A nearby data center may be one possible source of a persistent low rumble, but distance alone cannot prove it. The reliable path is to document when and where the sound occurs, rule out equipment in your own building, measure the relevant frequencies with calibrated equipment, and ask the operator or local authority to investigate. Heavy curtains, foam and ordinary acoustic panels are not established universal fixes for low-frequency sound, so postpone expensive building work until the transmission path is known.
Start with diagnosis, not soundproofing
Cooling fans, standby generators and transformers can produce broadband noise, discrete tones or harmonics. A chiller or air-handling fan may create a tone linked to rotational or blade-pass frequency. Generator machinery can have its own tonal signature, while transformer noise commonly follows mains frequency and its harmonics. These mechanisms make a data center a plausible source, not a confirmed one. Your home’s HVAC, heat pump, ventilation, refrigerator, electrical service equipment or a neighboring facility can create a similar hum.
The most useful first outcome is a defensible record that answers four questions:
Outdated Drivers Are Slowing You Down

A phone recording can illustrate what you hear, but it is not calibrated evidence of a legal limit or proof of a particular facility’s responsibility.

Why the hum can seem worse at night
People often notice an industrial drone after dark because ordinary neighborhood sounds fall away. A steady facility tone that was masked during the day can become perceptible in a quiet bedroom. Data-center equipment can also change speed or operating state as cooling demand and electrical load change. Neither observation establishes causation; it tells you when to make measurements and compare operating conditions.
Keep a short, structured log
Use a spreadsheet or paper notebook for at least several days, including periods when the hum is absent. Record observations at consistent times so a later comparison is meaningful.
- Date and time: note the start and end of each episode, or mark the sound as continuous.
- Location: identify the room, approximate position, floor and whether you were near a wall, window, vent or electrical panel.
- Windows and doors: record whether each was open or closed.
- Home equipment: note the state of HVAC, heat pumps, fans, appliances, water pumps, solar inverters and other electrical equipment. If safe, repeat a brief observation with one suspected source turned off.
- Weather and surroundings: write down wind, rain and unusual local activity. Do not enter restricted property to improve a recording.
- Perception: describe whether the sound is a steady note, a pulsing beat, a rumble or a vibration felt through a floor or wall.
- Recording details: if you make an audio clip, save the original file with its timestamp and device information. Treat it as an illustration, not a calibrated level.
Describe the sound neutrally. “Steady tone heard in the rear bedroom from 23:10 to 01:00; HVAC off; strongest at the closed window” is more useful than “the data center is violating the law.”
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesRule out sources inside your home
A low tone that changes when a furnace, air conditioner, extractor fan or appliance starts is a strong diagnostic clue. It does not prove that device is the only source, because a room can also resonate at particular frequencies.
Safe checks
- Turn off one household system at a time using its normal control, and wait long enough for the equipment to stop. Do not open electrical panels or disconnect hard-wired equipment yourself.
- Walk through the home and listen at supply vents, mechanical rooms, water pipes, the electrical service area and shared walls.
- Compare the suspected room with a room on another side of the building. A large change between rooms may indicate a local source or room mode.
- If you live in an apartment, ask the landlord or building manager whether pumps, ventilation plant or a neighboring unit operates on a schedule that matches your log.
Record what changed and what did not. A home-equipment test is a way to narrow possibilities, not a substitute for an acoustic survey.
Compare indoors, outdoors and different positions
Make short observations at repeatable positions: the center of the room, each window, an exterior wall, the property boundary and a location farther from the suspected facility if one is safely accessible. Keep the recorder or meter at the same height and orientation where possible.

