Start with an irrigation walk-through before replacing plants or buying equipment. Run each zone, stop water from hitting sidewalks and driveways, repair leaks and clogged heads, and reset the schedule for current drought rules. Then reduce the landscape’s demand by keeping only useful turf, grouping plants by watering need, improving soil and mulch, and using drip or other microirrigation for beds, shrubs, and trees.

This sequence matters because inefficient irrigation can waste as much as 50% of outdoor water in some landscapes, according to 2024 EPA WaterSense guidance. A well-designed, water-smart landscape can cut outdoor use by an estimated 20–50%; in the Southwest, xeriscaping may reduce supplemental irrigation by more than 50%. Those are ranges, not guarantees: savings depend on climate, soil, plant choices, system condition, and local watering restrictions.

1. Check the rules and establish a baseline

Western drought response is local. Before changing a controller or installing a rain barrel, check your city, county, water district, and state rules. Look for the current drought stage, permitted watering days and hours, restrictions on spray irrigation, requirements for new landscaping, and rules for collecting rainwater or stormwater. A schedule that is efficient but violates assigned watering days can still result in a warning or fine.

Record how much water the landscape uses

  1. Read your water meter when no indoor or outdoor fixture is running. Write down the reading.
  2. Leave the property unused for at least 30 minutes, then read the meter again. Movement suggests a leak somewhere on the property; repeat the test with the irrigation shutoff closed to separate household plumbing from irrigation.
  3. Compare recent bills with the same months in prior years. A sudden increase often points to a stuck valve, broken line, leaking hose bib, or controller that is running too frequently.
  4. Mark each irrigation zone on a simple sketch. Note which valves serve turf, shrubs, trees, containers, or vegetable beds, and identify zones that mix plants with different water needs.

The baseline lets you measure whether a change actually saves water. Keep the date, meter reading, drought stage, and controller settings with the sketch.

2. Perform a zone-by-zone irrigation walk-through

Inspect the system while every zone is running. Do not rely on a controller display or a contractor’s past settings; an underground break or blocked nozzle can waste water without appearing on the controller.

Correct overspray and broken hardware

  • Redirect spray that lands on sidewalks, driveways, streets, walls, or other hardscape. Adjust the nozzle, arc, or head position rather than simply shortening the runtime.
  • Replace cracked, tilted, sunken, or missing spray heads and rotors. A head that bubbles or sprays unevenly may have a damaged seal or nozzle.
  • Unclog nozzles and clean filters. Sediment can reduce flow on one head while making the controller run long enough to overwater the rest of the zone.
  • Look for puddling, muddy patches, eroded soil, or water emerging from the ground after a zone shuts off. These signs can indicate a broken lateral line, leaking valve, or low-head drainage.
  • Check drip tubing and emitters for disconnected lines, clogged outlets, or water spraying from a split tube. Secure tubing so emitters remain at the intended root zone.

Inspect pressure and coverage

Excess pressure can create fine mist that evaporates or drifts away; insufficient pressure leaves dry areas. If a zone has both problems, have a professional test pressure at the valve and at representative heads. Use pressure regulation where the equipment requires it, particularly on drip systems.

Place identical shallow cans or catch cups across a turf zone and run it for a short, measured period. Uneven depths indicate poor distribution. Fix coverage first; otherwise, adding runtime to rescue dry spots overwaters the rest of the lawn.

Inspect monthly

EPA WaterSense recommends regular inspection, and monthly checks are practical during the irrigation season. Recheck after mowing, landscaping work, utility work, a freeze, or a severe storm because heads can be moved or damaged.

3. Set a drought-appropriate watering schedule

Water only when the landscape needs it. A calendar reminder is not evidence that soil is dry: probe the soil with a screwdriver or finger, look for wilt that is appropriate to the plant, and use weather or soil information when available. Newly planted material has different needs during establishment, so do not apply an established-plant schedule to it.

Choose the right time of day

Run irrigation in the early morning or another low-evaporation period recommended by your local utility. Avoid the middle of the day, when heat and wind increase evaporation and drift. Do not irrigate during rain, when soil is already saturated, or when runoff begins.

Use cycle-and-soak on clay or slopes

Clay soil and sloped ground often cannot absorb a long continuous application. Divide the required watering into several short cycles separated by pauses. For example, instead of one long run, use short runs that allow water to infiltrate before the next cycle. The exact runtime and pause depend on precipitation rate, slope, soil, and plant type; watch the surface and stop when water begins to run off.

Separate zones by plant need

Keep turf, shrubs, trees, vegetable beds, and containers on separate zones whenever possible. Turf generally needs a different frequency and application pattern than woody plants. A mixed zone forces the controller to satisfy the thirstiest plant, wasting water around more drought-tolerant plants.

Pause intelligently

Use the controller’s rain-delay or seasonal-adjustment feature when it has one, but verify that the feature actually stops the valve. A seasonal percentage is not a substitute for observing soil moisture; it changes the programmed runtime and can still overwater if the base schedule is wrong.

4. Match water-delivery equipment to the landscape

No single emitter is best everywhere. Compare delivery methods by where they put water, how they respond to pressure, and how much maintenance they require.

