The safest way for a government agency to reduce card-acceptance cost without charging residents more is to measure its complete fee stack, enforce the executed processing contract, and test procurement and channel changes against actual transaction data. Do not begin with a surcharge. First determine which interchange, network, processor, gateway, platform, and other charges the agency is paying, whether each charge matches the contract, and what state or local law permits.
There is no dependable, nationwide savings percentage for switching processors or steering residents to another payment method. The right outcome is an auditable cost reduction that preserves access, complies with procurement rules, and leaves the payer’s required amount unchanged.
What makes up a government card-processing fee
A card payment does not have one universal “credit card fee.” The U.S. Government Accountability Office describes three broad components in a typical Visa or Mastercard merchant-discount fee. An agency should identify each component on its statements and contract schedules rather than applying an industry-average rate.
Recommended Free Tools
| Component | What it generally pays for | Why the agency must isolate it |
|---|---|---|
| Interchange | Paid by the merchant’s bank or acquirer to the card issuer. Network-set rates generally combine a fixed amount with a percentage of the purchase. | Rates can change by card type, transaction qualification, channel, and other network criteria. A percentage quoted by a processor may not include the fixed portion. |
| Network fees | Generally fixed per-transaction charges set by the payment network. | Small fixed charges become material when an agency processes many low-dollar payments. |
| Processor or acquirer fees | Services such as routing the transaction to the network and issuer, authorization, settlement, reporting, and account support. | These are the charges most directly affected by contract pricing, volume tiers, and service terms, but they are only part of the total cost. |
The same transaction may also generate gateway, hosted-payment-page, e-government platform, tokenization, chargeback, statement, batch, terminal, or integration charges. Those items are not interchangeable with interchange. Include them in the agency’s all-in calculation and identify the contract clause or price schedule that authorizes each one.

GAO emphasizes that transaction processing and fee structures vary. Use the agency’s own statements, settlement reports, contract, transaction mix, and payment channels as the source of truth. A headline rate cannot establish what a particular agency pays.
Build an agency fee inventory before changing anything
A defensible review starts with a transaction-level inventory. Assign a staff owner from finance or treasury, involve procurement and information security, and set a review period long enough to capture ordinary and peak activity. Monthly data for at least one budget cycle is useful when available; do not infer an annual result from a single unusual month.
Collect the records
- The executed processor, acquiring-bank, gateway, and e-government platform agreements, including amendments and renewal notices.
- Every price schedule, volume tier, minimum, pass-through provision, termination charge, and service-level commitment.
- Processor invoices, network or pass-through detail, settlement reports, deposit records, chargeback reports, and general-ledger entries.
- Transaction counts and dollar volume by card brand, card type where reported, payment channel, department, and transaction size.
- Costs for call-center, web, mobile, kiosk, mail, in-person, and other channels that are bundled with or separate from card acceptance.
- Security, PCI, tokenization, fraud-screening, terminal, integration, and support charges.
Map every charge to an obligation
For each invoice line, record the service description, unit (percentage, transaction, month, device, or one-time amount), billed quantity, rate, contract citation, tax or pass-through status, and the department that uses it. Flag charges that cannot be matched to a contract term. A charge that appears small can be significant when multiplied by thousands of transactions.
Reconcile billing to settlement
Match the processor’s settled transactions to deposits and the general ledger. Separate rejected, reversed, refunded, and disputed transactions from successful payments. Calculate both total fees and effective cost per transaction, then calculate cost as a percentage of card volume. Keep fixed and variable components separate so that a change in average payment size does not disguise the result.
Utah’s Division of Finance policy provides a concrete control model: agencies review processor fees against the state cooperative contract and record and reconcile card payments and fees monthly. That is a Utah executive-branch policy, not a universal requirement, but the control is portable to other agencies.

Use procurement leverage before considering a resident fee
Review centralized or pooled contracts
Some governments obtain pricing and standard terms through a statewide or cooperative contract. Utah requires state agencies to use the state-contracted processor. Florida’s 2025 statute generally requires state agencies and the judicial branch to use a Chief Financial Officer contractor unless an agency is authorized to use another contractor that is more advantageous. These examples show how centralized procurement can operate; they do not establish that every state has a pooled contract, that a local government may use it, or that it is automatically cheaper.
Ask the procurement authority whether the agency is required to use a particular contract, eligible to use a cooperative contract, or permitted to compete an alternative. Compare the complete contract price and service terms, not just the processor’s percentage. Include gateway and platform fees, implementation, reporting, security responsibilities, minimums, renewal increases, and exit costs.

