail and recoverability before changing purge, archive or print settings.
Why mainframe output does not have to become paper
JES manages job queues and output processing; it does not automatically require a printed copy. Job output is placed on spool, where authorized operators can inspect it through supported z/OS interfaces. Printing can therefore become a deliberate disposition decision rather than an automatic step in every batch run.
IBM’s z/OS MVS Planning: Operations (z/OS 3.2) describes online access to SYSLOG, OPERLOG and ULOG, including searching those logs. Reviewing them online can eliminate routine printed log copies and reduce the time spent handling incidents. The same operations material describes viewing output data sets online and purging them to reduce the print load. Purging is not merely a housekeeping action, however: it removes an available copy and must be checked against retention and recovery requirements.

That distinction often delivers the first reduction without changing the underlying batch application.

Start with an output inventory, not a purge rule
Before changing classes, routes or retention, document what is currently printed and why. A print queue may contain operational logs, diagnostic output, exception reports, audit evidence and business reports, each with different owners and obligations. The inventory should identify the producer, output class, consumers, sensitivity, current print trigger and required retention.
| Output category | Questions to record | Likely disposition to evaluate |
|---|---|---|
| SYSLOG, OPERLOG and ULOG copies | Who reviews the log, how quickly must it be available, and is a paper copy required by a written procedure? | Online review and search; selective print only for a documented exception. |
| Batch job output and spool data sets | Which jobs generate it, who investigates failures, and what retention schedule applies? | Online review through SDSF or the site’s supported interface; archive or purge only after retrieval is proven. |
| Exception and alert reports | Who must receive an alert, what information is sensitive, and how is delivery acknowledged? | Approved electronic distribution, with recipient, access, encryption and audit controls reviewed. |
| Audit or compliance records | Which records-management schedule governs the record, and must the record be immutable or exportable? | Designated records store or archive; do not rely on temporary spool residence. |
| Business reports | Is paper explicitly required for a customer, legal, operational or accessibility reason? | Electronic delivery where permitted; retain a controlled paper route for the documented exceptions. |
Use the inventory to assign each output to one of four classes: online-review only, electronic distribution, selective print or print-required. Keep the existing route until the replacement path, owner and retention obligation have been confirmed for that class.
A controlled implementation sequence
1. Baseline the current workflow
Record the number and type of printed outputs over a representative operating period, the jobs or logs that produce them, the people who handle them and the time needed to retrieve a past item. The baseline is for comparison; the available documentation does not establish a universal paper-savings percentage. Also note manual steps such as sorting, scanning, filing and carrying reports between teams, because those steps can hide the real operational cost of paper.

2. Classify each output and name its owner
For every inventory row, name a business or records owner as well as an operations owner. The owner decides whether the item is a record, how long it must be retained and who may access it. Operations staff decide how it is produced, viewed and recovered. A classification is incomplete if it says only “electronic”; it must also state the approved destination, retention location and retrieval method.

3. Enable online review for eligible logs and spool output
Give operators access to the site-supported z/OS interface for online logs and JES output. SDSF is documented for spool inspection and review-before-print, while IBM operations guidance describes online access to SYSLOG, OPERLOG and ULOG. Configure procedures so an operator can locate the job or log, search for the relevant text, inspect surrounding lines and save or export a controlled copy when policy permits.
Do not assume that a feature described in IBM documentation is enabled everywhere. z/OS release, JES configuration, licensed components, output classes and local security policy differ. Confirm the actual panels, permissions and output classes in the installation’s runbooks before retiring a paper step.
4. Replace broad printing with selective printing
When paper is still useful for a handoff, incident packet or other documented need, print only the required lines or pages. SDSF’s selective-print capability allows an operator to review output first and avoid printing an entire data set. Define what qualifies as a printable excerpt, who may request it and how the excerpt is labeled so it cannot be mistaken for the complete record.
5. Route shared reports through an approved electronic destination
IBM’s z/OS Introduction and Release Guide (2.5) describes IP PrintWay output paths to remote print destinations and to email destinations. An installation can use an electronic path where the relevant component is installed and configured, but the documentation is capability evidence, not proof that a particular site has the feature enabled.