Method Best fit Strengths Limitations and maintenance
Spray heads Small, regular turf areas Simple coverage pattern and readily available replacement nozzles More exposed to wind, evaporation, and overspray; require frequent alignment and nozzle inspection
Rotors Larger turf areas Longer-throw streams can apply water more slowly than many fixed sprays Need correct spacing and pressure; a damaged rotor can leave large dry sectors
Drip tubing or point-source emitters Shrubs, trees, planting beds, and vegetable rows Delivers water near roots with little wind drift; easy to divide into hydrozones Filters, pressure regulation, flushing, and emitter checks are required; buried tubing can be damaged
Micro-sprays Dense beds or plants that need a wider wetted area Lower-volume coverage than conventional sprays and useful for closely spaced plants Still exposed to wind and evaporation; inspect pattern and clogging

EPA describes microirrigation as applying water slowly and directly to plant roots. Use that approach for beds, shrubs, and trees where root-zone targeting is practical, while retaining a properly adjusted spray or rotor system for functional turf that cannot be served by drip.

5. Choose a control method that can respond to weather and soil

Manual timer or basic controller

A manual controller is inexpensive and straightforward, but it depends on you to change run times after rain, heat, or seasonal transitions. It is suitable when you regularly observe the landscape and local watering rules are stable.

Weather-based controller

A WaterSense-labeled weather-based irrigation controller uses local weather information and plant or soil assumptions to adjust watering. Before buying, confirm that it supports your valve voltage, number of zones, wiring, pump or master-valve configuration, and available Wi-Fi or sensor connection. A label does not guarantee compatibility with an existing installation.

Soil-moisture-responsive controller

A soil-moisture-responsive system delays irrigation until sensors detect that the root zone has dried to a selected threshold. Sensor placement is critical: a sensor in shade, a compacted patch, or a different soil type can misrepresent the zone. Protect wiring, keep probes at representative root depth, and verify that the controller still obeys local watering-day restrictions.

Whichever control method you use, inspect valves and actual soil conditions. Automation can repeat a bad schedule just as reliably as a good one.

6. Reduce the landscape’s water demand

Keep functional turf; remove the rest strategically

Retain grass where it serves a purpose such as play, seating, access, or erosion control. Narrow decorative strips beside pavement are difficult to irrigate efficiently because spray is easily lost to hardscape. Remove unnecessary turf in stages if a full conversion is not practical, and design the replacement so it does not require daily establishment watering forever.

Landscape choice When it makes sense Water and maintenance considerations
Retain and improve turf Areas used for recreation or access Correct heads, mow at the proper height, and irrigate only when the root zone needs water
Partial turf reduction Yards with narrow strips or unused corners Lower conversion cost and disruption; maintain clear boundaries between turf and planting beds
Full turf replacement Sites where grass has little functional value Highest initial design and establishment effort; select plants for local climate and mature size

Select native or climate-appropriate plants

EPA drought guidance recommends low-water-use or drought-tolerant species to limit supplemental watering. Select plants that can survive your winter temperatures, summer heat, soil, sun exposure, and available rainfall. Group plants with similar water needs into hydrozones so one valve does not combine a thirsty plant with a desert-adapted one.

“Drought tolerant” does not mean “no water ever.” Newly planted material needs establishment irrigation, and even adapted plants may require occasional deep watering during prolonged heat or drought. Plan for mature spacing so the landscape does not become overcrowded and demand more water than expected.

Build a better root zone

When installing or renovating landscape areas, EPA home-maintenance guidance recommends 4–6 inches of topsoil. Improve infiltration before planting rather than trying to compensate with longer irrigation. Avoid compacting soil with vehicles or repeated foot traffic, and preserve drainage paths.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mulch correctly

Apply an annual layer of suitable mulch to reduce evaporation, moderate soil temperature, and limit competing weeds. Keep mulch away from trunks and stems so moisture does not remain against bark. Follow local fire-safety guidance, especially in dry areas, and do not allow mulch to block drains or cover irrigation valves.

Mow for deeper roots

Let grass grow 2–3 inches tall, as EPA recommends, to support deeper roots and improve drought resistance. Remove no more than the mower’s recommended fraction of the blade at one time, keep blades sharp, and return clippings when practical. Taller turf is not permission to ignore soil moisture; it simply gives the plant more leaf area for photosynthesis and a better root environment.

Use a rain garden where the site permits

A rain garden is a shallow, planted depression that temporarily holds runoff and allows it to infiltrate. It can reduce supplemental irrigation when soil, drainage, setbacks, and local regulations are suitable. Do not place one where water could enter a foundation, septic area, or neighboring property, and do not assume a rain garden replaces irrigation during establishment.

7. Decide whether xeriscaping fits your property

Xeriscaping is a design approach built around water-efficient plants, hydrozones, efficient irrigation, soil improvement, and mulch; it is not simply covering a yard with rock. In Southwest conditions, EPA landscaping guidelines report that xeriscaping can reduce supplemental irrigation by more than 50%. Actual results depend on how much turf is removed, plant selection, soil, exposure, and maintenance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a staged conversion when budget or habitat matters

  1. Map sun, shade, slopes, existing irrigation, and utilities.
  2. Remove the least useful turf first, especially narrow strips and inaccessible corners.
  3. Amend or replace compacted soil and install 4–6 inches of topsoil where appropriate.
  4. Install plants in hydrozones, then convert those zones to drip or microirrigation.
  5. Mulch, check emitters, and manage establishment watering until roots are established.
  6. Review performance through a full hot season before converting another area.