- Recommended Usage Scenarios: The acoustic panel is designed for sound absorption, making it perfect for reducing echo and improving acoustic quality in home studios, podcast rooms, gaming setups, office conference rooms, vocal booths, or home theaters. Not intended for full soundproofing or noise isolation from external environments.
Interpret changes cautiously:
- Stronger at one window: may indicate an exterior airborne path, window transmission or a room resonance.
- Stronger at a wall or floor: may indicate vibration entering the structure, but a wall can also reinforce airborne sound.
- Present indoors but weak outdoors: may point to a building or appliance source, an indoor resonance or structure-borne transmission.
- Similar at many outdoor positions: increases the value of a professional survey, especially if the frequency pattern is stable.
These are clues, not source attribution. A nearby road, substation, construction plant or another commercial building may produce the same pattern.
Why one A-weighted reading is insufficient
A-weighted decibels are designed to approximate human hearing sensitivity for many ordinary noise assessments. A single overall A-weighted number can under-represent low-frequency energy and does not reveal whether a narrow tonal component is present. Two sounds with the same A-weighted value can have very different low-frequency spectra and subjective character.
For screening, an audio spectrum display or sound-level meter that states its frequency response can show whether energy is concentrated in a narrow band. Treat a phone app as a rough listening aid only: the available evidence does not establish its microphone calibration or accuracy, and the U.S. Environmental Protection Agency measurement manual describes important low-frequency microphone, amplification and calibration constraints.
What a suitable measurement setup requires
- A microphone and preamplifier with a documented response over the frequencies of interest.
- Calibration that covers that same frequency range, before and after the measurement where practicable.
- Enough low-frequency capability to avoid filtering out the sound being investigated.
- Checks for electrical hum introduced by the recorder, power supply, cables or grounding.
- Notes on weather, room position, windows, operating states and background noise.
An inexpensive instrument may be useful for your private log if its specifications are clear, but it cannot establish regulatory compliance or identify a facility as the source.
Understand the relevant standards
ISO 11202:2010
ISO 11202:2010 describes in-situ determination of machinery sound-pressure emission at work stations and specified positions, including bystander positions. It addresses background-noise and acoustic-environment corrections and provides engineering and survey accuracy grades. ISO’s page says this edition was reviewed and confirmed in 2026. Its scope is machinery-emission measurement; it is not a universal environmental-noise limit for a residence. A consultant may use concepts from it when evaluating equipment, but the final protocol must match the question and local rules.
ISO/TS 20065:2022
ISO/TS 20065:2022 provides an objective engineering method for assessing tone audibility in environmental noise. The method can be used for tones at 50 Hz or higher. ISO states: “The procedure has not been validated below 50 Hz.” If the suspected component is below 50 Hz, the method cannot be presented as validated proof; a qualified assessor must explain what alternative analysis and subjective evaluation are appropriate.

ISO also notes that the method can be used in continuously operating automatic measurement stations. That supports repeatable monitoring when a site has the necessary equipment, but it does not turn a consumer recording into a standards-compliant result.
When to hire an acoustics professional
Seek an independent environmental-noise or building-acoustics consultant when the hum is persistent, tonal, disputed, materially affects your use of a room, or cannot be separated from household sources. Ask for a written scope before the visit.
Questions to put in the scope
- Which indoor and outdoor positions will be measured, and why?
- Which frequency range, narrow-band resolution and weighting will be reported?
- Will the work distinguish airborne sound from vibration transmitted through the building?
- What calibration method and instrument response will be documented?
- How will background noise and changing facility operating states be handled?
- What observations are needed when the facility is at different loads or when equipment cycles?
- How will uncertainty and limitations be stated?
Ask the consultant to preserve raw spectra, timestamps and calibration records, not only a single headline decibel value. A useful report should say what was measured, under which conditions, what was not measured and how strongly the evidence supports each possible source.
Report the issue with evidence
Send a concise packet to the data-center operator, your landlord, the local environmental-noise office or the planning authority, depending on the route available in your area. Include:
- A one-page chronology with dates, times, rooms and conditions.
- A simple site sketch showing measurement and listening positions.
- Notes on household equipment checks.
- Original recordings labeled with time and position.
- Professional spectra or a report, if obtained.
- A specific request for investigation rather than an accusation of a violation.
Ask whether cooling plant, generators and transformers were operating, whether maintenance or testing occurred during the logged episodes, and which permit conditions and complaint procedure apply. Request the applicable local rule in writing. Noise limits, measurement methods, quiet hours and responsible agencies vary by jurisdiction and permit; there is no universal residential limit that can be stated without your location.
What facility engineers can investigate
The EPA Facilities Manual advises placing air-cooled equipment away from noise-sensitive areas and using vibration and sound isolation for cooling towers where required. It also discusses multiple-speed or variable-speed condenser-fan controls in its facility-design context. These are design recommendations for an operator, not modifications a neighboring resident can make, and their applicability depends on the actual project and permit.