For each electronic route, verify the recipient list, authentication, authorization, encryption in transit and at rest, forwarding restrictions and audit logging. A report that was visible only to a controlled printer room can become broadly accessible if it is sent to an ungoverned mailbox or shared folder. Apply the same sensitivity rules used for the source data, and obtain security approval before changing destinations.
6. Set retention and archive handling before changing purge settings
Map each output class to an approved schedule before reducing spool residence or deleting paper. National Archives and Records Administration guidance in its GRS 20 FAQ treats electronic systems and their records as records-management matters; moving a report from paper to electronic form does not decide how long it must be kept.
Vendor retention documentation illustrates why the distinction matters: the Broadcom Dispatch article updated September 10, 2024, describes separate records for online viewing retention and archive retention. Whether or not that product is used, the principle is general: a short-lived operational copy and a long-term archive are different controls. “Still on spool” is not proof that a record has met its retention obligation, and an archive is not useful if authorized staff cannot search and retrieve it.

7. Pilot one low-risk output class, then expand
Choose a class whose owner, consumers and retention requirement are clear. During the pilot, require an authorized operator to find the output, verify its contents, keep it for the required period, reproduce a sample retrieval and identify any cases that still need paper. Compare paper volume and retrieval effort with the baseline, but do not claim a savings percentage that has not been measured.

Expand by output class rather than by an undifferentiated spool-wide change. Keep rollback instructions, a named exception owner and the former route available until the replacement has passed its retrieval checks. Do not perform broad spool purges while records owners or operations staff still have unresolved questions about completeness or recovery.
How to make online review dependable
Use a repeatable operator procedure
A paperless workflow should be easier to follow than the paper workflow it replaces. Document the job or log identification method, the search terms or filters used, the way an operator marks an item for follow-up and the location of any approved electronic copy. Include escalation instructions for output that is missing, truncated, unreadable or outside the operator’s authorization.
Separate operational viewing from record storage
SDSF and similar spool viewers are operational tools. They help staff inspect output during a processing cycle, but spool availability, display permissions and purge behavior are controlled by JES and local policy. A records archive should have its own documented retention, access, recovery and export characteristics. If a required record exists only in a volatile spool queue, the migration is not complete.

Control access as routes change
IBM mainframe security guidance emphasizes protecting logical data, controlling printer operations and retaining appropriate controls. Replacing a printer with an email route or shared repository changes the access boundary. Review dataset and archive permissions, group membership, service accounts, mailbox forwarding, download rights and audit records. Test with an account that should be denied as well as one that should be allowed.