Audit the current invoice
Before seeking a new bid, test whether the current provider is billing the agreed rates. Look for a volume tier that was not applied, duplicate monthly charges, an expired promotional rate, an unauthorized gateway fee, a misclassified transaction, or a pass-through item that lacks supporting detail. Preserve the invoice, contract excerpt, calculation, and correspondence for each disputed line. Correct billing is a recurring saving; it does not require residents to change their behavior.
Renegotiate only within procurement rules
Depending on the contract and jurisdiction, the agency may be able to request lower processor margins, revised volume tiers, consolidated reporting, or removal of unused services at renewal. A change that materially alters scope, term, competition, or security obligations may require a new procurement. Have counsel and procurement determine whether an amendment is permitted rather than treating a vendor concession as an informal change.
Compare alternatives on an all-in, like-for-like basis
Build a comparison using the agency’s actual channels and transaction mix. Hold the same period, volume, average ticket, refund rate, and service requirements constant for each scenario. The comparison should contain at least the following axes:

| Decision area | Questions to answer |
|---|---|
| Pricing components | What are the percentage, fixed, network, pass-through, monthly, minimum, chargeback, and batch charges? Which are variable and which recur regardless of volume? |
| Transaction and channel fit | Are web, mobile, call-center, in-person, kiosk, recurring, and card-present transactions priced and supported under the same terms? |
| Contract eligibility | May this agency use the proposed contract? Does state or local procurement law require a cooperative or central contract? |
| Gateway and platform dependence | Must the agency retain a particular payment page, tax system, permitting system, or e-government platform? What integration or migration cost applies? |
| Settlement and accounting | Can the arrangement provide deposits, department-level coding, refunds, reversals, reconciliation files, and audit records in the required format? |
| Security and compliance | Which party handles PCI responsibilities, tokenization, fraud controls, data retention, incident response, and accessibility testing? |
| Implementation and exit | What staff time, testing, equipment, training, downtime, termination fee, or data-export work is required? |
| Public access | Will the option preserve language access, disability access, receipts, assistance, and non-digital alternatives? |
| Legal authority | Is the agency authorized to use the arrangement and to impose any related fee? Are network operating rules satisfied? |
Model a full budget impact, including one-time implementation and recurring support. A lower percentage can still cost more if fixed charges, platform fees, or migration work increase. Conversely, a slightly higher processing rate may be justified if it provides required accessibility, reconciliation, or security services; Florida’s cost-benefit framework expressly considers quantifiable cost reductions, other agency benefits, potential effects on general revenue, and nonquantifiable convenience benefits.
Evaluate payment-channel changes without promising savings
ACH, checks, in-person payments, kiosks, or other channels may have different costs and access characteristics. The reviewed authorities do not establish a universal no-fee method or a predictable saving from steering residents away from cards. Treat channel changes as a local feasibility analysis.
Questions for a channel analysis
- What is the complete cost per successful payment, including staff handling, returns, reconciliation, equipment, postage, and support?
- Can residents use the channel without a bank account, smartphone, reliable broadband, or transportation?
- How are refunds, failed payments, late payments, receipts, language access, and disability accommodations handled?
- Does the governing law require electronic acceptance or preserve a particular payment option?
- Will steering language create a de facto penalty for residents who need cards?
If the agency offers a lower-cost method, present it as an option and keep the required service available through lawful, accessible channels. Do not describe an untested channel as free or guaranteed to reduce cost.
Know what fee-shifting rules actually apply
Whether an agency may charge a convenience fee or surcharge depends on government level, state law, payment type, channel, the agency’s authority, and card-network rules. The examples below illustrate different approaches; they are not a nationwide legal summary.
Utah state agencies
Utah Division of Finance policy states that processor credit/debit card fees reviewed against the cooperative contract “must not be charged to the customer.” The policy separately says internet transaction fees “must not be charged to the customer” and directs agencies to pay those expenses from their budgets. This is an executive-branch Utah policy. It does not establish the rule for Utah local governments or agencies in another state.