Leave habitat features, shade trees, and functional open space where they provide value. A low-water landscape can support pollinators and wildlife when plant choices include locally appropriate flowering and shelter species.

8. Use rainwater and stormwater only within the law

Rain barrels and cisterns can supplement irrigation, but water-rights and plumbing rules vary by state, municipality, and water provider. Some locations limit container size, require registration, or restrict where collected water may be used. Check the current rule before purchasing or connecting a system.

Plan for safe, permitted uses

  • Use captured water only for permitted non-potable purposes unless a system is specifically approved and treated for another use.
  • Keep containers covered and screened to reduce mosquito breeding and debris.
  • Install an overflow route that does not damage foundations, slopes, sidewalks, or neighboring property.
  • Use a first-flush diverter or other approved practice where local guidance calls for it, and clean gutters and screens.
  • Disconnect or secure storage before freezing weather if the equipment is not rated for freeze conditions.

Harvested rain is intermittent, so size expectations around local rainfall and storage capacity. It is a supplement, not a reliable replacement for all irrigation during a long western drought.

9. Check rebates before buying equipment or removing turf

Utilities and water districts may offer rebates for turf conversion, WaterSense-labeled weather-based controllers, irrigation audits, or related upgrades. Programs differ by ZIP code, property type, drought stage, installation date, and available funding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Search your water provider’s conservation or rebate page and confirm that your address is eligible.
  2. Read whether preapproval, photographs, a site plan, an inspection, or an approved contractor is required.
  3. Verify eligible equipment, label requirements, minimum square footage, plant lists, and maximum rebate amounts before purchasing.
  4. Save invoices, model numbers, permits, and before-and-after photographs.
  5. Ask whether the rebate applies to DIY work, and submit the application by the stated deadline.

Do not buy a controller or remove turf solely because a rebate is advertised elsewhere. The local utility’s current terms determine eligibility.

10. Decide when to hire an irrigation professional

A DIY walk-through is adequate for a small, accessible system with clearly labeled valves. Hire a qualified irrigation professional or request an irrigation audit when zones are undocumented, leaks are underground, pressure is inconsistent, electrical wiring is unreliable, or the property has steep slopes, multiple pumps, or a large number of valves.

What an audit should examine

  • Valve operation, pressure, flow, and leaks
  • Head spacing, distribution uniformity, overspray, and runoff
  • Controller programming and compatibility with weather or soil sensors
  • Hydrozone boundaries and whether plant types are mixed improperly
  • Opportunities for drip or microirrigation conversion
  • Compliance with current watering restrictions and documentation needed for rebates

Ask for written findings that identify the highest-priority repairs, proposed runtimes, and any assumptions about soil or plant water needs. Availability and certification requirements vary by location.

11. Troubleshoot common drought-irrigation symptoms

Symptom Likely causes First response
Water runs onto pavement Misaligned nozzle, excessive runtime, compacted soil, or steep slope Redirect the head, shorten cycles, add soak pauses, and improve infiltration
One patch stays dry Clogged or damaged head, poor spacing, low pressure, or blocked drip emitter Clean and inspect the hardware; test coverage before increasing zone runtime
Several heads mist or drift Excess pressure or unsuitable nozzle Test pressure and install the manufacturer’s approved regulator or nozzle
Plants wilt while soil is wet Root disease, poor drainage, damaged roots, or a plant unsuitable for the site Stop adding water; inspect drainage and plant health before changing the schedule
Water appears after a valve shuts Low-head drainage, leaking check valve, or a valve that does not close Observe the zone, then repair or replace the faulty valve or check component
Bill rises despite no schedule change Underground leak, stuck valve, broken line, or meter issue Repeat the meter test with irrigation isolated and contact the utility if needed

12. A practical seven-day water-saving plan

  1. Day 1: Check drought restrictions, watering days, and rebate rules; record a meter reading.
  2. Day 2: Run every zone and mark overspray, puddles, broken heads, clogged nozzles, and dry patches.
  3. Day 3: Repair or redirect hardware; separate mixed plantings where feasible.
  4. Day 4: Reset the controller for early-morning watering, local limits, and cycle-and-soak on slopes or clay.
  5. Day 5: Convert suitable beds, shrubs, and trees to filtered, pressure-regulated drip or microirrigation.
  6. Day 6: Remove the least useful turf, improve the root zone, add mulch, and raise mowing height to 2–3 inches.
  7. Day 7: Recheck the meter, observe soil moisture, document changes, and schedule an audit if leaks or coverage problems remain.

The durable strategy is to reduce demand and waste together: repair the system, water according to actual conditions and local rules, and redesign areas that never needed high-water turf. Revisit the landscape monthly because drought stages, weather, plant establishment, and equipment condition change.