Choosing between native z/OS capabilities and a dedicated output platform
Many organizations can achieve an initial reduction using existing JES, SDSF and configured electronic-delivery capabilities. A dedicated output-management platform may be justified when the native workflow cannot provide the required search, archive, distribution or recovery controls at the needed scale. Evaluate capabilities rather than assuming a product claim applies to your environment.
| Decision area | Questions for the existing JES/SDSF workflow | Questions for a dedicated platform |
|---|---|---|
| Online search and retrieval | Can authorized staff find logs and output quickly with current tools? | Does indexing improve retrieval without creating an uncontrolled duplicate? |
| Retention and archiving | Where is the long-term copy, and how are retention and disposition enforced? | Are online-view and archive retention settings separate, documented and exportable? |
| Electronic routing | Can configured routes deliver to approved destinations with the required controls? | Can the platform route by output class, recipient and sensitivity? |
| Authentication and authorization | Do existing identities and groups enforce least privilege? | Does the platform integrate with the site’s identity system and support role reviews? |
| Audit trail | Can access, distribution, printing and deletion be reconstructed? | Are audit events complete, tamper-resistant and exportable to monitoring tools? |
| JES and output-class integration | Which z/OS releases, JES setups and output classes are supported locally? | What agents, exits, licenses or configuration changes are required? |
| Recovery and export | Can a record be restored after spool or repository failure? | Can records be recovered independently of the product and exported in a usable format? |
| Operational complexity and cost | What administration is already included in the mainframe service? | What licensing, implementation, maintenance and specialist skills are added? |
Vendor material may describe centralized output access, archiving, multi-format distribution and reduced paper waste. Treat those statements as capabilities to validate in a pilot, not as a guaranteed reduction or a substitute for local records and security requirements.
Retention and purge decisions that prevent data loss
Do not infer retention from visibility
An item visible today may be purged tomorrow, and an item retained in an archive may not be searchable by the people who need it. For every class, write down the authoritative copy, retention start event, retention end event, legal or policy hold process, authorized viewers and recovery test frequency. The applicable period depends on record type, organization and jurisdiction; there is no universal number supported by the cited guidance.
Prove retrieval before removing a copy
Before shortening spool retention or eliminating paper, perform a controlled retrieval using an authorized account. Confirm that the copy is complete, readable, attributable to the correct job or log, and available for the full required period. Record the test result and the person who approved the change. If the test fails, restore the previous route and investigate before retrying.
Handle holds and exceptions explicitly
A routine purge policy must not override a legal hold, investigation, incident review or other documented exception. Give records owners a way to suspend disposition for a specific output class or period, and make that suspension visible to operations staff. Paper should not be destroyed merely because an electronic route was enabled; destruction follows the approved disposition decision.
Common failure modes and recovery actions
| Symptom | Likely cause | Recovery action |
|---|---|---|
| Operators cannot find a job output online | Wrong job identifier, output class, permission or spool retention setting. | Verify the job and class, check authorization and retention configuration, then use the previous controlled route until retrieval succeeds. |
| A report reaches unintended recipients | Electronic destination or forwarding permissions are broader than the former printer audience. | Stop the route, preserve the audit trail, notify the data owner and security team, correct recipient controls and retest with allow/deny accounts. |
| Only part of a required record is available | Selective printing or archiving captured an excerpt when the complete output was required. | Restore full-output handling for that class, identify the authoritative copy and revise the classification and procedure. |
| Archived output exists but cannot be retrieved | Archive retention was configured without a tested index, viewer or recovery path. | Pause purge, restore from the available backup or spool copy, test search and export, and document a recovery owner. |
| A purge removes material needed for an investigation | No hold or exception process was connected to the purge schedule. | Stop further disposition, invoke the records or legal hold process and review every affected output class before resuming. |
| The documented IBM procedure does not match the installation | Different z/OS release, JES setup, licensed component, output class or local policy. | Use the site’s supported configuration and runbook, verify the installed feature set and update the procedure with a named owner. |
A practical acceptance checklist
- Every printed operational output has a producer, owner, consumers, sensitivity and documented print trigger.
- Each class is labeled online-review only, electronic distribution, selective print or print-required.
- Authorized operators can view and search eligible SYSLOG, OPERLOG, ULOG and JES output online.
- Electronic destinations have approved recipients, authentication, authorization, encryption and audit settings.
- The authoritative retained copy is identified separately from temporary spool output.
- Retention, archive, hold and disposition rules are approved for the organization and jurisdiction.
- A sample record can be retrieved, read and exported by an authorized user for the required period.
- Denied users cannot view, print, forward or delete the output.
- The pilot has a baseline, measured paper and retrieval results, rollback instructions and an exception owner.
- No broad purge is scheduled until the replacement path has passed completeness and recovery tests.
What success looks like
A safe reduction does not mean “never print.” It means routine review happens online, shared reports travel through controlled electronic routes, and the remaining paper is traceable to a documented need. Operators can still inspect output quickly, records owners can explain where the authoritative copy lives and for how long, and an authorized person can reproduce a past report without relying on an unmanaged stack of paper.