Florida state agencies and specified local governments
Florida’s 2025 statute encourages electronic acceptance when the agency and public benefits substantiate the cost. State agencies may impose convenience fees under applicable rules, but the total may not exceed the agency’s cost. The statute also authorizes specified local governments to surcharge certain statutorily prescribed revenues by an amount sufficient to cover service fees. That authority is not interchangeable with Utah’s prohibition and must be read with the particular revenue and government entity involved.
Louisiana state agencies
Louisiana’s Treasury guidance says an agency seeking a convenience fee needs a Treasury recommendation and approval by both named legislative committees. The fee must be disclosed, and the payer must be allowed to cancel. The page listed a merchant-services contract set to expire in October 2026. Because that date is now current or passed, verify the contract’s status and any replacement terms before relying on vendor details.
Illinois local governments
Illinois 50 ILCS 345/25 permits a local governmental entity to impose a convenience fee or surcharge only up to the processing or discount fee incurred and only when the card’s operating rules allow it. Confirm that the entity, revenue, transaction, and network rule all fall within the statute before acting.
GSA SmartPay guidance
GSA SmartPay merchant-surcharge guidance notes that state policies may differ. In the context described by that guidance, a surcharge is tied to the merchant’s negotiated acceptance rate, cannot exceed 4% in any state, must be applied consistently across networks, requires clear notice, and should appear as a separate receipt line item. The 4% figure is a maximum rule in that context—not a typical processing fee, a savings statistic, or a suggested charge to residents. Do not treat the bulletin as the complete legal rule for a public agency.

- Assign governance. Name finance, procurement, legal, information security, accessibility, and service-delivery owners. Define who can approve a contract change and who signs off on resident-facing language.
- Freeze the baseline. Capture the contract version, fee schedules, transaction volume, channel mix, deposits, refunds, disputes, and monthly reconciliations for the measurement period.
- Validate every charge. Recalculate invoice lines, match them to contract clauses, and seek credits or corrections for unsupported billing.
- Check authority. Determine the applicable state statute, local ordinance, executive policy, appropriation rule, network rule, and procurement requirement before changing price or payment flow.
- Solicit comparable options. Ask procurement for eligible cooperative, statewide, or competitive alternatives and require all-in pricing for the same transaction scenarios.
- Model public impact. Include implementation cost, general-revenue effect, accessibility, service convenience, payment choice, refunds, and support—not just the rate.
- Test integrations and controls. Run deposits, reversals, refunds, chargebacks, accounting files, receipts, accessibility checks, security controls, and outage procedures in a test environment.
- Communicate without a surcharge. If a lower-cost channel is offered, explain it as an option. Do not imply that a card user owes an extra amount unless counsel confirms a lawful, disclosed fee.
- Measure after launch. Compare actual all-in cost, transaction success, abandonment, complaints, refunds, reconciliation exceptions, and access indicators with the baseline. Keep the contract and calculation supporting the result.
Common mistakes and how to correct them
Using a generic “2.9%” assumption
A single percentage can omit fixed interchange, network fees, processor charges, gateway costs, and channel differences. Replace it with an invoice-based effective-cost calculation that shows both fixed dollars and percentage components.

Choosing the lowest quoted rate
A low processor margin may be offset by platform, minimum, integration, security, or support charges. Require an all-in scenario using the agency’s actual channels and transaction sizes.
Assuming a statewide contract applies locally
Utah and Florida demonstrate state-level mechanisms, not universal eligibility. Ask the procurement authority whether the agency is covered, required to participate, or allowed to compete an alternative.
Calling a surcharge a savings plan
A surcharge transfers cost to the payer and may be prohibited or limited. Separate the legal analysis from the cost analysis, and never use the GSA 4% cap as evidence of savings.
Ignoring access and reconciliation
Removing cards or adding friction can affect residents who lack other payment methods and can increase staff work. Test accessibility, assistance, receipts, refunds, and accounting before changing channels.
Relying on an outdated contract page
Contract terms and approvals expire. Louisiana’s listed October 2026 expiration shows why the agency should confirm current status, renewal, or replacement terms directly with the responsible Treasury or procurement office.
What a defensible savings claim looks like
Report a result only after the new arrangement has operated long enough to compare like with like. State the period, channels, transaction volume, included cost categories, one-time implementation costs, and any change in service levels. Distinguish a billing correction, recurring contract reduction, avoided cost, and temporary credit. If the agency has not completed that analysis, say that the option is under evaluation rather than promising a percentage.
The practical standard is simple: residents pay the legally required amount; the agency knows what it is paying and why; procurement and network rules are followed; and the measured all-in cost falls without reducing access or accounting reliability.
