Reduce delay and overruns by treating the data-center project as one controlled system: mature and coordinate the design before dependent work starts, connect every critical purchase to the live schedule, verify supplier forecasts at each reporting cut-off, and protect time for integration, commissioning, testing and documentation. Put power, permitting, labour and market constraints into the baseline before selecting a site or promising a completion date.

No control guarantees a particular saving. The practical objective is to expose variance early enough that the team still has technically sound, financeable options.

Why data-center schedules and budgets are under pressure

Delay is not an exceptional outcome in the current market. JLL Research reported that 57% of data-center projects experienced a construction delay of at least three months in 2025. That is an industry-reported observation, not a forecast for every development, but it is a useful reason to challenge optimistic baselines.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Equipment availability is a major source of uncertainty. JLL’s 2026 outlook put average data-center equipment lead time at 33 weeks globally and 42 weeks in the United States, with the U.S. figure 83% above its 2019 level. Regional and component-level variation is substantial, so those averages should frame a risk conversation rather than replace a supplier commitment for your site.

JLL also reports an average global build time of 18 months for a 50 MW data center. Some developers preordered materials as much as 24 months ahead, while developers and operators of scale reported holding six to 12 months of strategic inventory for critical components. Those are observed market practices, not universal requirements. A project’s utility scope, cooling architecture, jurisdiction, supply agreements and delivery model determine what is sensible.

Build a control baseline before work starts

A reliable baseline makes slippage visible. It should show the forecast final completion date and final cost, not only a percentage-complete figure.

Define the scope that the baseline measures

State whether cost covers land, enabling works, shell and core, fit-out, active IT equipment, utility infrastructure, financing, taxes and owner contingencies. Identify the facility size, cooling approach, redundancy target, number of floors, market and currency. Without those labels, two apparently similar cost figures can describe very different projects.

For context, JLL’s average global shell-and-core construction cost for a single-tenant, 50 MW, air-cooled facility rose from $7.7 million per MW in 2020 to $10.7 million per MW in 2025; its 2026 forecast is $11.3 million per MW. JLL excludes land and active IT equipment, notes a premium for liquid-cooled facilities, and reports that multistory facilities in the Americas can add 20% to construction cost, with a cited 10% premium in its comparison. These are market averages, not an estimate for your project.

Use a live risk and decision register

At minimum, maintain the following linked records:

  • Integrated schedule: logic-linked design, approvals, procurement, construction, energization, testing and turnover activities.
  • Change log: requested change, originator, decision owner, affected disciplines, cost, schedule, procurement, testing and approval consequences.
  • Procurement exposure register: package owner, supplier, required-on-site date, committed date, latest forecast, manufacturing status, shipping route and mitigation.
  • Risk and contingency view: probability, impact, trigger, response owner, remaining contingency and decision deadline.
  • Assumptions register: utility dates, labour productivity, design criteria, availability, escalation, taxes and exclusions used in the estimate.

Assign one person to maintain each register and one accountable decision owner for every item. A register without an owner is an archive, not a control.

Control design maturity and changes

Design is a schedule activity, not a document milestone. Late decisions propagate through multiple trades and can invalidate equipment orders or installed work.

Set explicit design gates

Put design-finalization dates and design-development and coordination periods in the programme. Use gates that require evidence, such as:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • site and utility criteria approved;
  • electrical one-lines, load list and protection philosophy coordinated;
  • mechanical loads, heat rejection and water strategy coordinated with electrical capacity;
  • room layouts, clearances, access routes and maintenance zones checked against equipment selections;
  • controls, network, security and life-safety interfaces identified;
  • equipment submittal requirements, approved manufacturers and certification paths defined; and
  • commissioning test requirements reflected in the design and specifications.

The gate should identify what is frozen, what remains flexible and the latest date at which a decision can change without moving a dependent activity.

Trace the effect of every proposed change

FTI Consulting describes how a seemingly isolated room or equipment change can require MEP and wiring revisions, alter HVAC sizing, change installation work and security devices, and delay final testing or certification. Use that propagation pattern as a mandatory review checklist.

  1. Describe the requested change and the reason for it.
  2. Map affected architectural, structural, electrical, mechanical, controls, network, security, fire and specialist systems.
  3. Check whether a purchase order, approved submittal, fabrication slot or installed work is affected.
  4. Recalculate construction activities, inspections, energization, integrated testing, training and turnover documentation.
  5. Price direct work, rework, escalation, expediting, temporary works and contingency draw.
  6. Obtain named discipline approvals before the change owner accepts or rejects it.
  7. Update the baseline, forecast dates, cost report and test scripts immediately after the decision.

Do not approve a change merely because its local drawing impact appears small. The decision is complete only when downstream schedule, cost and certification effects are accepted.