Possible source-side investigations include fan speed, blade-pass frequency, worn bearings, aerodynamic interaction, generator exhaust and enclosure details, transformer mounting and structural paths. The operator should have an engineer correlate any measured tone with equipment operating data before selecting a control.
Compare mitigation options by transmission path
| Option | Where it acts | When it may make sense | Limits and trade-offs |
|---|---|---|---|
| Fan-speed, aerodynamic or equipment adjustment | Source | A measured tone matches a particular cooling fan or other machine. | Requires operator access and engineering review; changes must not compromise cooling, reliability or emissions compliance. |
| Isolation, enclosure, barrier or silencer | Source or transmission path | A survey identifies a path and a control is designed for the measured spectrum. | Barriers and silencers may help some broadband or higher-frequency components but are not universal low-frequency solutions; structural vibration may bypass them. |
| Building envelope work | Transmission path or receiver | A professional identifies airborne transmission through a particular window, wall or vent and predicts a meaningful reduction. | Heavy construction can be expensive, reduce ventilation or daylight, and perform poorly if the dominant path is structure-borne or below the assembly’s effective range. |
| Room or sleep-location change | Receiver | A quieter room is available immediately. | Reversible comfort measure only; it does not establish or remove the source. |
The credible engineering sequence is source identification, path analysis, then control selection. Do not assume that adding mass to one wall will solve a tone entering through a roof, floor, vent or structural connection.
What the Irish EPA example does—and does not—show
Ireland’s Environmental Protection Agency draft 2024 noise guidance includes an illustrative 73 Hz chiller-fan tone that conventional silencers left relatively untreated. It also gives a 207 Hz axial-fan example in which aerodynamic fan modifications reportedly reduced the tone by 20 dB. These are examples in draft jurisdictional guidance, not promises for a home or proof that every silencer fails.
The practical lesson is to identify the frequency and mechanism before choosing a control. A source-side modification can be more direct than a household retrofit, but its result depends on the equipment, installation and operating state. The reported 20 dB reduction must not be generalized to another site.

A practical decision tree
The hum changes when your equipment changes
Focus first on HVAC, pumps, appliances and electrical equipment. Have a qualified technician inspect the device if the sound stops or changes consistently. Keep the data-center complaint separate unless outdoor measurements show an independent component.
The hum is strongest at one building element
Document the position and ask an acoustics professional to test airborne and structure-borne paths. A window, vent, wall or floor observation alone does not identify the source.
The hum is present indoors and outdoors at repeatable times
Arrange calibrated, frequency-resolved measurements at multiple positions and operating conditions. Compare spectra, not just overall A-weighted values, and preserve timestamps.
Free tools Windows power users keep installed
One-click scans. No signup required.
The tone appears below 50 Hz
Tell the assessor the suspected band. ISO/TS 20065:2022 is not validated below 50 Hz, so its tonal-audibility method cannot be used as if it covered that range. The report should state what alternative analysis and limitations apply.
The operator denies responsibility
Send the neutral log and measurement request to the relevant local authority or planning body. Ask for the permit conditions and complaint route. Avoid alleging a violation until the jurisdiction’s rule and a competent measurement support that conclusion.
Health and safety boundaries
The available technical material does not establish a universal safe or harmful sound level, a prevalence statistic or a general health outcome for this situation. If the noise is causing distress, sleep problems or other symptoms, discuss those effects with a health professional while pursuing an acoustic investigation. Do not enter restricted facility areas, disable your home’s safety systems or alter electrical equipment to make a measurement.
What a successful resolution looks like
A strong case does not depend on proving the source from a bedroom recording. It establishes a repeatable pattern, rules out obvious household causes, identifies the relevant frequencies, and gives the operator or authority enough information to test specific equipment and operating states. If a facility source is confirmed, the most defensible remedy is usually an engineered change at the source or along the verified transmission path, with cooling performance and permit requirements considered at the same time.