Put long-lead procurement on the critical path

Procurement belongs inside the integrated schedule, whether an item is owner-furnished, contractor-furnished or bought through a package contractor.

Create a package-level procurement map

For each transformer, switchgear lineup, generator, UPS, chiller, cooling tower, heat exchanger, pump, controls panel, busway, fuel system and other schedule-sensitive item, connect these activities with logic:

  1. performance criteria and approved specification;
  2. budget release and purchasing responsibility;
  3. submittal, technical review and approval;
  4. purchase order and manufacturing slot;
  5. factory acceptance test and release;
  6. shipping, customs and site logistics;
  7. receiving inspection and storage;
  8. installation, pre-functional checks and energization; and
  9. integrated system testing and turnover documentation.

Give every package a required-on-site date derived from the installation and test sequence, not from a generic procurement target.

Refresh supplier dates at every reporting cut-off

Ask suppliers for the current engineering-complete date, manufacturing status, factory-test date, ship date and delivery forecast before each progress update. Record the date of the update and the confidence level; “on schedule” without a dated forecast is not useful.

Compare the latest forecast with the required-on-site date and calculate the schedule effect through the logic network. A late delivery may be harmless if float exists, or it may move energization and commissioning by the full slippage. Escalate while a mitigation decision is still possible.

Changing a component late can trigger redesign, reapproval, retraining and new test scripts. Record those consequences before authorizing a substitution.

Use schedule forecasts that show the future

A monthly update that reports only completed work hides the decisions that matter. Every update should show forecast starts and finishes based on current information, with logic ties to the contractual or operational completion milestone.

Minimum schedule review questions

  • Which activities moved since the last update, and why?
  • Which near-term activities now have a different forecast start or finish?
  • Which procurement dates are supplier-confirmed, and which are assumptions?
  • What is the current critical path and what near-critical paths could become critical?
  • What approvals, inspections or utility decisions are gating work?
  • What recovery option is available, by when, at what cost and with what technical risk?

Use a short-horizon look-ahead for field coordination and a longer forecast for capital decisions. Preserve the original baseline so acceleration or resequencing does not erase the evidence of variance.

Protect commissioning, integration and turnover

Commissioning is not a reserve of days to consume when construction slips. Compressing it without a risk assessment can move unresolved defects into operations.

Plan the sequence before installation is complete

Schedule named owners, prerequisites and witness points for:

  • factory and site acceptance testing;
  • pre-functional inspections and equipment startup;
  • controls point-to-point checks and alarm verification;
  • electrical and mechanical functional tests;
  • failure-mode and redundancy demonstrations;
  • integrated system testing under normal and abnormal conditions;
  • defect logging, retest and closure;
  • operator training and emergency procedures; and
  • as-built drawings, settings, certificates, spare-parts records and operation manuals.

Write test scripts while systems are being designed. Tie each script to approved sequences of operation, acceptance criteria, witness requirements and the person authorized to accept the result.

Address recurring integration risks

Uptime Institute commentary identifies poor complex-system integration, insufficient or compressed commissioning, design changes, substitutions, weak change management, inexperienced teams, misaligned objectives and lack of independent verification as potential causes of construction or operational problems. The commentary is older and does not quantify current prevalence, so use it as a risk prompt rather than a current rate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Independent verification is particularly valuable where the designer, installer and operator have different incentives. Decide early who can reject an incomplete test, who owns a defect that crosses packages and what evidence is required for turnover.

Manage cost without losing scope control

Cost control is a forecast discipline. Report committed cost, approved changes, pending changes, remaining estimate, contingency draw and forecast final cost together.

Separate variance types

  • Quantity or productivity: more work or lower-than-planned output.
  • Price and escalation: supplier increases, labour rates, freight, taxes or currency.
  • Scope change: owner decisions, authority requirements or design development.
  • Rework: correction of defective, incomplete or superseded work.
  • Time-related cost: extended supervision, temporary facilities, financing, storage and expediting.
  • Risk realization: an event previously held in contingency.

Do not hide a scope addition inside a productivity variance. That makes the estimate look controlled while reducing the money available for genuine risk.

Escalate while options remain

Set trigger levels for forecast date movement, contingency consumption, procurement variance and unresolved design decisions. At each trigger, present a decision paper that states the assumption, choices, technical effect, cost range, schedule effect, approval needed and latest decision date. A cheaper choice that delays energization or weakens maintainability may increase whole-life cost.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treat power, permitting and site conditions as schedule work

Power availability can determine whether a site is viable before detailed design begins. Include utility studies, interconnection milestones, transmission or substation scope, transformer and switchgear requirements, backup generation, protection reviews and local approvals in the programme.

For U.S. projects, Executive Order 14318 of July 23, 2025 describes a federal policy to pursue “bold, large-scale industrial plans to vault the United States further into the lead on critical manufacturing processes and technologies that are essential to national security, economic prosperity, and scientific leadership.” The order defines covered infrastructure that can include transmission, substations, transformers, switchgear and backup power. It is not a general entitlement to faster permits; eligibility, implementing programmes and local requirements must be confirmed for the specific project.

Ask site-selection questions before committing land

  • When can the utility provide firm capacity, and what conditions apply?
  • What transmission, substation, protection and easement work is required?
  • Which permits govern land use, environmental impact, water, noise, fuel storage and construction?
  • What is the authority review sequence and realistic decision time?
  • Are skilled trades, commissioning specialists and operators available locally?
  • Can heavy equipment reach the site, and are bridge, road, port or border constraints material?
  • How will community acceptance affect operating hours, generators, water use and expansion?

Obtain written utility milestones and permit assumptions. A site with a lower land price can be more expensive if firm power or approvals arrive too late.

Plan for labour and market disruption

Infrastructure Australia’s 2025 survey found that respondents cited material costs (64%), labour costs (63%) and labour or skills shortages (59%) as project-delivery disruption drivers. This is broad Australian infrastructure evidence, not a data-center-specific sample, so it should inform a risk workshop rather than be applied as a data-center probability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Convert labour risk into actions: confirm trade availability before setting the sequence, validate productivity assumptions with the delivery team, secure specialist commissioning resources early, and maintain a plan for training, shift coverage and safe access. For materials, identify items exposed to commodity pricing, currency, freight congestion or allocation and set decision dates for release, substitution or resequencing.

Compare sites and delivery strategies consistently

When comparing locations, construction methods or delivery models, score the same axes for every option:

Decision axis Questions to answer
Firm power timing When is capacity contractually available, and what enabling work remains?
Permitting and land use What approvals, environmental studies and public processes govern the site?
Utility and transmission scope Who funds and builds substations, lines, transformers, protection and easements?
Workforce Are construction, controls, testing and operations skills available when needed?
Equipment supply What are confirmed lead times for the selected architecture and region?
Transport and logistics Can oversized equipment reach the site with reliable routes and storage?
Design adaptability Can the option absorb future loads, cooling changes or phased deployment?
Comparable construction cost Are scope, date, currency, cooling, size and exclusions normalized?
Resilience and commissioning What redundancy, testing and operator-readiness work does the option require?
Community acceptance Could noise, water, traffic or generator concerns delay approvals or operation?

A weighted score can support a decision, but keep the underlying evidence and uncertainty visible. Do not let a single low-cost assumption outweigh an uncommitted power date.

Recovery actions when a project is already late

  1. Stabilize the facts. Freeze a status date, verify actual progress, refresh supplier forecasts and identify the current critical and near-critical paths.
  2. Protect safety and quality. Do not remove inspections, test prerequisites, access controls or documentation solely to show progress.
  3. Find the constraint. Separate design approval, utility, procurement, labour, installation, inspection and commissioning constraints.
  4. Develop options. Consider resequencing, additional shifts, parallel design reviews, approved expediting, alternate qualified suppliers or phased energization where technically permissible.
  5. Price the option completely. Include engineering, supervision, freight, storage, overtime, rework, warranty, certification and operational consequences.
  6. Decide by a deadline. Every option should state when it stops being viable.
  7. Rebaseline transparently. Preserve the original baseline, document the approved recovery plan and update cost, schedule, risks and test plans together.

Acceleration is not automatically recovery. If it increases interface congestion or reduces commissioning evidence, it can exchange a visible construction delay for an operational failure.

Practical dashboard for weekly governance

A concise dashboard should let an owner see exposure without reading every work package. Track:

  • forecast completion date versus approved baseline;
  • forecast final cost, committed cost and remaining contingency;
  • number and value of open changes, with ageing;
  • critical procurement packages by required-on-site date and latest supplier forecast;
  • design deliverables past their decision date;
  • utility and permit milestones with evidence of commitment;
  • installed, inspected, energized and test-ready systems;
  • open defects by severity and days outstanding;
  • commissioning scripts approved, executed, failed, retested and accepted; and
  • decisions due in the next two, four and eight weeks.

Use trend lines and explanations, not traffic-light colours alone. A green status with no dated supplier evidence or no owner is not assurance.

What good control looks like

A well-controlled data-center build has a coordinated design with explicit freeze points, a procurement schedule tied to required-on-site dates, supplier forecasts refreshed before reporting, and a commissioning plan that is funded and staffed before construction ends. Its cost report distinguishes scope, price, productivity, rework and risk, while its site strategy is based on firm power and permit evidence rather than land availability alone.

These practices improve decision quality and preserve mitigation choices. They cannot eliminate market volatility, utility constraints or unforeseen technical problems, and the available evidence does not support a universal percentage reduction in delay or cost overruns.
